Summary Chapter 21: Kaido, Big Mom and The Revolutionaries reacted to Naruto and Kurama's new bounties. Kaido in an uproar, issues an order to hunt down Kurama and take his head for stealing the title of The Strongest Create in the World. Jack is given the order to march out.
The Revolutionaries meet to discuss the financial situation of hiring Uzushiogakure no Sato, the cost can be subsidised by exchanging valuable items. Uzushiogakure and the Revolutionaries have signed a non-aggression alliance pact, allowing the revolutionary army to receive a 50% discount on all mission prices, excluding extra fees. Turning the cost of a 100,000,000,000 belly S rank mission to 50,000,000,000 Belly. Dragon sends out an order to hunt down and collect items with a worth of over 100,000,000 Belly, while he tracks down two items he knows of.
Charlotte Linlin aka Big Mom decides to betroth Otsutsuki Hagoromo aka Naruto to one of her three daughter's, Charlotte Smoothie, Charlotte Gallett or Charlotte Myukuru.
Naruto discusses the current strength of the Uzushiogakure Martial Force, with 5,000 recruits soon to become soldiers. Each recruit consumes a chakra supplement 100mg every day for 2 year's, to create powerful super soldiers with physical abilities rivalling High Genin to Low Chunin. Chapter 22: A Blind Man's Tranquility
4 Years after Uzushiogakure's Construction
Today was a busy day for Uzushiogakure no Sato. Its citizens were running around in preparation for a big event. The streets had been swept clean, all shops were presentable, all active shinobi had been recalled, and everyone was dressed in their best attire. At the front gates, a crowd of tens of thousands had gathered in preparation to receive the guests who would soon be arriving.
All Genin teams were lined up in a straight line at attention at the villages gates, a transformed clone instructor standing behind them. A total of nineteen Genin squads stood ready, numbering at fifty-seven warriors. In front of the Genin was the lone Chunin, Suzuka. To the secretary of the Uzukage's right was Dominic the thirteen-year-old student of Shukaku, to her left the nine-year-old Vladimir student of Son Goku. The Bijuu, however, was not present as their appearance would draw unwanted attention.
At the front of the large assembly was none other than the Shodai Uzukage. Naruto stood tall, blonde hair pointing to the sky as powerful blue eyes pierced the heavens. The Kage wore the Uzukage robes proudly as a nine ring Shakujo Staff was held in his right hand. Everyone shinobi and civilian looked to the Sage with signs of respect and loyalty. Everyone had put aside their hatred of the World Government knowing today was an important day and Uzushio couldn't afford for anything to go wrong.
What was the reasoning behind this mass gathering?
Up ahead on the path to Uzushio was a congregation of marines. A squad of one hundred marines walked behind a single man, all acting as his escort. The immortal was unable to detect a single shred of malicious intent aimed at his people. While he could sense negative emotion coming off the marines, it was to be expected as all people had negative thoughts, greed, wrath, lust, jealousy everyone had them. But none of this was aimed at his people.
The Admiral's pace was slow as he used a walking stick to guide his path. The man was the towering figure known as Vice Admiral Issho better known as Fujitora. Uzushio had been waiting this past year for the man's arrival. As Issho arrived, Naruto approached with a friendly smile, from what had learned about the high ranking marines and their personalities, Issho seemed to be one of the few he could possibly get along with, perhaps even become friends. However, whether the two could be friends, would remain to be seen.
"Greetings Vice Admiral, Issho welcome to Uzushiogakure no Sato. I pray your journey was a pleasant one." The sage voice was friendly, not a single sign of hostility present even going as far as to extend his left hand as a greeting.
"It is a pleasure to be here in your humble village Uzukage-dono. I am honoured to have been invited to your lovely Island." Issho reached out to accept the hand as both shook in greeting to one another. Using Kenbunshoku Haki could replace his eyes and allow him to see the world through a mind's eye. What Issho 'saw' shocked him to the core. Overwhelming positivity washed over the marines that came from all around. In front of him was a bright shining beacon of light like a star that came from every citizen of Uzushiogakure. Before Issho was an Eden, not a shred of evil that disgusted Issho could be found. Issho could only describe Uzushio as heaven on earth. The emotions Issho felt made him want to cry tears of joy, but the Vice Admiral hardened his heart.
The marine escort behind Issho was thoroughly stunned by what they saw before them. The sight of the massive structure that rivalled a city left them breathless. What was even more shocking was the sheer number of people present. There were tens of thousands crowded together behind the shinobi assembly all to get a look at the marines.
"Before we go any further I believe introductions are in order."
Naruto turned around and walked Issho into the village, planning to introduce the man to his followers.
"Allow me the pleasure to introduce you to Uzushiogakure's first Chunin Suzuka who happens to be my lovely secretary, and prime disciple." Issho could feel the pride that seemed to flow out of the Uzukage as he introduced his prime disciple.
The charming young woman approached appearing to glide towards them. Her beautiful appearance stunned the marines; the only one they had ever seen whose beauty could match was Boa Hancock, the ruler of Amazon Lily. Many of those present had only ever seen Hancock's poster never had they the chance to gaze upon her goddess-like beauty with their own eyes. The very fact they could see this heavenly beauty with their own two eyes, the Marines believed they could now die without regrets.
"Issho-san on behalf of everyone please accept this basket as our welcoming gift." The young woman's voice was soft and delicate like a fairy as her arms were held out in gesture. Appearing in the Kunoichi's hand was a large gift basket filled with freshly made muffins and various fruit grown around Uzu. The sudden appearance of the basket made the marines jump wondering where it had come from. Little did they know Naruto had transported it with the Kamui directly into Suzuka's hand from his office. Even if they did they would have no idea what Kamui even was.
Issho accepted the gift basket without hesitation. The smell from the muffins reminded him of home as it left a pleasant memory. "Thank you for this wonderful welcoming present. It touches my heart to be welcomed to your village." The basket was passed onto one of his marines escorts for safe keeping.
Issho was touched by the gesture, the marine knew the history regarding Uzushio's citizens and for them to welcome him into their home filled him with joy. Despite the pain they had suffered at the hands of absolute justice they could put aside their hatred and welcome him with open arms. After Suzuka had handed over the gift basket, she stepped back allowing Vladimir and Dominic to take her place.
"Vladimir and Dominic will act as guides for your men today, showing them around our village." The two children bowed to Issho greeting him before they stepped to the side to greet the Marines who stood behind him.
"However before your men depart all me to leave them with a few words. Uzushiogakure has strict rules for both its citizens and outsiders. I do hope you will abide by the rules or else suffer the consequences." Even if he didn't feel any malicious intentions from the sailors, Naruto didn't plan to allow them free reign in his village. All outsiders had to follow a strict set of rules when entering the village.
"I assure your Uzukage-dono my men will follow any rules you set to the letter, if not you may punish them as you see fit." Little did Issho know the punishment for breaking Uzushio's rules was death for outsiders. It may be harsh, but Naruto wasn't going to allow the tranquillity of Uzushio to be broken.
"To ensure you have an understanding of the guidelines you must follow, each of you will receive a pamphlet listing the rules you will need to abide by. I hope you will read and commit them to memory." The Sage hardened his point by pointing his staff towards them and began to exert pressure. He kept his chakra sealed tight so it wouldn't affect the surroundings, now it was slowly being released allowing a force that made it seem as if gravity was increasing to affect the marines. With the point across Naruto sealed his chakra back up allowing Dominic and Vladimir to hand out pamphlets. The marines would pass them onto their comrades, ensuring everyone received one.
"Please enjoy your stay in Uzushiogakure no Sato." Naruto released a friendly smile to the marines, but it didn't help to settle the fear that had begun to form in the pits of their stomachs towards the blonde haired man. The marines didn't know what he had done, but with a simple point of his staff, it felt like they would be crushed beneath his gaze.
Dominic and Vladimir took to the front of the marines beckoning them to follow behind. The two began to lead the group into the heart of Uzushiogakure, as the two dispersed Naruto turned his head to the nineteen Genin squads.
"All squads barring Team Seven disperse. Teams One and Two follow after Dominic and Vladimir, ensure the security of our new friends." The word friend was used loosely. Even if the marine's appeared friendly, it didn't mean Naruto was going to trust them right away.
The eighteen teams responded all crying out "Hai Uzukage-sama!" Before jumping into the air and vanishing in a swirl of leaves, clearing out at an unbelievable speed until only Issho, Suzuka, Team 7 and a crowd of Uzu citizens remained.
"Everyone return to your daily business and I expect all Academy Students who decided to poke their heads out to return to the academy within the next five minutes." The moment he had said their words some small shadows quickly moved through the crowds heading towards the Shinobi Academy. Some students had ditched their morning lessons to get a look at Vice Admiral Issho and his marine entourage. As the students ran off the crowd began to disperse returning to their daily tasks.
"Allow me to finish our introductions." The Sage continued keeping things flowing. Behind Suzuka were his three students; however they were looking worse for wear. Shiina was in the best condition with only her left arm wrapped up in bandages. Odin followed next as he rested on a pair of crutches, both arms in full body casts. Lastly was Yamato who was in the worst shape as he rested in a wheelchair. It had been two months since their battle against Blacktooth and his first mate.
"These are my other disciples, Shiina, Odin and Yamato." The sage spoke with a small hint of pride in his voice as he introduced the three.
"Pleased to meet you, sir." The soft-spoken Shiina was the first to speak shuffling her feet forward, hands folded into her lap giving a respectful bow. The pleasant voice made the Vice Admiral feel at peace listening to her, soothing his heart with words alone.
"Nice ta meet ya Jiji (Old Man)! Let's fight!" Barked out Odin raising his crutch in greeting to the Vice Admiral, his tone at first thought seemed disrespectful, but the boy was acting like the Vice Admiral was an old friend. Even more, the boy wanted to clash blades with the older male as Odin thought he would be strong. Odin's reasoning behind this was that to obtain the rank of Vice Admiral; one must surely have the power to back it up. The boy was full of excitement at the thought of clashing with a strong opponent. Issho could only chuckle in amusement to the boy's antics.
"Hello, Issho-san." Yamato only spoke two words and no more, he didn't even bother to look at Issho, and there was a little hostility in his words as they dripped with venom. While the boy had set aside his hatred of marine for today that didn't mean he was going to be friends with one. The wounds in his heart were far too deep. He wouldn't act out against them, but that didn't mean he would be friends with them either.
Issho had detected the hidden layer of hostility in the boy who was called Yamato. Since the marines first appeared Yamato had been seething with hatred, all of it directed to Issho and his marines. While the boy hadn't shown it, Issho had been able to feel it clear as day. "This boy seems to despise the marines. Is he another that 'absolute justice' has done wrong?"
Issho was curious about Yamato's background but dared not to ask in, the man did not wish to offend the Uzukage. The marines knew nothing about this blonde haired man who popped up from nowhere and began to create a revolutionary village. Refugees had travelled all over the world from different colours and races to make Uzushiogakure their home. The World Government was curious about Naruto and what could cause his village to multiply.
"A leader, builder, politician and teacher you're quite the talented man Uzukage-dono. The Marines could certainly do with a man of your calibre."
"I am simply a single man with a vision. I couldn't have built all of this without help." Naruto shrugged the compliments of the blind marine off. He had twisted the truth just a little, after all, he had built everything on his own, through the use of clones. Naruto was after all a one-man army.
"Shall we retreat to my clans compound for tea and continue our talks Issho-san? I hope our discussion will leave an everlasting impression so that you will have nothing but positives to tell your commanding officers." The Kage had no illusions to the fact that not only was Issho's visit a diplomatic one in the hopes of turning Uzu into an ally but to gauge their strength should the two powers ever become enemies.
"Lead the way Uzukage-dono."
Naruto gave a wave of his hand directing Suzuka with a few silent commands. The Kunoichi walked up to Issho letting her presence be known.
"Allow me Issho-san." The young woman wrapped her right arm around his left to act as a guide for the blind marine.
"Ho ho such a service, you are a kind man Uzukage-dono lending me the arm of your student." The blind marine happily accepted the young woman's arm and allowed her to lead him. With Issho being escorted the three began to depart. Naruto swept a hand in the direction of his three students as he left, commanding them to return to the Uzumaki Compound to rest.
The party of three travelled through the streets of Uzushiogakure no Sato with the Uzukage himself acting as their guide, as they strolled to the Uzumaki Compound.
"You are now passing through Uzushio's shopping district. The entire street extends over eight blocks extending hundreds of metres. No expense was spared as the street was widened to accommodate the flow of traffic. The streets are wide enough for three giants to walk side by side without bumping into one another. You can find anything from designer soaps to the finest of silks to the freshest fruits along these streets. There is no limit to what you can buy as long as you have the money to do so. Everyone is treated fairly, and all prices are monitored by Uzu's merchant guild." Naruto happily talked about the district and all its wonders as he walked down the street. With every step, people came out of their shops to wave and greet the Uzukage.
"Uzukage-sama you look well today!"
"Uzukage-sama don't be shy stop by anytime, we have a new Pork Ramen you should try!"
"Good Morning Uzukage-sama!"
"Uzukage-sama try our new caramel corn!"
"Uzukage-sama I just got in a shipment of fresh yellowtail, come to visit soon for a taste."
"Uzukage-sama supreme throughout!"
Countless cheers echoed through the air bombarding the trio from all sides.
"You are a popular man Uzukage-dono. I can sense your people love you with all their hearts and minds. It is not easy to command the hearts of one's people so." Issho was impressed with the man's ability. In just a few short years Uzushiogakure had been active the blonde's charisma had allowed him to win over the heart and souls of everyone around him.
"It truly warms my heart to hear you say that Issho-san. Many of my people arrived with battered hearts, but with time they have slowly healed. It's comforting to know they have made Uzu their home and allowed themselves to open up once more. Uzu strives to be a haven for all who seek it. But to those who deem to cause Uzu and her people harm, we shall become a hell that will consume their very being." The Kage left a lingering threat for Issho to ponder and report.
"I would expect nothing less of you Uzukage-dono. But if I may be so bold to ask, just how big is the population of Uzushiogakure?" Issho showed no reaction to Naruto's threat feeling it was quite natural for the man to be protective of his people.
"Since Uzushio's creation four years ago, her population has grown to over eighty thousand and rising." Naruto hid the fact that the eighty thousand plus only lived on upper Uzushio, he didn't even mention the fact another seventeen thousand lived beneath Uzushiogakure in lower Uzushio, meaning Uzushiogakure's total population was close to one hundred thousand.
"Hoo, I had expected it to be high but not quite so high." The World Government had estimated Uzushiogakure's population to be thirty maybe thirty-five thousand but not this high. It just went to show how tragic the lives of people on the outside was, that they were flocking to Uzushiogakure in such numbers to settle. The World Government was already aware a number of island's had become uninhabited as the people who lived there migrated on mass to Uzushiogakure.
Issho's superiors would certainly be in for a big surprise. Issho himself was surprised at the sheer number populating Uzu's shore. The Island itself was massive; eighty thousand would only fit in a tiny area. Uzushiogakure no Sato itself took up only twenty percent of the island's total land mass. It was possible Uzushiogakure could house a population anywhere from one in half a million to two million or more. What Issho didn't know was that thanks to new technology for construction, Uzushiogakure could build tall complexes reaching up to the sky, fitting a larger population in a small area, increasing the maximum population above ground up to over three million, and by building homes underground increase it to close to three and a half million. Add in that lower Uzu could potentially house another half million occupants under the water. That meant Uzu no Kuni could have a future population of up to four million or greater (1).
The two continued their talk, moving on from Uzushio itself and began to ask one another simple questions. Questions like what was it like to be a Marine? How does one handle the pressure of leading an entire island? What were each other's hobbies? The type of questions that would allow the two to bond.
Arriving at the illustrious Uzumaki Compound, a giant long oriental compound that looked like it could house over two thousand people. Suzuka opened the door for the two showing them in before she escorted the Marine to the gathering room. The Chunin offered the man a chair showing him the way into a large recliner. The moment the Vice Admiral sunk in a deep sigh escaped his lips feeling a weight remove itself.
"Oh. The feel of this chair. Where ever did you find such material." Issho sunk deep into the chair his entire body relaxing into it. Naruto gave a soft chuckle and sat opposite the Marine in a similar chair, a mahogany table between them.
"Suzu-chan would you be so kind as to make some tea for us, and bring our guest something to eat." Beckoned the Kage to his prime disciple, the young woman bowed and departed to deliver upon the Uzukage's request, leaving the two power giants alone.
"Now shall we get down to business Issho-san? Your organisation didn't bring you here to relax. We both know you were sent to inquire about Uzushiogakure's position and current level of strength no?" Stated the Kage while leaning back in the recliner, crossing the right leg over the left and resting hands on his knees.
"I apologise for the deception Uzukage-dono, but in all honesty, I would prefer to continue with the banter, but orders are orders." The old marine seemed to age as he leaned forward resting on the wooden cane using it to support his upper frame.
"Ask your questions, and I will answer those I choose to. First, why don't you tell me what the Government knows and I will elaborate from there" Naruto didn't plan to hide much, only a few key details and if required he would twist the truth.
"Very well. Firstly we know you appeared four years ago and began constructing Uzushiogakure on Uzu no Kuni formerly the Forbidden Isle. Second Uzushi opened its shores to welcome in runaway slaves and refugees from all over the world, welcoming in those of all ages, genders, colours, religions and races. Third Uzushio's military force appears to wear a metal headband with a swirl engraved on it. Fourth this same military force has been spotted all over the globe performing operations of an unknown agenda. Fifth Uzushio appears to be a mercenary village taking missions for the right price. Sixth Uzushiogakure has unique forms of defence capable of keeping out marines, pirates and those with less than honest intentions. Seventh through unknown means Uzu no Kuni has grown over ten times its original size. And finally, Uzushio has recently allied with the Black Crow's Merchant Guild." In the last year, the World Government had been trying to discover as much as they could about the mystery Uzushiogakure no Sato, but they came back with very little. Everything they had found was public knowledge.
"I will correct you, to the world Uzu no Kuni was known as the Forbidden Isle, but for hundreds of years before that, it had always been called Uzu no Kuni. Uzu was the home and property to the Uzumaki Clan from whom I am descended from. My Ancestors lived here for countless generations amongst themselves, leaving the outside world to its own devices. Being the last of their descendants I couldn't allow my home to fall, so I created Uzushiogakure no Sato on its shores and opened her doors. As for the island's growth, Uzumaki secret." It wouldn't hurt to let the Government know that the island had always been called Uzu no Kuni and belonged to the Uzumaki Clan, now it was his as their last descendant.
"Thank you for enlightening this one who was ignorant of the island's history." Issho was quite surprised to hear that the island was the property of this Uzumaki clan who the Uzukage was descended from. However, the marine wasn't surprised that the Kage chose to hide the reasoning and means behind Uzu no Kuni's sudden growth in land mass.
"Next is regarding Uzushiogakure's military. You called Suzuka-san Uzushiogakure's first Chunin may I ask what this term means?" The term was strange to Issho as he had never heard it before.
"Chunin means Middle Ninja; it is one of three primary Shinobi Ranks. To understand I will have to go into depth regarding Uzu's Military system. The first thing to know is Uzushiogakure has two Military forces. The first is the Shinobi Forces the second is Uzushiogakure's, Martial Force. The Shinobi forces are the smallest of the two and the Martial Force the largest. Shinobi handle missions drawing in income but also fight on the front lines in small skirmishes. Uzushiogakure's Martial Force prime directive is to protect Uzu no Kuni's shores and its people. In times of war, the Martial Force will be the primary fighting force, deployed to the front lines. There are a few exceptions and the Martial Force may be deployed outside of these reasons." Recounted Naruto imparting knowledge about the two fighting forces onto Issho.
"What is the difference in strength between the two? Why not just have one army?" Asked the Vice Admiral curious about the reasoning behind the two forces.
"They are separated by the type of skills they learn. All Shinobi are capable of practising the art of Ninshu the Ninja Creed, which Chakra is utilised." Began the Kage, only to be interrupted, but he didn't seem to mind.
"Chakra?" Another word unfamiliar to the Marine.
"Uzushio secret. But it's what separates the Shinobi from the Non-Shinobi. Not everyone can use chakra. Those that can are Shinobi. First, they start as Academy Students, entering the Shinobi Academy. There they study from the age of five to twelve, eight in the morning until six at night Monday through to Saturday. Here they will obtain their education in all basic and advanced areas while studying the skills of Ninshu. Students will study Ninjutsu, Shape Transformation, Elemental Transformation, Taijutsu, Genjutsu, Bukijutsu and various forms of specialised weapon techniques such as Kenjutsu and Yarijutsu. If students choose, they can even study the rarer arts of Iryo Ninjutsu, Fuuinjutsu, Juuinjutsu, Kekkai Ninjutsu and Jikuukan Ninjutsu." The terms just went over Issho's head but committed them to memory nonetheless.
"By Graduation, all students must major in three specialised fields while minoring in two others one of which must be a weapon or Taijutsu. It is stressed all Shinobi possess the basics to defend themselves in armed and unarmed combat." The Shinobi Academy was a lot more complicated than that but Naruto was giving the Marine a brief overview, no need to let him know students regularly underwent survival exercises on islands with vicious carnivorous beasts. Naruto also didn't tell him that two years before graduation they would have to execute a prisoner every week for five weeks to get them used to killing, followed by learning the art of torture once a week for five weeks. Naruto also left out the bit about where they studied the art of assassination, stealth, infiltration, espionage, deception and sabotage.
"In their final year at age twelve, students undergo a graduating test. By the time of the graduating test a class will have weeded out those unsuitable for becoming full-time Shinobi, and they are put in the reserve force, or the Martial force. On graduation, students will be rewarded with a hitai-ate a forehead protector with the symbol of Uzu engraved into it to be worn proudly. With the hitai-ate, they are given the rank of Genin, Low Ninja. Genin are then sorted into a team with two other Genin and a single Jounin-sensei. A Jounin is a High Ninja one of the highest ranks one can obtain."
"A Genin will remain one until they receive their Jounin's permission to undertake the Chunin Exams. Chunin or Middle Ninja is the second shinobi ranking. Becoming a Chunin allows one's higher authority and access to Uzushiogakure's deeper secrets. The Chunin exam is not the only way to become a Chunin there are field promotions or through years of loyal service. A Chunin can later take a Jounin exam or be promoted by the Kage or undergo a field promotion to rank up to Jounin. After a year of service, they will be asked to instruct a Genin team, and the cycle begins again. Above Jounin is, of course, the title of Kage which I hold. The title of Kage belongs to the strongest and most trusted Shinobi in the Village who is often elected to office, this is only true after I the Shodai Uzukage steps down" Explained Naruto on the shinobi ranks as he gave a brief overview of Genin, Chunin, Jounin and Kage to the Marine.
"The higher one's rank also entails the higher rank missions one can undergo. But these aren't the only ranks. There is also Tokubetsu Jounin who specialise in certain skills torture, infiltration, poison, medicine and countless other areas of expertise. Amongst the Jounin there is also an elected Jounin Hanchou the Jounin Commander who takes a seat on the Council and is the right-hand advisor to the Kage" Naruto quickly added, at the moment Uzu was without a Jounin Commander.
"What are the ranks of these missions?" Issho had many questions to ask, such as just what did the exams one needed to take to go up a rank entail, or how one obtained a field promotion but he would save them to be asked at a later date.
"Missions are ranked D being the lowest to S being the highest with C, B and A in between. D ranks are your low-level chores babysitting, walking the dog, painting fences and the like which are handled by the Academy Students. By eight they start taking missions with other students to get used to working as a team. It is encouraged they try and work with at least everyone in their class once a year until graduation. C rank Missions are taken by Genin and above. Fresh Genin typically require a Chunin or above to escort them; this is usually the job of their Jounin Sensei. Genin who had been active for over a year and completed a set number of C rank missions are eligible for B rank missions. B rank missions are typically taken by teams of Chunin and involve a higher risk of death than C rank missions. C ranks typically deal with opponents with bounties lower than fifty million belly. B ranks can deal with bounties up to three hundred million belly and those at a lower Shichibukai level." (2)
"A rank missions are exclusively given to Jounin. There are rare occasions where Chunin and Genin will take them, but only under special circumstances. A rank missions to give you an overview deal with bounties of up to nine hundred million belly, those at the stage of an upper-level Shichibukai. Finally are S rank missions. These are usually missions with a high-risk rate. S rank missions are rarely given out and only to Jounin or higher. S ranks would deal with Yonko or Admiral class opponents. S rank missions are typically handled by the Anbu Black Ops." As Naruto finished introducing Issho to the basics of the shinobi missions, Suzuka returned carrying a tray with a pot of tea and a plate of rice balls.
The young woman sat the tray down and began to pour two cups of tea. Sitting the tea on a smaller plate, she laid the first down in front of Issho, before repeating the process for Naruto. Suzuka placed a rice ball onto another clean plate and sat it by Issho's cup of tea, before doing the same for Naruto. The Chunin bowed to the two and departed leaving them, but not before Issho thanked her for the service.
"What are these Anbu Black Ops?" Issho collected his cup of tea and inhaled the scent; a warm sensation filled his being. The tea smells like a field of flowers. The Vice Admiral took a small sip, allowing the tea to release a wave of calm through his body.
"Like the Tokubetsu Jounin, Anbu is a side organisation and recruits from the three prime shinobi ranks. Anbu are Uzushio's Black Op specialists; they are skilled in stealth, infiltration, espionage, sabotage and assassination. Anbu deal primarily in A and S class missions taking the most dangerous of jobs. Each team is comprised of five highly trained specialists one of which is an Anbu Taichou or captain. Above Anbu captain is the Soutaichou (Captain Commander) whose authority is beneath that of the Uzukage standing as a Kage's left-hand advisor, rivalling the status of the Jounin Hanchou. I suppose you could say the Anbu Soutaichou and Jounin Hanchou are equal ranks to a Marine Admiral." The Shinobi rankings were just as intricate as the Marine's, only fewer.
"And just how many of these Anbu operatives and Jounin does your nation currently possess?" enquired the Vice Admiral while picking up a rice ball.
"At the moment, none. The shinobi force is still underdeveloped, but what it lacks in strength the Martial Force picks up the slack, for now. It takes years of training for one to become a Jounin or a fully-fledged Anbu operative. I estimate in another two to three years they will begin filling up." Naruto didn't hide the fact Uzushio was lacking when it came to the upper echelon of the Shinobi rankings.
"And just what is the strength of your Martial Force as you call it?" From the Uzukage's tone, it showed he was confident that the secondary military force had enough strength to protect Uzushiogakure at this point. Little did Issho know, Uzushiogakure had the Nine Guardian's who with just one had enough strength to ensure Uzushiogakure's protection.
"Currently it is a fighting force of five thousand brave men and women ages nineteen and up all willing to put their lives on the line for Uzushiogakure," Naruto responded without pause. To some five thousand might seem like a small number especially in toward's world, but when compared to the size of the armies during his time it was quite large. After all during the time of the Fourth Shinobi World War the Five Great Villages assorted eighty thousand shinobi for battle, approximately sixteen thousand troops from each village. With just three years of development Uzushiogakure could already mobilise five thousand soldiers to defend its shores, Naruto considered this quite the achievement. Naruto didn't release the fact, Uzushiogakure had two thousand reserve soldiers, increasing military might to seven thousand. Naruto also didn't let onto the fact another seven thousand would be joining at the end of the year as they finished basic training, increasing the Martial Force to twelve thousand soldiers, fourteen with the reserves.
"Uzushiogakure's Military Force is split into ten Legions, each containing five hundred troops. Each division has its speciality. Six land Legions, three sea Legions and one speciality Legion. Each Legion is then split into ten divisions comprised of fifty soldiers, with one being a Division Captain. Every Legion has one Captain-Commander and ten Captains. " Naruto hid the fact that the last Martial Legion was designed for aerial combat, training in the use of mechanical gliders built using schematics based on those from the Land of Sky. Naruto planned to keep that little bit of information to himself, a secret weapon of sorts. In this world, battles were fought on land and sea, but soon Naruto would dominate the sky to attack from above and rule over all three.
Instead of pressing on the matter of the divisions themselves, Issho decided to inquire about the requirements to join, "What are Uzushio's standards for one to join the Martial Force?"
"The first requirement is to have graduated Uzushiogakure's Martial Academy. For those who don't join the Shinobi Academy, they begin their studies at the Martial Academy receiving a first-rate education. Student's start at the age of five and graduate at sixteen, attending between the hours of nine to three Monday through to Friday. At sixteen they then have the choice of moving on to higher education and attend Uzushiogakure University, or they can choose to join the Martial Force. Here they undergo a strict three-year training plan, learning battle tactic and strategies, expanding on their base education, undergoing harsh survival training, lastly learning unarmed and armed combat. If they so choose while undergoing their training they can apply for higher education to obtain a degree from the University. Two years into the training they are then eligible to join one of the many legions and begin a year of rigorous spartan training to be fighting fit."
Naruto again didn't go into detail about the exact training methods only giving a brief overview. The training was incredibly harsh designed to build up the body, while the troops took daily doses of a chakra supplement. The supplement was a concoction of Orochimaru's own design that Naruto had modified, a small pill would be ingested releasing the hidden potential of the body drawing on their minor chakra reserves to heal wounds and strengthen bones, skin, organs and muscles.
"How does one enrol in your Martial Academy? Is it open to everyone or certain individuals? What of those who are older than the allowed ages how do they go about expanding their level of education?"
"The academy both Shinobi and Martial are open to everyone. All fees are taken care of by the Village, providing free education. In the case of older students, there is a night academy hosted by the Martial Academy they can attend seven days a week from six to eight. The University also holds daytime courses for those unable to attend at night seven days a week during the hours of nine and eleven, and again between two and four. Education is important to Uzu, so we make a point of providing free education for all. It is also a requirement that all newcomers to Uzushiogakure attend a two-week-long session at the University learning Uzu no Kuni's history, policies and structure."
"Students can also take apprenticeships learning the local trades in blacksmithing, agriculture, shipbuilding, carpentry, construction, nursing and the likes to expand their skill set. All of which is paid for again by Uzushio's treasury. Uzushio pays as it is seen as a future investment to the village's growth. Uzushio also pays for all school supplies regardless of whether you are part of the Shinobi Academy, Martial Academy or Uzu University." One of the things Naruto prided Uzushio on was its education. He deemed that everyone should have an education and that it should not cost them a dime. A policy had been set up ensuring everything was paid for by Uzushiogakure. Uzushio also prided itself on its medical service, providing free health care for all its citizens.
"A man that values a good education. But how do you pay for it all? Surely you'd be eating into Uzushio's funds?"
"You'd think so but no. Due to a steady income of missions, and trade with the Black Crow's Guild Uzushiogakure has a rather stable income with plenty of disposable belly. Missions aren't exactly cheap, D and C rank's and priced quite low but the higher you go, the more expensive they become." Uzushiogakure's treasury was almost overflowing with belly not just from the missions coming in, or the trading with the Black Crow's guilds but due to Naruto's bounty hunting. The clones Naruto had dispersed into the World had gathered a large sum of money from bringing in countless bounties, filling up the treasury. There were always new bounties coming out every day, which served to only increase Uzushiogakure's funds. There was a never-ending supply of pirate's and bandits to bring in for cash.
"Could you go into an in-depth explanation of missions. The cost, what they may entail and such? Hearing of the unique missions Uzushio has done, the World Government has had its interest peaked and may even request Uzu's services."
"You already know the mission classifications D, C, B, A and S but when it comes to pricing, it gets a little complicated. I will have my assistant prepare a scroll for you to take back to assist in your report." The Mission system itself was rather complicated especially when it came to the cost of said missions. Not all missions were priced the same, and numerous factors were counted in.
"Please do. But I would still like to hear it from you." Responded the Vice Admiral leaning back to enjoy his tea. Seeing as how the marine was interested, Naruto decided there was no harm in explaining it.
"Every mission has a flat rate that is added onto the bill, which is paid after the mission's completion, there are certain circumstances though where missions will be paid monthly or yearly. The flat rate for a D rank mission is ten thousand belly. For a C rank ten million belly. On a B rank one hundred million belly. A Rank five hundred million belly. As for S rank's they're split into three categories Lower S with a one billion belly flat rate, Upper S with a ten billion belly rate and suicide S with a one hundred billion belly flat rate."
Issho did a spit take, spitting out the tea he had just sipped and gaped at the sheer price of the higher ranked missions. Naruto offered a towel to the man to help clean his face off. Most ordinary people could consider ten thousand belly to be expensive. But not for Uzushiogakure no Sato as it was rolling in wealth, any ordinary citizen could easily request a D rank mission.
"That is just the flat rate. After that, there are other fees to include. The first is the length of the mission itself. All missions are given a four-week completion levy. The first four weeks are included in the flat rate after four weeks fees will be incurred. For every week after the mission levy, an addition rate is added depending on the rank of the Shinobi undertaking it. The cost is for each shinobi. Genin incurs a rate of ten thousand belly, Chunin one million belly, Jounin and up anywhere from ten million to one hundred million belly. If you have a Genin team, three Genin and a Jounin that is a total additional cost of ten million and thirty thousand belly. Shinobi are an invaluable resource regardless of rank." Explained the Uzukage as he taught Issho about the first part of a mission. For someone to request a single C rank mission that exceeded the first four weeks with a Genin team would rope in twenty million and thirty thousand belly to over one hundred million belly for Uzushiogakure.
"The reason our costs are so high is that twenty percent goes to Uzushios treasury and the remaining eighty percent is divided amongst the Shinobi who participated in the mission. Of course, any bounties acquired are split up in an entirely different manner, but you don't need to know that." Bounties were rather simple, the shinobi who killed them would collect the entire bounty if it was a team take-down it was distributed equally.
"It doesn't seem like you're finished, what other fees are added on top of the original?"
"After the first four weeks, we head into what is called short and long-term missions. Generally, tasks in the village are short-term and rarely take more than a week. Outside of Uzu no Kuni is an entirely different manner. A short-term mission is one that doesn't go over six weeks since starting. After six weeks it is elevated to a long-term mission. C rank missions are all labelled short term and after six weeks are automatically upgraded to B rank long term, and the client is required to pay the added difference between C and B rank missions, ninety million belly. B rank missions have a maximum length of twenty weeks before being upgraded to an A rank mission. Same with A rank missions after one year it is bumped to a lower S rank, after two years Upper S rank. Upper S rank can only be escalated to Suicide S through specific criteria.
"Once a mission is upgraded to long-term, however, the fees per Shinobi double. Twenty thousand for Genin, two million for Chunin and twenty to two hundred million for Jounin. If twelve weeks pass the price is tripled, thirty thousand, three million and thirty million to three hundred million per week. These are classified as standard Missions with a maximum allotted time of twenty weeks after the original start date, once twenty weeks pass it is turned into an Exclusive Mission. Exclusive missions require the use of a team or specialist taking up months of their time at once. Exclusive Missions have a minimum time of five months and can go on for years. These missions are charged by the month instead of the week carrying a flat rate of twenty-five thousand belly for Genin, two in a half million belly for Chunin and twenty-five million to two hundred and fifty million belly for Jounin and above. Exclusive long-term are given two months free charge, every month after must be paid. If a shinobi is away for more than five years, the client must pay another flat rate every year equal to the rank of the mission. Exclusive missions are always A rank or higher."
Issho rubbed his temples as the wave of information hit him, it certainly was a complicated system.
"Lastly if reinforcements are required the mission's flat rate price is doubled, C rank's become twenty million belly, B rank two hundred million belly and you get the gist of it. All missions A rank and under can be paid after the mission is complicated either in one payment or multiple if the client is unable to pay straight up. A contract will be drawn up with the client, and they are required to pay the funds after a set number of years. For S rank and higher half of the flat rate must be paid up front."
Naruto finished his explanation of the mission system and retrieved rice ball taking a large bite as he allowed it all to sink in. The Shinobi Mission system was overly complicated but necessary as Naruto said before shinobi are a valued resource. It takes years of valuable time, effort and money to train a single shinobi, and when that Shinobi had to spend time away from home it took a valuable resource away from Uzushiogakure, it was only right Uzu charged a certain level of compensation.
"I do hope this gives you a better understanding of the way Uzushiogakure operates with the outside world." With the steep price to hire a team of Shinobi, Naruto hoped it would put the World Government off, and they wouldn't dare to send a mission to them. Then again he hoped they would, so Uzushio could take their money and use it against them later on. It would be poetic justice in a way.
As the explanation in regards to missions was finished, Suzuka shuffled her way back into the meeting area, bowing to Naruto. "I apologise for the interruption, but it is getting late. Vladimir and Dominic are waiting outside the compound with Issho-san's marine escort wanting to know if the marine's plan on heading home before dusk or will be staying the night? If so preparations for their stay will be required." Informed the young woman.
Naruto turned towards Issho for the answer, "Do you plan on staying the night or do you intend to return tonight. It would be an honour if you stayed. The Uzumaki compound has an abundance of space for your subordinates to stay."
Issho climbed to his feet with the aid of his cane, "I must respectfully decline your generous offer. It is time we departed, to make my report on time. However, I do believe I shall soon return to take you up on your offer and enjoy the full extent of your hospitality."
Suzuka took Issho's arm and escorted him out of the compound to his men. The party consisting of the hundred marines, Issho, Suzuka, Dominic and Vladimir made there way to the village gates to show them out. The sky was turning orange as the sun began to set, by the time the marine's arrived at their ship the moon would have come out.
Back at the Uzumaki compound Naruto slumped into his chair and sighed in relief.
"That went better than expected." Stepping out from the shadows was the nine tailed fox Kurama, standing at the height of a great dane. The fox walked over and sat down on the hardwood floors to Naruto's right.
"Issho is an understanding man and isn't one to resort to the use of force to accomplish his goals, instead choosing to use words. Perhaps one day we can draw him away from the marines to become a valuable asset of Uzushiogakure and our goal of world peace. Until then he is an enemy, and we must be on guard at all times around him. While blind the man is powerful and not someone to be underestimated." Stated the eternal sage while drumming his fingers on the right armrest.
"Enough about Issho. What do you have to report? Has King Neptune sent a reply?" Naruto moved the topic forward turning it towards business regarding Uzushio.
"A letter arrived during your meeting. The King is willing to pay the cost of a B rank Exclusive mission, protection detail for his wife. Long term, one year. One hundred million, two hundred and fifty thousand belly has already been paid in full. Dominic will be notified tonight allowing time to pack. Tomorrow morning he will be sent off to Fishman Island with an escort, Team Three has already volunteered. On arrival Team Three will rest for one week before returning home. The King has paid an extra thirty thousand belly as compensation for Team Three." Answered Kurama with a flick of a tail.
"Make sure they have everything they need, give Team Three an extra Hiraishin Kunai each as a precaution. As for Dominic supply him with half a dozen Hiraishin Kunai and a dozen Kekkai Kunai (Barrier Kunai)." The Kekkai Kunai was a kunai that had a seal engraved into the blade that once thrown out would create a translucent rectangular barrier of chakra. The Kekkai Kunai was one of Naruto's inventions and on escort or protection missions were handed out to the ones being escorted or protected allowing an extra level of protection.
"What of the other thing?"
"Your clone has reported in. It will be completed in roughly six months time, at that time it is suspected someone will try to obtain the plans by any means."
Naruto clicked his teeth, "Send Team Six to keep a watchful eye over things. Should anything happen have them notify the tower immediately."
"It will be done." The fox took a step back seeming to blend into the shadows and disappeared.
"Who says you can't teach an old fox new tricks." Naruto laughed in amusement to the technique Kurama had learnt during Uzushiogakure's reconstruction. Leaning back into the chair Naruto shut his eyes and drifted off into his thoughts.

(1) To help people realise how big Uzushiogakure in terms of its future population it's equal to cities such as Los Angeles California in the US, Melbourne in Victoria Australia and Yokohama Japan, each with close to 4 million or over 4 million people, in the case of Los Angeles and Yokohama under, with Melbourne nearly at 5 million. In terms of actual size, Uzushiogakure is probably bigger than Philadelphia US and Nagoya Japan, one being 367km² the other 326.4km², with Uzushio being more than 500km², roughly over 50% bigger.
If you want to know how big Uzu no Kuni is, Long Island in the US is roughly 3,600km² in size, Hong Kong is roughly 2,700km². Uzu no Kuni is roughly the same size as Hong Kong. Basically, picture a floating landmass as big as Hong Kong in the ocean, then stick Uzushio on it, which takes up about 1/5 of the total land mass. And remember Naruto can manipulate the size of Uzushiogakure and Uzu no Kuni able to constantly make them bigger if needed.

Note some Shichibukai possess bounties below the amounts but are put higher mainly because they had their bounties frozen and they possess a higher level of strength. Also, the missions of today can't be compared to with the same standards as back in Naruto's era. A) Due to the level of current day pirates and marines, and B) the level of training Shinobi receive is vastly superior to Naruto's era.
