Penny is Penelope's and Bentley's daughter. She has her mother's appearance but only has a small string of blonde hair and her eyes are light blue. Penny is also nearsighted so she has to wear glasses. She constructed her glasses into goggles.
She is sassy, smart, and somewhat cocky. Regardless, she doesn't want to end up like her mother and is strongly devoted to her team. She comes off as a nice and outgoing person. She enjoys utilizing her RC talents against enemies, and while doing so she can get a little excited. While Penny had only been a member of the Allstar Rangers for a short time, she is dedicated and loyal to her new-found friends, eagerly supporting them whenever they need help. Unfortunately, her lack of physical prowess and abilities makes her rather timid when actually confronted by an enemy, but when someone she loves—namely her brothers—is threatened, she becomes a powerful combatant.
Unlike her brothers, who all hatched from eggs, Penny was a live born. She was born without a tail and was nearsighted. Regardless, Penny still had a strive to learn. When her brothers were born, Penny was taught by her parents how to take care of them when they weren't around. A job she takes seriously to this day. As she grew older, Penny developed a mind for science and strives to be a doctor using natural remedies.
