Biography:

Oswald Cobblepot was born in a family of British immigrants taking refuge in Gotham City, USA. His grandparents wasted the wealth of their lineage, and Oswald's father was morally abusive and repugnant, hitting the boy wherever he could. Oswald was also bullied by the children of his neighborhood, due to his small size and beak-like long nose.

Cobblepot loved his mother dearly, and after she died he embarked into a life of violent crime. Taking the mocking nickname of 'Penguin' given to him by his bullies, he matched wits against Gotham's defender, the Batman, and Robin the Boy Wonder. Deemed legally sane, Penguin was sent to Blackgate Penitentiary several times, until he approached a smarter angle to crime.

He bought the Iceberg Lounge after being released, turning it into the facade for smuggling and ringleading. Cobblepot took advantage of the power vacuum left by the fall of several gang bosses, and became the top mobster in the city. His hands were clean in the eyes of the law, and albeit Batman still handed him several setbacks he never could topple him decisively as he did before.

Strangely enough for a Batman villain, Cobblepot managed to live to an old age and retire to a peaceful life as a prominent public figure. He may abhorred violence and opened an orphanage, but he never stopped loathing Batman.

Class Skills:

Magic Resistance: E

Lancer has no experience successfully fighting magics in his legend. He once faced an aspect of Count Dracula but was easily hypnotized and turned ito his human slave. The rank is the least that comes with the Class container.

Riding: B

Lancer can skillfully drive vehicles based on land (cars, trucks), water (boats, ships) or air (airplanes, helicopters). Riding animals is not impossible but most mammals or reptiles will be unwilling to cooperate at first.

Birdlike Phantasmal Beasts can be mounted with ease and the Rank increases to A++. Other manners of Phantasmal Beasts and dragons are beyond Lancer's reach.

Personal Skills:

Gentleman Thief: A

Lancer figures himself to be a wicked person of culture and taste. His table manners leave a lot to be desired but there is no denying he is well read and clever, a solid strategist when it comes to larceny and pillage.

He can coordinate others for elaborate heists and terrorism from a distance. He's also good at infiltration meant to steal and sabotage, but not enough to earn a Presence Concealment. Unlike other Batman villains, he is content with just leaving the scene of a crime without killing anyone.

Lancer has moderate martial arts training and actually did weight lifting, surprisingly for someone so short and obese. He could trade blows with the Batman for short spans and was able to beat down Stephanie Brown, the fourth Robin also known as Spoiler, with ease.

Man of a Thousand Umbrellas: A

Cobbeplot's mastery of tricked umbrellas as an unlikely weapon of choice earned him a spot in the Lancer class. He can build many of these umbrellas given enough time, but otherwise he won't merit an Item Creation skill. In battle, he can pull them out one after another as needed.

The umbrellas in Lancer's arsenal include:

A machinegun umbrella.

An umbrella that sprays knockout gas.

An umbrella with a sharp blade hidden at the tip. This blade is coated with lethal poison, one Lancer himself is immunized against.

A helicopter umbrella Lancer uses to fly around.

A flamethrower umbrella.

A parachute umbrella.

An umbrella that shoots acid.

An umbrella that sprays tear gas. Ideal against large crowds.

Golden Rule: B

The measurement of one's fortune to acquire wealth.

The Servant has full access to all the economic resources of a successful nightclub owner and illegal gun-runner. Luxurious day-to-day expenses are a given to a solicit Master.

Animal Dialogue: C

The Servant can communicate easily with all species of birds, who will be friendly towards him, and they even can be used as winged soldiers. Any bird controlled by Lancer gains the power to mildly hurt, or at least inconvenience, Heroic Spirits for the duration of a confrontation. Lancer also can employ leopard seals as bodyguards, and curiously enough, cats trust him, maybe as a result of his on-and-off friendly relationship with Catwoman Selina Kyle (also summonable as an Assassin).

Noble Phantasm:

Penguin Commandos: B

Anti-City, Anti-Army.

In an alternate timeline, where a version of Lancer was at his most homicidal, he gathered hundreds of trained penguins, armed them all with rocket launchers, and prepared them to bombard Gotham City, intending to kill thousands.

This is a recreation of that event, and a trump card for Lancer. The penguin commandos surround the full area and unleash a deadly discharge of heavy artillery. Weaker Servants can be pulverized on the spot. The Noble Phantasm can be destroyed with the usage of a more powerful one that is also wide-area ranged.

Lancer himself, his allies and his Master can also be damaged if they do not get out of the way before the missiles and rockets start impacting the ground.

Summon: "Don't call me a Servant. Ever! I'm Heroic Spirit Lancer. I know what you're thinking! I don't look like a hero! But everyone is the hero of their own story!"

Start of Battle:

"You didn't invite me, so I CRASHED!"

"You don't really think you'll win, do you?"

"Gentlemen, start your screaming!"

Attack:

"Wak-wak!"

"I'm going to pluck you!"

"I'll peck your eyes out!"

Damage:

"WAAAUUGHHH!"

"Unhand me!"

"Confound you, little-!"

"You big, loathsome bully."

Victory:

"Ever prepared, the Penguin is back! And how sweet it is."

"War is business - and business is - very, very good."

"That the best you can do? You hit like a ponce!"

"Now get the hell out of here!"

"Please don't think too badly of me. We are what we are."

Defeat:

"Miserable. You're all miserable, ain't ya?"

"Nobody takes from Penguin, nobody!"

"Curses, I would grab the wrong umbrella."

"The heat's getting to me. I'll murder you momentarily. But first, I need a cold drink of ice water."

Defeat by Noble Phantasm:

"You're a cold-hearted bastard, you know that."

Noble Phantasm Activation:

"My dear penguins, we stand on a great threshold! It's okay to be scared; many of you won't be coming back. The time has come to punish all God's children! First, second, third and fourth-born! Why be biased? Male and female! Hell, the sexes are equal with their erogenous zones blown sky high! Forward march! The liberation has begun!"

Extra Dialogue:

"The, the Bard himself! I honestly don't know what to say! The Penguin bows to no man but you, Sir, are an exception! Charmed to meet your genius, Prince of Writing!" (When you have Caster William Shakespeare).

"Ahh... the Batman. While I have an affection for most flying creatures... the winged rat is not among them." (When you have Avenger Batman).

"Ah, Selina. Beautiful as ever. What should you say, if, for the sake of old times... Waaauughh! Don't think too highly of yourself, feline floozie!" (When you have Assassin Catwoman).

"My, what an adorable little creature! A bird who also happens to be a culinary ace! Dear child, you have a bright future ahead of you! My most sincere congratulations!" (When you have Saber Benienma).

"WAAAUUUGGHHH! Joker! No, no, I'm not shocked! It was just natural that you, confounded clown, would survive and make your way here. I'm not shocked, I'm just mad!" (When you have Assassin Joker).

Birthday: "Walking with a friend in the dark is better than walking alone in the light. I don't make these offers to just anyone. Grab my flipper, and I'll guide you safely through the dark side."

Event: "The stage is set! Child, follow my lead! It is time for us to make our presence known!"

Holy Grail: "So many wishes, so many possibilities, so little time! Wak, wak, wak!"
