Biography:
When Aijo Rentarou was summoned as a Servant by Chaldea, his one hundred girlfriends began zooming through time and space towards him. Drawn to their man and furious about separation, they would not be denied. By chance, little Chiyo, Rentarou's cousin, was the first one to land in Chaldea's summon chamber.
"Is this really okay, Shueisha?"
Since she lacks the thrust into human history to make it as a Heroic Spirit in her own right, she asked for (took by force) traits from the tale of Hans Christian Andersen's Little Matchstick Girl. A moving fable about a mistreated little lady freezing on the eve of Christmas. This tale has little to do with Chiyo but she once cosplayed as the Matchstick Girl for an omake.

She is crazy over her cousin but in that she is not that much crazier regarding romance than the average Servant.
She is, however, a complete maniac about order. If she sees something improper, dialogue becomes extremely difficult.
Otherwise she is a very sweet girl.

The pedigree of an Iinchou, the traditional Japanese leader in charge of a classroom. She has great sway over Child trait Servants. She deals twice the damage against fellow children, and this is raised to thrice as much hit points if they are Japanese girls.
Surrounded by children, it's not difficult for her to be recognized as a commander whose word is listened to, or else she gets angry, grrrrrrrr!
Homemaker: A+
As a Servant she is not too much but she can coordinate matters at a home front, admirably. Her cooking replenishes the mana of fellow Servants to a degree dishes prepared by humans can't compare to, and she has a light healing buff on battlefield allies called Christmas Miracle.
She is a supreme cook, having taken care of her father for years. Even Benienma will think she is capable of becoming a student of hers. Her presence in a kitchen will smooth all tensions and conflict thanks to her wholesome kindness.
She still is a Berserker so she can use knives, meat cleavers, forks and other cooking and eating utensils as close range weaponry.
Pyromaniac: A
By wielding a wide arsenal of enchanted matchsticks powered by her love (obsession) she can set almost anything to blazes. Even if every stick looks like a trifle, they make everything they are thrown at catch fire instantly.
The fire spreads quickly and can disperse to damage several enemies at once. Her Christmas Kiss sub skill guarantees that these blazes can't be controlled by Servants with a Pyrokinesis skill, turning their own strengths against them.
Servants made of water like Assassin Juvia Lockser and Berserkers Liquidator and Hydro-Man are immune to these attacks, and can be considered to be the best counter to Berserker.
Noble Phantasm:

Anti-Army, up to 175 enemies at a time.
The Noble Phantasm generates a large and closed classroom, locked from the outside, while Berserker's enemies are trapped. Then she produces a matchstick and gasoline, and burns the mana spawned room to the ground.
It is suspiciously reminiscent of one of the Noble Phantasms of a Rider bred by a certain Nameless Master. But this may be the result of Berserker watching too many old films while at her home. Children are easy to impress.
Summon: "Good evening! The etiquette demands for my class to be declared before anything else. I'm a Berseker. Now, our real names should stay a secret even from the Master until you prove yourself, but as I understand the Grand Order is a special case. I'll trust you. Iin Chiyo. Huh? A funny name, you say?
