Biography:
She may have been a mere truancy officer and counselor at a high school once. Whatever her background was, Waller rose to the upper echelons of the government of the United States of America, using her chilling willingness to get her hands dirty and her ingenuity as climbing instruments. She was a chessmaster, locked in a never ending battle with enemies from outside America and within its own legal system.
As a security homeland chief, her best known claim to face is the creation of the Task Force X, a special and elite Black Ops corps comprised of paroled supervillains and select heroes supervising them as control officers. The survival rate in its missions was quite spotty, making them to be called the 'Suicide Squadron', but they rendered fine results over and over, and any lost members could be replaced easily. Known members of the Squadron include Rick Flagg, Bronze Tiger, Harley Quinn, Joker's Daughter, Black Manta, Deadshot, Captain Boomerang, Johnny Sorrow, King Shark, Lobo, Weasel, Clock King, Killer Frost, Mongal, El Diablo, Katana, Red Hood, Killer Croc, The Penguin, Doctor Light, Punch and Jewelee, Big Sir, Count Vertigo, Orca, Man-Bat, Riddler, Black Spider, KGBeast, Oracle, Deathstroke the Terminator, Poison Ivy, Wild Dog, Toyman, Solomon Grundy, Emerald Empress, and Firefly, most of them summonable as Anti-Heroic Spirits.
Her missions included infiltrating the satellites of the Justice League, overthrowing the Middle East regime of Qurac, retrieving data of Starro the Conqueror in a Caribbean island, and keeping an eye on Cadmus and its cloning programs. In the distant future she bioengineered Terry Mc Ginnis as a successor to Bruce Wayne, the original Batman (see also- Avenger Batman).
Class Skills:
God's Resolution: C
The ability to enact control over a Grail War judiciously disposing of undesired elements disrupting the course of Heaven's Feel. This manifests as seven sets of three command seals each, which allows Ruler to bind Servants of the main classes to her will, granting her three absolute orders per Servant. Ruler may even command a Servant to commit suicide. However, the ability is restricted to only seven Servants at a summon, and should there be two or more Servants of a single class present, Ruler only has domain over one. Additionally, this Skill will not work on Foreigners, Avengers, Moon Cancers, Alter Egos, Gatekeepers, Magical Girls, Shielders, Monsters, Savers, Beasts, Watchers, Fakers (as in the actual Class, we don't mean EMIYA here), Pretenders, Boxers, Ancient Gods, Temptresses, Gunners, or other Rulers.
While an atheist in life, and even now quite uncaring about religious doctrines, Ruler sticks to a stern personal code of honor. She is ruthless, but she won't be gratuitously cruel and takes her job as a supervisor for the Holy Grail very seriously. She is not easily tempted and she won't bend her will to others' even if only out of stubborness and pride. She values discipline above any and all other character tics, and she only delegates any actual trust on those who have proved themselves to her repeatedly. She keeps members of the additional classes at arm's lenght since she has no trump cards against them. Ruler plays things safe, and when she cannot control a person directly she will cheat, bully, corral, strongarm or even sweetalk them instead if necessary. In Chaldea, she feels under an obligation to obey Thomas Alva Edison, Caster, as the default current Chief of State of America, but she dislikes him personally.
True Name Discernment: B
The ability gifted to a Ruler of assessing the Class, True Identities, and basic parameters of the Servants fighting in a Grail War by merely looking at them. A type of divine insight, it is limited in the sense that, while all Classes can be identified as such, the True Identities and parameters only can be ascertained in the cases of Sabers, Archers, Lancers, Riders, Casters and Berserkers. Assassins are protected by their Presence Concealment, and the other classes are anomalies that fall beyond Ruler's jurisdiction.
She keeps files on all Servants she can get her hands on, being almost obsessive about keeping records up to date and reliable. However, this Skill is not all that high because Ruler lacks the divine connections most other Rulers before her had. She tries to compensate this by being as harsh with the advantage given by knowing others' True Names as humanly possible to her.
Personal Skills:
Military Tactics: C
Tactical knowledge used not for one-on-one combat situations, but for battles where many are mobilized. Bonus modifiers are provided during use of one's own Anti-Army Noble Phantasm or when dealing against an enemy Anti-Army Noble Phantasm.
Ruler excels at sabotage, blackmail, and coordinating operations of assassination and infiltration. While lacking Presence Concealment of her own, she resonates well with Assassins, understands their mindset, and can influence them more easily than any other class.
Contrasting with this, though, she is not all that good at face to face combat.
Executive Order: A
A showing of authority as a representative of the United States government.
As her own Anti Heroic Spirit Ruler is fairly weak. Her character strenghts are derived from her iron conviction that makes her subjugate other Servants to her will. This happens even before she resorts to her command seals as a Ruler type. They may hate her but she will always make good cases for why should they follow her lead, being utterly reasonable in her pragmatism. This only reaches its limits with the most unhinged Berserkers and those plagued by a Mental Pollution, but even they can be made to obety with Task Force X (see below).
Masters and other humans are practically guaranteed to be pawns, and if the Master isn't careful they may find themselves doing what Ruler wants them to at all times, even if they haven't thought of using command seals on her yet. This isn't hypnotism but is much closer to subtler manipulation.
Yet Ruler is not completely helpless on her own. She always carries a small handgun on herself.
Sovereign Soil Policies: B+
The ability to design, calculate, approve, distribute and control budgets for units under Ruler's command during times of war.
Through this skill Ruler also can plan strikes upon foreign countries, which can be represented in a Holy Grail by territories taken by the enemy or even those outright neutral. The local mundane authorities will feel compelled to hold back from investigating on the results or take punitive actions against those responsible.
A very valuable instrument for Masters who want to keep their reputations intact and their economies in a good state through the course of Heaven's Feel.
Unlike the case with Golden Rule, the resources granted by this skill only can be used for the furthering of a research or military cause. Casters and the rest of specialists in the party will be supplied with all the goods and tools they need.
Get Out of Hell Card: A
A duplicate of a mystic object Ruler once had stolen to cheat Death of the Endless. With it, Ruler can return from the dead once she is killed in battle, but it doesn't have enough connection to the wide reach of her legend to qualify as a Noble Phantasm. It only works once per summoning.
The card doesn't need any trigger phrase for it to work, another reason why it hasn't been filed as her Noble Phantasm.
Helicopter Piloting: C
Ruler's favored means of transportation in life were military helicopters. While she wouldn't steer them herself, she was in so many that she is able to pilot them easily as a Servant. She also can man any weaponry they were equiped with.
The skill differs from Riding in that only helicopters can be piloted.
Noble Phantasm:
Task Force X, The Suicide Squadron: A-
Anti-Battalion, up to 12 units at a single time.
Normally, Waller recruited voluntaries for Task Force X by visiting Belle Reve, USA's main penitentiary for metahumans. She would offer its inmates early release and federal perdon in trade for carrying missions for the State. To guarantee their loyalty, nanomachines were injected into their blood, which would make their heads explode as soon as they stepped out of the line.
As a Servant, the procedure changed. Ruler spreads nanomachines, invisible to the human eye, across the battlefield at her verbal command, and they quickly latch themselves inside of ant Servants of her choice. Humans are immune to this Noble Phantasm, and so are normal animals. They are put under Ruler's thumb directly, and if they would disobey her she can spare or make their heads burst with a mental instruction. Their former Masters lose control over them and Ruler's Master gets their command seals for them.
This Noble Phantasm is not automatically lethal on itself, but any unwanted elements within of Waller's ranks will be purged quickly by her, merely through asking the rest of her Squad flunkies to kill him or her.
