Hey there, I didn't expect you all to really like the OC arc. I knew I was going to the right direction. You can tell what role Lucy is going to fill later, plus I ended up having a blast writing Luffy with Kunou and Athena. Here he has an impression on the Yokai community way before Season 4, which in my opinion was the perfect ending for High School DxD. I am happy with the anime never returning and I don't think they will. Anyway, stop talking about that lets get starting with this.

With Luffy, Kunou and Athena.

The explosion really shook the group for about 3 seconds. Of course, Kunou had to make sure she was shaken by all that, but Luffy and Athena were still very resistant and could continue.

''Get them!"' Said the terrorist.

The terrorists were all armed with magical items and other lethal weapons. Anyway, that was kind usually because once the smoke started to fade off a stretchy arm appeared.

''Gomu Gomu no pistol!''

Punch

One of terrorist was launched and hit a wall on the tunnel. The group was soon shocked to see that display of power.

''Uh?'' Asked them.

Luffy and Athena were still unharmed as Kunou stayed behind them.

''Hey, how about we see who takes more bad guys?" Asked Luffy.

''Sure thing, but after this I want to know how you knew they were coming.'' Said Athena with some poison in her voice, because she thought Luffy could be a spy.

''Oh ok, that's no problem at all.'' Said Luffy all calm.

''that's it!'' Thought Athena in shock.

The two soon went off to fight the terrorist, even thought they had magical weapons they were up against a Yonko and a Goddess, they had little chances.

''Gomu gomu no Jet Gatling!"'

''Argh!' Scream some of the terrorist flying from the sea of punches.

Meanwhile Athena prepared her spear to attack.

''You pick the wrong day to mess with me!"' Said her slashing the terrorist left and right, killing them in the process as she shown no remorse for her actions.

Slash Slash

There were still some terrorists left, but it was pretty clear that those guys wanted nothing against these two. However Luffy with smirk decided to be creative, he covered his forehead with Haki and decided to use this move:

''Gomu Gomu no bell!'' Scream Luffy hitting the terrorists with his forehead.

BANG

''Arhg!' Scream the terrorist with all of their bones turning into powder.

Meanwhile

Kunou was seeing those two fighting and wonder if someday she could strong as they or her mother. It would take years or even decades for her to reach the same level of power that her mother has but she would keep going on.

''Wow!'' Said Kunou amazed.

The two were done kicking the crap out of those terrorists and Luffy just smile to see those jerks on the floor.

''Ok, this was the last one, let's go.'' Said Luffy.

''Why are they still breathing? Why didn't you kill them like I did?" Asked Athena.

''Oh I don't kill.'' Said him.

''Why?" Asked her.

''It's not my style.'' Said Luffy all simple.

''A believer in second chances.'' Said Athena with a little breath.

''So Kunou what can you tell about these guys? Are they affiliated with this Kappa guy?" Asked Luffy.

''These people are all soldiers of his army. I saw some of them when mommy and I went to visit his kingdom.'' Said her.

Athena saw that some of them have magical devices on their uniform, she wonders what else they could have that could help track and find the little Yokai girl.

''They have some advance devices. Only high class Yokais would be able to have such things.'' Said Athena.

''Oh so Kappa guy is really the one doing all this?" Asked Luffy.

''Yes, I guess all the clues lead to him now.'' Said Athena.

''Good, so he is the one we should beat up. This is so cool, I never fought a kappa before.'' Said Luffy excited.

''Good to know that you know your priorities.'' Said Athena with sarcasm.

''oh thank you.'' Said Luffy all calm.

The trio now tied the terrorists that were left alive and took of their magical devices and destroyed them. Soon the group kep walking and Athena wanted to know what this Haki thing was.

''So you´re saying that you saw them coming thanks to your haki? What is that?" Asked Athena.

''Oh yes, Haki is this cool thing that all living creatures have. It makes us use our own spirit energy for a ton of things. There is observation, Armament and conquerors. I have all three of them and know how to use. Observation makes me see where my opponent next move is coming and even take a peek into the future, armament makes me a shield that I can use to endure any type of attack coming and conquers let me use my own will power as a weapon.'' Said Luffy explaining haki to the two who were shocked by all this.

''Wow! This sounds so cool.'' Said Kunou.

''Oh yes, haki is the best.'' Said Luffy.

''Can I have haki?" Asked her.

''Sure, anyone can have. I guess.'' Said Luffy not sure.

Meanwhile Athena was putting all the dots together.

''This is the only answer, he is the one. That energy all alone it was him?! All of that was his will power?! How come a mere mortal have such powerful will! And what is this haki! I never heard of before! There is so many questions!'' Thoguht Athena.

''Hey are you ok?" Asked Luffy.

The goddess took a minute to compose herself as she looks at Luffy with a worried look.

''You´re telling me that you can use your will as a weapon?" Asked Athena.

''Yes, but it took me a while. I spent two years nonstop to perfect and get to know how to use my haki. According to my teacher Rayleigh every creature with will and soul has the chance of using haki.'' Said Luffy.

''Every creature?" Asked Athena.

''Yes, I heard of animals that can use Haki. I still need to find one that wants to fight me. Also, I wonder if they taste any good.'' Said Luffy.

Then Athena put things together. She heard ´´Will´´ and ´´Soul´´. Then she understood, in order to achieve a powerful haki, the user also need to have a powerful soul. Devils and angels don't have souls, but humans have it. This is why she never saw an angel or a devil with such power.

''Soul! That's the key!"' Thought her looking she got the answer for everything.

''Are you ok lady?" Asked Kunou.

''Yes, just processing the whole thing.'' Said Athena.

''Ok.'' Said her.

Then the trio finally went out of the tunnels and reach the city. Unlike most cities this one seemed a little more mystic, with creatures roaming feely and acting like this was an everyday thing. This was one of many underground and mystical cities where Yokais lives and this one was in the way of Fukuoka.

''Wow! Look at all those people!'' Said Luffy.

''Do you know where the meeting is being held?" Asked Athena.

''There!"' Said Kunou.

The trio saw a giant tower which led to a big palace. One that would fit a queen or king.

''It's so big.'' Said Luffy.

''Of course, this is the domain of the Tengus. Those types of Yokais are very powerful and they are some of the richest in all over Japan. Makes sense why the meeting is being held here this year.'' Said Athena.

''So what do we now?" Asked Kunou.

''We need to act stealthy. We cant been seen or we can't…uh?" Asked Athena acting as a general, however Luffy was gone.

Luffy went to a little soba stand and wanted to see if there was any Soba there.

''Hey girls, anybody here wants soba?" Asked Luffy all clueless.

''No!" Said the two.

Soon some guards (4) saw them and of course assumed the worst.

''Look! It's the princess of Kyoto! She has been declared missing!'' Said a guard.

Athena face palm and looked annoyed at Luffy.

''That kid is going to drive me crazy.'' Thought her.

''They are keeping the princess hostage!'' Said another guard.

''No, we are the good guys!'' Said Luffy.

''that's a lame excuse.'' Said both Kunou and Athena.

The guards soon prepared some magical guns. Some powerful enough to take down a little giant, they were bestrode with powerful spells and other ritual things.

''What are they doing?" Asked Luffy.

''in the name of Yokai laws we have the permission to shoot you two!'' Said a guard ready to start shooting. However, a more competent one stop that.

''You fool you might hurt the princess.'' Said the other one.

''Sorry but let's get her before…'' Said the guard but then it was too late.

''Gomu Gomu no jet gatling.'' Said Luffy punching all the guards away from their view.

Punch Punch.

''Ok, they are all unconscious. We can keep going.'' Said Luffy all relaxed to the two.

''Alright, the first plan is down the drain. I guess we are going all out then.'' Said Athena.

''Let's get inside before that Kappa guy does anything bad to my mom!'' Said Kunou worried.

On the Yokai meeting.

The yokais were making a small discussion about upcoming trades. All the kings and queen were feeling that this year meeting was going well, only one creature was having a hard time, it was a Kappa.

Raiko got some upcoming news. All of his best men were defeated. They failed to take the princess and most of them were either dead or had their spines broken in all places.

''Shit shit. Why is this happening?" Asked him sweating nervously, which caught the attention of some of the other yokais.

''Are you ok Raiko-kun?" Asked a female Bakeneko.

''Yes, I just got some sad news about some shows that I am watching.'' Said Raiko lying.

''Oh my! Did they cancelled ´´Coffee and Devils´´? I love that show! I cant imaging getting axed.'' Said a Ikiryo while using the body of an old woman as it host for this event.

''No, is a other thing that I have. Don't worry is nothing.'' Said Raiko.

''Are you sure you are ok Raiko-kun?" Asked Yasaka.

''Yes, I just need to be alone for a minute.'' Said Raiko.

''You´re shaking. Are you sick?" Asked a giant toad woman.

''No, my friends…I just need to take some fresh air that's all.'' Said Raiko.

''Do you need to take a dump?" Asked a oni girl getting everyone grossed out.

''Miss Onigashima.'' Said Yasaka in shock.

''What? I had to take one before this meeting and I think we need unclothe a toilet here.'' Said her.

''Ew.'' Said the others.

The Kappa just clean the sweat in his forehead and he was pretty much to the point of going around breaking stuff because things aren't going his way.

''They can't be near here. If they tell what I did it's my end!'' Thoguht Raiko in shock.

The other yokais just think something is defiantly off with him and decided to stand nearby.

''Let's just get some medicine and herbs in case of something.'' Said Yasaka.

''Ok.'' Said the other yokais.

Meanwhile

The trio was getting near the castle and they would have a hard time passing all those guards, but with the power of Luffy and Athena combine they were no match.

Kunou was hanging on Luffy back like a monkey. This way they could be a lot faster and waste no time to get there.

''Can't you just tell what is going on?" Asked Athena.

''I don't know much of these people. Besies who would believe me?" Asked Kunou.

''Let's go, we care about this once we kick Kappa guy ass.' Said Luffy.

''Here we go.'' Said Athena seeing the castle.

''WOW! ITS EVEN COOLER ON FRONT!'' Said Luffy.

''Why is he excited about everything?" Asked Kunou laughing at Luffy.

''I don't know child.'' Said Athena with a deep breath.

The trio soon enters the castle, and the final battle was about to happen.

Meanwhile

The club soon saw Rias all frosty and looking like she had been into a cold environment. Some heat spells and some warm tea later Rias explained what happened to them.

''A yuki ona?" Asked Kiba.

''Half Yuki ona, she is part human. Her father was killed when she was a baby and her mother abandoned her.'' Said Rias.

''So it can be also reverse.'' Thought Akeno all surprised.

''Oh my…why would do such a thing?" Asked Asia.

''Because Yuki Ona are strict creatures. Sometimes they are too strict to the old ways.'' Said Koneko.

''Its clear that Lucy-chan just need some help. We need to help her.'' Said Raynare.

''Well president what is the next move?" Asked Kiba.

''Issei went on to try to resolve things on his own.'' Said her much to the group shock.

''Issei-kun went alone?" Asked Asia worried.

''Why would he do that?" Asked Kiba.

''No matter what we do she wouldn't listen to us. I guess I didn't made such a good pitch at the start, I think Issei wants to help her in the same way that Luffy has been helping everyone around. I guess he wants to be just like him.'' Saaid with a smile.

''Yes, Luffy can be very inspiration.'' Said Kiba with a smile.

''We need to know where he is at.'' Said Raynare.

''Well we need to think ´´what would luffy-kun do?´´'' Said Asia.

''it's a miracle that senpai has that effect on people. We could seen annoying but he is very inspiring.'' Said

''By the way where is Luffy? I haven't seen him since we split out.I gotta give him a cellphone or put a magical transmission on him.'' Said Rias confused, not knowing that Luffy was doing other things.

''Well president you´re always glued to him. I thought you were going to put a leech on him and make him your own.'' Said Akeno with a jokey tone.

''Watch it Akeno! Luffy is free to do whatever he wants. I didn't force him to become my servant and I wont do it.'' Said Rias all serious.

Akeno with smiles with a smirk as Rias looks annoyed with that.

''Ok, where could Issei be right now?" Asked Kiba.

With Issei

The teen was now on the third floor of the school, looking everywhere for Lucy and wonder if she would buy his words.

''Ok, what do I say to a girl who has serious issues? What I am thinking! I don't know what to say! Where is Luffy when I need him?! No, I need to show that I can work without him!'' Thoguht Issei determined. He loved Luffy help and like that he was genuinely a good friend, but he wanted to show that he could do also great thing without the Straw Hat boy.

Then Issei felt the room feeling a lot colder, there was even some lockers forming ice around.

''Its getting cold in here. I guess I am on my lead.'' Thoguht him.

The teen saw where all this cold and ice was coming from and it was from a janitor closet. Issei was glad that all the staff were gone for the day, this way nobody could get hurt..

''Jackpot!'' Thought Issei.

The teen soon reached the door and open to see Lucy there.

''I found you!'' said Issei with a smirk.

''Again!'' Scream her making a wave of ice.

Boom

''Argh!'' Scream issei feeling like he was becoming a popsicle.

''I told you I didn't want your help! Leave me alone!'' Said her.

''No! I see that you desperately need help and I will do whatever I can! Even If I have to use this!'' Said issei activating Booster Gear.

Boost

The Yuki ona saw that giant red gauntlet and was shocked to see its shape and power. She was getting a chill down her spine, something she didn't expect to feel today.

''What is this?" Thought her in horror.

''Listen here Lucy, let me just talk and…'' Said Issei but Lucy cuts him.

''What is that?" Asked Lucy in horror at the Booster Gear.

''Look, I am apparently wielding a super powerful Sacred Gear. One that involves dragons, it's a long story and I am also super confused, but don't worry I won't hurt you.'' Said Issei.

The girl just look at that gauntlet and felt like this was another trap. How she could feel safe with that thing near her. It was like being on a class and the teacher carries a gun ´´just in case´´ a kid goes.

''You´re going to hurt me! That's what you will do! They all do!'' Said Lucy now freaking out.

''Lucy no!'' Said Issei worried.

The girl started to make some ice all around her and she was ready to attack.

''I will freeze you!'' Said her pissed off.

''Lucy I don't want to do this. Outside of blowing this out this stuff also blows off your clothes.'' Said issei as the gauntlet glows.

''What?'' Asked Lucy confused.

''Why that fuck did I say that!'' Thought Issei.

The Yuki Ona knew of the infamous Issei Hyoudou and thought this was a trap by him and his master. She wasn't going to bow to them anytime soon.

''Come and get me pervert!'' Said her.

The Yuki Ona started to freeze all of the hallway and Issei had to use his wings to escape having his feet stuck on the ice. Now flying he used his booster gear to make some powerful boost to break some of the hard ice. It took some times, but he felt he would get better, however Lucy was someone who knew she had powers since she was a kid so she was better in using them, like covering her fist with ice and punching Issei in the stomach.

''Ouch!'' Said him coughing blood.

''You´re good and powerful, but its clear you don't know how to use it.'' Said Lucy.

''Well I am still a devil in training. I need to get stronger to protect those I care and achieve my goals. By the way thanks for getting closer, you seemed to have forgot one thing.'' Said him.

''What is it?" Asked her.

''I can fly!'' Said Issei grabbing the girl and then tossing her in the floor.

The Yuki Ona hit the floor and she was now pissed.

''Shit, I didn't think she would get hurt on ice.'' Said Issei worried.

''Well this was fun but I am going to freeze you and then break your balls. Doesn't this sound nice?" Asked Lucy a bit pissed.

''Ouch!"' Said Issei scared.

''Not on our watch.'' Said Rias as she launched a destructive spell that destroyed most of the ice.

Boom.

The Yuki Ona saw Rias but then saw Akeno, Kiba, Koneko, Asia and Rayanre. All looking either worried or pissed.

''Who are you people?" Asked her.

''We are the Occult Research Club also know as the Peerage of Rias Gremory.'' Said Kiba.

''I am a member of the club only; I am not a devil.'' Said Raynare.

The Yuki Ona than saw all of them showing off their wings and was shocked to see all this.

''Devils and Fallen Angels! What kind school is this?!' Asked Lucy.

''A really messed up school.'' Said Issei.

''Listen here Lucy, this is over.'' Said Rias.

''We just want to help you.'' Said Akeno.

''Leave me alone!'' Scream her making a wall of ice to freeze everyone around her (AN:Elsa style).

The club fly away from that powerful spell and felt like the girl was hiding some serious power.

''Wow, talk about going below zero.'' Said Koneko in her same deadpan voice.

''Is a good think that everyone already left the school.'' Said Kiba.

''But it's a bad thing that everything is frozen. Sona is going to make us clean all this for sure.'' Said Rias.

The group soon felt that this would get a little more complicated. Rias thought of Luffy and where he could be and even thought of contacting Sona.

''Hey what about Kalawarner? She could help us.'' Said Raynare.

''Good idea.' Said Rias activating her communicator.

''Oh no you don't.'' Said Lucy aiming her hand toward Rias and the others.

The Yuki Ona launched a powerful ice wave that could freeze anything, the group soon felt trapped in a ton of ice and snow.

''president!'' Said Issei seeing all this.

''don't move or I will freeze their hearts!'' Said Lucy.

''Oh yeah like this could kill them.'' Said Issei not worried.

''No Issei it can. If she freeze us and cracked us we wont come back.'' Said Rias.

Issei looked at that horrified the same way that Asia and Raynare were.

''I thought we were immortals.'' Said Issei.

''I told you we are immortals but not invincible. There are a thousand ways to kill a devil outside of light powers.'' Said Rias.

''Oh I like this.'' Said Lucy with an idea.

Issei then activated Booster Gear and then decided to act if he had a gun ready to shoot.

''No!'' Said Issei pissed.

'''Why do you keep going?'' Asked her.

''Because I have a great stubborn friend that thought me to never give up. He is right, I am not giving up on you Lucy, if you like it or not!'' Said him.

The Yuki Ona didn't know what to say. She thought Issei would have his voice filled with rage or hate for her, like so many others had in her life. Hell, this was the most cruel that Lucy has acted in ages, she is literally thinking of killing all these teens and escape. She had killed in the past, but only in self-defense, thank God the officers wouldn't imagine that she was only half human.

''You will get the help you need or I will have to go nonstop you!'' Said him.

Issei was determined to help this girl. She was going to know what she needs and that's final.

So yes, Issei is ready to help Lucy and luffy is near the castle. I not that great in three act structure, so if you have an idea to what it was Lucy past once she was tossed aside by her mom feel free. This is just your style of fanfic.

I know I could put a lot of more work into this writing, especially since I think the writing of this chapter was ok, but I am happy with I can do. It's not like this story is hard to read, I have an act structure that is easy for any casual fan.

Also, I think I found a perfect couple to drawn inspiration for Luffy and Rias romance. Jackie and Rose from Titanic, taking aside the family issues Rias is pretty much like Rose, no matter how much she pretends she feels prisoner of Riser and the old ways. It is cliché, but I couldn't help to think of them when I rewatched Titanic the other day. I told you guys I am not that big fan of Issei because well…he is not a rely well developed. He will have moments and his harem, but Luffy is stealing the show.
