• 3 Months After the Uchiha Massacre:
Jabba, Lord of the Hutt Clan in Konoha, slithered through the clan district, surrounding the Two Clans Mountain.
Thousands of manors could be found here. Each leading to a pocket dimension, of open skies, and comfortable environments for their clansman. Diagon Alley, and many of the magical creatures territories, had similar pocket dimensions.
"You wish to be recognized as your own clan?" Jabba acknowledged the Goblin.
Jareth, King of the Goblins, walked beside the slug like man, while wearing a more humanoid form of his own. "It's not just me, All magical beings wish to have a greater say in the politics of the village.
"Well at first, we were satisfied with the recognition as the Wizards equals. We now have a greater understanding of this Time Period's Politics.
"We believe our contributions to the village, qualifies us to have our own clans. And Lady Granger agrees with us. At the next scheduled Council meeting, Lady Granger has promised to bring this up. We ask for your support in the vote."
Jabba thought on it, "The Hutts hold little influence over the rest of the Council. But if you were to assist us, in expanding our business ventures."
Jareth smiled, "We would be willing to sell you patents, over some of our muggle technologies."
"I want the recipes to the narcotics you were able to legalize." Jabba informed. "As well as the farms you have for the drugs."
Jareth stopped walking, as did Jabba.
Jabba assured, "I will not demand the patent. Only the right to craft and sell these things, on your behalf. We will give you 10% of all profits."
Jareth eyed him, "Getting those potions and ingredients legalized was difficult."
Unlike muggle narcotics, magical drugs did no physical harm. Yes they were addictive, but no more then cigarettes, while being safer then alcohol. Providing blissful feelings, without impeding judgment, or damaging organs. They even had drugs that improved mental focus and reflexes.
Even after proving all this. The Council barely passed the sale of magical narcotics... and only after the Goblins agreed to heavy regulations.
"As a Pod Born clan, we Hutts have no businesses of our own... and our bodies simply aren't suitable for Shinobi work... regardless of our 'Force' Bloodline Trait. Which we share with many other clans. We need an actual business to support ourselves."
Jareth eyed, "All good points, but one vote is not a fair bargain. Not for giving up most of a lucrative industry. Especially not at 10%. Give us 25, and I will include blue prints to build your own, Council approved, techno magic weaponry."
Jabba scoffed, "What weapons could you offer, that would make up for our naturally slow bodies, and stiff movements?"
"What I had originally planned to offer you," Jareth informed. "A Hover platform, with lightsaber Manipulators."
Jabba's eyes widened.
"If you still expect to gain control, of our magical narcotics farms," Jareth informed, "I would ask your help in convincing the Krogan and Sand People, to vote in our favor, for little to no cost."
The Hutts had strong connections to both those clans, at least the Konoha ones. So it was doable. "Lord Wrex owes me a favor," Jabba thought out loud, "And the Sand People would be satisfied with improved weaponry."
"We can sell them more limited magical focuses. Which channel their own Chakra, into a burst of energy. Something your own platform will be able to do."
"You have been selling the Sangheili Clan, energy Swords, that are also fueled by their own internal Chakra. If you offered them the blue prints, I believe they would be willing to vote your way."
"The construction of magical weapons, is our main source of currency. We can't just give that up.
"Your magically replenishing mines, make it so you have the sole source for the materials to build these weapons.
"Even if you surrender the blueprints, to all your weapons, that will just require the clans to go to you, to manufacture their own.
"If anything, this will drop cost, get around the pesky reclaiming of Goblin made artifacts, and open up a whole new market, of the sale of raw materials, you have infinite access to."
Jareth looked thoughtful, staying quiet for several moments. Jabba stood silent, letting him think.
"The main reason," Jareth informed. "We Goblins don't sell the raw materials, was in direct reaction, to wizards keeping the secrets to wand crafting to themselves... but they've not only given that over, but have taught us how to use them... even how to craft our own...
"We've just gotten so use to hoarding the resources, we didn't realize their was no longer a reason to...
"Bringing this to our attention deserves a reward," Jareth eyed the Hutt. "If you vote for the magical beings, to each receive our own seat on the Council, We Goblins will surrender our magical narcotic farms, and the blue prints for the platform... for no cost. But I expect you to do your best to help convince as many clans as you can, to accept our deal of weapons blueprints, in exchange for a vote."
Jabba's eyes widened, "That's..." he didn't have any words.
"Your advice was invaluable, therefore its payment should come at no cost to you." Jareth insisted.
Jabba chuckled, "You Goblins really are far too concerned with 'Fair' prices."
Jareth was slightly offended, "We ran a bank for 5,000 years. The bank may have closed, but our honor has not vanished with it."
While no actual guns were sold. The Goblins were able to trade the secrets to most of their magical weapons, and even techno magic weapons, in exchange for a vote in their favor.
With the Hokage having to step in. Convincing the Goblins to sell the blueprints, and the materials, to clans outside their village.
This was not done to delay the war, but rather make the other villages dependent on Konoha. They'd be less likely to attack, if their clans could only build their most powerful weapons, with Konoha resources.
Goblins had teleported all known resources, into their own lands, all the way back to the wizards' roots, in ancient Egypt.
With the magical mines, they brought to them, infinitely replicating infinite resources.
Needless to say, the magical beings easily got their votes, entirely due to the Goblins bribe of weapons blueprints.
The magical creatures territories, were then bound inside manners, and moved to the Clan district.
The Wizards went a step further. Getting the Metahumans, mutants, Synthetic Lifeforms, and Aliens, recognized as separate clans as well.
The Aliens and each Metahuman, already had their own clansmen created. From back when they were selling clones, the Supers expanded their own populations. But weren't recognized as separate clans, until now.
With all the Supers lairs and bases, moved into their own clan Estates, as singular buildings.
All the Manors, of each new and old Clan Estate, were then moved onto the renamed "High Clans Mountain".
With the waters, inside the mountain, no longer needed, as each building, was given vanishing ruins in their plumbing, and self conjuring waters from their faucets and showers. With all the magic and electricity, powered by the satelite network. Making each building, near self sufficient.
With all the Wizard buildings, moved into a single manor. Once again impressing the Shinobi, by having pocket dimensions inside pocket dimensions. All wizarding areas, were scattered all over this continent sized Estate and connected by magical train, as well as Floo Hubs.
The Walmart, and all her shipping crates, were moved to the foot of the mountain. With the clans, finally agreeing to allow the sale of such luxuries, outside the village.
The Selling and crafting of past technologies, within the village, had been left to the House Elves.
Whom adapted all movies and TV shows, within the Walmart, into comic books and audio dramas.
As well as adapting the videogames, into Tabletop RPGs, Board-Games, and Trading Cards.
All funding Konoha's treasury directly.
It recently came to the Hokage's attention, as the Walmart district was moved to the foot of the mountain. That Konoha's own merchants had started buying these items, along with the approved technologies and luxuries the district sold. Storing them in sealing Scrolls, and re-selling them, at higher prices, to other villages.
This had been going on illegally, since the Walmart appeared, with the Council only now realizing they couldn't stop it... but they could regulate it... and therefore tax it.
As apparently, all clans had been hiring out their own members, to the merchants, without cutting in Konoha's Shinobi Payroll. These goods had become a proper blackmarket. Which was dismantled in a day, by the Hokage legalizing and regulating their sales.
