Chapter 2

Issei sighed in annoyance as he looked around the many clubs since it was just the second day of the semester, and already many clubs wanted to get them both to sign up for their club, which made him annoyed since many of the clubs didn't even interest him in the slightest.

"No thanks," Issei said as he turned away from the Haunted House Club before Ravel walked over to his side and shook her head.

"No luck. The clubs don't have anyone of interest." Ravel said as she snapped her fingers. She then incinerated papers from a group of students who wanted to invite her and Issei into the club as well, but the Phoenix Queen paid them no mind and rejected them before they even got a word out.

However, the real reason behind the two looking around the clubs was because of the list of people that Yasaka gave them before they left for Youkai Academy. They were looking for a particular club to investigate if the rumors were true.

Flashback.

"Mermaids? As in the human half-fish creatures?" Issei asked as he sat in a chair while Yasaka was looking at some paperwork on her desk before nodding.

"That's right. I want you to confirm the rumors that the Swimming Club is just a feeding ground for the mermaids. According to what my friend tells me, the club is actually a group of deadly mermaids that lure men into the water to drain their life force by attracting them to their beauty. Each girl gets close to all the boys in the pool, pretending to teach them how to swim or have fun, then bites them, draining their life force energy. They can return the energy, but the leader sees that the humans are just meant to be food for their kind."

Yasaka explained as Issei nodded and looked at the file of the woman who was on the list.

"Tamao Ichinose. This'll be interesting." Issei said as he was looking forward to meeting the mermaid.

End Flashback.

"I'm surprised that the Swim Club hasn't already begun their hunt for new prey," Issei said as Ravel nodded in response before she stopped Issei and pointed towards the group of girls in their swimsuits, which made it clear what club they were in.

"And there's our target," Issei said as the duo headed towards the group before the leader herself sauntered over to Issei and placed her assets on his chest.

"Why hello there, Issei Hyoudou. You quite popular here just after two days." Tamao said as she tried to use her Charm spell on him but was shocked to see that it hadn't worked on the Red Dragon Emperor before she felt a glare from Kurumu as she then signed up for the orientation as well, which was what Issei was hoping for since he was getting changed in the men's changing room.

'If what Yasaka told me is true, then it'll occur, then the rest of the guys 'need help' with swimming so the mermaids can sink their teeth into them. They're great in the water, but outside of it, they're weak and can't handle extremely high temperatures.' This made Issei smile, as he had already spoken to Entei earlier that day before they went to look for their target. 'Though I will admit, it was hilarious seeing that mermaid trying to use the Charm spell on me since her effect was weaker than that Succubus I dealt with a long time ago.'

Issei said as he chuckled at the memory of seeing Ravel beat up a group of Succubus who were trying to seduce Issei with their Charm spells. Granted, it was part of his training plan by Azazel himself, but after Issei was able to resist their charms after his mind became more vigorous, Ravel decided to put them in their place by kicking their ass.

Issei finished changing, and he then looked to see the hopeless idiots getting drawn in by the mermaid spell before turning to see Ravel walk towards him with her swimsuit, which made Issei blush as he wrapped his arms around her waist and kissed her lips.

"Mm. I take it you like it?" Ravel asked with a seductive smile as Issei smiled back and kissed her again before the moment was interrupted by Tamao, who was a bit annoyed that Issei was ignoring her.

"Ahem! Excuse me, but would you two like some help with the club? I can give you a private lesson if you like." Tamao said as she tried to use her Charm again. Issei rose a brow at her and replied.

"And why should I take some advice from someone who doesn't even look like they know how to swim?" Issei asked as the women of the club laughed at Tamao. She gritted her teeth at the insult before pointing a finger at him.

"Then how about a challenge? You and I swim two hundred meters! The loser does one thing for the winner!" Tamao said as she had a smug look on her face while forming her mermaid half to give her more speed.

"Okay then. I accept." Issei said as the pool was cleared, and Kurumu walked out and joined Ravel on her side.

"Kick that bitch's ass!" Kurumu shouted as Ravel felt her breast envy hit her as she eyed the Succubus's bust.

'Dammit! Why?! I drink milk and workout every day, so why don't I have a bust as amazing as that? I know Issei said he doesn't mind, but I want to give him a nice feel instead of just a nice lap pillow or booty dance.' Ravel grumbled as she saw the race begin. Tamao had a strong start as she was able to get to the first fifty meters in no time, while Issei seemed not to be worried and took his time as he enjoyed the water.

'Hah! You may be a beast of the air, but we mermaids rule the seas, and some overgrown lizard won't beat me!' Tamao shouted in her mind as she finished the next fifty meters while Issei had just finished his first fifty.

Tamao continued as she got to the hundred-fifty meter mark while Issei was on his hundred-meter mark until Tamao pushed for one final shot towards the goal until something caught her tail.

'Huh?!' Tamao shouted as she saw a Kelpie grab her tail and drag her down to the bottom of the pool. She then looked up to see finishing the hundred fifty meters, which made her shocked as she tried even more challenging to get away from the Kelpie until the horse-like familiar slammed her into the wall, which dazed her for a bit until she swam back to the surface and charged to the end of the pool.

"I'm not going to lose!" Tamao shouted as she hit the end of the pool before seeing a shadow cover her.

"Huh. About time you showed up." Issei said as he was smiling with his eyes closed, which made Tamao scared as she realized what had just happened. "So it looks like I win."

"T-That's not fair! You cheated with that Kelpie!" Tamao shouted as Issei raised a brow and replied.

You are confusing me for Sabnock since he has a Kelpie as his familiar. Not me, and you were the one that cheated since you used your mermaid tail to give you the advantage in the water. Also, you can't cheat in a game if it has no rules, right?" Issei asked as. Tamao felt so embarrassed as she realized that she hadn't set any rules of any kind for the game.

Tamao then grabbed Issei and tried to bite his neck to taste his life force.

C-CRACK!

Tamao's eyes widened as her sharp teeth broke. She cried as she covered her mouth while Issei pushed the mermaid off his body.

"Did you really think a toothless fish like you would be able to bite through a dragon's scales?" Issei asked as he flew out of the water with his wings in the air for all to see until he snapped his fingers for Entei to emerge and shoot fire, which made the boys run out of the pool as the mermaids also ducked under water only for the flames to hit the fire and release so much steam.

Once the steak lifted, Issei landed while he looked around the bottom of the pool to see that the mermaids were struggling to get out of the pill due to the water being gone and struggling to maintain their monster form until Tamao glared at Issei as slowly stood up.

"Damn you. Damn you." Tamao grumbled as she glared at Issei with so much anger while he remained impassive as Tamao used her magic to regain her legs. "DAMN YOU ISSEI HYOUDOU!"

Tamao yelled as she charged at Issei, hoping to punch him. All her hard work went down the drain as she and her club lost their prey. "If you hadn't come to this school, then my club and I would have our youth for much longer!"

Issei then turned towards her as he watched her with a blank look on his face before letting out a sigh. "You fool."

Tamao reached him as she tried to punch him, but Issei just caught the weak punch as he then raised his left hand and slapped her.

Tamao felt the force behind the slap as she flew back a bit until she looked up to see Issei approach her.

"As per the conditions of our duel, you must do one thing, I say. Your club will be disbanded since you and the other mermaids have abused your authority and have not only killed other people by draining their life force but also your advisor. The Public Safety Commission may have allowed you to get away with it, but not me. Lady Yasaka, leader of the Youkai Faction, isn't exactly pleased with you and your club." Issei said as Tamao collapsed on her knees with her head down as she felt like her life had just ended.

"W-We needed life force to revitalize our youth and-!"

"That's a bullshit excuse, and you know it. You mermaids have the same type of power to draw energy from the water and ocean as Neko uses Senjustu, but the difference is that you ladies were sick of it, so you found a faster and easier way for you to get your 'youth' back. By killing the lives of innocent people who enter this pool." Issei said. Tamao didn't reply as she knew that he was right.

Poseidon, Lord of the Seas, had created mermaids and sirens. Still, the difference was that sirens only drained energy from people's negativity, while mermaids merely drowned sailors to get real food. Because of this, Poseidon decided to allow the mermaids to draw upon power from the water to revitalize themselves, but many of the mermaids were sick of this since they had enjoyed seducing humans and bringing them under their spell so they could feast upon their flesh.

The first years of the school that joined their club were easy to fool, and yet this boy, a boy who was once a human, had seen through Tamao's plan and put a stop to her club.

"What will happen to us now?" Tamao asked as Issei carried her out of the pool as Ravel, Kurumu, and others helped the mermaids out of the dried-up pool until Issei set Tamao in a small metal bath before speaking to her.

"Well, I could tell Yasaka that you aren't going to turn over a leaf, continue to drain the life force of others, lose the pool, and the rest of your club," Issei said as Tamao felt like his words were beating her up until Issei continued speaking to her. "Or, I could tell her that you turned over a new leaf, let you and your club continue to have the freedom of using the pool."

Tamao gasped in joy until Issei closed her lips. "BUT, under one condition. You and any members of your club are forbidden from draining the life force of any new members whether they are male or female. If you agree to my terms and conditions, then your club will thrive as you continue swimming and enjoying the water."

Issei said as Ravel walked over to him with a paper and pen before handing them over to Issei, who gladly accepted them. "So, do we have a deal?"

Tamao looked at the contract and read it to herself. Her Youkai side said to deny the offer and throw it in his face, but her human side told her to take the proposal since it would allow them freedom and to turn over a new lead while escaping the wrath of the Red Dragon Emperor.

Also, Tamao felt turned on by his gaze and the slap he gave to her.

"I accept."

After speaking to the Swim Club and beating Tamo, Issei, and Ravel continued looking at the other clubs along with Kurumu and Mizore. Meanwhile, two other demons began to converse with each other on the rooftop since neither of them was interested in the clubs.

"So you wanted to speak to me, Daidouji? We're not exactly friends or comrades." Sabnock said as he looked at the Dragon King's Daughter before she spoke to him.

"That's simple. We both do have one thing we can agree on. Issei Hyoudou. I can tell he's here for more than just seeing our school for two semesters. However, we both know Kuyo, Yasaka's son, wants to overthrow his mother's throne since he believes his way of thinking is better than peace." Daidouji said as Sabnock was shocked to hear that Kuyo was Yasaka's son.

"But how? Yasaka never mentioned she had a son."

"That's because Kuyo rejected Yasaka as his mother since the two of them didn't exactly agree on their worldviews. Yasaka wishes to protect her people but also be open to the idea of peace between both humans and supernatural beings; however, thanks to those people from the Khaos Brigade and the Old Maou Faction, the idea of peace is being lost to many others. That's why when Kuyo came here to Youkai Academy, he decided to make the school his domain, where he established that the stronger demons survive and that humans are meant to be eaten, as well as rejecting the idea of coexistence and peace."

Daidouji said that she knew full well of Kuyo's goals since he tried to recruit her to join his group of 'followers,' but she refused to follow a weakling, so they made a deal that she would join the commission and not take orders from Kuyo should she defeat him in battle. The Dragon King's Daughter was able to defeat the foolish Youkai, but she had begun to grow bored of fighting the weak monsters at the school, that is until Issei showed up and gave her a great fight.

"So Kuyo feels threatened by Issei Hyoudou being here, is that correct?" Sabnock asked as Daidouji nodded in response.

"Yes. The fool thinks Kuyo can take on Issei himself and reclaim that this school is his 'territory' when, in truth, his ideals are the reason why Issei was sent here in the first place." Daidouji said that Sabnock could understand this since it was similar to Devils and how they don't take kindly to intruders who invade their land without permission.

"So what do you suggest we do?"

"Simple. We assist Issei in his job by helping him locate the troublemakers of this academy, so Issei can either give them the boot or a second chance to try and accept the idea of coexistence. It won't be easy since many of the people at the school are idiots who think they're high and mighty. What Issei said is true that there are far more powerful beings out of this school that even I wouldn't fight."

This comment shocked Sabnock as he figured that the Dragon King's daughter was a very prideful girl who wouldn't hesitate to fight anyone, but it seemed that he was wrong about her.

"Heh. I like the idea of helping him, plus Issei would be a strong rival to fight to better myself so I can become a Maou in the future!" Sabnock said as he declared his dream with the same grin on his face, while Daidouji smirked in reply.

"Heh. Well then, I suppose we better help Issei out." Daidouji said as she watched Sabnock leave the area since he just received a call from Issei about his familiar. Sabnock left her on the roof before Daidouji's eyes narrowed as she felt a presence on the top.

"He's gone. Come on out, you cowardly dog." Daidouji ordered as a few footsteps were heard; a young man with ink black hair that he wears a white headband under his coat and light green eyes. He wore the standard male uniform, except for the tie, and his shirt is open a little, which shows a wolf head pendant he wears around his neck.

"Hey, that's just mean Daidouji."

"I don't want to hear it from a coward like you. Tell me, what would your old girlfriend say if she saw the man she helped become a dog to Kuyo? What was her name again?" Daidouji asked aloud as she pretended to ponder before having an 'Ah!' moment. "San Otonashi. That was her name. Such a shame that a sweet girl like her died trying to protect a toothless little dog who lost all of his pride and is now a mere servant to his master."

Gin clenched his fists as he recalled San Otonashi and how she saved him from dying when they defied Kuyo's threats until the Kitsune took matters into his own hands and burned all of the members of the club alive, leaving Gin alive so he could suffer.

"Don't you dare mention her. What do you know about loyalty? You work for him just as much as me, so what gives you the right to call me a coward?!" Gin yelled as he was then pinned to the railing on the roof by Daidouji as she looked at him with a bored expression.

"The difference between us is that I happen to know a few things about loyalty, and I beat that pathetic Youkai's ass while you, on the other hand, allowed yourself to become a pet to Kuyo even after he killed not only your friends but also your girlfriend. How the mighty Gin has fallen." Daidouji said as she let him go. She then headed towards the door before stopping at the exit.

"Tell your master that if he wants to try and harm Issei, then he'll have to do it himself instead of sending his underlings," Daidouji said as she left Gin on the floor. The werewolf saw that his wallet had fallen out of his pocket as he looked at the picture of the girl who saved his life.

Gin let some tears escape as he gripped his wallet tightly. "I'm sorry, San Otonashi. I really am a cowardly fool."

Gin said as he recalled the happy moments he had with his old club and San Otonashi, who gave his life purpose and meaning, and yet the memories were burned to ashes by Kuyo.

"Damn, you Kuyo. Damn you."

Later. At Kyoto.

"So you're telling me that Tamao has agreed to the contract?" Yasaka asked as Issei nodded in response.

[That is correct. Tamao and her club have agreed to no longer drain the life force of others. They'll continue to use the energy from water. Hopefully, they'll keep their word. Otherwise, they won't like the consequences that come with the contract.] Issei said as Yasaka was pleased to hear this before speaking to him.

"That's wonderful to hear. Keep an eye on the other candidates on the list that I gave you, and make sure to report to me about any issues with other staff members and students." Yasaka said as Issei replied.

[Of course Yasaka-sama. Oh, by the way, how is Kunou doing in her training? I heard she finally hit that growth spurt when she turned sixteen.] Issei said as he was glad that the princess finally hit her growth spurt while Yasaka giggled in response.

"Yes, she's doing well. Your advice to help her control her fire was very good and useful for her to finally master her skills in using her flames." Yasaka said as she was glad to see that Issei was well before hearing tiny footsteps head her way.

"Wait! Is that Issei-tan?! I want to speak to him! Please, mom?" Kunou asked as she had really shot up from a tiny princess to a young woman who seemed to be a very energetic but mature princess.

Yasaka smiled as she nodded and handed the phone to Kunou as the princess began to communicate with Issei. Yasaka smiled as she looked at the two and saw herself and her ex-husband when the two of them were younger.

The memories made Yasaka's smile drop for a moment as she recalled the day that her older son, Kuyo, left the home and vowed to prove that his way of thinking was correct.

'He really took after his father more than me. I tried all I could to help him see that the world was changing and that peace was the best way for our people to thrive in this world, but Kuyo only cared about his pride. The same thing that killed his father when he left.' Yasaka said in her mind as she recalled the sadness that she felt when seeing her husband's corpse when he was brought to her.

Yasaka shook away the memories as she saw Kunou's face light up as she was flattered by Issei's compliments before Kunou brought out a book and read it for a reply.

Yasaka giggled as she used that same book to shoot a few flirting compliments and teases at her father, which didn't end well since most of the time, they didn't work, but it still led to great memories that the two had when they were together.

"I'm proud of you, Issei. I only wonder how the rest of the semester will be since I can tell Kuyo will try anything to get rid of Issei. Even if that means working with the enemy." Yasaka said as she felt something ominous in the air.

That something horrible was about to happen.

"So you want us to help you get rid of Issei Hyoudou?" Jeanne asked as she fiddled with some of the items on Kuyo's desk before Kuyo nodded in response.

"Yes. I know that the Hero Faction came close to ending him, so that's why I'm hiring you to eliminate him. If you do, then my rule shall begin to regain control over the academy." Kuyo said as he placed a large sack of money in front of Jeanne before Cao Cao picked it up and nodded.

"Get to the plan. You did say Issei was here for only two semesters, no?" Cao Cao asked as Kuyo nodded before turning to his female members.

"Yes, and I know just how to get Issei in trouble. By using his past against him." Kuyo said as he smiled at the Hero Faction members while his mind was plotting against them. 'And once Issei Hyoudou is out of the way, I'll kill you two and gain more power, followers, and greater status even better than the Red Dragon Emperor.'

Darkness is at work while the first week continues.

Time Skip.

It had been a few days since Issei and Ravel dealt with the Swim Club, and it was now Friday as Issei and Ravel were at their desks speaking to each other about their plans for the next few months.

"I do believe that with this, we should be able to have our club accepted by Yasaka. Now, all we need are a few members to join." Issei said as Ravel nodded before going through the names that were on the list.

"Well, we do meet the qualified number of people since it's us, Sabnock, Daidouji, Kurumu, Mizore, and our homeroom teacher who agreed to be our advisor," Ravel said as Issei pondered about the pink-haired vampire before asking.

"Should we include Moka? I think she would like to join us since this would allow her to not only interact with humans but also to gain more knowledge about living among humans." Issei said as Ravel pondered the idea before accepting Moka until the door was opened to reveal a tall silver-haired woman with crimson red eyes along with the school uniform before walking towards Issei and Ravel.

"Issei Hyoudou! I challenge you to a duel." The woman said as Issei raised a brow at this and asked.

"And you are?"

"My name is Silver. I'm Moka's big sister and I don't particularly trust a former human like you since what gives you the right to try and befriend her? Trying to add Moka to your harem? I recall the rumors of you wanting to have a harem of your own, so I'm not sure what your intentions with Moka are, so to prove yourself, face me in battle!" Silver shouted as Issei pondered this for a bit before replying.

"Nah."

"N-Nah?! What kind of response is that?!" Silver shouted as she slammed her hands on his desk before Issei looked at the vampire and replied.

"Okay, first off, Moka and I are just friends. Second, I'm not trying to add her to my harem or peerage. Thirdly, I want to help clear her conscience about humans since not all of them are bad. Just because there are a few bad apples doesn't mean that all the others are terrible like them." Issei said as he could tell from chatting with Moka that she suffered from discrimination and loneliness of hardly having any friends.

She tried to befriend others at her other school, but they never gave her the time of day since they thought she was a freak or a monster who wanted to harm them. Moka was able to befriend a few Devils, but she could tell that they were mostly her friends so that they could get close to her family. That's why, after spending so much time at her family's home, Moka finally decided to go to Youkai Academy so she could fulfill her dream of having friends. Real friends.

"I can't simply take your word for it. My sister may trust you, but not me. I was hoping you could prove you have no ill intentions with her by facing me. You learn more about a person when you battle them." Silver said as Issei sighed before agreeing to the match.

"But on one condition. No using the Boosted Gear. Face me with your strength." Silver said as Issei smiled and agreed to the terms before the trio headed to the arena. Issei looked calm as Silver readied herself to fight Issei.

"I hope you're ready because I'm not to be underestimated." Silver said as the match began before charging towards Issei, who didn't move from his spot as Silver yelled and kicked Issei's side, which caused a massive smokescreen to appear until the smoke cleared for Silver's eyes to widen as she saw Issei hadn't budged from his spot and her ankle was caught by his left arm.

"Is that all you got, Silver?" Issei asked as he threw Silver away like a ragdoll before she righted herself up. She then tried to figure out what he did to block her attack until Issei sighed at the woman.

"If you're not going to attack, then I suppose I'll have to make the next move," Issei said as he ran towards Silver and punched her in the stomach, which shocked Silver as she let a bit of blood escape her mouth as she then suffered a headbutt to her forehead which dazed her for a bit until her eyes got blurry.

"Vampires may be powerful in the night, but your vampire blood prevents you from having your full strength in the sunlight. Also, I know vampires can't stand Holy Magic, so I used my own Holy Magic to deal you some serious damage." Issei said as he revealed a glowing golden aura on his left hand, which shocked Silver until she realized where it came from.

"You can channel your sword's energy into your fists?"

"Learned how to do it when I fought my rival Vali. There's a difference between you and me, Silver. Some people are blessed with power and never train themselves to get stronger, and people like me who have to train to get where we are weren't born with talent or special gifts. People called me the weakest of the Boosted Gear users, and they were right. I was weak, but not anymore since I've proven to not only them but myself and Ddraig that I am strong, so let me show you how strong I really am."

Issei said as he began to unleash a deadly assault, which caused Silver to take a harsh beating as the vampire's regeneration was the only reason she was still standing. Silver gasped as she struggled to stand up until Issei put her in a headlock. Silver struggled to breathe and move as Issei only tightened his hold on her.

"Give up Silver. Your regeneration is getting weaker due to the barrage you took, and I know while you are strong, you can't keep regenerating your wounds forever. Just give up or I'll increase the amount of air you are getting." Issei said as Silver's vision began to darken. She gasped desperately to get some air until Silver swallowed her pride and tapped the arena.

"I...I-I give!" Silver shouted as Issei then let her go. The vampire coughed a bit while trying to refill her lungs with air before Issei helped her up and took her to the clinic. Silver thanked Issei and watched him leave her alone to rest.

Silver sighed to herself as she looked at her rosary and smiled at it. "Guess you were right about him after all, brat," Silver said as the rosary's eye glowed a bit before she placed it on her neck once again. Her body turned back to the pink-haired Moka, who smiled as she fiddled with the rosary.

"Thank you for giving him a chance, Inner me. Hehe." Outer Moka said as she stuck out her tongue childishly before Silver let out a light chuckle as she rested within the rosary.

{I trust you, brat.}

"Thanks, Silver."

The Next Day.

"Wait, so the club actually went through?!" Kurumu asked as Issei nodded while carrying some boxes into the new clubroom.

"Yep. The Red Dragons Den is officially up for business and the good news is that we can use this not only to help establish human and supernatural connections. Also, we got permission from the school to allow us to do the interviews here for those who wish to join my peerage." Issei said as he set down the last of the boxes while Sabnock laughed while Ravel smacked his hand away from the food she made. Daidouji was chatting with Shizuka Nekonome about the potential of the club before Moka walked in with a smile on her face as she had signed up for the club just last night, as well as a new member of the club.

"Hyoudou-sama! I'm happy that you accepted me to join your club. I look forward to assisting you however I can." Tamao said as she smiled at her new 'friend.' At the same time, Issei groaned as he was frustrated that the mermaid decided to join his club as well since apparently she was turned on by Issei smacking her face while also interested in understanding why monsters wanted to coexist with humans.

"And we're all just so happy that you here, you masochistic fish girl," Ravel said in annoyance as Mizore nodded in frustration until they got everything set up as the club began their first meeting.

"Now, for the first order of business, I'd like to say that both Issei-sama and I thank you all for joining our club. The Red Dragon Den may look like it's just a place for Issei, but he wanted to create a place where both humans and supernatural creatures can speak without any doubts or fears from their respective sides. Issei has seen that some humans have accepted supernatural beings in their lives while others are wary of them, which is understandable. Still, Issei wants to help Yasaka's dream of being able to teach the students here how to live among humans and coexist with them. That is why, with your help, we will be able to not only help better this school but also provide the students with a better understanding of peace in the future."

Ravel said as Sabnock cheered loudly as the others liked the idea of this club until Ravel moved on to the next order of business.

"Now, before we enjoy the feast, I would like to say that while Issei is the Vice President of the club, I'm also the Club President. The two of us will be working together to promote ways to help the students enjoy the company of humans without wanting to take their lives or assert their dominance on them. Which brings us to the third and last topic of the meeting." Ravel said as she nodded towards Issei, who took over the stand. He pulled out a small wooden box from a portal before opening it to reveal a set of chess pieces.

"These are my Diablo Dragon pieces. A chess set that was made of my power and blood, which will allow one to become a Diablo Dragon as well with time and training. Phew! This chapter took a while, but I am so happy now that I was able to get this done. Now, before the Inner Moka simps appear, while Inner Moka is powerful, she's got her limits since she struggled to fight against Kuyo even before she gave Tsukune her blood.

She may be a powerful vampire, but even vampires have their limitations, and it's been shown that while Inner Moka is tough, she has her weaknesses, such as Holy Magic, unable to swim in her outer form, and also how sunlight can weaken vampires in the day time but not kill them.

While Moka doesn't burn in the sunlight, she doesn't really have powerful combat skills since most of the time, and she's able to one-shot her enemies with her kicks; however, the enemies Moka faced were either weaker or stronger than her that she needed help to defeat them.

Now, while others may ask, 'But why was Issei able to beat her without the Boosted Gear?' This is because Issei, in this story, had undergone excellent combat training that Azazel, Yasaka, the Norse, and the Greek Faction put him through when the battle of the Bael peerage was over. Issei is a lot stronger now and would definitely be on the Low Maou Class, but he wouldn't want to flaunt his power, so he weakens himself to be able not to harm people when he's defending himself.

Also, Kuyo will be the antagonist since I liked how his power was able to become a real threat. Still, he was made to be some wannabe villain, which is why I figured some backstory in this one would allow Kuyo to have more experience and understanding as to why he is the way he is now. Yasaka's ideals are that she wishes for peace for her people to defend themselves from others, such as the Khaos Brigade. Still, Kuyo believes that the Youkai are the strongest faction and do not need help from any of the other sections, which is why he has a solid distaste for humans since he believes that they don't deserve their power or even are able to become a real threat.

This is why Kuyo likes Youkai Academy since it's a breeding ground for followers to join him in his goal to prove that his ideals are correct. That is why he sees Issei as a threat since he knows that Issei is a threat to the community that he built by abusing his authority and power as the leader of the Public Safety Commission.

So, Issei and Kuyo will be at odds with each other and won't exactly become friends, but Issei will not kill Kuyo, even after he learns that Kuyo is Yasaka's child.
