This is a prequel to Little Sister, Secret Weapon. Read them in whichever order you desire, although I recommend LS,SW first. Both have some backstory at the first chapter or two.

Lucifer, the Devil, fell in love with an angel and had twin children, one boy and one girl.
Many years later, the young Princess Amingethia and her brother, Prince Damien, were troublesome tricksters who always seemed to be underfoot and causing problems for Heaven, much to their father's delight.
Until one day, their jokes went too far, and they set a church ablaze, burning down an entire village and causing grievous harm to a young angel.
They were captured and brought before God's court, their father unable to do anything to protect them from their fates.
God declared they were to be separated, and while Damien, in fear, pled for mercy, Amingethia did not, full of defiance and naïve bravery. As a result, God would allow Damien to remain with his father, but to teach Amingethia a lesson, God turned her into a toddler, and tasked her brother with the job of finding her a place on Earth to be raised for ten years, to teach her humility and mortality.
To keep Lucifer from intervening, God threatened that should she not carry out her sentence in its entirety, then she would lose all her memories and all her powers forever, and be forced to walk the Earth in limbo between life and death for eternity. The only allowance was should she die naturally before the sentence was up, then she would be held again before Heaven's court to decide her fate.
Hearing this, just before her memories were taken, Amingethia instructed Damien to place her in a broken home, where surely she would die early, and not have to live out the life of a mortal child. Damien, unfortunately, took her words too literally, and placed the child in a falling building, giving her his cat teddy as a comfort before leaving.
Amingethia was clever, yes, but God saw through her attempts at a loophole, and found a parent to adopt the abandoned child. Though not entirely human, the parent was humble, and would in turn teach Amingethia well.
As a last act of mercy, God placed a small piece of Amingethia's magic into the cat teddy, for her to discover on her own and develop, until the ten years were up.
