Hachiman woke up that day with hopes of being assigned as the captain of the East Blue division. Given the weakness of those seas and his powers, he could have been quite content. However, unfortunately for the Marine, Hachiman was now a highly valuable asset due to his Logia abilities and recently acquired Haki.
So, in his mind, he could understand why they had appointed Yukino as his second-in-command. Even though he didn't personally like Yukino, her name had topped his old list of people he'd like to see dead.
But with all the dark feelings he may have had for Yukino, he couldn't deny that she was the best choice they could have given him as the second-in-command. Not only was she the best of their generation, but she also had the talent to be promoted to commander in a short period of time (4 years) without even entering the Grand Line, which was quite incredible. Most people in her position took 10 years to achieve such a promotion.
However, the unknown girl with her lustrous hair had the audacity not only to arrive late but also to confuse him with Hayama. That was already the last straw for his patience, as any mistake always led to comparisons, and in comparisons, Hachiman had a long history of losses.

I'll go talk to the personnel officer to rectify this small placement error, as I believe I would be better suited with Hayama-senpai or at a lower rank with Hero Koby," Iroha expressed as she apologized and was about to close the door to leave. Yuigahama spoke before she could.

"(Damn, I don't blame them. I wouldn't want to be in the sights of that man either. Oh, Captain Koby, I wish you the best of luck)," Hachiman thought as he prayed for his fellow captain.
Upon hearing Yuigahama's words, Iroha turned around and looked at Hachiman, who immediately felt that gaze.
"Captain senpai..." Iroha spoke sweetly while directing her gaze at Hachiman.
"Why did you remove my name from the title and put 'senpai'?" Hachiman asked.
"Captain senpai..." Iroha said again but with a cute pose, forming her hand into a triangle shape.
"No, seriously, why are you doing this again?"
"Don't be like that, Captain senpai. You know it would be something cute that a senpai would do for their cute kouhai..."
"I've only just met you, and I'm not your senpai, I'm your captain, and you're scaring me, so speak now, woman," Hachiman said, starting to lose his patience with the situation.
"I thought that since the senpai is a Logia user, he might be able to talk to Fleet Admiral Akainu," Iroha said as she approached Hachiman coquettishly.
"And negotiate to exchange a member from Captain Hayama or Captain Koby's group. That would be very, very, very nice of him," she added.
Iroha maintained a sweet smile near Hachiman, who immediately sensed the venom in her words. He knew poison well, having been so tainted and harboring a rivalry with the petite girl by his side.

"Wow, that's a nice dream, Captain..." Yukino exclaimed, surprising Hachiman as she gained his attention.
"I believe in effort and simplicity, that's why I was a great admirer of the former admiral Kuzan," Hachiman continued, taking out a notebook. "I even got his autograph," he said, showing the people in the room where Kuzan's signature was. This diverted everyone's attention from Iroha, who pouted when she realized she was being ignored.
"Well, if that's how things are going to be, I'll introduce myself. I'm Iroha Ishiki, Junior Lieutenant, blah blah, ate a Devil Fruit, blah blah. That's all you need to know about me. Now I'm going to take a seat," Iroha said, sounding quite disheartened as she headed to one of the pieces of furniture.
"Eating a Devil Fruit? Are you also a user?" Hachiman asked, confused.
Hachiman didn't expect more than three Devil Fruit users in his team, as he knew how rare they were and that they were typically given to only two people per generation in the Marines. The others were lucky to encounter one, as was the case with him and Yoshiteru.
"Yep, but not because I stumbled upon it. I was the best of my generation two years ago," Iroha explained, somewhat recovering from her disappointment at not reading the transfer report properly.
"Two years ago? So, did you happen to meet a guy named Ryusuke Nagahara?" Hachiman asked out of curiosity.
"Oh, Ryusuke! If I remember correctly, he was a handsome guy with silver hair who confessed to me about two years ago," Iroha said, her eyes drifting upwards, a smile appearing on her face.
"He was such a hypocrite, telling me that we should be together because we were the best of our generation while dating five other girls. That was so disgusting that I kicked him to the curb and sent him flying," Iroha said with a smile, reminiscing about how that womanizer went airborne.
"But aside from that, he wasn't a bad guy. If he wasn't such a womanizer, I might have given him a chance since he was quite handsome," Iroha concluded, her gaze shifting towards Hachiman.
"(Hah, I knew he'd be a normie womanizer, but I'll keep this to myself since I don't like insulting the memory of the dead)," Hachiman said with a smile on his face.
"But why do you ask, senpai? Was he a friend or subordinate of yours?"
"Nah, he was just an acquaintance from my same island."
"Ah, okay. So, how has he been? I haven't heard from him since I graduated from the academy," Iroha said, now curious about her old crewmate.

Iroha's words piqued Hachiman's curiosity, but before he could ask anything, Iroha continued talking.
"I think her name was Kamachi or Komachi, something like a South Blue rice brand," Iroha mentioned the name of her old crewmate's girlfriend without giving it too much importance.
"Well, to cut it short, if you ever see him again, senpai, and he turns out to be married, tell his girl not to worry because he's a womanizer, and tell her I'm not a threat to steal her man," Iroha said with a coquettish smile, winking.
"I know it'll be hard to forget me, but tell her not to worry," Iroha added, feeling rather pleased with herself. However, Hachiman wasn't paying attention as his mind was elsewhere.

Yukino, without anyone saying a word, pulled out her staff and delivered a powerful blow to Hachiman.
"Ouch... this is the second time today you've hit me. You know what? I'm going to confiscate your Sea-Prism Stone staff. And why am I so short?" Hachiman asked, noticing that Yukino seemed a bit taller than he remembered.
"I'm sorry, Captain, but you started laughing sinisterly, which was scaring the Junior Lieutenant, and at the same time, you were melting the floor with the power of your Devil Fruit," Yukino said with a sweet smile that didn't give Hachiman a good feeling.

"It wasn't a monster; it was a rookie... the pirate Caribou and his brother Coribou destroyed the ship he was on, and there were no survivors. That's what I managed to find out from the report," Hachiman explained.
"Those two aren't the rookie pirates assigned to Captain Mbap and Commander Laand..." Yukino said thoughtfully, placing her hand on her chin.
"That's right," Hachiman confirmed.
Yukino's words and Hachiman's confirmation raised questions in everyone present.
"What are you talking about, Captain Hachiman and Commander Yukino?" Saki asked with concern.
"Well, how should I put it, these special forces where we are gathered weren't created to make us look good but to be a new Marine attack force for cultivating rookies and thereby facing the new dangers of the sea," Hachiman explained with what he knew. However, a voice from the door spoke up.
"It's not just for that, Captain Hachiman. The Marines wouldn't cultivate new rookies for something so small..."
Everyone turned to see the voice coming from a male source, and they were all surprised when they saw the appearance of the man who had entered the room. A large man, 2.74 meters tall, with a grizzled appearance, was munching on a rice cracker as he walked in.
"Vice Admiral Garp, what brings you here?" Hachiman exclaimed, surprised but maintaining military composure in the face of the unexpected appearance of the Marine hero. His entire group instinctively followed suit.
"Ah, no need to be so formal, kid. I'm just a lowly instructor, or that would have been the plan if that bastard Kong had accepted my resignation from the Marines. Bwahahahahahaha," Garp laughed, but no one else laughed with him because no one in the room had the audacity to insult the Commander-in-Chief of the World Government. Only a hero like Garp had such a privilege.
"And as for your question about why I'm here, I just wanted to see how proudly the worst student this academy has ever had would rise as a captain," Garp said with his booming voice that shook the entire room.

Hachiman and Garp burst into laughter simultaneously, leaving everyone else in the room unsure of how to respond to the unusual situation.
"Garp-sensei, if you came here to do something silly or make my students act foolishly, this is not the time..." Shizuka spoke as she appeared at the door with a large stack of files.
"Oh, Shizuka, I'm just here to instill some sea spirit in this young Logia user," Garp replied with a smile.
"Alright, but do it some other time because I have a lot of information to deliver and explanations to provide right now," Shizuka said as she placed the files on the table near the chalkboard.
"Oh, right, I had forgotten that I was going to explain a bit to these rookies about the Marine's plans," Garp recalled as he clenched his fist.
"Well, you didn't do it, so now I'll have to explain it," Shizuka said with a cigarette in her mouth.

"About a year ago, one of the largest wars of our era occurred, Marineford..." Shizuka declared as the projector displayed images of the conflict.
The images showed filmed battles between the Marines and Whitebeard's pirates.
"The result of that war was the victory of the Marines, as the casualties of Whitebeard, Edward Newgate, who had a bounty of 5,046,000,000 Berries, were confirmed."
Behind Shizuka, the bounty poster and the name of Whitebeard were displayed.
"And Fire Fist, Portgas D. Ace, who had a bounty of 550,000,000 Berries and was also the son of the late Pirate King, Gol D. Roger."
"But it wasn't an easy victory; it's estimated that the Marines lost over 70% of their forces in this battle," Shizuka stated as she showed an image of the battlefield, an image that brought discomfort to both Hachiman and Zaimosuka.
Shizuka sensed their unease and continued speaking, "As you know, Captain Hachiman, who participated in this war as a first-class soldier, and Lieutenant Zaimosuka, who participated as a sergeant, experienced most of the cruelty of this war. Out of the 70% of forces lost in this war..."
Shizuka then displayed a graphic on the large screen. "90% were ranks from Captain to First Class Soldier. Your comrades sitting beside you now are miraculous survivors."
She paused and continued, "Especially Hachiman, the survivors from the First Class Soldiers can be counted in the tens out of the thousands they once were. There were cases of Third or Second-Class Soldiers being promoted just to fill the quotas at Marineford."
It was difficult for Shizuka to talk about this, but she needed to be honest to maintain the integrity of the Marines. She knew that the only thing still keeping Hachiman allied with the Marines was the honesty of the good people within it.
"Of those poor men, only one survived, and he's in this room. Hachiman was the survivor of the Marine's sacrifice to achieve the goal of peace," Shizuka said, while Hachiman remained silent, his hands aflame as he remembered that he and his comrades fought in a war that wasn't meant for them.
"But why were lower-ranked warriors promoted? Weren't they too weak to participate in Marineford?" Zaimosuka asked, also pained by the loss of his comrades but understanding that it was their duty, and they fell as heroes.
"It was done to save future promising talents for the Marines, protecting valuable recruits for the future," Shizuka explained calmly.
"So, thousands of lives were sacrificed while only a fortunate few sons were saved. That's not fair to the families of those who died..." Saika expressed, deeply saddened by what he had just heard.
The world isn't black and white; sometimes one must make sacrifices and save things that may not seem just to achieve the objectives," Shizuka said as she walked and looked out the window.
"But for the greater good, it's the burden and responsibility of all members of the organization," Shizuka's words were filled with melancholy as she remembered the enormous number of young lives and family breadwinners lost. Even people she had trained herself had to see their bodies being carried away and their identification checked to see if they could be returned to their families.
"Returning to the presentation, unfortunately, the Marine's victory and sacrifices didn't end with the best possible outcome due to Whitebeard's final words," Shizuka instructed the Den Den Mushi to start playing a video. The video showed Whitebeard's immaculate back, with the current new Yonko, Blackbeard, and his crew in front of him.
["One Piece... it exists!"] were the only words heard in the video, but they conveyed the entire message to the team members.
"Whitebeard's death not only marked the end of an era but also the beginning of another by proving with his words that Gol D. Roger's coveted treasure was real," Shizuka explained as images began to show. The images depicted an increase in pirates and chaos in the seas, chaos not seen since Gol D. Roger's execution.
"Whitebeard's final words not only increased the appearance of new pirates by 45% but also awakened and emboldened pirates who had been dormant for years."
"Names that had disappeared from the seas have shown signs of existence once again, such as the Dark King Rayleigh when the bell event occurred." Behind Shizuka, an image of Luffy with his hat over his chest in front of the bells was displayed.

Hachiman wanted to add something or ponder on the matter, but he was likely to end up embedded in the wall due to Shizuka-sensei's keen Haki, so he remained silent.
"Returning to the point, the Marines have managed to balance the power of the Shichibukai with the additions of Law, Weevil, the self-proclaimed son of Whitebeard, and Buggy, the star clown."
The image then changed to show the bounty posters of the two new Ouka Shichibukai.

The images of the eight captains were reduced to three: Fuma, Koby, and Hachiman.
"Hikki, you've mastered Haki?" Yui expressed in astonishment.
"I've mastered Kenbunshoku Haki, but Busoshoku Haki…" Hachiman began, making his hand temporarily turn black before returning to normal. "I'm still struggling with it."
"As expected of my sworn friend, I must not fall behind and learn the powerful Haki to accompany you in battles," Zaimosuka declared, striking poses that left everyone in the room imagining Hachiman mounted on a giant boar, ready to face pirates.
"So it could be said that these three are the only ones who could potentially face a Logia user without Kairoseki," Yukino pointed out, still attentive to Shizuka's presentation.
"Exactly. Therefore, the Marines hope that, with this initial mission to capture potential Supernovas," Shizuka said excitedly, "the number of people who can use Haki will increase, not only among the captains but also among their subordinates."
"Oh, they expect that from us too? So it could be said that we have an advantage with our captain being knowledgeable about Haki," Yui noted.
"Especially in this group. Not for nothing is this the strongest group among the eight, and not just because Hachiman is a Logia user, but because all the others are quite skilled for their ranks," Shizuka's words made everyone in the room feel embarrassed at being considered elite, except for Hachiman and Yukino.

"But that shouldn't be a reason for confidence, as due to the actions of the Worst Generation, these new rookies could have the support of a strong figure from the New World," Shizuka expressed as a new slide appeared behind her, this time with the title, name, and bounties of the men assigned to Division 108.

The image then switched to a Marine registration video where one of these women, who appeared frequently in the photos, was seen crying and recounting the abuse she had endured. She vehemently denied any infidelity, professing her love for her husband and expressing confusion about why she was with this man.
"The marks that appeared in the photos are no longer visible in the video," Hachiman noted with a noticeably angry expression.
"Exactly. In all the records of the women who reported such incidents and appeared in the photos, there were no marks on their foreheads. After sending the evidence to the Marines, it was discovered that the marks were a result of the powers of a Devil Fruit," Shizuka explained. The presentation displayed a fruit that was white with pink lines.
"The Dorei Dorei no Mi, the Slavery-Slavery Fruit, allows the user to control the minds of the opposite sex the user, and the marks on their foreheads are evidence of this power. This prompted an immediate request for his capture."
"But just like with Kant, the lack of information and negligence allowed this depraved man to escape," Yukino exclaimed, equally furious as Hachiman.

"Not just villages, but also pirates, where he used their women to bolster his gang and killed the rest. This allowed his power to grow exponentially," Shizuka continued.
"Now that bastard is in the Grand Line, where he could continue to abduct and increase his power until he attracts the attention of a New World threat or, worse, a Celestial Dragon," Shizuka concluded with a grim expression.
"It's been said that next month he'll have a significant deal with Joker, and we suspect that these victims will end up in the hands of depraved nobles. At that point, the Marines won't be able to do anything," Hachiman exclaimed, his anger palpable. As the older brother, he could imagine what would happen if this tragedy befell his sister Komachi, and he understood the pain and anger of the victims' families, friends, and partners.

I suggest you take some rest or spend time with your families today, as you'll set sail for your respective missions early tomorrow morning."
"Remember, you have two months to capture them, so avoid unnecessary conflicts and trust your captain. Hachiman, you'll need to trust your team as well if you want to succeed. A crew that doesn't trust its captain, and a captain who doesn't trust their crew, often ends in disaster."
"Yes, Commodore Shizuka," they all replied in unison. With that, each member of the team left the room, their minds focused on the following day when they would set sail to capture their first pirate, Wang-Okl.
