"Welcome to the Initiative Complex, I'm Dr. Maggie Walsh, I'm in charge here. As you can see, we are quite scientific in our study of these strange creatures. Hopefully, eventually we'll figure out where they come from. In the meantime, we're hoping to keep them from harming humans. I understand you believe you have some information in regards to them?"

"Since there are a number of groups that have been studying them for centuries, yes we do." Xander answered. "And yes, we know where they come from. Another dimension. It's why physics tends to act crazy around them."

"Centuries? Young man, if these things have been around for centuries then how does the world not know about them?" Dr. Walsh asked, condescendingly.

"The world did once know about them. They were labeled demons. The age of science made the world forget that they existed. But like I said, there are groups that have been studying them for centuries. Now, maybe you, can explain to me, why you're breaking the law in being in our town."

"We are not. We have a legitimate reason to be here. These creatures need to be studied and controlled."

"By involving the military, you are making it illegal. The only valid exception to Posse Comitatus is an insurrection. There's no insurrection happening here, therefore you're breaking the law. There is already a civilian militia dealing with these creatures. Us. Mayor Finch hired us to protect the town against these creatures, which he legally is allowed to do. The reason there are so many of them here, is that the Wilkins family, who controlled this town for a century, used them as a means of intimidating the population. The police were corrupt and aided them in that. Until Mayor Finch is convinced he's successfully cleaned up the corruption, we will continue to provide protection. He's very unhappy at hearing that there are military personnel in his town without his permission, causing problems. He's currently in Sacramento having an in person conversation with the Governor, explaining his displeasure. The last time we spoke, he told us, the Governor was also unaware of the military being in one of his towns. I don't imagine he's going to be very happy, either."

Dr. Walsh glared at him and said. "I think we're done here. Captain Finn, please escort them out of the Complex."

"Yes, ma'am." Riley Finn replied and led them back to the elevator.

"Xander. I told you not to upset anyone!" Buffy exclaimed.

"And I told you, I call it like I see it. Whatever they think they're doing here, they're still breaking the law. And the reason she's throwing us out, is she knows it and is right now trying to do damage control. I doubt she'll get very far. They obviously didn't do any research before they got here, since they didn't know about our group. Which means, they kept it so secret, that the threat of exposure may be enough to make them run and hide in their holes."

"You honestly think we're doing something wrong here. That we're not helping." Riley said.

"Please, explain to me how eviscerating that creature over there while it's awake and without any means of pain control is in anyway helpful." Xander said. "It looks like torture to me or are you going back to the beginning of scientific experimentation? Pavlov cut a dog open so he could see how its stomach acted around food and to watch it digest food. It was a sick experiment then and it's a sick experiment now. You're just making things worse and it's we who will have to deal with the fallout since you'll be in Leavenworth, rotting."

Riley continued to glare at them as he escorted them out of the complex.

Before the Initiative could be shut down though, Professor Walsh was found murdered, skewered thru the back. And rumors began to spread among the demon population of some new kind of monster, part man, part machine, part demon killing people and demons.

"So let me be sure I understand this, Captain. Professor Walsh's true purpose was to Frankenstein herself a monster?! She took the body of a soldier, cut it apart, spliced different demons to it and used machine parts to keep it together. And you still want us to believe that you're doing something good here?! Are you people insane? How is that in any way a good thing?" Xander asked, incredulously.

"We didn't know she was making it. She and Dr. Angleman were working on it themselves."

"It was one of the purposes of you being here, Captain. To control the creatures for use against enemy combatant's and to create that freak! This was never a mission to help people, this was a mission to create new weapons! Don't we have enough weapons as it is?" Cordelia asked.

"Once we find it, we'll stop it and get it back under control. It's just malfunctioning now, that's all." Riley told them.

"Malfunctioning? Is that what they're telling you it's doing. It's killing people! Dr. Walsh wasn't planning on using those control chips just in the creatures, she was planning on using one in her monster, too. Either she hadn't installed it yet or it figured out a way around it. Which means you want it back so you can figure out how to control, but what you're not getting, is that it will just figure out a way to break it again. Don't you understand, it has a living brain! Which means it can think and feel and figure things out for itself. And it doesn't want to be controlled. You're not going to able to get around that fact. You may actually figure out how to control it, but it will always try to figure out a way to break that control. And when it does, it will do just what's doing now. Kill!"
