Biography:
Little is known about Dick Dastardly's origins, or how he adopted the mangy Muttley as his pet. In his younth he fought in the aerial forces of a fascistic country in a Great War. His squad in his flying machines were tasked with capturing an American carrier pigeon delivering important info through enemy lines. The bird proved being very elusive and intelligent, often driving Dick to rage, but it seems that he eventually captured it, since eyewitness saw it stuffed in Dick's trophy room decades later.
He is believed to hail from an aristocratic family, since he had a criminal brother who went by the nom du guerre of 'Dread Baron'.
After the war, Dick tried his hand at car racing. He entered a circuit of dangerous extreme racing across America, the Wacky Races. His adversaries included dashing hero Peter Perfect, German aerial ace Red Max, beautiful socialite Penelope Pitstop, the monstrous Gruesome Twosome, revived cavemen the Slag Brothers, Sargeant Blast and his subordinate Private Meekly, hillbilly Lazy Luke and his pet bear Blubber, mad scientist Professor Pat Pending, tiny mobsters the Anthill Mob, and mountain man Rufus Ruffcut and his beaver Sawtooth. All of them are summonable as Riders as well, and Pat Pending also can be summoned as a Caster.
During these races Dick earned everyone's enmity by constantly trying to sabotage them and destroy their cars.
After the Wacky Racers were disbanded, Dick turned to crime full time. He also tried his hand at bounty hunting. In his quest for the treasure of Alexander the Great (also summonable as a Rider) he lost Muttley to an interdimensional trap that retained the dog with said treasure. In a mad quest to rescue him, Dick faced the Mystery Inc. sleuthing team, and while he was arrested by them, he also managed to save Muttley.
During some exploits of him in Latin America and Spain, he passed himself off for a Frenchman named 'Pierre Nodoyuna'.
Class Skills:
Riding: A
From his boyhood days, Rider has been able to drive motor vehicles effortlessly. As a child, he roamed the malls of Jellystone with a junior motorbike and a pup Muttley, and indeed a Rider Dick Lily alternate version of him can be summoned as well. He's still good at biking and hs moved since to cars and airplanes. He once even commanded a gigantic flying fortress of his own!
Riding animals is more difficult since Dick hates them, but it is still feasible. Keep in mind though that any animal Rider mounts will be mistreated by both the man and his dog. Phantasmal Beasts and dragons are off limits.
Magic Resistance: D
In life, Dick and Muttley were as vulnerable to magic as anyone else. They have the skill only because it comes with being a part of the Rider class, but it is very low because of a lack of feats to back it up properly.
Since Dick didn't fall a victim to the magic of Iskandar's treasure himself, the skill's rank is upped slighly.
Personal Skills:
Dick Dastardly Stops to Cheat: EX
The mark of a born cheater. Achievements feel shallow, empty, without a measure of trickery to best the opponent. Even if Rider can win a victory in a clean way, he will feel compelled to act dishonestly. This may be due a sensation of extra superiority if the enemy is beaten in an underhanded way, or it may be mere meanspiritdness.
Even if this course of action is discouraged or disadvantageous, Dick will still feel like he has to cheat. A Command Seal must be used to restrain him from doing so. Muttley is much more pragmatic and can win 'clean' if it's in his best interests.
Dastardly Whiplash: A
The style of old school villainy. Dick likes to twirl his thin mustache while ranting and cackling on the crimes he is about to commit. He also likes demanding for payment from widows and orphans, and kidnapping young heiresses and tying them to the tracks of railroads.
No evil deed is worth pursuing if it's not well dressed with showmanship and theatrics.
Dick is quick and efficient setting traps, but they rarely can hold a victim down for any long.
Fitting his love for outdated fashions, Dick is also an actually talented pianist.
A Boy and his Dog: C
Dick and Muttley actually love each other deep down... way down! Dick may hit Muttley frequently, and Muttley may bite him in return, but they'll never abandon each other willingly. During the time they were forcibly separated Dick acted much more embittered and melancholic, and they took genuine joy at the reunion, despite going back to bickering soon afterwards.
Dick can keep on functioning as a Servant after Muttley is taken down, but he won't pursue any course of action with the same enthusiasm as before. Muttley, in the other paw, cannot function if Dick is eliminated, and he will vanish in the spot as well. They gain a variable boost in all ranks if they are battling to defend each other. The boost will depend on the intensity of the situation at hand.
Master of Disguise: A
A valuable tool for a villain facing noble but foolish heroes and heroines. Trickery and misdirection are part of a classic felon's arsenal.
At first Dick's disguises were crude, but over the decades he perfected a latex-perfect impersonation. He is able to pass himself even for a young, shapely blonde policewoman.
The skills of a person being supplanted are not acquired, but the voices, body language and behavior of said individuals are mimicked to such a degree, even those who knew them personally are fooled.
Servants with the Eye of the Mind skill can easily see through Rider's deceptions, however.
This skill is exclusive to Dick; Muttley doesn't know how to disguise himself.
Big in Japan- Japanese Love Dick Dastardly: D
For some reason, Dick and Muttley were loved in the Land of the Rising Sun.
When fighting in Japan, Rider will get the same territory bonus as a Japanerse Servant, despite being as gaijin as they come.
Of course, with Dick being Dick, he is likely to squander any chances this gives him, which is why the skill is ranked so low.
Noble Phantasms:
Mean Machine: B
Rider's beloved car, his pride and companion during his years of vehicular racing. It was the fastest car in his circuit and still can more than keep up with more technologically advanced cars. If Rider just kept on driving he could easily stay ahead of most other vehicles, but he has a compulsion to stop and set traps for his competition (see Dick Dastardly Stops to Cheat).
The Mean Machine is heavily armored and can take massive gunfire without breaking down... most of the time. If Rider is low in mana it can break down easily as if for the sake of a gag. It can drop spiked mines behind itself, which will explode upon contact with whoever is following it. It also has a sharp end at the front that can be used as a drill. The Mean Machine doesn't need to slow down if a mountain appears in front of it; it will effortlessly open a tunnel instead.
Dusties- Dastardly Dependants: E
Anti-Army.
A large supply of loyal, small humanoid robots Dick built or commissioned to serve him during Muttley's absence. They may be based after a certain popular race of tiny yellow henchthings for another cartoony looking card carrying criminal.
They are fast but they aren't gifted with very advanced AI. In large numbers they can overcome foes who are bigger than them but individually they are very weak, and E strenght ranked Servants can dispatch up to ten of them in hand to hand.
