War Games of the Citadel races in the year 2170.

Prologue: Opening

"Welcome everyone to Citadel Network News. My name is Seyifma Besava and today we have a special edition dedicated to the upcoming War Games Council Races. With me in the studio is the commander of the 18th Turian fleet, Admiral Primeus Calpomus."

"Welcome." - replied the turian admiral.

"And warfare specialist and former STG commander Jihorth Laemor."

"Good morning." - Jihorth said.

"So, gentlemen, how do you feel about the upcoming War Games? Admiral first."

"Honestly, I can't say I'm not excited. This year it will be the biggest War Games we have had in the last 30 years. I'm sure humans had something to do with it."

"Oh yes, it's their first time." - Seyifma said.

"Correct. That's why the Council decided to raise the stakes and make it a whole tournament in which entire fleets will be shown. A total of 960 ships will participate, including 8 dreadnoughts and thousands of strike ships. There will be real momentum."

"Critics reportedly say that such a large concentration of armed forces is a provocation for the terminus countries and opens our borders to potential pirate attacks."

"While it is understandable that such a force would eventually be unstoppable, in reality, there is no real concern. The collected ships constitute a maximum of 10% of the warships of the Citadel Council members and associate races. That's apart from the thousands of corvettes constantly patrolling the Citadel's perimeter, so we're safe. As for a potential attack, we do not have a rare mobilization of ground forces or even a large number of transports gathered to support such a fleet. Such words are baseless and only serve to scare the citizens of the Citadel."

"I see, now Mr. Laemor. What are your feelings about these War Games?"

"A show of force seems like a good idea, given the increasing pirate attacks. Although I'm a little concerned about rising tensions if certain groups get to fight against each other. Mostly Humans with Batarians, to a lesser extent Humans with Turians."

"Why do you believe so?"

"This tournament provides an opportunity for the Turians to show that they would have won in the Relay 314 incident, while the System Alliance can show how wrong they are in front of the entire galaxy. However, the friction between Humans and Batarians is already very well known."

"Yes. I see. And now I would like to ask what the rules will be."

"Relatively simple." - Laemor continued - "Each member of the Citadel, regardless of whether they sit on the Council or have an embassy, can field one fleet of 100-120 ships with one dreadnought. This has to be an actively operating fleet, but honestly, every race has adopted this rule and added enough ships to their current fleets to have these 120 ships. As for the clashes, it will be, as I said earlier, tournament style. We have prepared several systems and different types of combat that will simulate a real battle."

"If you don't mind me interrupting." - said the admiral - "Still, they won't completely replicate real combat. Apart from the obvious, such as not using real ammunition or the low power settings of the GARDIAN system, it is normally rare to see fleets in 1v1 combat. These are usually smaller units and almost always have an advantage over the other side. Although the randomness of the event, what system it is, what type of fight and who fights whom will add some uncertainty on the battlefield."

"Actually, I would like to correct you, Admiral." - said Seyifma - "The latest reports indicate that who will fight whom will be decided based on voting[1]. The results will only be revealed a few hours before the fight itself."

"Clever." - said Laemor - "It will give an element of surprise to keep everyone in suspense and show their advantage."

"And now the last question. Who do you think will be the best and who will be the worst? Who will surprise us the most and who will we be disappointed with? First, Mr. Admiral Calpomus."

"Thank you. Anyway, of course the turians will win. We are the most disciplined army in the galaxy and have been a peacekeeping force for over a thousand years. The worst will be either the Hanars or the System Alliance. The Hanars do not have a large active fleet and no active dreadnought, even the Volus have our older models. Humans, on the other hand, are a new race and although they have their own dreadnoughts and heavy cruisers, they are relatively weak because of their low level of technology. The Volus would surprise us the most. They recently started upgrading our older corvettes and made them frigates in their fleet, so be sure to keep an eye on them. As a disappointment, it's System Alliance again. Many have high hopes for them, but so far they have only fought pirates, not the real navy."

"Incident 314." - Jihorth said.

"They were lucky and have numerical superiority and had nuclear weapons." - Admiral Calpomus quickly countered.

"But their technology was even worse than it is now, and almost all of their frigates, which could once have been mistaken for armed civilian ships, were converted to frigates up to Citadel standards. Such criticism is what makes the Alliance most surprising to us."

"So they have a chance to win?" - Seyifma asked.

"If so, it's very small. Despite everything, the Alliance still has gaps, which my predecessor adequately pointed out. Personally, I believe that the Salarian Union will win, thanks to our specialized technology. The last place will probably be taken by the Batarians, their fleet needs a thorough renovation, and the turians will disappoint us the most. These War Games are tactical battles where more expensive ships will have an advantage. If we went by how much Union ships cost compared to Hierarchy, they could field 4 more ships to our 3."

"I see. Anyway, I'm obviously rooting for Asari. And we asked passers-by similar questions. Look at their answers."

A human man and woman appeared on the screen.

"HFY, of course, we will win." - said the man - "We defeated the 'best army in the galaxy' with rearmed civilian ships, and now we have a decent fleet."

To this, the woman said - "I will be more realistic and say Asari. I don't think anyone has anything that can beat Destiny Ascension."

Then a young Asari appeared - "If anyone is going to win, it's the Turians. After all, they are the most powerful army in the Galaxy."

Hanar said - "This one would like it to be Illuminated Primacy, but due to our small fleet, that won't be possible. That's why he thinks the Salarians will win."

Elcor said - "Excited. The Elcor will show why neither the Rachni nor the Krogan penetrated our space by winning these War Games."

Beside him, the turian said - "You can dream. It is the Hierarchy, as the defenders of the Citadel will win."

Then there were two Volus, the first one said - "Clan Palaven, or Clan Thessia. *sss* It will be a battle between experience and technology."

The second one - "You underestimate the Vol clan. *sss* Our fleet has both the technology and training of Turians, *sss* that's why we will win."

Then they switched to the studio - "As you can see, emotions are high and many are looking forward to this event. See you in a few days on CNN. Remember to vote."


Rules:
1. Each race can take one fleet of 100-120 ships.
2. Fighters, corvettes, and other types of strike ships can only be transferred in numbers that fill the hangars.
3. Each race can only bring one Dreadnought class ship.
4. The goals of victory in the battle and the arrangement in which the fights will take place are random or given by the voters.

Battle Modes:
1. Space Combat - To win: eliminate 50% of the enemy fleet or 30% and the flagship from the battle.
2. Convoy Escort - To win (defender): At least 50% of the convoy must reach the target. Alternatively, destroy 70% of the fleet. Alternatively, destroy 50% of the fleet and the flagship. To win (attacker): At least 50% of the convoy must be destroyed.
3. Planetary invasion - To win (defender): Do not allow enemy transports to reach the surface of the planet for at least 3 hours. Alternatively, destroy 50% of the enemy fleet. Alternatively, destroy 30% of the enemy fleet and the enemy flagship. Alternatively, destroy at least 50% of enemy transports. To win (attacker): Get at least 50% of the transports to the surface of the planet. Alternatively, destroy 70% of the enemy fleet. Alternatively, destroy 50% of the fleet and the flagship.
