Prologue - Rebirth

Within the prestigious hallways of U.A. High School, an exhausted Shota Aizawa walked by grimly, rubbing at his seemingly always dry eyes yet again. With the entrance exam nearly on its way, Aizawa had spent nearly all of last night preparing the new year curriculum for his soon-to-be class. He hopes that the new students will show much more promise than the previous ones. He highly doubts it though.
Something else plagues his mind as he spots the burly physique of Sekijiro Kan standing next to the door that leads into Principal Nezu's office.
"Good morning, Eraser," Kan greeted, his voice slightly hindered by his two prominent lower canines.
Aizawa simply responded with a grunt, adding a little nod in as well.
"Rough night, I take it?" Kan asked.
Aizawa rubbed at his eyes again, this time for much longer, before replying back in a tone that so hopelessly failed at trying to hide how obviously tired he was, "It's always a rough night for me when I'm trying to plan for the inevitability of new students. I was hoping to catch some shut-eye today, till Nezu decided he wanted to have an impromptu meeting."
"Yeah, I know. I wonder what it could be about."
"Probably something tiresome," Aizawa stated before finally pushing open the door.
The two were greeted with the one and only Principal Nezu sitting casually at his desk that was comically much larger than him. Resting on his desk was a small cup of matcha tea that still had a little bit of steam radiating off of it.
"Good morning, Principal Nezu," they both said in unison as they bowed respectfully.
"Good morning! Now take a seat if you please," the mouse-like principal greeted in his usual cheery voice, with both Aizawa and Kan quickly doing as he says.
"No doubt you two are wondering why I brought you here in the first place. Or perhaps you'd like to admire how nice and shiny my fur is today," he says as he begins methodically caressing his soft, white fur. It was especially shiny today.
Aizawa speaks up, "Actually, Principal Nezu, we were wondering why you called us in. Is this about All Might becoming a teacher?"
Nezu stopped what he was doing, proceeding instead towards taking a casual sip from his tea. "Well, you see, Eraser. Why I called you two in is less to do with All Might and more to do with the first-year classes you'll be teaching."
Kan was the one to chime in this time, asking curiously, "What do you mean?"

There was a long pause before Nezu finally replied, "I am re-implementing a third hero course class as of by the start of next year."
The two were visibly shocked by this statement as they knew the dangerous ramifications that could come from this action . Aizawa was even about to protest, stating the reasons why that would be a bad idea. What stopped him from doing so was a simple raise of Nezu's paw.
"I know what you're going to say, Eraser. But just to let you know, I've already spoken about this with both the school board and the public safety commission and they have already given the go ahead."
Aizawa stared intently at Nezu, "But why? Surely they haven't forgotten about the incident that occurred with that one specific third hero class and why it was deemed more reasonable AND practical to limit it to just two hero course classes."
What Aizawa was referring to was an incident that took place many years ago. Just after Aizawa had graduated from U.A., a news report spoke of the class of 2-C of that year being involved in a horrendous villain attack. Sixteen of the students were confirmed to be killed in that attack, with three students having had escaped from it with minor injuries, and one student whose body was never recovered; he was later declared dead when investigators finally gave up on the search. The teacher who was in charge of that class was forced to go into hiding while the school board, as well as the public safety commission did what they could to cover up the incident. Not long after, it was then declared that U.A., as well as every other heroics school in the country, would limit itself to only having two hero course classes, both to make it easier for the teachers, and to make it more difficult for students to get into the hero course. With the public safety commission chairman of that time even going as far as to state that it would prevent the likelihood of an incident like that to happen again, right before his life was taken by the infamous Lady Nagant. To this day, no one knows what became of the Class 2-C teacher of that year, but the three that survived that ordeal went on to graduating from U.A. and becoming official pro heroes; all refusing to publicly speak about the incident ever since.
"Principal Nezu," Aizawa began, "I unfortunately don't see the rationality of having another hero course class."
Nezu heaved out a quiet sigh, before turning to face the window with an understanding yet determined look on his face, "Thanks to the efforts of All Might and many other heroes, we live in a time of relative peace. However, we can't expect that peace to last. After all, with a new generation of young heroes comes a new generation of villains. Villains that want to destroy the peaceful society the heroes have built. When that day comes, what we need is as many aspiring heroes that we can find that'll stand to fight for and protect the peace. And as teachers, it is our sworn duty to guide those heroes on that path. I'm well aware of the dangerous ramifications that can come with this implementation, especially in regards to U.A.'s troubled history. But please Mr. Aizawa, trust that there is method to my madness."
There was slight pause before Aizawa spoke again, "At least you admit it's madness." Aizawa sighed heavily. He still wasn't sure of this idea. After all, it could risk news investigators drudging up past mistakes to ruin U.A.'s reputation, as well as the fact that there's so much uncertainty coming with this third class. However, he trusts that Principal Nezu knows what he's doing and frankly, that's really all he needs. Kan seems to think the same as he gives a determined nod of affirmation. "Alright, alright, so who'll be teaching this class anyway?"
...
The tapping of heels echoes down the hallways as a figure makes her way towards Nezu's office.
...
Nezu smiled before informing the two teachers, "She wasn't difficult to find actually. And to top it off, she already has experience teaching here at U.A..."

Her slender hand reaches for the door and pushes it open. Both Aizawa and Kan turn towards the door to see who had entered. Once they did, they couldn't stop their eyes from widening in disbelief at who it was.
A thin, pale woman with dark grey hair that reached just past her neck stood nonchalantly at the entrance. She wore a white lab-coat and her eyes were covered by a bright, yellow visor. She grinned as she stared at the two baffled teachers.
"... May I introduce you two to Chisuke Ueshita, the previous teacher of Class 2-C, aka... Doctor Phoenix."
"So," she began, her voice hollow and somewhat ghostly, "When do I start?"
