Jack and Tony covertly follow Eric Carter. Jack knows Tony is right, it's possible Jamal is helping CTU, but he doesn't know Eric Carter well enough to trust him, particularly if there really is a mole.

Acting president Keaton is on the phone with president Zelensky of Ukraine, relaying Suvarov's offer.

Zelensky: I am willing to to agree to a genera amnesty for Russian footsoldiers, but some are being held for war crimes and I cannot forget these crimes. There must be some degree of accountability.
Keaton: It will not be easy to convince Suvarov to allow his soldiers to be tried in Ukranian courts.
Zelensky: Perhaps the World Court.
Keaton: Maybe, if Suvarov can be guaranteed a fair trial. And the death penalty would have to be taken off the table.
Zelensky: That is acceptable. I also want the return of all the Ukranian children who were kidnapped and taken to Russia. I am willing to hand that duty over to the United Nations but my people must be allowed to observe. As for the so called independant republics of Donetsk and Luhansk, they are Ukranian territory. I refuse to let these terrorist regimes persecute my people.
Keaton: Suvarov is suggesting real elections, monitored by the United Nations, and allow the people of those areas decide for themselves.
Zelensky: These regimes have intimidated voters to make them afraid of voting for real democracy. But let us say that they do legitimately vote to ally with Russia, what will become of opposition parties and minority ethnic groups?
Keaton: Part of the peace agreement can include safe passage out of those countries for anyone who chooses to leave.
Zelensky: So it will be a transfer of populations? I am hesitant to trust the Russian government on this.

Jamal continues to drive, and Eric Carter sees something. He sees Jack Bauer and Tony Almeida following them. Eric isn't certain, but it seems like Kalil notices something too.

Eric: Jamal, don't panic, but I think we're being followed.
Jamal: By who?
Eric: Just drive this way, we'll see if they keep following us.

Jack and Tony see that Jamal is trying to lose them.

Tony: We have to ditch this tail Jack.
Jack: We can't lose them.
Tony: Right now all they know for certain is that they think they're being tailed. We don't follow, maybe they think it's safe. They don't, what do you think will happen to Jamal?

Jack hated to admit this, but he knew Tony was right. Jack pulled into the drive through of a local McDonalds. Hopefully Eric Carter and the other man will think they weren't being paranoid.

Jamal continues to drive away from Jack and Tony.

Kalil: Those guys just went to get some breakfast from McDonalds.
Eric: Sorry, maybe I was just being paranoid.
Kalil: Maybe, but better safe than sorry. Good catch by the way.

Kalil began to trust Eric Carter, and he could be useful to the revolution.
