President Suvarov is receiving a briefing from one of his military advisors. The news is not good for Russia, they lack the numbers they would need for an occupation. The Ukrainians have proven themselves better fighters than anticipated. Russia has been forced to conscript prisoners, hire mercenaries, and has tried to recruit citizens of Cuba. Even Castro, a longtime ally of Russia, has now prohibited his citizens from fighting for Russia. It is clear to Suvarov that Russia cannot win, all they can do is try and negotiate the best deal that they can for themselves. Suvarov is informed that acting president Keaton wishes to speak to him, he decides to take this call.
.
Suvarov: Mr president, please tell president Allen I am sorry to hear about her son.
Keaton: Thank you, I will pass along your condolences. Now we should discuss business.
Suvarov: Indeed. Tell Zelensky I am willing to withdraw Russian forces from Ukraine, under certain conditions.
Keaton: I'm listening.
Suvarov: Amnesty for Russian soldiers, including those currently being held in Ukranian prisons. Safe passage to Russia for any Ukranians who cooperated with the occupation. I also want America's cooperation in ensuring a free and fair election for the Donetsk People's Republic and the Luhansk People's Republic. Let the people of those regions vote and decide for themselves if they want to ally with Russia, Ukraine, or if they want to remain independent republics.
Keaton: President Zelensky might not agree to that last term. He also might have more terms of his own.
Suvarov: There is room for negotiating, but that will require painful compromises, for both of us.
Keaton: I will relay your message.

George Mason and Ryan Chapelle discuss the recent developments regarding Jack Bauer.
.
Mason: You think Bauer's right, about there being a mole?
Chapelle: Maybe. You told me about the missle strike on his plane after it happenned, did you tell anyone else?
Mason: No. What exactly are you saying?
Chapelle: I'm just wondering how he nearly got killed so soon after his call with you.
Mason: I don't have the authority to order a drone strike on another country.
Chapelle: True, but you could have alerted someone.
Mason: I didn't. Those jungles are very dangerous, anyone could have launched a missle at an unknown plane.
Chapelle: And it just happened to occur right after your last call with Jack?
Mason: Apparently.
.
It was clear to Mason what Chapelle was accusing him of, and how he was covering his own ass. But Mason did wonder, how did that missle strike happen immediately after his last call with Jack? Hard to believe it was just a coincidence, but Mason hadn't told anyone else. Only one possibility occured to Mason, and the question was how to prove it.
.
Jack Bauer and Tony Almeida continue to drive when Jack sees something. He sees his son in law Jamal, and Eric Carter. He also sees a third man in the car with them. Whomever the third man is he's in the backseat, and he appears to be armed.
.
Jack: We have to follow them.
Tony: If this third man sees us following them, he might kill Jamal and/or Eric.
Jack: And what if he's been ordered to use Jamal as a hostage by Mason? We used to be pretty good at surveilance Tony. Jamal is my son in law, the father of my granddaughter. I cannot just let them kill him.
