Justice Across Space and Time
Chapter 43
Going to do something special for this chapter. A chance for a few people to show their capabilities as heroes. Now that many have the license and authorization to do just that. So on with the show.

When both of the first-year hero classes arrived back at the school, everyone was excited and talking up what they could now that they had provisional licenses. "Man this is gonna be great! We can step up on our own to show what kind of heroes we are! We must endeavor to prove that we have truly earned these licenses! I can't wait to show how cool I can be now!"
Jotaro though was just rolling his eyes as everyone was celebrating. "You do realize that just because you have those, it doesn't make you a hero. Not really." Most of his classmates looked at him with confusion or thinking that he was overthinking the matter. "C'mon dude. We all proved that we could handle ourselves. Not just today, but during the other attacks too." Kaminari said with a pat to Jotaro's back.
"That's not what he means. He's getting at the fact we shouldn't be complacent or forget what it means to have these. Right?" Izuku said then asked. Jotaro rubbed the back of his neck before saying, "Kinda. It's also about the fact that… well it's a general problem with the hero system now. There's so many that people will make their own decisions on who deserves to be respected or not. With their eyes on us constantly, that pressure to live up to their expectations could make plenty of us crack."
Todoroki thinks for a moment before speaking his own mind. About how his father had tried to take the number one spot for himself. "But he never could. So instead….. he went for trying to make the next generation number one. Someone who could surpass All Might." A few look down and think a bit about how Endeavor had carried himself during interviews and arrests.
"He seems different now though. Probably has to do with Jotaro kicking the crap out of him. He's got the number one spot now though. Isn't that enough? Probably not for him. I don't think he wanted to earn it on the technicality that All Might had to retire." Their classmates banter back and forth about the matter, while Izuku considers more of what it could mean to replace All Might as the next symbol.
Back at the dorms though, a few people still feel like celebrating. Itsuka especially feels proud, as she had shown how she could be a hero without the need for a quirk of her own. "We should all be proud. Especially given our whole class passed. In comparison to 1-A. I hear that one of their best didn't make the cut!" Monoma claims as he and his classmates are celebrating at their dorm.
Itsuka decides to not chop him, but to warn him about being too proud. "Don't forget. Some wanted to remove me period. Just because I didn't have a quirk." Monoma and a few others eyes widen before looking down. "You're right. I'm sorry. I guess I shouldn't be too surprised that there are those who want you or anyone without a quirk removed. But that is all the more reason to be proud of what you accomplished Kendo. You proved them wrong."
Monoma says this without his usual ranting and this time without looking to make a scathing comment towards 1-A. He even compliments Jotaro on how well he trained her and a few others in martial arts. "No joke! That manly brickhouse deserves a lot of respect for what he can do." Tetsutetsu says from one of the couches.
Rin and a few others note that he could be one to take the number one spot with his power alone. "I don't think so. He's a bit too rough. I'm not so sure; I saw how he acted around that little girl that UA has been looking after. Not only that, but….. well Kendo knows how much he can care for others. Right?" This last comment was said by Tokage Setsuna. Who had the biggest shit eating grin on her face.
Which grew even bigger when Itsuka blushed brightly. She coughed and tried to move past it; saying she had some homework to do. Though this just made her classmates more suspicious. Once in her room she called Jotaro to check in with him.
"Hey! Yeah, yeah. I'm good….. what? Oh. I passed. Though there were some who thought I shouldn't…. Calm down. It was fine. Ryukyu herself stared down the judge who wanted to remove me. Not to mention a lot of our senpais stood up for me as well. What about your group…. Really? You got caught off guard?... Ah, that makes sense. Hey listen. Can we talk about…" Itsuka talks with Jotaro over the phone for an hour. Including setting up plans for a date later in the week.
When she hangs up, Itsuka can't help but smile at how things are going for her. Especially with an email she got from Melissa after she finished talking to Jotaro. Speaking of; Melissa has been improving and adjusting not just her own armored suit, but the one she made for Toshinori.
The older man puts on his new hero suit and charges up his true meta powers. The suit absorbs the excess light he was putting out. Thus letting people see him without possibly blinding passersby. It is a primarily white suit, with blue and yellow accents thrown into the mix. Namely a new logo he had come up with. A ray of light, shining through clouds.
He would go on to test some of his capabilities in some of the campus battlegrounds. Testing out how he could both fight and rescue people in dangerous situations. "Alright. This is good. Now I've got a way to keep being a hero. I wonder if I should come up with some super moves….."
Pedro meanwhile was working with Nezu on a few other matters. One of which being the establishment of new shelters and outreach programs for those who had been abandoned or forced out because of their quirk. As well as privately training the padre in the better use and application of his true meta abilities.
These paths would all come to a head two days after the Provisional License Exams. While most were taking it easy for the weekend, others were looking forward to doing work studies down the line. "Wonder who I should try to get on with?" Momo questioned aloud in the 1-A commons. A few others were gathered and thinking the same; though Jotaro was a late comer.
"Still not a morning person huh?" Izuku joked, as it was already noon and Jotaro still looked like he was half asleep. Even behind the sunglasses, Izuku could feel the scathing look his friend was giving him. After he ate something though, the large teen perked up at a report from the TV. "Turn it up. I want to hear this." Jotaro ordered before walking into the commons.
Mineta just shrugged before doing what was asked. "Currently we don't know how many villains are associated with this attack. But we have the confirmation of at least 13. With three currently flying around the cruise liner they have taken over. A few sea and other rescue heroes have attempted to get close, but there seems to be another large villain under the water." The TV reporter described before they screamed as one of the airborne villains lashed out at helicopter.
"That's enough for me. Time to do something." Jotaro said as slipped off his t-shirt and rapidly ionized the air around his chest. "Wait just a minute! You can't be thinking about taking those villains on!" Ida shouted with a chopping of his hands
Saphentite just sighed before saying it was exactly what he was planning. "And I'm going with him." "Who said you'd be the only one." Izuku said while taking off his apron from what he was cooking earlier. Saphentite just smile before snapping and turning his clothes into his hero uniform. "You can't be serious! We may have provisional licenses, but those don't apply where the ship has been taken over!" Momo says, noting that the ship was technically in international waters.
"And why would that stop me now?" "I agree. Most of the sea heroes have failed, and we don't have the same limitations." "I can't sit by and wait, when I know I can try and help save someone." Each quirkless hero argues, with Izuku feeling out the new items Melissa and Mei had built for him. They walk out of the dorm with Momo and Ida both trying to reign in their class president and the two foreign students.
Itsuka was walking up to the 1-A dorm to train with Ochaco, when she saw all three step out in full hero gear. "Uh hey guys. What's going on?" Itsuka asks with confusion etched on her face. Jotaro stops and gives a brief explanation on what was happening. "And you won't just leave it to the Coast Guard and the sea heroes?" "No. Because they need help against whatever it is beneath the waves. Let alone getting close enough to try and deal with the ones on the boat."
Itsuka just shakes her head before asking if they are doing this because they are true metas. "Even if I had I quirk…. I'd still probably feel the urge to do something Kendo. Even if it was nothing more than building a plan to save everyone." Izuku says with determination burning in his eyes. Itsuka is a bit surprised by what he said. But she respects it.
Enough that when they leave she decides to check in with her fellow quirkless hero, Melissa Shield. "They've gone down to the docks to try and help?" "Are you really that surprised?" Itsuka says with a raised eyebrow. Melissa just closes her eyes before saying she wasn't. "What do you say to giving them some help?" the inventor says before revealing a project she had shown to Itsuka, but only just finished.
It was a special rocket shaped motorcycle, with hardware Melissa specifically designed to restrain and capture villains on the run. "Bola launchers, restraint firing rockets and missiles, not to mention a cement gatling gun and tar torpedo launchers. I hadn't finished painting it. But it shouldn't take long to match your costume." Melissa says before commanding some drones to finish painting the teal on the main body. While accenting the motorcycle with black and gold.
When it was done, both Itsuka and Melissa were changed and about to head down to the docks as well. Until a new voice rang out. "Desculpe-me jovens senhoras. You wouldn't be planning to go and rescue those people at sea, no?" Pedro said with a smile directed the girls way. When they were about to come up with an excuse, the father stops them. "If you are going, I'm coming as well."
Pedro then reveals he has an armored version of his cassock on and is willing to aid them in stopping the villains. "I'm more concerned about saving the people on the ship. If I can get inside, I can protect them." Pedro says while climbing behind Itsuka. The girl just chuckles before telling him to hold on.
Toshinori meanwhile had been monitoring the situation from the teacher's lounge. He had been planning to do nothing. At least until he saw Jotaro land on the docks near the police. As well as seeing Saphentite and Izuku fly in just after the large teen landed. "Those kids are going to be the death of me. Though I can't blame them for wanting to try and do something." Toshinori says before excusing himself.
He slips away, before using his speed to rapidly change into his new hero costume. 'It'll take some getting used to. But this is the hero I am now.' The veteran hero thinks before speeding off to the docks. When he arrives, Jotaro is already in a bit of an argument with the head officer there.
"There's no way a bunch of teenagers, especially ones like you have authorization to be doing hero work. Leave this to those with quirks." "Pull your head out of your ass, dipshit. They failed. Better off leaving it to those who can get things done." Jotaro argues, holding back the urge to punt the bitch of an officer ten miles out to sea. Saphentite restrains Jotaro, if only slightly. As she was also tempted to give the rude quirkest officer a deserved punishment.
While they were arguing, Itsuka, Pedro, Melissa and Toshinori had arrived. "Hey you're that guy Jotaro was training during the internships. What's your name?" Itsuka asks while looking over the hero. Toshinori coughs before stumbling though one name idea he had. "Uh… call me Hibiki Ten for now."
Jotaro rolls his eyes before trying to find someone who'd be willing to work with them. "Hey, you guys are classmates with Froppy right?" a new voice says. This is the Okie Mariner sidekick, Sirius. When Izuku confirms that they are, she signals for the group to follow her. She introduces her boss, Captain Selkie. Izuku has a minor geek out moment, until he notes that the captain and a few others are injured.
"We tried to take them from below, but we didn't know about that underwater villain. What's more, I don't think they have only one quirk. The base one is a squid or maybe even giant squid mutant type. That would be enough of a problem, but it seemed like they could unleash powerful jets of water. Stronger that what propels most mollusks." Selkie went on to describe the three flyers. Two with heteromorphic quirks that made them like birds of prey, and a third that had some wind manipulation.
"They needed a glider though. It might be that they're manipulating the air currents and can use that for increased speed." Sirus explains before showing the others that are patrolling the deck of the cruise liner. Mick then notes that the villains had made a ridiculous monetary demand of the cruise line. As well as the general layout of the ship and where the hostages most likely were.
Itsuka then mulls over what they could be after. "If this was just a simple plan to just take money, they could have gotten quite a bit from the wealthier patrons. Even the safes could have netted them quite a bit." "I agree. Something else is going on." Izuku says while scratching his chin.
"We'll have to worry about some of that later. I can probably take the underwater monster. You guys are better off dealing with the other threats." Jotaro says before asking how deep the villain went. "Are you nuts?! Even if you're stronger than most, you still have to come up for air! It's not like you've got large lungs." Selkie says with a tilt of his head.
Jotaro just snorts before chuckling a bit. "No. I don't have large lungs. But I don't exactly need them. I don't need to breathe to get this job done." Upon that declaration, all of the conscious pros are shocked. Izuku, Saphentite and Itsuka roll their eyes before discussing who should take on the rest.
"Obviously, Saphee and Melissa should face off with the bird like villains. They'll be able to get around better than I can." Izuku says, while Itsuka notes his air pressure attacks could give him an advantage against the glider. "Meanwhile, Hibiki, myself and the father here will go for the cruise ship. To take out the villains and free the hostages." Itsuka concludes.
When questioned on how they intended to get to the ship, Pedro notes he can make sure the motorcycle would be able to cross the distance. "I'll come in a little after you two start toward the ship. With my speed… I should be able to run out to the ship." Toshinori says with a wary look towards the water.
Jotaro smiles slightly before saying, "You can. Just don't look at the water and focus on running. And just believe you can and you might find that you can get it done." Toshinori is still nervous, but he nods to his teacher/student. Jotaro heads out and runs away from the sea. "Good. Those kinds of people shouldn't be here. Both the quirkless and those true metas. They should have died out long ago." The arrogant officer says.
Only to be shocked and distraught a second later as ran as fast as he could. And plowed through and split the officer's squad car in half. Right as Jotaro reached the edge of the dock, he leapt as hard as he could. Cracking and destroying a large portion of the concrete around his leap off point.
"Alright lets move!" Izuku says before taking to the air himself. Melissa though takes the lead with her rockets as they follow in to catch the fliers off guard. Itsuka and Pedro then get on the motorcycle and prepare to speed off. While Toshinori is trying to get in the mindset of what Jotaro explained to him. 'Believe I can do it. Don't think or try to apply physics. Just believe and act.' Toshnori open's his eyes and lets out a bright flash of light to show his new determination.
Meanwhile at the cruise ship, the villains are patrolling overhead. Watching for any new tricks the heroes might pull. "Stellar, you see anything with those eagle eyes of yours?" "Oh ha ha. Very funny Jetstream." The first mentioned villain is one who had a Stellar Sea Eagle quirk, that gave him all of the capabilities of said animal. Jetstream had a glider pack with bladed wings, given he could manipulate the air currents.
"Cut the chatter you two. I hear something." The leader of the fliers was Fox. Taking her name from the Greater Flying Fox bat he quirk was born from. Unlike the animal though she was more carnivorous, making her question if she just a bat quirk in general. And thanks to the ears of said animals, she could hear Jotaro flying towards the ship. "Get ready! Some hero inbound in…"
Right as Fox was saying this Jotaro flew right past them. Overshooting the ship by a bit. "We're two miles out. Did that guy leap all the way here?!" "Not sure Stream. But if he did I give him credit for the jump it was impressive." "He won't last long against the beast below though. Eh boss?"
Before Fox can respond though, she is blasted by Saphentite from range. Izuku and Melissa though step in next and engage Stellar and Jetstream. Fox avoids a stretchy armed punch from Saphentite before saying, "so that was a partial distraction. Giving you all a chance to get close." The batlike woman then winches as Melissa fires off a localized EMP to fry the enemies' communication.
Back on shore, Pedro has his hands clasped in prayer as Itsuka revs the bike toward the sea. "You're sure about this?!" "Have faith senhora. It can carry you through." Itsuka gulps before driving towards the ocean. Before she gets close to the police gathered though, Pedro creates a barrier under the bike and lifts it up over the gathered officers.
They leap off and Pedro concentrate again to make an energy field pathway for the two. Itsuka meanwhile is amazed and impressed at the priest's concentration as she is driving along toward the cruise ship. 'Hopefully Jotaro's little leaping dive will keep them distracted for a time. If they all look out to opposite side, then we can get close in time to capture or disable most of the villains.'
A second distraction though speeds right past her. That being Toshinori who had his eyes closed as he started running toward the water. Even when his feet hit the surf, he didn't stop running and didn't open his eyes. Only after running for a few seconds did he dare to open his eyes and see that he truly was running on water. He then laughs a bit before running to pass Itsuka and Pedro.
'Ok. My job once I get there is to distract any thugs on the deck. If I can keep them focused on me, that will give young Kendo and Pedro the time to get to the ship and disable or restrain the villains.' Toshinori thinks before he sees the ship coming up. And with another tense breath he sprints for the ship.
'All the distractions should be in place. Now then…. Hello beasty.' Jotaro thinks while sinking a bit deeper into the water. Swimming towards him from under the ship was the giant squid villain. A massive being, over 70 feet long. Likely due to the mutations associated with heteromorphic types. Four of the tentacles looking more akin to normal arms and legs. While the head has the mantle of the giant squid facing backwards.
The creature glares at Jotaro before producing some strange protrusions from its arms. Suddenly, a burst of water is fired toward Jotaro at high pressure. But the teen senses it coming and evades with minimal worry. The force though does impact some of the rocks behind him, sending silt throughout the undersea area. Jotaro then feels the movement of his opponent as they try to attack him with the multitude of tentacles. 'Much as I'd like to joke about making sashimi, I should probably make sure to end this quickly.' Jotaro thinks before jetting forward to attack the squid person.
Up in the sky however, the battle is quite different. "I've got you now punk!" Jetstream shouts while blasting forward as fast as his current manipulation will let him. He tries to slash Izuku with both his pack and the claws he wore on his hands. Izuku though evaded and tried to capture the villain with Blackwhip. But the villain seemed to sense the attacks coming and slipped to the side with no effort. Seeming to move faster afterward.
"Okay. I guess that is what they meant. I'm going to have to make my own opening." Izuku thinks aloud before closing his eyes. He then stops mid-air to wait for his moment. Jetstream just thinks that this is his chance and manipulates the sea breezes and currents to get him in the proper spot for a powerful attack.
Izuku still has his eyes closed as he build up the energy of Blackwhip and his Kinetic tendrils around his arms. 'Wait for it…. Wait for it…' Izuku thinks while feeling the wind and energy moving around him. Jetstream shouts to pull Izuku's attention to him as he is divebombing at the boy from the direction of the sun. Izuku smiles as he had anticipated this, given it would be exactly what he would do.
Just as the villain is getting close, the tendrils and whips burst forth from Izuku's arms. Disrupting the air currents the man was originally manipulating. Sending him spiraling and spinning through the air. And then being wrapped up in the very bindings Izuku generated.
Saphentite meanwhile is looking for her moment to capture her batlike foe. 'It seems like she's dependent on what she sees or hears. And those types, miss the obvious. Especially when it comes to magic.' Saphentite thinks with a smile. She does wince though when Fox blasts her with an ultrasonic scream.
This however works to her advantage. As Saphentite falls, she subtly casts a web of spells and charms around her descent path. Setting up for the capture. She even shakes her head to make it look like she was more affected by the sonic attack. And Fox takes the bait. "Let's see how you taste!" the batlike woman shouts as she divebombs at Saphentite. Her teeth gleaming.
"You don't get to taste me. That's for someone else." Saphentite says before snapping her fingers. Suddenly a multitude of tethers and bindings shoot out around Fox and wrap her up. To the point she looks akin to a glowing mummy. "Too easy. Then again, you're probably accustomed to fighting quirks. That are usually one trick ponies."
Melissa meanwhile takes advantage of her sea eagle opponent's sharp eyes and creates a blinding flash to disorient the villain. But it isn't enough to knock them down. And when Melissa tries to get close to engage, the villain lashes out with the claws on his feet. While it doesn't cut anything vital, it does scratch up the armor.
'I haven't been able to hit this guy with my beams or launchers. But…. if I can get him to tire himself out…. Maybe.' Melissa thinks as she flies through the air. Taking her time as she lines up to lock on to the airborne villain. She the fires a special missile from her armor to capture or distract her opponent.
"Are you shitting me!" Stellar shouts as he dodges the initial launch of the missile. But the weapon quickly loops around before coming back at him again. Stellar maneuvers and tries to pull himself around and around to keep out of the missile's path. Even attempting to trick it into hitting Melissa.
But she designed it too well, and it never gets close to hitting her. And doesn't let up on the sea bird man. When he was finally out of breath, the missile comes barreling in to strike him in the face. And when it does, the explosion isn't a fiery one. Instead it is a sticky one. "AH! What is this!?" "I call it a tar bomb. Works well for gumming up the works. But it isn't easy or cheap to make so I was hoping to not need it." Melissa says before capturing the villain further in a collapsible net.
While the battles of extremes where happening, Toshinori had made it to the ship himself. He sprinted up the side of the vessel and quickly knocked out a few stragglers on the shore side of the ship. He then caught the attention of goons that had been watching the airborne battle and had them focus on him. Including tricking them into attacking him while he ran out and down to the water again.
Itsuka and Pedro then made their way up to the deck, with Pedro making a ramp again. Before the villains can report to their comrades, Itsuka takes aim and fires off the cement gatling to trap and seal the villains in place. The two step off of the bike, with Itsuka noticing that one was using his quirk to soften or liquify the cement and free himself. "Oh no you don't!" she shouts before striking the villain hard in the stomach.
While he is still trying to catch his breath, Itsuka slides in again to combo strike. First grabbing the man's arm and pulling up, before striking him again in the stomach and then backhand fist strikes his face. She then twists his arm behind him and knees him twice. Once in the side, then once in the head after bending him down before flipping him over.
When another thug is walking up on the deck, she is on him quickly with a knee to his face. She then clinches the man's head before kneeing him twice more; once in the chest, then in the face. Before using a strong downward strike to the man's head. "Descanse bem. We need to find the hostages." Pedro says after giving a quick prayer for the villains.
"You're praying for these guys?" "Just because they may not believe or may not accept does not mean I can't extend a prayer of sympathy for them. As well as one to hope they see the error of their ways." Itsuka and Pedro say as they quietly slip into the main atrium of the ship. There, they can see all of the civilians trapped by an electrified field a pair of villains were creating.
Itsuka hums before noting one of the people in the center seemed less afraid. "Probably a plant or inside man." Pedro nods before saying it didn't change what they needed to do. Itsuka agrees before explaining how she would take one out, before asking what he had in mind to get protect the rest.
Pedro just smiles at her, before casually leaping over the railing. Down 100 feet towards the trapped civilians. He then creates his aura and lands with little issue. Scattering the villains. He then shrinks down before creating a barrier around the civilians. A stand and try to attack with guns and quirks, only to find that it does nothing.
When the hidden villain starts to stand to attack the father, Itsuka takes aim with small crossbow attached to her wrist. The impact is small, but it causes the villain's body to tense up. And with that done, she signals Toshinori to head to the ship to take out the rest.
"Glad that worked. Now to finish this." Toshnori says before speeding up again and knocking out a few more villains. Itsuka does much the same, while heading down to the safe in the bottom of the ship. "Dammit! Where did these heroes come from?! I thought we had plenty of time thanks to that monster below!" the apparent head of the shipboard forces says as he and another were working to crack the safe.
"If we can't get this open in the next few seconds, then we won't be able to get what the client asked for." A mechanical handed criminal says while trying to crack the safe. The boss just tells him to hurry up. Noting that "D's" forces wouldn't be happy that they couldn't get the quirk samples, data, and new support devices from I-Island.
Itsuka just smirks from a hidden location before saying, "well then we'll just have to find out more of who this D person is." The villains look around wildly, trying to figure out where this new voice is coming from. Itsuka notes how the pair are back-to-back. Expecting to take on whoever they were up against in open combat.
'But that's not the smart way to fight these guys.' Itsuka thinks with a smirk. She sets up something with the devices Melissa had given her, before tossing a smoke grenade in front of the villains. The mechanical handed villain turns his hand into a combination cannon and sword to fight the enemy in the smoke. While the other one bulks up a bit to take more hits and dish more out.
Itsuka takes advantage of the mechanical handed villain though and shoots his hand with her stun bow. Causing the man to convulse more and then be blasted back from the damage to the power cells inside. The bigger villain then looks around panickily trying to find Itsuka. Who shows herself before firing off another shot from the bow.
The bulked up villain takes it well and barely seems phased by the attack. "Your little bow won't work against me!" "Now what makes you think that was the only tool?" Itsuka says before slipping back amongst the machinery. 'Gotta thank Saphentite and Kuroiro for showing me ways to blend in with stuff around me.' Itsuka then leads the bulked-up man to a few traps she had set up around.
When she returns to the center, the mechanical fisted villain is starting to wake up. So Itsuka just uses her old favorite and chops his neck to knock the man out again. "Enough games! Come out and fight!" the villain shouts after being shocked, tripped, gassed, and struck by the machinery around them.
"I told you have had other tools and tricks." Itsuka says while walking up by the mechanical villain again. And knocking him out with a chop again. She notes how the big guy is on his last legs, and it won't take much to take him out. She rushes towards the man, who punches at her; but she easily evades and slides in to strike a few nerve points with her palms. Before finishing with a flip kick to his chin.
The bulked up man slides back, shouting that wouldn't stop him. Itsuka just smirks before holding up a small device. And pressing the red button. Thousands of amps run through the villain's body, as he is being shocked by some special discs she requested from Mei. Ones that would chain together a powerful stun field. And this finishes the fight on the ship.
With those fights done, most assume things will be finished and the civilians are saved. "Where's Jotaro?" Saphentite questions once they land on the deck. Under the sea, the battle is still going. While it seemed that Jotaro had the initial edge, the creature surprised him before wrapping him and dragging the teen to the Japan Trench.
As they were going down, the squid man was darkly chuckling that there was no way this teen would last under the pressure. As the darkness of the trench slid in, he felt more assured of his victory. As the creatures of the deep were swarming around them, the squid man was tightening his grip on Jotaro. Even as the bioluminescence lite up his body and show that he wasn't struggling. And his stomach dropped when he saw a flash from behind Jotaro's sunglasses.
I'll leave it at that for now. I'd been planning on this for a while, a chance for all of the quirkless or true meta heroes to shine. In a big situation where those with quirks would come up short.
