Seo took Miya's evasion with as much composure as he could spend. It was with a mere shrug of his shoulders that he responded. He wouldn't press the woman, not now at least. There were too many people. Too much noise. They would have to be in private, alone. Certain things couldn't be discussed out in the open-not so long as Minato remained clueless, which seemed to be the case.
Despite all of that, he finished his tea. He didn't make a comment to Yume as she filled his glass once more. Miya whacked him with the frying pan, after he fumbled with his tea. That had been painful, and quite frankly, he didn't want to go through it again. He drank his tea a bit more slowly. He let the aroma and taste bring his panic stricken mind to even.
Out of everyone he mentioned...Ryu and Higa worried him the most. Those two were making moves, and he got the feeling Ryu was going to be nothing short of a damn freight train. He could already hear the loud horn. There would be little stopping him. If Karasuba managed to actually get in his ear and sway him...After losing three Sekirei, he would be more apt to listen.
Karasuba never cared for the idea of Ashikabi. To be shackled down to a weak monkey wasn't her dream or idea. She was almost anti-Sekirei. Somehow, Ryu had managed to wing her. Karasuba had not only taken an interest in him, but allowed him to wing her. She had took it upon herself to wing him herself, to boot. The very idea worried him.
If Karasuba actively pursued Ryu...If they were capable of changing each other so much...
Seo feared to see what would happen if they got on the same page.
"I actually have to tell you something..." Miya trailed off.
"What's that?" Seo asked, a little surprised.
He was thankful that Miya broke him out of his stupor. If he went any further down that line of thought he was going to be silent and brooding. He had seen what Haruka had been capable of. He knew such things, and more, were possible. Takehito had said as much. The man knew, perhaps the man knew too much...Perhaps the man knew more than Minaka.
Shaking his head, Seo pointed his focus onto Miya.
"Give it to me straight, I guess."
"Uzume, Hari, and Karei betrayed Ryu."
"Hold on, Karei isn't even Ryu's Sekirei! She's Chiho's Sekirei-"
"Ryu let her stay at his place. Uzume, Karei, and Hari were all double agents, working for Higa."
Miya's brow furrowed as she fought off a bout of anger. It would seem the man's plan had worked to near perfection. Miya could distinctly remember Ryu's Sekirei fighting, more than Minato's. With some of them-like Yashima, there had been something vindictive and sinister. As weird and stupid as it sounded, Miya firmly believed it.
Yashima could have been influenced by Hari or Uzume.
"That worries me even more." Seo sighed.
If Ryu was experiencing betrayal on such a massive level it is no wonder three of his Sekirei were implementing, or wanted to implement an austere and stringent code. Karasuba didn't even have to try. She was going to break through Ryu's walls and he would listen to her. He would consider what she had to say. When that happened...
When that happened...
"He might just snap." Seo concluded, tone grim.
Miya tried not to deepen her frown. She had said that as a warning. Back off. Finish what you have to say and back off. Miya wasn't sure how much longer she was going to tolerate Seo steering a topic of conversation to Ryu going nuts and becoming a bloodthirsty killer like Karasuba. He would never do that. He would lay down bodies, but he would never...
He would never...Abandon his humanity and become a killing machine.
He couldn't!
"Seo-san, you're hiding something." Miya said, careful to keep her tone neutral.
Her heart pounded wildly in her chest.
Seeing the man scratch his head was all the evidence she needed. He was hiding something. Something had happened to him and he wasn't sharing it. Perhaps it was out of fear that he wasn't speaking. For all of his antics, Seo was not a stupid man. He wouldn't put his neck out to be sliced for any reason. If such a thing did happen, it would have been a gross oversight on his part.
A moment of carelessness.
Yume gently folded her arms across her chest. "Hibiki-san...Hikari-san..."
"It's Ryu." Hikari said, tone lethal.
"We ran into him a few days ago." Hibiki explained further.
"Go on." Miya pressed."
"The Discipline Squad arrived shortly before and after this...But...He was chasing down three pairs of Sekirei and Ashikabi. Before that, he was seen speaking with Karasuba."
Yume leaned forward a few centimeters, her eyes were as hard as stone. "Come again?"
"Him and Karasuba were speaking. For three hours." Seo said.
"We barely avoided him. If he and his Sekirei hadn't been so focused on their foes, I am certain they would have steered towards us. The Discipline Squad raided buildings nearby that are illegal gambling operations, the people they were after ran into the middle of this conflict." Hikari said, tone a little bitter.
"Did any of them survive?"
Hibiki shook her head, looking into Yume's eyes. "Some man with orange hair was leading the charge. He was a ferocious and horrible killer."
Koto... Yume felt something inside of her lash out. Violence. Anger. Koto...
"And, you are certain Ryu was there as well? He was chasing down three Pairs of Sekirei?"
Seo scowled, holding up his hand.
As if his one hand would be enough to fend off an irate hannya, if she were to attack. He knew such an action was trifle if she were to attack, but he hoped she would rationalize a little right now. Even if her hatred for Karasuba ran deep, she had to separate her personal feelings from that, as hard as it was, and those personal feelings from Ryu, and look at everything without bias.
He got the creeping feeling that Miya was going to be bias. It wouldn't be noticeable, or not even bias, but it wouldn't be in anyone's particular favor. If rumors were true, Ryu was her Ashikabi. It was very tight lid. But, he heard people talking. He paid attention to Minaka and his movements, and the man's madness was exceeding leaps and bounds.
"What happened" Miya asked.
"I believe it was Number 16 that finished off one Sekirei. Number Eighty Three and Number Nineteen ambushed the second Ashikabi and Sekirei, killing them both in the battle. The third pair just barely got away, one of the Sekirei fell in battle against Benitsubasa." Hibiki answered.
"They were working for Higa...But, just the same, it's terrible. They were no friends of mine. I can't feel sorry for them." Hikari looked a little conflicted.
"It could be trouble if Karasuba is saying certain things to him. He lost three Sekirei and suffered three betrayals, he can't be in the right frame of mind. Uzume was his first Sekirei and she betrayed him. She very well could lead him into a death trap at this point. Karasuba might be able to sway him if she can word it right." Minato admitted.
He felt the mood shift.
When it was revealed that Ryu and his Sekirei, and the squad by extension, ran down pairs of Ashikabi and Sekirei, and thugs, that Ahiko had killed an Ashikabi...The same Ahiko that Musubi considered to be a best friend, it clearly shook everyone to the core. Minato had remembered Ryu to be relatively laid back, if a bit goofy at times. For him to change so drastically...
Minato clenched his fists.
"Seo-san, you better not be lying." Miya said, tone low. "That would mean I have to confront Ryu."
"Miya..." Yume murmured, nearly silent.
Miya did have that rule about no conflict, but that was just in the inn. That did not pertain to the whole north sector. Nobody really brought conflict here, or came here, due to the reputation Miya had. However, that alone, wouldn't always be enough to stop people. That wouldn't be enough to stop people in the third round.
Conflict was going to come to the northern sector, and blood would run.
"Miya-san, I don't think that's really a good idea." Minato said, tone a little firm. "That might make things worse."
I have to. I betrayed him. I have to.
I'm so sorry, Ryu.
"Before everyone gets in their emotions...I have another thing to add, and that has to do with the Discipline Squad." Seo's expression was carved from stone.
Yume looked at everyone gathered at the moment. Miya. Herself. Minato. Hibiki. Hikari.
"I think I will get the others so they can hear this." Yume said, waiting for nods.
"That would be for the best, but it would cause too much commotion." Miya admitted.
Minato's fists clenched tighter.
Discipline Squad...
"I can relay it to the others when we are done." Minato said with a stiff nod.
He wanted to get things moving along.
"Fair enough. As we all know, Natsuo is the Ashikabi of Haihane and Benitsubasa-two members of the Discipline Squad. He was like a third in command, for lack of a better term. He has left his post, and has called his cousin Kai in. At the same time, MBI busted a fighting rink not too long ago, and rumor is there is a fighter from that pit with Sekirei on the squad now as well. In addition, Takami has flown over prominent military men, with many men and women. In addition to this, and I am sure Minaka will announce it soon...The Discipline Squad will have two tasks. As you know, they will arrest, repel, or deactivate any Sekirei who try to escape. Their next task, and more recent, given to the by Minaka..."
"Go on." Miya said, tone a little sharp.
"No sense in stalling Seo." Yume seconded.
Seo shrugged. "Arrest and kill any and everyone who brings disorder to Teito."
"Impossible! That would mean they'd be killing nonstop. Most of the good people have left Teito, those that remain are under the control of a faction or another. They only mean to do harm. The Yakuza and the Triad. The minor street gangs. The ronin."
"Exactly.
Yume could barely contain her anger.
"That can't happen!"
The streets of Teito would be running red with blood. That didn't include the conflicts of Sekirei and Ashikabi. Ryu had already proven that much. Teito was going to be a place where only the strong would survive. That dogmatic mindset that Yume utterly despised with a passion, was something that was going to take hold.
She could feel it.
Everyone was about to provoke one another, and the one person who was the most unpredictable in it all...
Was Ryu.
Yume found a strange calm. Perhaps, saying it verbally helped her blow off some steam. Now she could understand why Seo was so concerned and on edge. He was dealing with three factions that weren't going to show mercy or play by the rules. Ryu and Higa had already proven that. It wouldn't be so far out of the picture to think Ryu, or a unit from the Squad weren't outside at this very moment lying in wait.
But, they would have stormed the inn by now.
"It's not the best news, but it's what I got. Teito is about to get a lot more dangerous and I don't know how safe it is for anyone at this point. I don't think I should stay in contact with Sanada like I have been." Seo said, stuffing his hands in his pockets.
Everyone took the news the best they could and Seo's brief conclusion to finish it all off.
"Well, at least you have a place to stay now. Your network of information should do us some good." Miya deduced.
"Yeah, sure..." Seo didn't quite meet her gaze. "There's Matsu, too..."
"She is with Ryu." Miya's voice made it certain, there was no negotiation. "Though, she did leave some things here for Minato-san and I."
Minato looked at Miya carefully, tucking her second statement away. "You're really going to confront Ryu?"
"I have to." Miya said.
Hibiki gently cleared her throat. "Number 16 made a fair challenge. Number 83 did as well. Number 19 was lying in wait for an ambush, though. Their foes retreated, their foes Ashikabi attacked. The Squad got in the middle. Nobody was exactly innocent."
"Seo-san." Miya smiled. "Do you know what Ryu and Karasuba spoke about?"
Hikari nor Hibiki met Miya's gaze on the matter. They were not going to speak, because quite frankly, Miya terrified them. Even if her action of hitting Seo and Hikari were a little cheeky, it was no less fearsome. So, they did the only natural thing in this scenario. Seo would handle it, and they would just hold their piece and pretend they were a part of the wall.
It was a plan devised from years of experience. There had been a few times Seo came to Miya's place and the woman had more than a few choice words for him. In order to preserve their own lives, they learned to keep Seo's on the line. With Miya at least.
"You think I was right by them?"
"Close enough to get an inkling, I dare say." Miya guessed.
Seo nearly growled, but the sound came out as a strangled groan. He really liked the fact he would have it easy from now, instead of having to pull those dangerous jobs, but dealing with Miya was going to be difficult. He forgot just how forceful and uptight she could be. She also knew him more than well enough, to understand that he had modifications made to his phone, and other such things.
One couldn't evade the squad through sheer luck alone.
"I couldn't get much. I don't think they really spoke all that much, just sat there...But, when they did speak...I heard Miya and Uzume. Yashima and Hari. There were a few other things, but nothing I could really get anything from. I don't think they were aware I was in the next place over from the restaurant they were eating at, but traffic was pretty crazy too..."
Minato sighed softly, taking in the response.
It wasn't much to go off.
The betrayals and passing...
"I guess all we have to do now is wait until Minaka announces the third round begins..." Minato broke the silence with his solemn conclusion.
"Maybe, but it'd be good to look into something...Can't let Higa and get the jump on us after all...Or that Haruka, turned out he was quite the man..."
Yume took Seo's statement for it's worth, and nodded.
I just hope you don't change Minato...Please don't change...You may be our only hope...
"On that note. I've decided which room you will be sleeping in, Seo-san. Of course, it is separate from Hikari and Hibiki. I would rather there not be any more incidents than necessary." Miya decided to break the silence.
Seo sighed loudly. It was all coming back now.
"Right..."
Miya sighed, gracefully standing to her feet.
Yume followed her lead. "Let's get back to the others."
Seo scratched at his head while Minato just looked like his usual self. Completely unassuming, almost blank faced.
"Is my sister still here?"
Considering Kusano is happy still, I would say, yes." Yume said, smiling softly.
Miya nodded, dimming her eyes.
Seo-san said pitiless...
"Oh, Minato-sama?" Yume ventured, turning to her handsome Ashikabi.
"Yes, Yume-san?"
Respectful as always...
Yume smiled. "Would you mind helping me train tomorrow with the others?"
Minato smiled for a moment, not against the idea.
"Sure."
Minaka was more than happy to see the entirety of the Squad gathered in his office. Even Kai sat in a formal position on a mat instead of a chair. The clear annoyance on his face satisfied Minaka. Seeing the aggravation on Koto's face and the impatience of Karasuba's face made Minaka want to dance. The grinding screech of Takami's teeth grinding and her nails digging into her clipboard made him crack a wild grin.
He was more than happy with the way things were going. Ryu was going down a path he had foreseen, and Minato...Well, he was so close to closing himself into a tinderbox, Minaka didn't even need to light the match anymore. He was truly interested of what would come of things once the Third Phase started. Higa was already making moves as was Hayato.
This satisfied Minaka. If pieces weren't moving the game couldn't proceed. Things grew stale. Complacent. He didn't want either of those things. If he had to drive people into the pits of despair, the bowels of sorrow, the peaks of joy, and the lows of woe-he would do just that. If three Sekirei falling meant something would advance, or someone, thus advancing something in his grand plan-he would see to it that certain things happened.
Perhaps...
Minaka grinned, looking around one of his many offices, that wasn't his main office, but still huge nonetheless. He really enjoyed being the center of attention. He sat behind a huge desk, and with projector beside him along with a screen the size of the wall behind him.
He really enjoyed stirring the pot.
He was about to do the second.
"Welcome one and welcome all! Welcome Discipline Squad!"
Everyone took the statement differently.
"I have called you all here for an important announcement! I would like to extend my thanks to your fervent dedication to your duties in cleaning up Teito! "
Amber massaged her ear. "That kind of hurt."
Kai grumbled softly, not trying to make a scene.
"He hurt my eye." Akame muttered, massaging her temple.
"How?" Haihane whispered, cocking her head forward, so everyone, basically, could see who she was speaking with.
"He has a big mouth, you twit." Akemi said, tone dangerously calm.
"I concur. You stupid ass." Takami growled, massaging her own ear. "Just get on with it!"
Everyone began to mutter and grumble their own disapproval until it got to the point where voice were nearly bouncing off one another and echoing. Again, Minaka only grinned seeing pieces fall where they may. How remarkable it was-simple words could sway people. Actions could change people. Events and scenarios shaped people. Better or worse.
They could have a sense of unity, or...
Not so much.
"Can we get on with this before I get a migraine from Minaka screaming?" Kaiha asked, tone blunt.
"Kaiha-" Kai started, frowning a little.
"No! He is annoying me! I was taking a nap."
"My food is getting cold, by the way." Rio added in.
"Your wasabi tacos can get cold. This takes importance." Iven said, stern faced.
"What about my cinnamon mochi?"
"Let it melt..." Koto bit out, having enough.
"I'm still tired. Hey dad! Are we done yet?!"
"Just get over it, brat." Akemi nearly hissed, glaring at Kaiha.
"You bring out the claws sweetie and I will..."
Akemi was nearly out of her seat. "You even flinch in my direction and I'll..."
Kai and Syrus nudged their respective Sekirei. There didn't need to be a fight between Sekirei so early on. At least Haihane and Benitsubasa could start the trend before it went into full destructive effect. Akemi only glared at Kaiha her entire torso tensing, while Kaiha only flashed a taunting smirk. It seemed neither were willing to budge, but Kaiha broke eye contact.
Benitsubasa gently cleared her throat. Things had gotten tense there for a brief second. Oddly enough, she had not been a part of the exchange at all.
"As you were saying, Minaka-san?"
Minaka's grin never ceased through all of the noise. "Takami-san, would you be so kind..."
Takami sighed softly, shaking her head.
"For those who have just joined, the new recruits...You may all not be familiar with the Discipline Squad and the duties it carries out. During the first phase of the Sekirei Plan, the Discipline Squad acted as enforcers. They kept the participants in line and made sure none tried to escape. Now, and during the second phase, the Discipline Squad's duties entailed not only this, but also patrolling Teito. Minaka had given the order to kill or arrest any and all who were bringing disorder just not to the Sekirei Plan, but to Teito. Now, we are about to enter the Third Phase of the Sekirei Plan."
Takami waved to Luna. She smiled in gentle appreciation as the buxom Sekirei moved towards the wall. She set her hands on the lights and dimmed them. At the same time, Minaka quickly pulled huge curtains, pitch black, around the entirety of his office, which was no small feat.
"Powerpoint presentation!" Minaka screamed.
"Shut up and get on with it!" Karasuba snapped.
Minaka winced a little, but retained his grin. "Just testing your reflexes."
Karasuba rolled her eyes, crossing her arms over her chest.
"Like I was saying..." Takami said, taking a second to bash Minaka over the head. "We are now entering the Third Phase."
She grabbed a remote, activating the projector screen. A screen showed up. On it were all of the world's powers. From the United States to the smallest island nation. To the most remote and isolated nation. All of these places have armed forces, and all of them, at one point, invaded Kamikura.
Kai was the first one to comment.
"Mind telling us what we are looking at...Or why?"
Takami nodded.
"These are the world's nations. Superpowers. Countries. Give them a name. At one point, all of them have invaded or attacked Kamikura Island or Japan."
"You mean...That Island right off the coast?" Iven muttered.
"That very one." Karasuba looked Iven right in the eye. "The one that intrigued humans so much..."
Takami wasn't oblivious to the killing intent Karasuba was leaking out. Though it was merely a tenth of her full force, it was still enough to make Takami sweat and readjust herself so she didn't suffer from a chill. Iven had been alive when those attacks happened-there was a chance he had been stationed on the coast of Japan or Kamikura Island during one of the invasions.
But, now, he was on their side.
Takami nodded, moving on. "The reason the world's nations launched so many attacks on Kamikura island is for two reasons. One. The Sekirei. They wanted to conduct experiments. The second. The Jinki."
"What do the Jinki have to do this?" Haihane asked, genuinely surprised.
"The Third Phase. At some point, there will be a battle royal, or multiple battle royals, and the winner will obtain the Jinki." Takami replied.
Mutters echoed across the room as everyone reacted with surprise and shock. Sure, there had been the rumor such a thing was going to happen. That Minaka was thinking about it. That Takami was hitting him with her clipboard to get him to reconsider. Everyone knew the implications of this revelation. If Minaka unveiled those Jinki to the world, which he would-those battles would be televised for all to see...
The power balance would shatter. There would be more attacks on Teito and Japan. There would be more attacks on Kamikura Island. There may never be a day that went by where there wasn't some gun or bullet flying past one of their heads. This didn't even include the Sekirei, Ashikabi, and power players in the Sekirei Plan. The fact more was being added to their plate didn't escape them.
The echoing grew louder.
Minaka grinned wide.
Karasuba waved her hand, and slowly, but surely, the room got quiet once more.
"There is a chance of nation will send their military to attack Teito once they see the Jinki. So, in order to prepare for that we going to begin even more recruiting and patrols will be even more tight knit."
"That kind of complicates things, Takami-san. Higa is putting up a fight as it is, if we keep on pushing..." Luna trailed off.
Takami furrowed her brow, choosing her words carefully. "More than one squad captain will be with a unit when they are Kapatrolling. That includes the entire unit as well."
Luna nodded, but still looked worried. "I'd understand if we were dealing with Hayato, but Higa is a totally different person than that brat."
"Flooding the whole sector with our troops wouldn't be the wisest thing to do right now. There is too much going on there now, in the public light, for such a thing to happen."
"Teito University..." Kai said, tone cold.
There were a few nods, but Natsuo chose to break the news.
"Indeed. Minaka-san has managed to keep the press quiet, but he is about to lift the curtain. When this happens, Higa will undoubtedly attain a steep advantage. Teito University will be the first global endorsement-a means of cooperation."
Kaiha grunted, looking annoyed. "Nice way to say a control freak keeps his hands clean."
"However, that doesn't mean he nor his endorsers nor his supporters are exempt from MY law!" Minaka bellowed.
He slammed his fist down on the table.
"In any event. We just need to be prepared for the worst thing to happen. We will continue recruiting and increase our numbers even more."
Karasuba nodded, turning her focus upward. "I concur."
Koto nodded his agreement.
Takami nodded, moving forward on topic.
"Now, the nature of your patrols from here on are going to be different. In addition to just the streets, we will now be making sure that the citizens are who they say they are in the first place."
"So, kick down doors?" Benitsubasa asked, looking a little shocked.
"Remember all of those people that left?"
Benitsubasa nodded at Natsuo.
"Well, now think of this. Everyone who wasn't with them is up to no good right now."
Benitsubasa looked to Minaka. "Can we really just go around killing and arresting people like that?"
"They are in Teito. They are a part of the Sekirei Plan at this point. Most of them, are likely thugs from overseas hired by Higa to take up residence, or that will be the case very soon. Things have progressed and evolved to this splendid point and we can't let ourselves be shaken! We must strike swiftly!"
There was a noticeable shift.
All at once, everyone became aware that Minaka let all of his power get to his head. He had given them the license to kill. Giving someone like Karasuba, Koto, even giving someone like Benitsubasa that license to kill was dangerous. Karasuba and Koto already had a propensity to drop bodies, and this...
Minaka was stirring the pot. This was going to cause personalities to clash. People to clash. As much as they fighting outside forces, they would start to fight internally. Factions would appear and dissension would take hold as the downward spiral began.
Karasuba and Koto already had a propensity to kill. This was going to send everyone into the same mindset. They were going to be at each other's necks.
It wouldn't be a surprise if someone tried to take Karasuba's head in the long run.
"Those who cause disorder will be suppressed by me! I want them arrested or killed! I will allow them the splendor, for it is my dream that they've found themselves in! But, this is my rules! I don't care what gangs or syndicates they come from-all of you, the Discipline Squad, will be at the helm of purging such ruck!"
Hiro raised his hand.
"Yes!" Minaka yelled, snapping his palm toward the man.
Hiro took the action with little more than a slightly raised eyebrow. "What of the vacant post?"
Kai listened carefully. Intently. Not even blinking.
He read everyone's expression in the room in the span of two heartbeats.
But, it was Minaka that made him recoil.
"That post is what you make of it...Go for it..."
Kai turned to Storm, expression blank. They had their mission and would be leaving. As soon as this meeting was over they were going to depart to Teito University and start their mission. He knew this was going to happen-he seen it coming way before.
Things were about to get bloody and Karasuba and Koto would be the most dangerous.
Of all the times...
Takami brought the tense atmosphere back to even. "Before I conclude this...Back to my original topic before Minaka decided to cut me off and waste even more time..."
Minaka laughed, grinning wider.
"In addition to the homes of the people being knocked on, or doors kicked in. That will be happening. Anyone who was a decent person in Teito has retreated to the other cities of Japan. Only the participants of the Sekirei Plan, and ruck remain here. In addition...High schools and middle schools will also have to be patrolled and searched."
This time, it was Syrus who decided to break the silence.
"Why would we do that?"
Minaka met the man's gaze. "Higa's reach stretches far, and there...Could be...Other factions that we don't know about..."
"To still go that far?" Iven asked, about to stand up.
"It seems a little highhanded." Amber agreed.
"There are still good people here in Japan and Teito...As few as there may be..." Akame added in, gently frowning.
Karasuba chuckled softly. "So our mission is like our original one?"
The glint in Minaka's eyes made Karasuba bite her lip extremely hard.
"Yes."
Kaasuba's smile widened. "Pleasant. Then, in order to get right to our duties without any sort of delay or reprieve...Shall we conclude this?"
Takami frowned but made no comment as to what was happening.
She wasn't going to interfere...Yet.
Stupid ass stirring the pot with Karasuba of all people...
"Of course." Takami said, always professional.
"Good."
The dark slither in Karasuba's tone made Takami's spine crawl.
"We will be searching and patrolling every high school and middle school in Teito. While I will give you all a list of names of these schools...There are some that I want you all to focus on and hammer when you get the chance. The first. Hakoinawa Acadamy or Kurobako Academy. The second. Seitetsu Gakuin High School. The third. Sakuragaoka High School. The fourth. Hakobune Middle School. The fifth. Karasuno High School. The sixth. Asahiyama High School. The Seventh.
