"Well, was this not a surprise?"

The emissary/ambassador sent by the civilian government, Shigeru Yoshida said while smoking a cigar.

In front of him, Vice-Admiral Nagumo and Army Colonel Hattori sat on the spacious hotel room bed, staring silently at the hologram before them, and the device that produced said hologram.

Today had been an eye-opening day for the three Japanese elites, as they were taken on a tour around the city for the remainder of the day since they had made it ashore, and boy, did it have an impact on them. They found themselves treading the paths of a mind-bogglingly, unimaginably advanced society that was somehow, in some ways, quite crude compared to their own.

Handheld devices that can project holograms while having the processing capability of a super-computer and being able to communicate with each other in but an instant, relied solely upon an extremely vulnerable and limited spire that could be seen from miles away.

Aircraft that utilized cutting-edge jet engines for even the most commercially available variants, were capped at similar speeds to Japanese propeller aircraft due to their sheer anti-aerodynamic form and just how volatile their energy source of this "Dust" was.

Were these deformities in technological progression because this world was rather devoid of war? Were these unfathomably odd and inefficient choices credited to the monsters of this world, the Grimm?

Regardless of the answer to that question, as a reality, there was the fact that this world and the empire had a large gap in technology, mostly in this new world's favor. The option of waging war completely dissipates in front of the estimated losses of taking on a kingdom, and that was just taking the technological disparity into account.

"Aura, was it? That will certainly become a problem"

Hattori remarks as the hologram begin to play a video of the students from the beacon academy training with each other.

Was academy the right term for that glorified superhero school? Hattori felt slight dread encroach on his back at the mere thought of fighting a guerrilla war against such foes.

"I hope it does not become a problem in any future"
"I can agree with that, lord vice-admiral Nagumo"
"Say, how would the army fight against a team of these... "hunters"?"

Hattori goes silent for a bit, thinking with his eyes trained on the holograpic fight before him.

"... Engaging in standard unit-level tactics would be a complete disaster. We would have to get the jump on them with ambushes, or use copious amounts of explosives, air-based fire support, possibly even mustard-gas to flush them out of districts"
"So, in short, a complete and utter nightmare on all levels, huh?"
"That is correct, Force-commander"

As the two military men groan, Shigeru hands two sets of papers to both of them. On it reads the following.

'Possible eaves-dropping'

'Continue to talk'

Reading it, the two continue their banter. More papers and two files with a red stamp of "機密" on its top get passed to them.

"What about these "grimm" then? They sure seem to be an existential crisis if I had heard one"
"Well force-commander There has so far been no reports of "pitch-black, demonic creatures" attacking civilians that had come in, despite it already being 4 days since our... "arrival" to this "remnant". Perhaps the story about them being able to detect negative emotions was false?-"

'Special orders from Tokyo'

'Refer to the following script and document for details'

General Ironwood sat beside Ozpin. Behind him, some teams from Beacon and his right-hand, specialist Winter stood. Besides that, many councilmen sat along one side of a stone table, while reporters stood silently in the corners of the room, notepads at the ready.

To the center of the room, the delegate of the "Empire of Japan", an old man in a fine suit, readjusted his glasses. He was flanked by admiral Nagumo on his right and Colonel Hattori to his right. The clean, pure white of the admiral's uniform contrasted heavily with the rather ugly and dimly colored Khaki uniform of Hattori on the right.

(Perhaps different branches of the military?)

As Ozpin made a mental note on the uniforms of the uninvited nation, Shigeru began to speak.

"Firstly, I again apologize for our sudden intrusion on behalf of his majesty Emperor Showa. I am Ambassador plenipotentiary from the Empire of Japan, Yoshida Shigeru. We have come to discuss a matter of utmost importance to us all. The Imperial aircraft that had intruded into your air-space"

Ozpin quickly responds

"Before that ambassador, we demand an explanation of your origins similarly to how we have explained the kingdom of Vale and Atlas to your group on the way here, for it seems that we are both, "unfamiliar" with each other's origin"

"Ah yes, I was planning to bring that up later, for Neither have we heard of a "Vale" or "Atlas"...
... understood. Please refer to these"

Passing sheets of paper toward everyone sitting at the desks, many are quick to notice that the document is written in a language foreign to both of them.

Ozpin found this strange, as he was nigh sure he knew most languages of Remnant, and was sure that he was fluent in all major languages used in such documents as these. Yet in defiance of all the odds, he did not know this language.

(Another unnervingly odd thing about these… "Visitors")

Ozpin raised his suspicion against these visitors a notch.

"Excuse me, but we do not understand this language. Do you happen to have a version in standard-Reminitian?"

"Reminitian? Don't be silly, you speak beautiful King's English right now. Surely, you can read English"

"English? What do you mean, you and I are both speaking Standard-Reminitian right now, Ambassador"

An awkward pause fills the air, as both sides try to make sense of what is happening.

However, it did not take long for Ozpin and Shigeru to come back to their senses, apparently with the situation all figured out with their vast amounts of experience and knowledge-

"A-aha. In that case, I will simply read it aloud"

"W-why yes, please do"

… Never-mind. They brushed it aside for now.

"- and that will conclude basic information on the Empire of Japan"

Shigeru takes a sip of water, as the room soon fell into a chaotic mess of discussion and questions.

Even with his old ears, he could hear the voices of the young, old, and all-in-between. Men and women discuss with fascination and excitement the topic of Japan's existence.

It was no wonder. With the information just at hand, one would have to be an idiot to not accept that it wasn't the other countries that vanished, but rather the empire had vanished.

Thus, if the people from, presumably, "Not-earth" were told of another country suddenly appearing, it would certainly be a matter to make quite a few go nuts over it.

"Excuse me, honored ambassador of Japan, Shigeru Yoshida! May I ask you a further question?!"

It was then that one of the councilmen raised their hand for a question, whereupon Shigeru simply nodded with a smile.

"You say that the empire of Japan is made up of the 4 cities of Tokyo, Sendai, Osaka, and Kyoto, however, how much autonomy do individual cities possess in this "empire" of sorts?"

"Each city has its governing system, independent of each other city. They can all have their own laws on the condition that they swear loyalty to emperor Showa and cooperate with other cities in case of war"

"The Imperial Japanese military! Can you tell us more about it?"

"The imperial Japanese military is the alliance's joint military. It is an army made by the people, for the people, who fights for the people of Japan under the name of our emperor"

"Any other questions? We shall answer all questions to a… certain degree "

As Shigeru finished his sentence, many more hands came up.

*-Breaking news arriving from the city-council building itself, the mysterious aquatic arrivals reveal themselves as the pure-human, quad-city coalition of the"Empire of Japan", here to collect their pilot of the UFO shot down just a week ago. The Japanese emissary and ambassador Shigeru Yoshida explains their origins as coming from a region known as "Asia" south of Menagerie, bewildering many scientists and geologists who previously believed that no such land existed- -*

Ozpin turns the TV off, looking out of the window in his office. All lights turned off

Ozpin cycled through the memories of his many past lives, the memories of the many things he had seen, the memories of the many things he had experienced, the memories of the many things he had read and heard about.

Not a single time, had this perpetual seen or heard anything "Japanese".

Ozpin whirled through every sensation his conscience had felt, every emotion, every mental note he had made, comparing quin-trillion sensations to one, single, sensation.

When he had gazed upon the pilot
When he met Vice-admiral Nagumo
When he looked into the pupils of Ambassador Shigeru

Every time he looked onto a Japanese "human", it gave him the same unnerving sensation, which he knew the cause of.

It was a sensation, close to what he would get from looking at a grimm.
A lack of a soul. A complete lack of magic.

How could that be for something on remnant? How could anything exist without the influence of the brother-gods. Ozpin had only one way to get to the answers he his scroll out, he calls a certain someone.

"Good afternoon, Qrow. I have a job for you"
