The events of this story take place following Streets of Rage Volume 7 (Wood Oak City Bleeding), where Wood Oak is finally at peace after the fall of the Y-Syndicate. The same cannot be said for it's neighbouring city.

Phillipe Loren receives word that the twin children of a late associate of his had started their own criminal organization.
