This chapter will be experimenting with implementing Japanese to show the word barrier between the worlds, The author recommends that reader's pretend that English in scenes where only Japanese are present are all spoken in Japanese .

(Empire of Japan..?)

Ozpin shakes the vice-admiral's hand while he looks through his many memories of such a nation.

"Headmaster of the Beacon academy and councilman of the kingdom of Vale. My name is Ozpin, vice-admiral Nagumo. I demand an answer to why your ships fired on the city, Immediately!"
"...? A simple gun salute for the fleet's sudden arrival and celebration of said arrival, young man. Hmm, I believe I instructed my men to communicate the commencing"

Ozpin, with an almost insulted look, replies sharply.

"No? We have not received any such communication from your fleet. What is a "gun salute" anyway? What is the "Imperial Japan" you claim to originate from to begin with?"
"What?"

The vice-admiral turns to one of the men behind him, as they begin to speak in a language that even Ozpin had never heard of before.

"通信兵は何をしていたんだ?!"
"無、無線を送った記録は残っています!至急、当時の通信係に確認を-!"

Team RWBY and Glynda stay closely behind Ozpin, as the small boats continue to unload more people in pure-white uniforms, along with a small minority of people in Khaki uniforms who seemed to distance themselves from the others,

The team watches as the men talk in some strange language they didn't understand. As time flies by, Ruby was the first to ask.

*psst* "Weiss"

"...Yeah?"

"Ever heard of "Japan"? "

"Absolutely no clue…"

"What about their language? Any clue on what they are saying?"

"No idea at all either"

As some time passes, the men finally finish talking amongst themselves, and the old man turns back not to Ozpin.

"It seems that there had been a misunderstanding amongst us and multiple hiccups in communication. May you, councilor Ozpin and the Kingdom of Vale at large, accept my personal and the empire's most sincere apology?"

Nagumo says, as he takes his hat off and bows to a 90 degrees angle towards Ozpin

"... Apology accepted, vice-admiral. However, if the empire of Japan truly means to prove they mean their words, would your fleet provide us with half a day to organize the meeting?"
"..."

Nagumo doesn't reply.

The air grows tense and team RWBY readies their weapons, inciting the tan and khaki-uniformed soldiers to tighten their grip on their weapons, some-even putting their fingers on the triggers. However, Nagumo stops them with a wave of his hand.

"... We can accept this offer. We shall return in half a day, councilor Ozpin. "

The admiral and his men then returned to their boats, making their way back to their warships.

Ozpin, Glynda, and team RWBY watched at the pier, taking in what just happened in the very short, albeit thick, 20 minutes.

"...So now what?"

Yang says as the specs on the horizon enter the Massive war-ship's rear end and disappears.

"It seems I'll have to take this up to the Valien government for them. Considering how formally they acted here, the vice-admiral Nagumo and his forces will probably be accepted for an audience with the king and negotiations if all goes right… Glynda. How much longer until Ironwood's task force arrives?"

"Approximately 8 hours for the quick response fleet, headmaster. Should we have told the vice-admiral about their arrival?"

"No, absolutely not. If we had told them, they could have, and most likely would have threatened the city with naval bombardment. While they seem reasonable and friendly enough to be at the very least reasoned with, they did after all just appear out of nowhere from this so-called "Empire of Japan" with an armada of warships and fired on the city, albeit blanks. Anyway, I'm quite sure that it being a salute was just an excuse to try to intimidate the city into submission, Best we not trust them either way"

"Uhm, sir?"

Ruby asks with a concerned look.

"Yes, what is it, ?"
"I know this might be a dumb thing to ask you, but… how did those people get here with that many ships and people without being decimated by leviathan Grimm?"
"! Yeah! How the hell did they not get torn apart? There have to be at least thousands of crewmates on that many ships of that size! They'll be practically Grimm magnets at sea with that many people!"
"Maybe they fought them all off? Those guns seem pretty powerful and also... yeah, I think I see about a few dozen smaller guns on the sides of each of those ships"

Team RWBY begins to debate with each other, as Ozpin internally debates whether he should tell them about what he felt from the men.

A-last, Ozpin decides to answer.

"... I may actually have an answer to that question"
"And that is?"
"That they don't hold souls! Like the grimm, really"

Weiss quickly responds in a confused tone.

"But Everyone has a soul!"
"Yes, but in remnant that is. We don't know if that rule applies to other worlds"
"So… you're suggesting that they don't come from the world of Remnant, headmaster? I'm sorry, but I find that hard to believe-"

"Then have we ever heard of a kingdom going by the name of the "Imperial Japan"? Furthermore, have we ever seen a kingdom create a surface navy of that magnitude in the history of remnant? Have we ever heard the tongue the admiral and his guards spoke of?"

"... No?"

"That's my point. No kingdom can ever build an armada of that size on its own. Much less while keeping all of remnant oblivious of itself. I believe there is a legitimate possibility that… these people don't come from remnant"

Vice-admiral Nagumo fills in some papers in his quarters.

(First contact went well… established an audience with the king of the "City of Vale")
(Ozpin, the councilman of the Valien council and headmaster of… what was it… Beacon academy? Blah, I can probably ignore that part… just a school by what it sounds anyway…)
(Next course of action is... "getting the men back from the city, while organizing trade deals".-!)

Suddenly, his door gets knocked on frantically.

Disgruntled, he opens the door to scold the soldier.

However, before he can open his mouth, the soldier reports.

"VICE-ADMIRAL NAGUMO! WE NEED YOU AT THE BRIDGE IMMEDIATELY, SIR!"

(well… shit)

Vice-admiral Nagumo cursed internally, as he observed the 6 pure-white ships floating in the air by some technology beyond him and the empire's imagination.

While he felt himself intrigued and in awe at the technological marvel before him, the admiral side of his person was telling him that they were much more than just something to be awed at, as he analyzed that they were staying still in the air, in a formation much like the ones germans used to use twenty years ago.

"... Sir, what shall we do? Shall we launch the fighters to be ready in the air?"
"No, we cannot show aggression towards the city. Say, Captain. Can any of the destroyers hit them with their guns?"
"At that height, they'll have to back up significantly to even point their guns at them, so…"

The captain struggles to give him an answer.

"Gosh darn it… then tell the kido-butai to fit their attack squadrons with rockets and bombs and have them ready to go at a moment's notice. Also, have the "Shimakaze" and "Yukikaze" move into a range where they can at least lift their guns high enough to hit them. As for us… we'll hope that the weapon systems on those things are unable to penetrate battleship armor and that our Anti-air guns would do something against them"

"Uh sir? The I.J.A is asking if we need their help in handling the situation-"

"Tell them to fuck right off, nicely of course. I'm going to go get some coffee. And a sweet cup of coffee at that. Be ready to make it ashore again with those pencil pushers and trench-digging barbarians when the time comes"

Nagumo set his foot on the pier again, only to see the scenery change 'quite a bit'.

Humanoid metal constructs surrounded the port in several lines, all carrying white guns, so structurally clean that they were unlike any firearm he had seen before.

Behind them, he could see towering humanoid vehicles with arms for guns and cannons. Were those things their version of tanks? Nagumo could only wonder.

With a tsking noise, The two SNLF bodyguards ask him quietly with concern.

"畏れ多くも申し上げます、南雲中将殿。兵数から見て、我々が襲われたらひとたまりもありません。陸軍から護衛部隊をー" (We won't stand a chance if they attack Vice-admiral Nagumo. We should request support units from the army-)
"ここまできて陸軍輩に頭など下げられるかっ。このまま行くぞ。" (We can't ask them now that we're here. We just have to "do" now)

As diplomats from the civilian government of Japan and a few army personnel disembarks, Nagumo makes his way down the pier with his face molded into a mask and shakes the hand of Ozpin. The councilor was flanked by a stern-faced man in a white uniform on his right and the women from earlier today.
Oddly, the four, armed teenage girls from earlier today also, still accompanied him for some reason.

"What a grand welcoming party you have prepared for us, councilor Ozpin. And this fine gentleman is…?"
"Indeed, welcome back to the kingdom of Vale, Vice-admiral Nagumo. He is-"
"General Ironwood of the Atlesian military to you, 'Vice-admiral Nagumo'. My forces were summoned here by your fleet's presence and... 'Salute' "

Nagumo extends his hand towards the general and the handshake is accepted, however, he could feel the distrust against him seeping out of the man.

"An honor to have this meeting with you, general Ironwood. I long for the day the Empire can begin talks with your home nation as well"
"We hope those talks aren't under the gaze of gun barrels"
"Oh please!"

Nagumo laughed at the "joke", but to everyone, it was clear that no one was laughing there. Not by a long shot.

"Now, vice-admiral, allow us to escort your group to a more… formal place"
