The Avatar coming to The Revelation was no accident. Amon had planned on her coming and witnessing his power all along.

Korra: It was insane to think about having that much power, but she wanted it. She wanted to be that strong. She needed that strength. That's why she was the Avatar. She was the one who had to save the city. Nobody else.
