Toshinori's Choice

Chapter twenty-eight: The 1-A and 1-B friendship plan, part two

By the time Naomasa's police cruiser pulled up to the scene, several ambulances and two other police cruisers were on the scene. Naomasa got out of the driver's seat, with Toshinori getting out of the passenger seat. The two men made their way up to the scene, just in time to see Nemuri undo a lock on a quirk suppressing collar that was around Aizawa's neck. "Uhhg," the underground hero said as he rubbed the back of his neck. Looking to Nemuri, Aizawa said, "Thanks for getting that blasted thing off of me, Nemuri."

"Status report," Naomasa said, getting the attention of Aizawa, Nemuri, and Hizashi. The surprise in their faces quickly faded before the men wore looks of resigned guilt while Nemuri looked sad as if she would cry at any moment.

Seeing those looks, Toshinori feared the worst. "A student was killed."

"The Koda boy, yes," Aizawa confirmed, "A group of villains working for Endeavor attacked the bus on our way back to UA. They made us stop, stormed the bus and dragged everyone off. One of the villains who was a sidekick level pro hero working for Endeavor before Endeavor's agency was shut down said that, as per Endeavor's word, they were there to see to it that Todoroki would kill your son."

"En... Endeavor..." Toshinori said, his shocked face highlighting the likewise tone he spoke with that was barely above a whisper, "...Wants to kill Izuku?"

"To be specific," Hizashi said, "Endeavor wants it to be his son who kills yours. Todoroki also apparent has to use his fire to do it."

Naomasa arched a wry eyebrow. "Wait, why does Endeavor want his son to kill All Might's son?"

The underground hero scowled. "It's all part of Endeavor's obsession with surpassing All Might. Koda was killed solely to be made an example of in order to inspire Todoroki into killing Midoriya. However, it's around that point when Dabi's Crew showed up, or at least part of their number."

Toshinori looked even more worried. "Some of Dabi's followers were here?"

"Oh yeah, Shouta and Hizashi mentioned that," Nemuri said as she fought back tears, "From what we figured, Dabi was also planning to storm the bus while it was en route back to UA, but instead the goal of Dabi's followers was to simply kidnap Todoroki and use him as bait. That's..." Taking a breath to steady herself, Nemuri went on, "...That's where the second and last death of the incident cropped up. One of the villain sidekicks working for Endeavor tried lunging at Asui, both Shouta and Hizashi saw that said villain had the clear intent to at least do serious bodily harm."

"Is Asui alright?" Toshinori asked, "Because we know that Asui's younger siblings are Usagi and Felgrand, and testimony provided about their reactions can give us an idea on what could happen if Asui is seriously harmed if not worse." Indeed, the former Symbol of Peace worried what could happen if something bad happened to Tsuyu. She was the only living family that Usagi and Felgrand, Satsuki and Samidare, had left. They're already a bit off the edge because their parents had died; if Tsuyu were to meet a similar fate, then Toshinori feared the bad future of the alternate timeline will come to pass no matter what.

Nodding once in the affirmative, Aizawa said, "Asui is safe and sound. About halfway to Asui, the villain sidekick aiming to harm her was stopped short by Felgrand in his untransformed state. He shoved his left fist's knuckles into the villain sidekicks mouth and incinerated him from the inside out by pumping him full of flames. The villain sidekick is the other death that occurred here."

Naomasa's eyes widened in shock. "I... I got it that Usagi and Felgrand are actually just children. How old is Felgrand exactly?"

"Ten," Nemuri replied, "I had asked Asui to refresh my memory on how old her little siblings are. Her brother is ten and her sister is six."

"You said the villain that Felgrand killed was aiming to seriously harm Asui, right?" Toshinori asked. After Aizawa, Hizashi, and Nemuri all nodded in the affirmative, the former Symbol of Peace went on, "Well that obviously has got to be the reason why Felgrand had committed his first known case of murder. He was protecting his older sister from a dangerous threat to her well-being."

"You said that Dabi's fellows came with the intent to kidnap Todoroki," Naomasa said, "Where is Todoroki right now?"

"With the rest of Sho's students who are still alive," Hizashi replied, "Aside from Koda who's being taken to the morgue in a bodybag, all of Sho's students are alive albeit shaken."

Aizawa dragged a hand down his face. "A student is dead. How in blazes will we explain this to Koda's parents?"

"And what about your other students?" Hizashi asked, "What about Midoriya who Endeavor wants to have killed? What about Todoroki who not only is the one Endeavor wants to have carrying killing Midoriya, but Todoroki is also the target that Dabi is aiming to capture?"

"How will this affect the project between Shouta and Sekijiro to get 1-A and 1-B to get along?" Nemuri asked, "I'm kind of worried that some of Sekijiro's students with more belligerent attitudes towards Shouta's students might take what happened here and rub it in their faces."

Sucking in a cringing breath, Hizashi said, "Oh shoot, I forgot about that." Turning to look at Aizawa, Hizashi asked, "How are we gonna manage that, Sho?"

The underground hero let out a tired breath. "We're going to have to run things here by Nezu first. But I can realistically see my students confined to UA grounds for their own safety, at least until a plan is come up with to ensure their safety off campus. We may also have to make special arrangements for my students to continue on with their supplementary lessons to earn their provisional hero licences." Considering the fact that not only was a student dead but that multiple other students were all noted to be in danger, it was agreed that ensuring safety for the students was a top priority.

Now the teachers had to focus on helping to look into making arrangements for the student who was killed. There's also how, as tragic as it occurred, there's a vacancy in Class 1-A, and guidelines at UA require the hero course classes to be at max capacity. Nezu is bound to look into the matter as soon as possible. The students who did survive had to wait until another bus came by to ship them off back to UA, and that bus was followed by a patrol of police and pro heroes to ensure that no villains got any more ideas, Endeavor's horde and Dabi's Crew alike.

Later that evening at UA, with the remaining Class 1-A students safely back in their dorm building, Nezu held an emergency meeting in the staff meeting room. "This is the worse case scenario indeed," Nezu said, "A student is dead. You guys did stress it to Shouta's students to let the police inform Koda's family first, right?"

"Yes Nezu," Aizawa replied, "And I got it from All Might here before the meeting started that Naomasa had just informed Koda's parents of their loss."

"What bothers me is that this came about due to Endeavor's mad obsession with surpassing All Might," Sekijiro said, "That Koda's death was done so it could be made an example of." Turning to look at Toshinori, the Blood Hero asked, "What say you, All Might?"

Toshinori let out a tired, troubled sigh. "Izuku told me that Endeavor's followers cited how Endeavor holds me alone accountable for Japan's pro heroes not being as self-reliant as they ought to be, that my efforts during my heroic career had allow Japan as a whole to get soft, weak, unable to properly stand up against villainous threats unless I'm around to cover the heavy lifting."

Folding his arms over his chest, Power Loader said, "This may not help, but I do recall reading at least a few articles on the internet where some pro heroes straight up retired from the profession while citing their reason as being that they felt unable to properly compete in the rankings, especially with you All Might always scoring the number one spot."

"Pro heroism shouldn't be about rank and glory," Toshinori said, "It shouldn't be about garnering wealth and fame. Pro heroism ought to be about doing the right thing because it's the right thing to do!"

"You and a very select few others may feel that way," Ryo remarked, "But there will always be others to whom rank and fame means a great deal. Rank may not have mattered to you, but it matters to others. That's just the way things are."

Toshinori let out a defeated sigh. "...There's also another point suggesting just how far Endeavor is now willing to go to 'surpass me' as it's been put. He not only wants Young Todoroki to kill Izuku, but he wants him to use his fire to do it."

"Todoroki is Endeavor's son and Midoriya is yours," Nezu said, "Obviously he wants to know the look your face will have when his progeny trumps yours. The fact he wants Todoroki to use his fire to kill Midoriya is another layer there, as Todoroki inherited the fire half of his quirk right from Endeavor himself. Endeavor probably feels that, if Todoroki kills your son, then it'll be like Endeavor himself is killing you or at least a part of you. Especially so as Endeavor is requiring Todoroki to use the fire half of his quirk to do so."

Ryo folded his arms over his chest, a disappointed scowl on his face. "I did hear from Aizawa that, earlier at the beginning of the current school year, Todoroki was being hesitant to use the fire half of his quirk. The subsequent investigating we did into Endeavor right after the UA Sports Festival gave us all the proof we need to know as to why Todoroki was so hesitant in that regard."

Aizawa nodded in agreement. "At first I was concerned, and a little disappointed in an unamused sense, that Todoroki wasn't using his full potential. But after learning the reason why, getting all of the details as to why, I felt nothing but disgust for myself for how I had been as uncaring towards one of my students as I was. Endeavor's fall from grace and further into the depths of villainy just makes things there worse."

Leaning back in his seat, Hizashi said, "Hoo boy. A student dead, multiple other students in danger. We kind of need something to give us an emotional pick-me-up to keep the mood from getting too low."

"We haven't had a staff-wide betting pool in a while," Nemuri suggested, "We just need to find something interesting enough that has enough differing options for us to place bets on."

"Well it's not like something along those lines is gonna plop itself right onto our laps, Nemuri," Power Loader pointed out.

...

Aizawa, Hizashi, and Toshinori walked into the Class 1-A dorm building, and given that they only saw Izuku, Todoroki, Tenya, and Shinso were on the ground floor, the men could tell that something was up. "Boys, did everyone else turn in early?" Aizawa asked, his tone a mix of piqued interest and genuine concern.

"Pretty much, sir," Shinso replied, "Everyone's pretty bummed about Koda being murdered by one of Endeavor's minions. There's also how a lot of our classmates are worried about the fact that Endeavor wants Todoroki here to kill Midoriya."

"Like hell I'll give that bastard the satisfaction," Todoroki scowled bitterly, a very much unamused look on his face, "Like hell I'll give him any satisfaction period."

Gesturing to the boys, Hizashi said, "Well there's no need to worry, boys. The heroes will track down that lit sack of dog turds on Sho's front doorstep that Sho stomped out, and bring him to justice."

Turning to look at Hizashi, Aizawa with a look of suspicion on his face said, "That was you who pulled that prank on me last week, wasn't it?"

"How are you boys feeling about everything, though?" Toshinori asked, "Are you all doing okay?"

"I'm frankly rather disgusted with the lengths that Endeavor is now going to," Tenya said, "He needs to be stopped right away."

Shrugging, Shinso said, "A darker part of me wants to see if there's anything I can do to help Asui's little siblings get a hold of Endeavor and let the dominoes there fall where they may. It's not a part I'd act on, but it's still there." A hint of concern appeared in Shinso's expression. "I'm actually kind of worried that I'm actually willing to even entertain such thoughts."

"Considering how Endeavor is threatening to make one of your peers kill another one of your peers, I can't honestly blame you," Aizawa said to Shinso.

"That's what has me upset," Izuku said, "What Endeavor is wanting to make Todoroki do. Forget about how it may affect me, how would it affect Todoroki?"

The men were a bit surprised about how Izuku was more concerned with how Todoroki may be impacted by being forced to kill him by Endeavor's will. Even though it's Izuku's life that's in danger, the green-haired boy is still more worried about someone else, how someone else may feel if they're forced to do something so heinous. "And what about you, Young Todoroki?" Toshinori asked, "How does it make you feel that your father wants you to kill Izuku?"

"Beyond disgusted," Todoroki snarled, "Especially as he wants me to use my fire to do it. Obviously he wants to feel as if a part of himself is also carrying out the deed." Todoroki gently shook his head. "No, I refuse to kill Midoriya period. Him being a close friend of mine aside, I still haven't learned something about him that still has me curious to the point it leaves me stumped, something that has on multiple occasions left me laying awake in bed at night wondering what the answer is."

"Broccoli Top here has you really curious?" Hizashi asked, "How so?"

Gesturing to Izuku who was looking at him in mild curiosity, Todoroki explained, "The guys here and I got it that Midoriya has romantic feelings for one of the girls in our year of the hero course, we just don't know which one. I've literally laid awake in bed at night, often until the early AM hours, trying to reason out which girl it could be."

"Y-Y-You were wondering about which girl it is I have a crush on?" Izuku asked, looking embarrassed.

Folding his arms over his chest, Tenya said, "To be fair, you still haven't told us who the lucky girl is, Midoriya. I'm kind of wanting to know myse-"

"WAIT!"

Everyone stopped short when they heard Hizashi cry out, and all eyes turned to him. "...So Green Bean here has a crush on one of the girls in his year of the hero course here at UA, correct?" Hizashi said, drawing affirmative nods from Todoroki, Shinso, and Tenya while Izuku lit up red out of embarrassment, "That's a grand total of thirteen different options. Hey All Might, yes or no do you have any idea who it is your son is crushing on, and if so do NOT say anything!"

"Uhh, yeah I do know as Izuku told me," Toshinori replied, "But I would never make that info public anyway, I feel it's Izuku's right to be the first to let the girl he's in love with know that he... well, is in love with her."

"No-one say anything that could reveal the answer, we'll wait until Midoriya is ready to confess to the lucky lady herself," Hizashi said, treating things as if sensitive info that could make or break a nation's government was being discussed despite how it's just really a teen boy's secret crush on one of his female peers. The boys still in the main area on the ground floor of the 1-A dorm building were sent up to bed, with Aizawa saying he'll go over with them and the rest of the class changes that will be done to how things are done in the wake of the incident earlier that day.

The following morning, Toshinori when he walked into the teachers' office room saw why Hizashi was so insistent on the info of Izuku's crush being kept secret until Izuku himself is ready to confess. As it turned out, Hizashi was using Izuku's crush being secret right now as the betting pool moment the UA staff was waiting for. There was a chart set up listing the combined thirteen girls from Class 1-A and Class 1-B, stacked one on top of the other, and they also had individual odds listed next to them on the likelihood that they are the girl Izuku is crushing on.

What surprised Toshinori was the fact that pretty much every notable member of the UA staff was getting in on it; even Nezu who the former Symbol of Peace saw put down a bet that it's Yaoyorozu who Izuku is crushing on. Hearing Aizawa speak up at his side, "Wait, is THIS why Hizashi was so insistent on keeping Midoriya's crush a secret?" made Toshinori turn to look and see that Aizawa had just shown up, a mug of coffee in his hand.

Hizashi turned to look and saw that Toshinori and Aizawa had shown up. "Guys! This is one of the most exciting betting pools we've ever had!" Hizashi said, "Taking bets to see who it is that Midoriya has the hots for! Given he is something of a popular guy as his dad is All Might, Midoriya can have pretty much any girl he wants! And that is what we're taking bets on! Who's the lucky lady in Midoriya's sights?" Turning to look at Toshinori, Hizashi said, "You by the way are forbidden from saying anything or making any bets."

"I..." Toshinori said, a bit at a loss for words, "... see..."

Turning to look at Aizawa, Hizashi asked, "I know you wanna get in on this action, Sho! We've both always taken part in every betting pool the UA staff had ever since we joined the staff! I can give you good odds on Ashido."

Arching a wry eyebrow, Aizawa said, "What's the entry level bet amount if there is one?"

"It's a flat ten-thousand yen," Hizashi said, "If and when Midoriya confesses to his crush, those who had bet on said crush will split the pot evenly. So I can put your ten grand down on Ashi-"

"Actually," Aizawa interrupted, "I'm going to put my bet on Uraraka."

Hizashi stopped short, a surprised look on his face. "...Uraraka? Really?" Gently shaking his head, Hizashi said, "With all due respect Sho, a bet on Uraraka is basically just throwing money away."

The underground hero continued to give a wry look at Hizashi. "I have reason to believe that there is a ninety-one point six percent chance that Uraraka is the girl that Midoriya is crushing on."

Shrugging, Hizashi said, "Well in your defense Sho, if Uraraka does somehow turn out to be the girl Midoriya is crushing on, you'll get the entire pot to yourself as no-one else has bet on her yet." Putting his hands on his hips, Hizashi said, "You always were the high risk, high reward type huh?"

As Toshinori looked on at the other UA staff members, he was a bit surprised that they were taking bets on which girl in the first year hero course it is that Izuku has a crush on. Toshinori was also curious as to why no-one aside from Aizawa had bet that it's Ochaco. That being said, if no-one else bets on the very obese gravity girl, then the underground hero is set to win an incredible pot that he'll have all to himself. It's looking like Toshinori himself is the only UA staff member who isn't taking a part, and that's due to how he's barred due to having an unfair advantage.

At ten-thousand yen to bet in and literally all other UA staff members (not just teachers but also other staff, even the janitorial staff, the librarian, Hound Dog, Lunch Rush, and even Recovery Girl) placing bets, Aizawa is looking to score over one-million yen.

A few days later, the day before the next rankings list from the Hero Billboard Charts JP dropped, Class 1-A was meeting with the troublesome kids again, under heavy supervision, as a public indoor stadium for basketball. The reason why Class 1-A was in a public area off campus despite how they're currently under threat from the villainous reach of Endeavor is due to a mix of the HPSC insisting that UA's students test in an area off campus (the HPSC wants to avoid any chance that UA will show bias to their students) and the fact that safety reasons prevent UA from easily letting the troublesome kids onto UA ground, at least for the time being.

However, the HPSC is, in fact, aware that Class 1-A is in danger from Endeavor's Horde, and to a lesser extent Dabi's Crew. As such, several pro heroes were sent alongside Gang Orca to help him supervise Class 1-A's supplementary lessons to earn their provisional licences. In addition to Gang Orca, there was Fat Gum, Majestic, Uwabami, and Hawks who is favored to become the official number one hero when the rankings list drops tomorrow. Aizawa and Hizashi from where they sat up in the bleachers as the looked down into the court figured that the HPSC was wanting to show off the next number one hero.

As for the troublesome kids, they were no longer troublesome. The incident last time where one of their peers hurt herself because she took one of Bakugo's Grenade Gauntlets and fiddled around with it because Bakugo essentially wasn't allowed to stop her, blowing herself up in the process, was still fresh in their minds. In fact, the problem now was helping the kids to feel less scared. Something not exactly helped when Uwabami let it slip why there were so many additional pro heroes present this time around as opposed to it just being Gang Orca, plus Eraserhead and Present Mic who sat up in the bleachers looking down on everything.

But the extra pro heroes were helping out. Hawks was able to lay on the charm thanks to being as shoo-in to be officially dubbed as Japan's number one hero tomorrow when the rankings drop; unofficially, he already is Japan's top hero. Uwabami was popular with the little girls due to being a pretty woman. Majestic was also able to help out by conjuring energy disks that he was able to put kids on and float them around, although he never raised a disk a kid was on more than a foot off the ground and he had kids riding on the disks sit cross-legged on them. His reason being that he wanted to ensure the safety of the children.

Fat Gum was arguably the most popular with the kids, due to being a big friendly and somewhat silly looking man, also he distributed candy. This even culminated in seeing the four pro heroes sent to help Gang Orca work with the kids alongside Gang Orca himself and Class 1-A; the five pro heroes each had four Class 1-A students and four to six kids. Ereaserhead and Present Mic didn't take part as they were still watching up in the bleachers. One such group in the court was led by Hawks, who had Izuku, Todoroki, Bakugo, and Tokoyami as the Class 1-A students under him (the heroes all picked the students they got).

"So you see kids, there's no need to worry," Hawks said, "The heroes and I will protect you from any villains who bust in to try and hurt you. The students from UA will also fight to protect you."

"Wait," said one slender girl with dark pinkish hair in a long and straight hime cut, "I thought that the villains were after the hero students."

Sighing, Todoroki said, "Technically that's true, as both Dabi and my now villainous father are interested in me."

"Your father's a villain?" asked the same girl.

Scoffing, Bakugo said, "Yeah, IcyHot here is Endeavor's kid."

Seeing the kids all flinch in fright, Izuku said, "Kacchan, I think you shouldn't have told them that Todoroki is related to Endeavor."

Looking up at Todoroki, a boy with scruffy shoulder length dark brown hair asked, "Endeavor's your dad? But he's evil and scary! Is your mom at least nice?"

"Yes, there is no doubt that my mother is nothing short of saintly," Todoroki replied.

"So she's super friendly and nice?" asked the girl with dark pink hair, "Like your fat classmate whose family repaired my family's house when it was wrecked in a hero versus villain fight?"

Nodding once in agreement, Todoroki said, "Yes, my mother is indeed very nice like Urara-" Todoroki stopped short, a look of realization on his face. He turned around, looked to see where Ochaco was; she stood with Tsuyu, Yaoyorozu, and Kirishima under Fat Gum's supervision. Turning to look back at his peers, Todoroki said, "Well what do you know, I just realized something."

"What is it, Todoroki?" Izuku asked.

"I have reason to believe that Uraraka is Fat Gum's secret love child," Todoroki replied.

Tokoyami sputtered a bit out of shocked surprise while Bakugo and Hawks both laughed their butts off. As for Izuku, he while blushing out of a sense of embarrassment said, "Ochaco is not Fat Gum's secret love child, Todoroki! Geez! First it was thinking that I'm All Might's secret love child and by the way I am only his step-child, then you thought that Shinso is Aizawa-sensei's secret love child, and NOW you think that Ochaco is Fat Gum's secret love child! What is it with you and your obsession with secret love child theories?"

"Also, I'm fairly certain that talk of 'secret love child theories' isn't appropriate in front of young children," Tokoyami said, reminding Todoroki that they were there with young and impressionable children.

Todoroki was about to speak up, but before even one syllable was able to leave his mouth, a portion of wall was blown away, startling everyone and making the little kids all cry out in surprised fright. Suddenly, loads of thugs swarmed in, and Aizawa and Hizashi from where they sat recognized some of them as Endeavor's minions, with the others obviously being new recruits. Aizawa even spotted Burnin among the group and, figuring that she was a leading part of the horde, rushed right for her to take her down before she could become a threat as the pro heroes as well as Hizashi and Class 1-A formed a perimeter to protect the children.

However, Aizawa was blindsided when one of the villainous thugs struck him down along his side, tackling him to the ground. The underground hero was then equipped with a quirk suppressing collar before the villain who tackled him to the ground got up off of him. Aizawa was barely back on his feet when the same villain tried to take a swing at him, only for Aizawa the leap back to avoid the strike. Aizawa cursed his luck as his quirk had been rendered moot once again, as well as wondering where in blazes to villains keep getting a hold of quirk suppressing gear.

Eventually however, Class 1-A with all of the children behind them were backed into a wall by by some of the villains while all of the pro heroes were kept occupied by the sheer numbers. "Wow, the weaklings running things are starting to get at least a little bit wise," Burnin remarked, "They sent more heroes to help keep an eye on the lessons here that you and your peers are doing, Shoto. They even sent Hawks, who is anticipated to get tomorrow what your father should have gotten."

Todoroki scoffed in bitter annoyance. "You and the others came here in a second attempt to make me do as my bastard of a father wants."

"It's part one of a multi-piece puzzle that has to be assembled to make Japan realize the error in allowing All Might to have gone on as long as he had," Burnin went on, "His legacy, what all he had cultivated, had allowed Japan's heroes as a whole to lower in quality overtime because they got used to All Might always being there. The heroes are going to be made to shape up, but so long as All Might's legacy is allowed to endure, there will be some who will default back to lazing about and allowing one person to handle everything."

"So you and your fellows here busted your way into one of our supplementary lessons," Aoyama spoke up, making Burnin turn to look at him, "While we were working with innocent elementary school aged children no less, in your mad scheme to make Todoroki kill Mido-"

"Hey, the blonde boy has a point," a male villainous thug said, using his quirk to reach forward with his arm which stretched like rubber towards one of the kids that Class 1-A was working with. Todoroki froze that arm before it could reach the kid in question, more surprising the villainous thug rather than inflicting any amount of real damage on him.

Todoroki glared angrily at the villains. "You will leave the kids alone."

Scoffing bitterly, the villainous thug called out, "Come on, everyone! We got them outnumbered! The hero brats can't stop all of us! Eventually one of us will be able to take one of the kids and hold them hostage-"

"I'm a kid!" a young female voice called out suddenly in a knowing tone, cutting the villainous thug off, "Do I count?"

Before the villains knew what was going on, Usagi the Rabbit-Earred Giantess rushed in and struck a lot of the villainous thugs away with a kick, her giant size able to fit in the indoor area due to how high up the ceiling was. Not only did Usagi's appearance take everyone, even the heroes, by surprise, but a number of Twice clones rushed in to help even the numbers against Endeavor's minions. Even Spinner and Nagant came in, although Nagant hung back near the top of the bleachers and fired shots at Endeavor's minions, only dealing shoulder shots.

The thug who tried to take a kid only to be stopped by Todoroki was blindsided when Rappa came in and struck him away with a flurry of bullet-fast punched. "Now you're messing with young children?!" Rappa yelled as he struck the villainous thug away, "You're just as bad as Chisaki!"

Fat Gum, after he knocked down one of the villainous thugs, turned to see that members of Dabi's Crew had shown up. "Great, now the guys aiming to kidnap Endeavor's son have shown up. I can see why UA is so insistent on wanting to handle everything on their campus." The only reason why Class 1-A was now no longer actively working to protect the little kids is because Dabi's Crew was essentially doing that job for them. The children looked on in a mix of fright and wonder, especially given how Usagi was among the villains protecting them.

That sense of frightened amazement turned itself up a few notches when a rush of transformation occurred off to the side, revealing that Felgrand the Dragon of Destruction had shown up as well.

END, CHAPTER TWENTY-EIGHT

Author's notes;

This chapter picks up where the last one ended; the UA staff has to deal with Endeavor's minions killing Koda, the UA staff start up a betting pool when they hear Izuku has a crush on a first year hero course girl but it's unknown who the girl is yet, and Class 1-A due to the lingering B.S. of the lingering HPSC members are caught by a large group of Endeavor's minions, and while 1-A is working with the (formerly) troublesome little kids again no less. It's only due to Spinner leading some others from Dabi's Crew that the good guys are able to catch their breath.

But Dabi and his brood are still villains; they still plan to take Todoroki if they can in order to carry out their plans against Endeavor. Plans that will see both Usagi and Felgrand, both of whom are brought along by Spinner, air some grievances that they have with the disgraced former pro hero. How things will go will be seen when the next chapter drops.
