Mustafaru, Japan Kashik Elementary, April 14, 2215, 14:00 LT

"Quirkless Freak!" A laughing voice yelled, accompanied by the sound of an explosion. Soon, the sounds of childish laughter filled the air. Sitting on the ground with a nasty burn mark on his arm was Izuku Midoriya. He fought to keep tears from falling from his eyes. Standing over him grinning devilishly were Katsuki Bakugo and his two favorite cronies, the leather winged Tsubaki and the long fingered Ikosa.

It was something they had done many times before and would likely do many times in the future. In most timelines, this would just be another unpleasant day in Izuku's life. But in this time, In this place, two things separated him from most other iterations of himself.

The first was that Hisashi Midoriya died from an industrial accident two years earlier. His last gift to Izuku had been a book filled with the autographs of heroes from the various countries he had traveled to for work. To Izuku, this had been a treasured gift. One that he had taken great care to protect at all costs.

The second change was that as part of a project about people you love. Izuku had brought the autograph book as a part of his project. He had told everyone in his class about how he had received the book and what it meant to him. This was all the justification Katsuki Bakugo needed to do what he was about to do.

"That's a nice book you have there Deku, Your Dad did a great job putting it together." Picking up the book off the ground where it had fallen, Katsuki continued. "It's too bad it's for a freak of a son."

Katsuki grinned, "You know, I bet he killed himself from the shame you brought him by being a worthless freak. I wonder how long it will be before your mom does the same. How long till Auntie Inko decides she can't bear the shame you bring to her?" As if to add punctuation to his cruelty, Katsuki placed the book between his palms and released several explosions. Izuku could only watch as with each successive explosion, his precious book got more and more damaged. Finally, after a few moments, Katsuki let the heavily damaged book fall to the ground.

What happened next would change the course of history. Izuku looked at where his book had fallen and, according to witnesses, his eyes went blank as if the spark had gone out. Shortly after that, the buzzing started. It was low-pitched and soft at first, but with each passing second, it grew higher-pitched and louder. Soon, Katsuki and his friends needed to cover their ears. Followed by everyone else in the schoolyard. Soon across the school, glass broke and then shattered. And the effect continued to expand. After nearly twenty minutes, the effect had expanded to five blocks in every direction. Heroes were called in to assist.

Shota Aizawa walked into the staging area. He hated being out in the daylight like this but the effect had spread to the outskirts of UA and Nezu had ordered him to show up. Grabbing the functionary nearby, he asked, "What's the situation?"

The functionary, clearly aware of who he was, spoke in an intimidated tone of voice.

"According to witnesses, just after 14:00, Izuku Midoriya started emitting sound and pressure that increased in volume, size and intensity. At the moment there has been very little damage other than shattered glass and damaged eardrums. Sound canceling devices work up to a certain range but that range is increasing with each passing minute and within that range their effectiveness is rapidly decreasing."

Aizawa nodded. "What can you tell me about the boy?"

The functionary responded, "As mentioned the boy's name is Izuku Midoriya, age 9, His official records have him registered as quirkless Preliminary thoughts are that this is a case of a late quirk emergence or a case of misdiagnosis because of the quirk not being apparent."

Aizawa nodded. While the first theory was rare, the second happened often enough. Sometimes it was incompetence, sometimes it was a genuine mistake, but the result was the same.

"Where are the boy's parents?" As much as it annoyed him to have more people involved in this debacle, they needed to be involved. Unless, of course, they were dead or abusive.

The functionary looked down at their phone for a moment before they responded. "His father, Hisashi Midoriya, is deceased. He died nearly two years ago. His mother Inko Midoriya is alive. We have informed her of the situation and local law enforcement is bringing her here."

Aizawa nodded. If all else failed, maybe the boy's mother could coax the boy into stopping whatever this was. He turned and looked at the functionary again. "Is there anything else?"

The functionary shook their head, No Sir! … Wait Sir I am getting a report, apparently other countries are taking notice of what is going on. The Prime Minister's office and the HSPC are getting inquiries from every country from America to Zimbabwe.`

That worried Aizawa. That meant that this was turning from a relatively simple local incident to an international headache. It wouldn't be until years later that he realized just how much of an understatement that was.

In the here and now, Aizawa pulled a bottle of eyedrops from a pocket and applied two to each eye. Hopefully, he could stop this before it spreads. As he left the staging area Aizawa noticed that the police and support staff were moving things back. "The area of effect must be spreading, wonderful." Grabbing a pair of noise-canceling earmuffs from a nearby box Aizawa started making his way toward the boy. When he had the boy in sight and the earmuffs were no longer effective Aizawa activated his quirk. His hair rose into the air and his eyes glowed red. All who knew of his quirk knew it was active. But the boy continued to lay there with the same catatonic look on his face.

After a minute Aizawa closed his eyes and stepped back., If what was going on was a part of the boy's quirk then it must be Heteromorphic. "I wish All Might was here. Kids his age love All Might." He wasn't a fan of the public heroes like All Might But he would admit if only to himself that. One of them would be better at calming the kid down. Hell, he would have been happy to have Midnight here. Her quirk, Somnambulist, would be perfect for a situation like this even if he had misgivings about exposing the boy to the R-18 Heroine.

Dimensional Space, Exploratory Starship Tiamat, Command Bridge, 15:00 LT

On the bridge of the Time Space Administrative Bureau's news exploratory vessel Sat Admiral Harold Greene. All who saw him would describe him as a powerfully built man in his autumn years. His hair was salt and pepper and currently swept back into a small ponytail. His uniform sat snug against him. "No More cake in the mess for a while." As he looked over his bridge and watched his crew go about their duties, he couldn't help but think that his decision to step back from the politics of the admiralty and take up a post with the exploration fleet had been the right decision. This was why he had signed on all those years ago. The chance to see new worlds, to expand the map of known space.

If Greene was honest with himself, he would admit he missed the ship he had been the captain of for decades. But he had to admit that the new vessel they had given him was a great consolation prize. It was a powerful vessel with the tech he could have only dreamed of as an ensign. And even after a month at sea, he was still finding out new things about it. If nothing else it was a beautiful ship. On the day they had left port, he had heard a couple of his ensigns, which he had since learned, had a love of culture from unadministered world 97 say that it resembled a ship they called the Titan. When asked to describe the vessel, one of them had provided him with a picture. It was indeed a fine-looking vessel and Harrold appreciated the comparison. One day he would need to talk to those ensigns about what that ship was from.

Harrolds thoughts were interrupted when he heard the frantic beeping from one of the bridge crew's consoles. He closed his eyes and counted to thirty before a female voice spoke up. "Sir, the scanners have picked up a massive mana signature coming from a nearby uncharted planet."

That made Harrold open his eyes, revealing the voice to be Lieutenant Archer whose fiery red ponytail bounced as she spoke. "Is there anything else Lieutenant?"

The young woman shook her head. "No Sir, we are still too far out for the scanners to give us any more details."

Harrold nodded. "Continue your scans as we get closer." He then turned to the Helmsman. "Bring us into phase with the local dimension but keep us a fair distance away until we know the planet's level of development. He was met with a "Yes Sir" in response before he closed his eyes again. It would be a bit before they entered normal space.

Nearly 20 minutes later, Harold felt the slight jolt of the ship entering normal space. And across the bridge many consoles beeped as they were fed data. After a minute, the bridge was filled with a canopy of voices all trying to speak over one another. Harrold raised his voice and bellowed "ENOUGH!" As the bridge went silent, he calmed down and said in a tone of voice that demanded no argument.

"You will take the next 30 minutes to compile all the information you can gather on the situation. When you have gathered all that you can, you will. give it to the first officer, who will appraise me of the situation.. Am I understood?"

Harrold was met with a chorus of "Yes Sir," from his suitably chastised bridge crew. He took a second to respond before he said, "Good, I will be in my room. Miss Archer, you have the conn." Harrold quickly stood up and made his way out of the room. He could hear a flurry of moments as the crew moved to follow his orders.

Forty-five minutes later, Harrold's door opened to reveal that his first officer, Toyta Hundai, walked in. She wore the standard blue officer uniform that contrasted with her long, light blue hair. Gesturing for her to take a seat, Harrold couldn't help but think that if not for his presence, she would be the captain of this ship. Truthfully, he planned to retire in a few years and he planned to hand over control of the ship to her. She deserved it. In the short time they had worked together, she had been an exemplary First Officer.

After She had gotten comfortable Harrold said "What's the news Commander Hundai," The young woman took a few moments to look over her data pad one more time before she spoke.

"Sir, it's a mess. The world seems to be a near duplicate of Unadministered World 97, down to most of the same Nation States. It seems to be further along in its development as their calendar says the year is 2215, Though most of the technology we have been able to observe is the same as the Unadministered World 97s." Harrold nodded that, while rare, the nature of dimensional travel meant that occasionally you would find duplicate worlds. Sometimes there would be almost no differences, sometimes there were many.

He was shaken from his musing when his first officer continued, "Sir, that it is a duplicate world is the least unusual thing about this planet. From what we have been able to detect, at least 80 percent of the population has an active Linker Core."

That made Harrolds brain stall. "80 percent?" he uttered in disbelief. That was outlandish! While almost every living thing had a core for most, it was inactive. A person could use standard tech without issue but wouldn't be able to get a device of any sort to work. His musings were interrupted as Hundai continued. "Yes Sir, however from what we have seen most of them are not that large and almost all of them provide the bearers with some sort of … I almost can't believe I am saying this but there is almost no other word for it … superpower.

Hundai pressed a few buttons on her pad and a screen dropped from the ceiling that showed a variety of people. The first was a giant of a man who seemed to exude fire from all over his body. The screen changed and now displayed a young woman with pink hair in a very revealing outfit. Leaping around and dancing. The screen changed again to reveal a blocky being who seemed to manipulate its body and some of the surrounding material to create a variety of constructs. If Harrold didn't know any better, if his first officer were given to jokes, he would have thought this was some sort of prank..

Still, he had to ask, "Is this for real? Are you sure we didn't accidentally intercept some sort of entertainment program?" He really wasn't looking forward to trying to figure out how to explain this situation to the bureaucrats back home.

Hundai respond flatly, "Yes, Sir, but there is more. As mentioned earlier, 80 percent of the planet have active core's with most of them being relatively. weak. The other 20 percent have cores that, while inactive, are much larger. In some cases comparable to active mages and knights. About 10 percent of the group with active cores have cores of comparable size."

That brought Harrold up short, "Just what kind of planet is this?" he asked rhetorically before he regained his composure and asked, "Was one of these superhumans the source of the alert from earlier?" Part of him hoped it was. If what was going on was a part of normal life on this world, then they could stand down and spend some time taking anthropological data before going on their way..

His hopes were promptly dashed. "No Sir," Hundai respond, "According to the communications we have been able to intercept both on official channels and social media The alert was caused by a young boy named Izuku Midoriya," She pressed a button on her pad and the screen changed to show a picture of the boy in question along with his vital statistics, As he read through the data Harrold noticed something. "What does quirkless mean?" It seemed like a weird term to have on someone's official data.

Hundai looked at her pad for a moment before she replied, "on this world, a person's powers are referred to as 'quirks' so a person without one is referred to as 'quirkless'."

Harrold nodded. It made sense in its own way. "And this Izuku Midoriya is a part of the group with larger cores?"

Hundai nodded "Yes sir. Although from our scans, and what is currently happening, he seems to have a much larger than normal core."

Harrold nodded. "So do we know what happened and what is the current situation?" While he heavily doubted it he hoped this situation could be handled quietly.

Hundai once again dashed his hopes. "Reports both official and otherwise show that the boy was involved in some altercations with other boys of his age group and it caused his core that had been inactive to activate. It is currently spreading from him in all directions expressing itself as pressure and a loud buzzing of sufficient volume and frequency to shatter glass. What is worse is that the effect is spreading rapidly. The local government has attempted to keep it quiet, but between social media and agents of other governments in the country, it has spread to every corner of the globe,"

Harrold groaned, "Fantastic," He muttered with more than a little sarcasm, "That is going to make keeping this quiet damn impossible." Furrowing his brow Harrold thought about his next course of action. After a minute he ordered, "Go get one of the diplomats, and bring them up here. Tell them we have a potential first contact situation. Then tell communications to patch me through to TSAB Command. Finally, get a containment squad ready to go at a moment's notice.."

Hundai gave a salute and a swift "Yes Sir" before she left to follow his orders.

Nearly 20 minutes later, debate filled Harrold's office

"Listen, I know we usually wait for planets to develop dimensional tech. But what we have here is a society that has just discovered magic and if they are not careful,will likely blow thems"elves up with it. The speaker was a bald dark skin man wearing a brown uniform named Harris. He was one of the onboard diplomats.

On the screen being streamed in from Midchilda was one member of the ruling council named Sakanan She looked like a fairly normal green-haired human woman… if you ignored the fact that her skin was deathly pale and that she had gills on either side of her neck. It was late at night in Midchilda and they had clearly woken her up as she was wearing a robe. She looked at the two men before she said. "While I agree that something needs to be done. The problem is that in every other case where something like this has happened the planets in question had a unified government. From the preliminary report you have given me. This world has 185 nation states and the closest thing to a unified government is this United Nations organization."

Harris took that moment to speak up again. "Yes Ma'am, while we need to do a bit more research, at its core, the United Nations is a bit like the TSAB. It is an organization that while its members are sovereign bodies they agree to abide by the certain rules that the origination sets down. The concept of the TSAB would be something that would be easy enough for them to understand. It's the concept of magic that is going to take some work."

Sakanan looked pensive for a moment before she spoke, "Okay i authorize you to make contact,and to offer aid regarding the boy. If the local governments prove amiable, you may begin preliminary negotiations. In the morning we will send a ship with additional diplomats and a council member to assist you.

Harrold and Harris nodded, It was about as good as they were going to get when it came to the situation. Still Harrold had to clarify one thing. "How long until the ship arrives Ma'am?"

Sakanan looked at him for a moment. Before she spoke, "Based on what you have told us. If we head there directly, it should be roughly three days. Now if you gentlemen will excuse me, I have a lot of work to do to make sure that the ship can set sail as soon as possible."

The two men understood the conversation was over and said their goodbyes. When the screen shut off Harrold looked at Harris and said "Go get your coworkers and meet me on the bridge in twenty minutes. I am going to have the helm bring us down into the atmosphere outside the borders of the nation the boy is from. At which point we will establish communication starting with the boys' nation and moving on to the others. I expect that this United Nations group will get involved at some point." The man nodded and gave a salute before he left the room. Harrold stood up from his desk and prepared to head back to the bridge. They had work to do..

Prime Ministers Office, Tokyo, Japan, April 14, 2215, 17:00

When Prime Minister Shizune Date Had been appointed as the Prime Minister last year she had been the youngest female Prime Minister at thirty, and she had never expected that she would have days like this. Besides all the standard situations, she had to deal with. She was dealing with an apparently quirkless boy who was at the center of a growing sphere of destruction. It was a minor miracle that the only thing that was being destroyed besides eardrums was glass. Almost nobody could get within a mile of the boy without suffering ear damage. The only person who had got close to the boy was the mother. A woman by the name of Inko Midoriya. Whatever was happening didn't seem to affect her but even she seemed unable to pull the boy out of the catatonic state he was in.

Shizune Thoughts returned to the present, when her door opened quickly and a very excited and very nervous intern ran in. She ignored the faux pas of him entering her office without being invited for the moment. That might change if he didn't have a good reason. "What is it? What's the emergency?"

The intern who was gasping for air as he had apparently run to her office said through deep breaths. "Twenty one Kilometers… off of the… east cast… Flying ship… out of the atmosphere… aliens… talk to you!"

Shizune blinked and then blinked again. She was sure she had heard that wrong. She gave the intern a stern look and said, "Calm down and catch your breath, then tell me again because I'm certain I misheard something."

The young man took a few moments to catch his breath before he stood up straight and said still in a slightly rushed voice. "Ma'am, 21 Kilometers off of the east coast nearest to Tokyo. A flying ship appeared out of the atmosphere. The beings on the vessel want to speak to you. People think they might be aliens."

Shizune took a few breaths to think up a response. "That's what I thought you said. Do we have a visual on this flying ship? Anyway, to prove whether this is real or just some jackasses with a terrible sense of humor and timing?"

The intern was quirk to respond with a nod as he pulled out a large smart pad, "Yes Ma'am, The military sent out some helicopters to verify that the ship was actually there and not some illusion, The brought along several soldiers equipped with energy detection quirks and they all nearly passed out from the levels of power they were detecting. And while the crews of the helicopters didn't physically contact the vessel, they observed it was causing a very large displacement of the surrounding air based on the water below it. It was at that point that they sent a message to the helicopters announcing that they wished to speak with the leader of the nation of Japan."

This caused Shizune to stall for a moment. While there was still the chance that this was some sort of hoax, the chances of that were falling with each passing second. When she had taken office, Shizune had been presented with a series of directives from the U.N. regarding current international agreements. One of these agreements had been something that she had laughed about. The representative that had handed them to her had even said that they were a bit of a joke that had continued for the last two and a half centuries. It had been a set of rules about what to do in the case of aliens. Visitors from another world. She had skimmed over it laughing the entire way.

Now as she stood in her office, Dealing with the fact that there might be honest to god aliens who wished to speak to her. She really wished she had read those directives in more detail.. This was a situation that could make or break her ministry. With a slightly shaky breath, Shizune asked the intern., "D-do we have a way to contact them?"

The intern pressed a few buttons on his pad and muttered something unintelligible before he said. "Yes, Ma'am The crews on the helicopters have indicated that the aliens can connect to our video call system. They are just waiting for permission."

For nearly a minute, Shizune stood there weighing the pros and cons of what she was about to do. "Okay patch them in." She said after a moment. The intern nodded and hit a few buttons on his device. After a few moments the big screen that sat in her office flickered to life. Shizune stepped in front of the screen and waited for the moment that would change the world.

As the camera on the other side came into focus, Shizune was shocked by how… human the being on the other side of the screen was. The older man in front of her looked like any man she might have met in Europe or America. For a moment she thought that this was a really elaborate hoax but kept that thought on the back burner for the moment. She was further surprised when the man spoke to her in perfect Japanese. "Good evening, I am Admiral Harold Greene of the TSAB Exploratory Starship Tiamat. Am I speaking to the leader of the nation of Japan?"

Shizune quickly filed her questions about how the man was speaking perfect Japanese for later. "Good evening Admiral, I am Shizune Date, Prime Minister of the Nation of Japan and its associated territories. I must ask What the TSAB is? And what has brought you to our world today?"

The man smiled, Shizune hoped it meant that she hadn't offended him. After a moment he responded, While the diplomats could explain it better, The TSAB is an alliance of worlds across multiple dimensions united by various things such as trade, the sharing of new technologies and cultures and mutual defense. As for why we are here today. A few hours ago we detected a massive explosion of mana as we approached the area of dimensional space that your world inhabits. When we moved in to investigate, we found the explosion was centered on a young boy. Izuku Midoriya I believe his name was."

After the man stopped to take a drink of some liquid he continued, "Under normal circumstances we wait until a world has hit a certain level of technological and cultural development. But the level of Mana output and the extremely public nature of what has happened has forced us to have this conversation earlier than usual."

Shizune took what the man was saying in. She had a multitude of questions, Not the least of which was, What is dimensional space? And What was mana? It sounded like something out of a video game or an anime. But Shizune put those questions aside for later. This man seemed to know about the current crisis going on. "You seem to know what is going on right now. If you can detect what happened, would you know how to deal with the situation? "It annoyed her to admit that she didn't know how to handle the situation. Particularly to somebody she was trying to speak to as an equal. But now wasn't the time to worry about her political ego.

The man looked thoughtful for a moment before he said. "Yes we can, containing this situation should be relatively simple for us. I only ask for one thing."

Shizune tensed up, of course there was going to be some sort of catch. "And that would be?"

The man smiled, "I want you to help us get in touch with your United Nations."

Shizune smiled, At least he wasn't asking for something horrible. In fact, it was something she would have done, anyway. But he didn't need to know that. Smiling Shizune said, "Admiral, I believe I can make that happen."

Mustafaru, Japan Kashik Elementary, April 14, 2215, 17:30 LT

As the world went mad around her, Inko Midoriya held her son tight. She had been at her office job when the police had arrived and told her that her son was involved in an ongoing incident. The way she had run out the door made those who saw her think she had super speed instead of a minor telekinetic quirk. When they had caught up to her and taken her to the current border of what was going on. They had told her that anybody that got too close would suffer hearing damage after too long. Inko Midoriya hadn't cared. She had run towards her son. The police had tried to chase her but after a bit had stopped. When she found Izuku, he was standing stock still with a look of sorrow on his face and tear tracks on his face that told her he had been crying. So much so that his ducts were empty. She had taken him up in a tight hug and did what she could to comfort him.

Inko had long since lost track of how long she had been here but she didn't care. She had failed her son five years earlier; she knew that. It had been her biggest source of shame and stress. She had started stress eating recently to deal with it, but none of that mattered right now. "Honey, I don't know what happened but I promise you I will do whatever is necessary to make it right" Truth be Inko had a pretty good idea about what had happened. The police had told her that Izuku had been in an altercation with another boy. And she would wager Izuku's All Might collection that the boy had been Katsuki Bakugo. When this was all over She was going to have a long conversation with Mitsuki and Masaru, and if she had her way, a much shorter, much more threatening conversation with Katsuki.

Inkos thoughts were interrupted, She was hearing voices. Had the police finally figured out how to get in here? As she looked up from her son to see what was going on, she saw that she and Izuku were now surrounded. All around here were men and women wearing a variety of outfits. Some were moving on the ground and some were flying in the air. The one thing they all had in common was that they each had some sort of staff. Some of them were chanting something. Suddenly one flier dropped to the ground. It was a young-looking woman with long black hair and dark brown eyes. She had a kind smile on her face as she said "Mrs Midoriya we are here to help." before she pulled out what looked like a small card with a green jewel in the center. As Inko was about to ask what it was, the young lady placed it on Izuku's back. Suddenly Inko felt the pressure that she had been feeling since she arrived drop significantly. She turned to the young lady to ask her what was going on only to stop when she saw that the woman was now frowning as she pulled two more cards out of her outfit. One of them had a yellow jewel, and the other had a red jewel. She placed the first of the two cards on Izuku's back alongside the earlier card before placing the third card on Izuku's chest.

Suddenly the pressure ceased. And Inko had to catch Izuku as he collapsed. The young woman helped her hold him up. "Ma'am if you will come with us we can get your son the help he needs." Inko nodded and lifted Izuku so that he was supported on her shoulder. The young woman moved to do the same on the opposite side. As they walked, the young lady muttered "teleport for three to the med bay."

In an instant Inko found herself in what looked like a state-of-the-art hospital. With the young lady's help, Inko helped Izuku on to one of the beds. As she stretched out a few of the kinks, she heard a female voice say , Mrs Midorya, I am Commander Toyta Hundai; we have a lot to talk about.

TSAB Exploratory Starship Tiamat, 21 Km off the east coast of Japan, Medbay. April 18, 2215 10:00.

Inko sat by her son's side, Izuku had been in a coma since the mages of the TSAB had contained her son's mana outburst. Inko nearly laughed at that. In her entire life, she never thought she would be thinking the words mana or mages seriously. The whole concept reminded her of the anime and manga she used to read. At first she had thought it was some sort of joke they were playing on her but then Commander Hundai had pulled out a device. Something she referred to as a storage device. Inko's degree was in computer science not engineering but when the commander had pulled out a card that swiftly turned into a staff and used some spells. Inko had little choice but to accept that those concepts were now real.

According to some conversations she had heard from some of the staff in the medbay, Some V.I.P. from the TSAB was going to be speaking in front of the UN in Geneva in a few hours. Inko couldn't believe that the world as she knew it was about to change in a way that hadn't happened since the emergence of quirks nearly 200 years ago. And her son was at the center of it.. As Inko looked back at her son, she couldn't help but notice the card that was present on his chest. According to the commander and the doctor that manned the medbay the three cards were specialized devices that were containing Izuku's mana While what they called a Linker Core, was repairing itself. The doctor, a rather sweet blonde woman with cat ears and a tail, had said that his core was almost completely healed and that he could wake up at any time.

Turning her thoughts back to her son, she not for the first time thought about how much Izuku looked like his father. He had inherited her hair and eye color but he was a near clone of Hisashi otherwise. Thinking of her late husband brought a tear to Inko's eyes. Even after two years she deeply missed her husband. She wished he was here right now. Holding her while their son lay on a bed in a coma.

Suddenly Izuku stirred. In a moment she was holding her son's hand as he continued to fight to wake up. After nearly a minute his eyes opened and he whispered "M-mom?"

Inko responded in a calm whisper, "It's okay Izuku, I'm here."

A tear fell down Izuku's face as he tried to say. "I'm… sorry… mom the book…Kacchan."

Inko smiled at her son "It's okay honey, I am just happy you're okay." Inwardly Inko was a storm of emotions. Sorrow that her late husband's last gift to his son had been destroyed, Anger at herself for not being there to stop it. Rage at Katsuki for being a miserable little bastard to her son. And contempt for Mitsuki and Masaru, their inability to keep their son in line had caused damage to her Izuku for the last time. When this was all over she was going to have a very… angry word with her former friend. She wasn't aware of it but all around her items vibrated.. Things stopped when the door to the medbay opened and the cat-like woman walked in. "Good Morning, Midoriyas." Looking at Izuku she said "we haven't properly met yet but I am the one who has been treating you the last couple of days. My name is Dr. Myrra, You gave everybody quite a surprise young man. But from the looks of it Your core is almost all better."

Izuku looked at the doctor with a quizzical look before he asked "My What?"

Myrra had the good grace to blush when she realized her faux pas "I'm sorry young man I forgot you are new to all of this. You see…." The next 45 minutes were spent explaining what had happened to him from their perspective. It wouldn't have taken so long but Izuku had been a fountain of questions. When he had exhausted himself Izuku sat back on his bed that was adjusted so that he could be upright..

"This is so amazing. Magic, Knights, Mages. It is like something out of one of my video games!" The two women smiled, no matter what world or dimension they called home, young boys would find some way to equate what was happening to them to a video game.

Izuku was quick to ask next, "Wait, you said that the other ship that just arrived was carrying mages from another Earth, could I meet them?"

Myrra smiled "They are currently taking a tour of your Tokyo, However I am certain Reservist Commander Takamachi and Commander Yagami would be happy to meet you."

"Wait," Izuku interrupted, "What about contamination? I remember in school they taught us about what happened when certain countries colonized others."

Myrra smiled at Inko and said "You have a very smart boy Ma'am," before she turned to Izuku who blushed at the praise. "Before the ship carrying the council member and her entourage arrived, we took some scans of the world focusing on known pathogens that might be harmful to us. We also disinfected ourselves so that any pathogens that aren't native to this planet aren't passed to the inhabitants. When you and your mother were transported here, the spell used had a disinfecting element to it. Depending on how things go we may give you a more long-term inoculation." Myrra put a big smile on her face, "Now before I pronounce you healthy I would like to do a full physical on you. I want to get an idea of what your baseline health looks like."

Izuku looked at his mother who nodded before he said "Ok."

UN Headquarters, Geneva, Switzerland April 18, 2215, 19:00

Having just finished giving her report on the Present situation from the TSAB's perspective, Sakanan stood back from the podium. She had reported how the Tiamat's crew had discovered the earth and What they had learned before they made first contact. Earlier the Prime Minister of Japan had reported what had happened from her perspective. As Sakanan looked over the auditorium, she was shocked how full it was. According to the assistant the UN had assigned that to her, under normal circumstances it was never this full. Usually it was just the representatives from the member nations. But today the heads of state for the member nations were here as well. A few of the nations that had monarchies, functional or otherwise had their monarchs in attendance as well. The Japanese Empress, a woman in her elder years, had flown with her here. but Sakanan understood. It wasn't every day a planet's entire understanding of its place in the larger universe was so radically changed. Time would tell how well that change was received by the populace.

Sakanan was shaken from her thoughts as the Secretary-General, a man from the nation of France named Antonio Moreau announced to the gathered dignitaries through a light accent he said "Councilwoman Sakanan has agreed to answer some question that any of you have. Keep in mind that the standard rules of order still apply."

There was a flurry of movement as all the delegates moved to be the first to be recognized. After a moment Moreau spoke. "The delegate from the Russian Federation is recognized."

The delegate, an older Caucasian man with white hair, stood up and asked through a heavy accent he asked, "Could you explain the terms that you used earlier? Specifically Mana, Linker Core and Device."

Sakanan stepped forward and smiled "Of course, Mana is the term we use to describe the energy that is produced by most living things. In most beings mana is just the energy of life. Most beings will live their entire lives never engaging their mana in any significant way. However, on some worlds there are those who can use their mana to some effect. We refer to these effects as magic and while there are a variety of names for the users of these magics dependent on things like their traditions and magic systems the most common within the TSAB are Mages and Knights. It is a theory amongst our anthropologists that some legends of magic on your world may have in fact been beings with an inherent ability to use their mana.

Linker Cores are to put it simply the part of every being that produces mana. As long as a being lives their Linker Core will produce mana. Even if by some method a Linker Core is drained of its mana, it will eventually restore itself. Linker Cores have two states. Active and inactive. An active core can theoretically use a device and any other technology that relies on the presence of a core. An inactive core can use the other technology but cannot use a device."

Sakanan took a sip of water before she continued, "Linker Core size can vary wildly from person to person and from species to species. The core for a normal plant is tiny, while the core for a massive creature is usually far larger and representative of its power. With the species represented in the TSAB core size is not necessarily connected to physical size. Besides the mana explosion that initially drew us here. It was the fact that 80 percent of this planet has an active core that caused us to stay," When she said that a murmur moved throughout the room as the smarter of those in attendance realized the implications. The murmur increased when she said "Furthermore we discovered that about 10 percent of that group had a larger than average core, a trait shared by 20 percent of the remaining population, although with that group their core is inactive. Izuku Midoriya's core was formerly inactive but became active suddenly. Its size and the situation by which it became active caused the mana explosion."

Sakanan took a deep breath before she continued "Devices are specialized technology designed to make the use of magic easier. Magic despite its name is actually more of a science, full of calculations. A device performs the calculations according to the will of the user. The functionality of a device can vary depending on its specs. Some have advanced A.I. that can actively assist the user and that have a degree of agency. But at the cost of processing speed. While other devices have a lower spec A.I. but in exchange, they have a far higher processing speed. The devices used to help Izuku Midoriya were further specialized to help with bringing his core under control"

The crowd was silent. Many had received a major bit of information about an often overlooked segment of their population. The only sound in the room was the sound of clicking as those who were faster to recover started to write down the information. Chief amongst these was a representative from I-Island.

Secretary-General Moreau moved to select the next person to speak. "The delegate from Ethiopia is recognized."

The Ethiopian ambassador, a fairly young looking, dark-skinned man stood up and with a deep voice asked "What plans does the TSAB have for Earth; What are your Organization aims for us as a planet.?"

Sakanan took another sip of water as she took a moment to figure out the best way to answer the man's question. "At its core the TSAB is not all that different from your UN. In that it is a collection of sovereign entities that have come together in the spirit of mutual protection, trade and the fostering of peace among its member states. We are made up of thousands of worlds and almost as many member species. Members maintain their sovereignty while agreeing to abide by certain rules. That mostly has to do with the treatment of their citizens and of other members."

Sakanan looked around the room and saw several nods. Taking another deep breath she continued. "In normal circumstances the TSAB prefers to wait until a planet has achieved a certain level of technological or cultural development. Typically, this involves developing either dimensional technology or an understanding of magic. This is to prevent contaminating underdeveloped cultures and to make sure that they have developed a reasonable level of technology so that if any uplifting has to be done, it is minimal. Had the event of four days ago not happened but we had still come upon your planet, we would have gathered anthropological data regarding your planet and made a note of its location with the possibility of setting up an observation outpost at a later date."

Sakanan paused for a moment to let what she had said sink in. "However, the very public and accidental activation of Izuku Midoriya's core has forced us to act sooner than we would like. As to our goals, we would like to offer you membership. You all have discovered something new and potentially very dangerous and we want to help your people in its development."

The delegate looked thoughtful for a moment before he replied "And what if we asked you to leave?"

Sakanan had a sad look on her face as she answered "If asked to leave. Then we would have no choice but to respect that We would settle issues with Izuku Midoriya and we would leave the UN with a communication device in case you ever changed your minds. After which we would depart. We are not conquerors and we will not stay where we are not wanted."

The Deleage nodded before he sat down. On the stage Secretary-General Moreau announced, "The delegate from the United States is Recognized."

The American delegate, A woman with the head and wings of a bald eagle stood up and asked. "What do you mean, settle things with Izuku Midoriya?"

Sakanan nodded to herself, It was a fair question. "Simply put, what happens with Izuku Midoriya depends on what he and his mother want. We intend to ask him to come with us so that we can further assist him in learning about his core and his magic. Should we be asked to leave and the Midoriyas choose to stay we will provide him with literature regarding how to manage his core as to prevent something like what happened from happening again. Should he choose to come with us, he would of course be allowed to return if he so wishes.

Should the earth decide to continue diplomatic relations with the TSAB and Izuku Midoriya choose to stay on earth we would provide him a tutor on how to make use of his magic. If he chooses to come with us then he will be able to learn more about himself and his magic than would be possible here on Earth."

"What about those who have larger than average cores?" asked the American delegate.

"That depends purely on what is decided by this body and its member nations. Should it be decided that you want to figure out how to safely activate the cores of those whose cores are inactive, we will assist you in this endeavor. If asked to leave, we will provide you with the same literature that we would provide Izuku Midoriya."

The American delegate nodded before she sat down. Secretary-General Moreau then looked at the crowd again and said "The delegate from the Taiwanese Confederation is recognized.

The Taiwanese delegate was a woman with green skin and red eyes. She stood up and asked."Should the Earth decide to join the TSAB what would be the process?"

Sakanan inwardly winced, That was going to be a long answer.

Tokyo Bay, Tokyo Japan, April 18 2215, 11:30

In the bright morning as the citizens and tourists made their way around the bay, Nobody took much notice of two young Japanese women. The first had long titian hair tied into a side ponytail and purple eyes. She wore a knee length white and blue sundress and white slip-on shoes. The woman next to her had much shorter, brown, neck length hair and blue eyes. She wore a brown camisole and white capris with blue low top sneakers. As they walked around the bay, they talked with each other.

"Hayate!This place is beautiful, I hope things work out. I would love to bring Vivio and Fate here one day." Said the long-haired woman.

The shorter haired woman smiled, I agree with you Nanoha. "I've been looking into the heroes of this world and it is giving me some ideas for some upgrades for the Wolkenritter." As she said this, there was a gleam in her eyes that would have worried most who knew her. "Hopefully their UN will see sense and at the very least open diplomatic channels even if they don't decide to join up with the TSAB."

Nanoha looked introspective for a moment before she asked her friend, "Would ours?" It had been a while since she had spent any real time on earth and even then she had been more preoccupied with spending time with her family than with keeping up with global politics. But from what she remembered from school global politics was often a game of upmanship. Though she had to admit even if to just herself, that the TSAB was like that sometimes as well.

Hayate thought about what Nanoha had said for a moment before she responded, "Maybe not, but this world is 200 years more advanced than ours so maybe they have moved past some issues our Earth has."

Nanoha smiled, "I hope you're right Hayate. Imagine an entire world filled with active cores."

Hayate was about to say something when a massive explosion rocked the area. The two women looked around and saw a gigantic plum of flame coming from what they knew to be Odaiba. Nanoha looked at her friend and said "People may be hurt, we need to go help them."

Hayate looked back at her companion and nodded. This could be a diplomatic mess but Nanoha was right that they needed to help.

Nanoha grabbed the red jewel around her neck.

"Raising Heart Exelion, Set Up!"

"Let's Go!"

Hayate grabbed the ornate cross she wore.

"Reinforce Unison In!"

From inside Hayate's cleavage a tiny blue-haired girl appeared and said "ready whenever you are."

Those standing around who had not yet run away from the explosion had to cover their eyes as pink and white light filled the area. When the light cleared the two women were still standing there but their outfits had changed. The titian-haired woman now wore a long white and blue dress that reminded the onlookers of an armored school uniform. She was holding What looked to be a spear with a large golden head that had a red jewel in the center.

Her companion now had blonde hair and wore a black and gold mini dress that was covered by a white, black and gold long-sleeved half jacket and a similarly colored armored waist cape. In one hand she now held a staff that ended with an ornate cross, at the tip and in the other a blue book. The most striking thing however were the six wings on her back that seem to be made of energy.

Hayate looked at her companion and said "let's move!"

Nanoha nodded at her friend and suddenly her white shoes had pink energy wings. The two women leapt into the air and like lightning were speeding towards the explosion.

As they watch the two women head towards the island one onlooker asked, "Are those women heroes?"

Nobody answered the question

Highton View Terrace, Odaiba, Tokyo Japan, April 18, 2215, 11:35

When Yagi Toshinori had first accepted the power of One For All from his master, he had never thought he would have days like this. It had taken a great deal of effort, more favors owed than he really cared to think about and dozens of broken villains stepped over to get here but he at last was going to avenge his master, the woman the bastard before him had killed.

They had only been battling for 5 minutes but already the surrounding area looked less like a bustling center of business and commerce and more like a molten hellscape.

Yagi looked around him. It looked like the row of apartment buildings the battle had moved into had been devastated by a pair of monsters. "You're not wrong Toshi." he thought as he tried to find where All For One had landed after the last blow he had landed.

Toshinori was removed from his thoughts when the voice he hated most in the world spoke up. "That was an excellent shot Toshinori, Nana would be proud of how strong you've become. Maybe if you had been this strong when I killed her she might still be with us."

"Keep her name out of your DAMN MOUTH!" Yelled Toshinori as he looked around for his opponent. When he got his hands on the bastard he was going to grab him by his white hair and bash him into the ground so hard his face resembled a potato.

"Tsk Tsk Toshi," drawled All For One "What would your legion of fans think if they heard their 'Symbol of Peace' talk like that.

Toshinori growled as he looked up. Standing in the air was All for One. Toshinori felt a pit in his gut at the mocking of his master's quirk and grabbed a car in each hand before he leapt into the air and smashed the white-haired man between them. He didn't have any time to revel in his success as a voice rang through the air.

"Really Toshi? A Hulk move? All the power of that quirk at your disposal and all you can think to do is a Hulk move? Nana really should have taught you better."

As he fell to the ground Toshinori looked around and saw that All for One had moved subtly and was now several feet away from where he had been. Righting himself in the air and kicking it, he charged at the other man and grabbed him in his arms. Kicking the air again Toshinori drove All for One through several buildings before tossing the man to the ground so hard that the ground beneath them shook. As the dust filled the air, Toshinori landed.

"That's much better Toshi, but now it's my turn." Suddenly Toshinori was hit by a blast of compressed air that threw him off balance. Followed by two more blasts that knocked him off of his feet. Toshinori only had moments to right himself as black tendrils launched out of the dust cloud hitting where he had been only moments before. When Toshinori tried to move towards the source of the tendrils, black lightning that made him scream in pain as all his nerves activated at once struck him.

As Toshi fell to the ground, his body struggled to move as his nerves misfired. He heard clapping. "A magnificent effort Toshi but the time for fun and games has passed. It's time to put an end to this two century long game and take back what's mine." Struggling to get his body under control Toshinori could only watch as the man's eyes glowed an almost demonic red and his right hand became covered in a black flame. "But before that I am going to take the fight out of you." Toshinori did his best to keep his eyes open, to look his foe in the eyes as the blow came, but in reflex he closed his eyes and waited for the blow to come.

After several moments he opened his eyes. The blow hadn't come. Instead, when he looked up at where All for One should be, All he saw what he could only describe as a pink magical circle floating in the air. It was like something out of one of the anime he had watched as a child. As he looked closer, he saw a chain made of the same energy as the circle held All for One in place. Toshinori continued to look around and saw two young women, both floating in the air. The women who wore white and blue had wings on her feet made of the same pink energy as the circle and the chain. And was holding a large spear. The woman next to her wearing white, black and gold had six wings of black energy. She held a staff that ended in a cross. Toshinori didn't know who they were, but they had just saved his life and so they were the most beautiful things he had ever seen. Then he heard the second woman speak, You're All Might aren't you?

Toshinori nodded and in a shaky voice as he recovered "W-who…are.. y-you?"

The woman responded with a smile. "Well Sir, we be the cavalry."

Toshinori smiled despite the pain he was in. He loved that old show.

The first woman that he was now noticing had titian colored hair spoke for the first time. "Hayate, see what you can do to help him. I'll keep a hold on this guy." The woman, who Toshinori now knew to be Hayate nodded.

"Keep a hold on me will you, that will be a neat trick." drawled All for One before he looked at Toshinori, "Toshi have you fallen so far that you need little girls like this to defend you? How the mighty have fallen." With a yell, the black flame and lightning returned and suddenly the chains holding his arm broke.

Hayate cried out to her friend "Nanoha!" as the woman in question righted herself in the air and pointed her spear at All for One. A magical circle appeared beneath her and dozens of pink balls of light appeared out of thin air. The red jewel on the spear flashed as it spoke

"Axel Shooter Ready"

Nanoha nodded with determination and said "Axel Shooter, Shoot!" And suddenly all the balls started making their way towards All for One. Toshinori had to admit that whatever quirks the man was using to simulate flight he was well versed in their use as he was keeping ahead of the balls of light causing several of them to hit the surrounding area. That only lasted for a short while as the man misjudged a turn and in an instant the remaining balls of light hammered him. Driving the villain to the ground.

While this was happening Hayate knelt by Toshinori, and a different type of magical symbol surrounded the two. This one was a triangle with large circles at each point. This one was green and the longer it surrounded them the better he felt. As the pain he was in faded, the young woman said, "I'm not a healer, so this is only a temporary fix you will need to see a doctor sooner rather than later."

As the pair turned their attention All for One had tried to go on the offensive, He was releasing much larger balls of compressed air than he had when he had been fighting Toshinori earlier. Nanoha for her part was dodging the balls of air deftly. Hayate looked at Toshinori and said, "I'm going to go join Nanoha, rest here for a bit." Before she leapt into the air and moved to join her friend.

When she was in range, a magical circle appeared in front of Hayate and she chanted."I call upon white hot fire to consume my enemy, may it burn away all sins, NOVA FLAME!" Almost instantly a massive pillar of flame erupted from the circle and made its way towards All for One who, distracted by Nanoha, didn't see the fire coming. Soon he was enveloped by fire and his pained screams echoed through the battle ground..

Toshinori stood up, he was more grateful than he could say to the young women for what he had done but he was the one who had to put an end to the villains centuries long reign of terror. He paused for a moment as Nanoha seemed to charge something. This turned out to be a good idea as the woman yelled out "DIVINE BUSTER!" releasing a large beam of light that drove the villain to the ground. Toshinori wasted no time in running to the spot where the man had fallen.

When he arrived Toshinori saw the villain was trying to stand up. Toshinori grabbed the man's leg and said "Earlier you mocked me for using a Hulk move. Well All for One I have one more for you!" before he lifted the man by his leg, over his head and slammed the other man into the ground on his other side. He repeated this nearly a dozen times before he brought the man down with enough force to leave a man shaped indent in the ground.. He resisted the urge to utter 'puny villain' as he looked at the fallen demon of a man. The groan of pain told him that despite what had just happened All for one was still alive. Toshinori clenched a fist. It would be so easy to end it all here. To bash the man's head in and rid the world of his stain forever.

Toshinori was pulled from his thoughts as the two women landed next to him. Nanoha saw his fist clenched and said in a calm tone of voice. It's over, he is down, he can't hurt anyone anymore. If you go any farther, you might kill him."

Toshinori looked at the woman and with tears in his eyes as he thought of his dead master he yelled "You don't know what he's done, all the people he has hurt, the people he has killed! The lives that have been destroyed by this DAMN DEMON! This man has been alive for almost 200 years and has resources all over the world. If we leave him alive how long will it be before he starts all over again!

Hayate looked at the man and said grimly "Then do it, Kill him. From what I've heard you have been an active hero for over 30 years. Do you really want to tarnish your legacy with this man's murder? Do you really want to have his blood on your hands?"

Toshinori stood there, His desires warring with what he knew to be right. After a few moments, he roared and brought his hand down. When the dust cleared the women saw he had brought his fist down next to the fallen villain's head.

All for One had regained consciousness at some point and uttered softly "Weakling, You're right Toshi, one day I will be back and I am going to make you suffer for your weakness."

Hayate looked with disgust at the man and said "That's quite enough out of you." Suddenly a magical circle appeared beneath the man and he was wrapped in a variety of energy chains that soon became real chains making him look like a metal mummy. But she wasn't done and soon the magical triangle reappeared this time dark black and an equally black coffin manifested around the man. Red chains soon surrounded the coffin. Hayate grinned, "That should keep him contained for a while."

Nanoha looked concerned, what should we do with him. Do we give him to this world's authorities or do we take him to the brig on one of the ships and let the diplomats figure things out?"

Toshinori realized that there was something he could do here. He wasn't sure what they meant by ship but they seemed to believe that they could hold All for One. Given how helpful they had been in taking the bastard down he had no reason to doubt them.. "I have more than a little sway as the Number One here in Japan so I will take any fallout that comes. In my capacity as a fully licensed Hero, I request that you hold the man known as All for One until his fate is decided."

The two women looked at each other for a moment before Hayate said "That's good enough for me." before she got a faraway look on her face, "This is Commander Yagami to the Tiamat requesting transport to the brig." She paused as if listening to another voice before she continued, "It is a request made by one of the local heroes, All Might," There was another pause as she listened to a voice Toshinori couldn't hear "Yeah bring us all in, All Might was injured in the fight and while I gave him some on-site healing, he needs to see a real doctor."

There was a flash of light and Toshinori found they were no longer in the wrecked remains of Odaiba and found himself in a room of white and silver. When they arrived, there was a woman with blue hair waiting for them.

"Takamachi, Yagami, What kind of crap storm have you gotten us into?"

Earth, April 19, 2215

The news of what had happened the night before spread like wildfire. All across the world, world leaders realized that the shadow that had hung over their counties for so long was gone. They had all known there had been a dark influence in their governments that had existed long before their administrations. None felt this more than Shizune Date.

When Shizune had taken office she had been informed of many things, not the least of which was the existence of the self-styled demon king All for One and just how much pull he had in her government. When she had found out what had happened the UN meeting had just let out for the night. It had been all she could do to maintain her composure and not do a dance in the middle of the building. Soon thereafter news of what had happened had leaked out and the hotel most of the world leaders and diplomats were staying at was abuzz with activity as everybody talked about what All for One's capture meant.

Shizune would admit if only to herself that on some level she should be angry about foreign forces being involved in the capture and detainment of a Japanese citizen. The saving grace was That All Might, A Japanese hero, had been involved in the capture and that the TSAB was being very transparent about what was happening and was letting Japan decide on what to do with the man. Right now Shizune was giving serious thought to asking if the TSAB knew of a planet with no intelligent life on it they could toss the evil bastard on and let him live out the rest of his days on.

Of course, if she had them do that she would have to make sure that it was kept secret. She knew that those who worked for All for One still worked in her government and would attempt to save their boss if they knew where he was. Still the TSAB had only been around for a week and they had helped her country more than she could have imagined. She would instruct her delegate to vote for opening relations with the goal of joining the TSAB. Throughout the city, many heads of state were having the same thought.

Back in Japan, thoughts on the subject varied greatly depending on moral alignment.

Seated in his office in UA a diminutive chimera sat reading the reports of the previous night's events and looking at the reports he had received from 'friends' he had in Geneva. What he had learned so far was incredible. "Fascinating, absolutely fascinating. Who would have guessed that magic actually existed. I'd better be careful lest they think I am some sort of familiar." Nezu chuckled at his own words. before he returned to his work. The TSAB's presence was a bit of an accident, an accident that was centered on Izuku Midoriya. What he had found did not make him happy. According to school reports the lad was a troublemaker. Who took his quirklessness out on his classmates. But years of work as a principal and as a hero had given Nezu a fairly powerful sense for bullshit. At the moment though all it was just intuition. Nezu would have loved to meet the boy and get a feel for who he was as a person. But he supposed some private investigators would suffice.

Across Tokyo, in the HPSC headquarters, Keigo Urashima was both livid and joyful. On one hand, the negative influence that All for One had over Japan was now gone. At last, he could lead the nation towards the order and stability he had fought for. One day he would take the reins of government from that upstart Date. But for now, he would have to bide his time and solidify the commission's control.

That led to what was pissing him off. This TSAB was a danger to the orderly world he wanted. Activating the quirkless? That was madness. It was hard enough to keep the people in line as it was. How much harder would it be to maintain order if even more people had powers? Powers that, because of their nature, the HPSC wouldn't have any jurisdiction over.

Keigo cursed the name Izuku Midoriya, the boy who had started all this. If the boy weren't in the public eye and under the protection of the TSAB, he would have moved to have the boy and his family fined for the damage the boy had caused.

The only thing left for Keigo to do was try to get to the upstart bitch that had been made prime minister. If he could get her to see sense maybe they could set restrictions to keep the quirkless in their place and keep the TSAB from changing things too much.

In a tower in Tokyo, an orange-haired man looked over the reports he had received from his agents in various government organizations. They were all saying the same thing. This TSAB had removed one of his principal rivals with just two of their mages. On one level, he was deeply impressed. Even with all the manpower he had at his disposal, Rikiya Yotsubashi had never dreamed of trying to take on All for One. Sending his people in to take the man down would have just fed the man more power. On the other hand, that meant that the TSAB probably had the power to challenge his forces easily.

"This will require some thought" The most obvious idea was to use his company to get in good with the TSAB. Possibly as a local manufacturer of those devices that they used. If he knew how they were made, he could use them in his own forces and maybe find people within the worlds the TSAB would open to the Earth that would support his cause.

But those were plans for later. In the short term, he would have his people round up the members of All for One's organization that All Might and other heroes hadn't taken out and make them work for him…. Or die, Yotsubashi wasn't particularly picky as to which.

On top of a skyscraper, Kaina Tsutsumi watched as the sun set on the western horizon. "Aliens, Honest to god aliens." Two weeks ago, if you had told her she would think seriously about aliens, she would have asked you what drugs you were taking. But here she was. What did that mean for the future? The windbag of a chairman had called her to his office earlier today, and he had gone off on a rant regarding the situation. Kaina however was hopeful. A big change like joining the TSAB would mean that the governments would want to clean their houses. That meant that they would begin paying closer attention to the various offices. Urashima had a lot of skeletons in his closet. He had made her do a lot of horrible things, Things that he had said were for the sake of society. Procedure had dictated that she destroy any info regarding one of her missions right afterwards. Kaina hadn't, in fact she had a folder full of details regarding what she had been made to do since she had started working for the commission. It was her insurance policy in case they ever came after her.

Urishima had said something to her she was sure he had stolen, "The commission fights in the dark so that the people can live in the light." He had said.

Kaina smiled to herself,"Maybe it's time to go public, Maybe it's time to drag the commission into the light of day.I'll probably go down too but it will have more of an impact than just shooting the bastard in the head."

Bakugo residence, Mustafaru, Japan, April 21 2215, 10:00

Inko stood in front of what until recently had been her best friend., but Inko was no longer sure if that was true. Izuku had finally told her what had happened last week, and it had broken her heart. Her son's last gift from his father had been destroyed maliciously by the son of the woman she had been friends with since middle school.

It wasn't the book itself that bothered her. The autographs in it could be replaced in time.. No, What really angered Inko was what couldn't be replaced. The time, effort, love and dedication that Hisashi had put into in putting that book together was gone. The sentiment behind it was gone.. No replacement that could be offered to Izuku would be the same. As her thoughts turned to her son Inko was glad that Izuku was currently on the Embassy ship the TSAB had sent to deal with first contact. They had moved there shortly after Izuku had woken up . Currently, there were a couple of cadets watching over him and helping him with meditation techniques to help with the containment of his core. Inko didn't want him to see her as she was about to be.

Shaking her head out of her thoughts, Inko made her way to the door and pressed the doorbell. She heard a bit of movement before the door opened to reveal a slightly flushed Mitsuki Bakugo.

"Inko! It's so good to see you.. Are you okay? Is Izuku okay? Are the aliens treating you well?"

Inko sighed, as angry as she was right now Mitsuki seemed genuinely concerned. So for the moment Inko would humor the other woman.

"I'm fine, Izuku is about as good as possible given the circumstances. The aliens are the TSAB and they have been taking good care of Izuku and me." She had said all of that with a neutral expression on her face and very little vocal affect in her voice.. Mitsuki was quick to notice something was wrong.

"Inko, what's wrong? You seem off." She asked with worry in her voice.

Inko looked at the other woman and said "I didn't come here today to catch up with you. I came here today to talk to you about what happened last week. Izuku finally told me what happened, what caused him to become like he was when I arrived. Do you know what he told me?"

Mitsuki had a pensive look on her face. The expression on her friend's face told her whatever had caused it wasn't good. The pit that she had in her gut told her she had a good idea what or rather who had caused what had happened to Izuku.

What Inko said next confirmed her fears. "Izuku told me that Katsuki was bullying him again," Mitsuki noticed that all around the room items began vibrating. "Your son told my son that Hisashi probably killed himself because of the shame of having a quirkless son. That by itself would have been bad enough. He then told Izuku that he wondered how long it would be before I killed myself for the same reason!" In the hallway, a mirror cracked.

At this point Inko had abandoned being calm and was all but roaring at the other woman. "I COULD HAVE FORGIVEN ALL OF THAT BUT THEN YOUR SON DECIDED TO DESTROY MY DEAD HUSBAND'S LAST GIFT TO MY SON!" In the hallway the mirror shattered. Inko cried as her voice gave out.

The tears on Mitsukis face mirrored Inko's "Inko… I'm sorry…. I'm so sorry."

Inko, her voice a little horse from the screaming, responded bitterly, "You are always sorry, whenever I bring up what Katsuki has done to Izuku. You always say that you will talk to him, that you will get him to calm down. But either you're not or you are failing, and my Izuku ends up paying the price." Inko looked down at her hands "And I am failing too, every time I have let you make excuses for your son, every time I tell Izuku to just avoid Katsuki or try to understand him. It is the second biggest failure of my life."

Despite the seriousness of the situation, Mitsuki couldn't help but wonder what the first was. She had little time to think about it as Inko continued, "So I've come to a decision. The TSAB has told me they want Izuku to come with them to their capital world Midchilda. They want to study his power and help him learn how to control and make use of it. The decision will ultimately lie with him but I am going to encourage him to take up the offer. Even if he turns it down I want us to leave for a while."

Mitsuki was about to say something when the look on Inko's face silenced her. "Part of it is getting away from you and your son. You have been my friend for over a decade, Mitsuki… and maybe that's why I let you and Katsuki get away with acting the way you have. We need to get away so I can think clearly regarding you and your son."

Mitsuki tried to say something, anything to get Inko to change her mind but all that came out was a strangled squeak. Inko stood up and walked towards the door. As she opened the door to leave, she looked back at Mitsuki one last time. "I don't know how long we will be gone. Maybe it will be a year. Maybe it will be ten years. However long it is, I hope you can get your son under control. He may get away with the things he does as a child but eventually someone is going to bring him to task." And then Inko walked out leaving a sobbing Mitsuki Bakugo.

TSAB Embassy Ship Carbuncle, 22 ki off of the east coast of Japan, April 26 2215, 18:00

As Shizune Date and Sakanan made their way through the Embassy ship, Shizune couldn't help but be impressed by the differences between it and the Tiamat. While her tour of the other vessel had been very impressive, it had felt very much like a military vessel. Not too much different from when she visited Japan's JSDF vessels. On the other hand, the Carbuncle had a much more relaxed feel to it. It was still a government vessel but everything, from the lighting to the decor made her feel more at ease. "That is likely the point. I should really take a tour of our embassies and see if we are doing the same. If not, I should see if it is something we can mimic." She thought as they made their way towards their destination. Shizune's thoughts were interrupted when Sakanan spoke."I am so glad to hear that the UN voted to open relations with the TSAB."

Shizune nodded to her companion. "There were a few dissenters but two of your mages being involved in taking down that monster All for One silenced most of them. That you are keeping him contained is a major plus in my book."

Sakanan looked at the other woman. "What is to become of him?"

Shizune looked pensive for a moment before she responded, "The problem is that as I understand it All for One has been alive for nearly two centuries and in that time he has amassed a massive network of agents in every facet of society and every level of government. All Might did a lot to dismantle his more obvious criminal enterprise but his agents within the governments are still present. On my side of things only four people know where he currently is. And of those four one of them is me, the other Is All Might and the last two are my deputy and my administrative assistant who informed me of what had happened. I am currently having the two of them watched until you depart to make sure that they don't tell.

"All of that is to say that I am asking if you could drop him on some uninhabited world."

Sakanan looked taken aback. While such a thing wasn't exactly unheard of, it had been quite a long time since the TSAB had done anything like that. On the other hand, she had been briefed on just what kind of threat All for One was. And given what they were learning about how Linker Cores expressed themselves on this world she didn't want to find out if the man could steal cores from mages. The last thing she wanted was another Book of Darkness type situation.

After a moment she responded "We might be able to do that in the long term but in the short term we can take him with us to Midchilda and keep him confined. Marooning him is more than I can authorize by will speak to the rest of the council. Truthfully given what his powers are, they might want to study him." Sakanan frowned as she said that. In her opinion that would be asking for trouble. But with the novelty of quirks being so fresh she could understand the desire. After all, if the man could steal partial cores then could they be transferred to others? Could the cores be restored to the original host? What part of the core caused a quirk to develop the way it did? But she supposed those were questions and concerns for later. Now they had to go talk to a young boy.

In the ship's gymnasium, four beings sat on the floor. The first was Dr. Myrra who was there to make sure that what was happening was safe. Seated next to her was Inko Midoriya who was watching her son with concern. Next was Nanoha Takamachi clad in gym clothes watching with a bit of pride. The last was Izuku Midoriya who was seated between all of them. He sat cross-legged. His hands held up with his palms facing each other. His eyes were closed, and he had a look of concentration on his face. A light humming filled the air before a tiny colorless ball appeared in the space between Izuku's palms. After a moment, the ball grew until it was the size of a baseball and became forest green. When Izuku opened his eyes he was shocked by what he had accomplished, causing the ball's form to waver for a moment before Izuku regained control. Nanoha looked on approvingly. Inko looked on tearfully, proud of her son. Dr. Myrra pulled a pad out of her pocket and typed on the screen.

Nanoha was the first to speak, Congratulations Izuku, on learning your first spell. The calculations for one Shooter Sphere is relatively easy but you've managed to do it in a relatively short time.

Izuku smiled "Thank you Miss Nanoha!," He quickly turned his eyes back to the ball in front of him.

Behind Izuku Inko said, her voice filled with pride, "I'm so proud of you, honey."

Izuku blushed at his mom's praise. "Thanks mom."

It was this scene that Sakanan and Shizune entered. The Prime Minister wore a look of shock while the councilwoman had a smile on her face. As the group took notice of them they all stood to attention including Izuku which caused the ball to disappear.

Sakanan was the first to say, "That was very good Mister Midoriya, Who taught you that?"

Izuku, who was aware of who the Prime Minister of his country was, guessed that the other woman in front of him was of equal importance, stuttered shyly as he said "T-thank y-you m-ma'am, Miss Nanoha t-taught me the calculations for it and told me how to use them to summon the ball." As he spoke he found his voice and stopped stuttering.

Sakanan looked at the long-haired woman and asked, "What made you decide to teach him Reserve Commander Takamachi."

Nanoha responded quickly "Commander Yagami reminded me of some of my early training methods today Ma'am, and I thought that maybe some of them could help Izuku learn control."

With a worried look on her face and tone in her voice Inko asked "Is the commander in trouble ma'am?"

Sakanan smiled and replied "Not at all Mrs Midorya, In fact what we just saw made me feel better about what we talked about the other day. This shows that Izuku can be taught just the same as any child on any TSAB world. Part of me was worried that because of how Linker Cores work on your world that might mean that Izuku's core now that it was active might express itself the same way. Though we would still help him as much as we could. There would be a limit on how much, as we are still trying to understand quirks."

Sakanan looked over her shoulder and made a gesture. Soon there were six chairs in the gymnasium and she gestured for all present to take a seat. When everybody was comfortable She looked at Izuku and said "What I would like to offer you is the chance to come to Midchilda with us. If you do, we can really help you learn how to use your mana. I've been told that most kids your age want to become heroes. If you come with us, I can offer you the best chance to make that happen." Sakanan knew she was playing hardball with a child but from what she had learned from talking to his mother, it was likely in his best interest.

Next to her Shizune took up the conversation. "Izuku if you decide to do this I promise that if you decide to return, I will use what influence I can to help you get into the hero school of your choice. You naturally will need to put in the work to earn your place of course."

Izuku nodded so fast, all the adults present thought that he was going to lose his head. Inko was the one to ask the next question. "How will Izuku learn magic?"

"There is a magic school wi-" Sakanan was interrupted as Izuku's excitement overwhelmed his manners

"A MAGIC SCHOOL? LIKE HOGWARTS?"

All the adults from an Earth smiled at Izuku's outburst.

Sakanan, who had also heard of the fictional school, grinned "Not quite, It is called St Hilde Academy of Magic. It is a day school not unlike the schools you have attended in the past. It is currently about to enter its break period but with some luck I think we can get you caught up to where the kids in your age group are at."

Shizune spoke again "So Izuku what do you think?" She didn't want to burden the lad with the knowledge that if things went well with him. It could open up the way for others from their Earth having access to magic and devices. And that his success might have a major effect upon the budding relationship between Earth and the TSAB.

Izuku, not knowing any of that, had a smile on his face that could give All Might a run for his money and said "Yes!"

"At the time I had no idea what was in store for me. Or just how important the decision I was making was. I had no idea who this would change the lives of those who would become my friends and my enemies. This is the story of how I became a magical hero."
