[Part 1]
Issue one: the middle part of the lake was too heavily guarded, plus they had no idea of how the situation was at the north. Meaning it would've taken TOO much work to avoid detection, unless they came up with a way to disrupt the security, or found another route. And given how heavily guarded was the water, it stood to reason that the land and air were even MORE heavily guarded, so trying to change their route would likely prove ineffective and lead to being quickly found out.
Issue two: the existence of the breeding facility itself.
Now, the second issue was something that could've been left alone, at least for now, since the two of them had bigger fish to fry. But if solving the first issue could also include solving the second one? Yeah, that was the best possible option.
"This way," after looking at the intersection for about a second, Hiei turned right. They were really lucky to instantly find a map of this place - it wasn't a labyrinth, but the longer they were here, the higher was a chance of being found. And in that case, they'd probably have to kill every human they came across. Which would easily put even more humans on their tail.
"How can you tell?"
"Remember that electronic device I looked at? It's used to store information. And it had a map - that is, a picture that represents the position of things in real life - of this entire place"
"And you just… Know what these pictures mean?"
"I've spent a hundred years in a place that humans designated for study. Some of it was spent to sift through their scientific texts, which partly contributed to my control over my own powers. I know how to read two of their languages, as well as how to read maps"
"Huh. Not how to talk to humans?"
"That requires anatomy my kin does not possess. Trying to emulate these noises without said anatomy just feels demeaning"
After thinking for a few moments, Inabayama nodded in agreement. Honestly, if push came to shove, Hiei COULD communicate with humans, albeit not vocally or telepathically - few species were evolved to handle telepathy, and deep frying a human brain in its own fluids did not count as communication. Either way, while the opportunity to communicate never truly came, she could at least use her knowledge at moments like these.
So far, their little intrusion into human building went without a hitch. First, Hiei created a few small gravity points to cause lake water to bend into magnifying and refracting lenses, allowing them to see the human building and the patrolling boats without risking being discovered. Then, after spending some minutes checking on the boat routes, her brilliant girlfriend mentally mapped out their routes, and found a gap that allowed them to slip by the humans towards the building unnoticed. There has been one close call when one of the patrols suddenly changed its route, but disabling all the previously created gravity points simultaneously created enough of a splash for the humans to rush over there instead.
After that, the two of them were able to enter the human building through an open window. There, Hiei disabled the cameras first, by reaching far into the wiring, and unchaining the gravity at a pinpoint that disabled security in a large section of the building, similarly to these wires being cut. This put the infiltration on a timer, of course, but there was no easy way to avoid the cameras without notifying the humans of their route. After this, she spent a few minutes studying essential information on one of the computers, while her girlfriend took care of another close call - a human walked into the room looking for something. Luckily, Inabayama was able to swiftly take them down, and was mindful enough to keep them unconscious but alive. Good. The fewer humans they kill, the less it would be possible to connect this incident to the disappearance of the mountain.
After that, they went swiftly through corridors. Hiei remembered the exact route they needed to take, and the dragon was on the lookout for any humans. Few came along, and the two of them simply had to hide a couple of times to let those humans pass through. Frankly, the most difficult part of it all was the fact that they had to run through a few corridors with still working cameras, where Hiei had to unbind the wiring, and then bind it back together as they passed, creating as little disturbance to the still working security as possible.
There were a couple of heavily fortified doors on the way, but between Inabayama's sheer strength and Hiei's psychokinetic and gravitational powers, they were able to just open these without leaving any easily identifiable dents or scratches.
Finally, they reached an important-looking room, with a large control panel in front of a large glass window overlooking a huge device. The transmitter room.
Leaving Inabayama to deal with the sole, blissfully unaware, sleeping human in the room, as well as to keep on the lookout, Hiei went straight to the control panel, zoning out everything that happened around her to work through the intricacies of the device that seemingly had safety features upon safety features to prevent it from malfunctioning.
No, just smashing device was an option, but apparently there was a backup transmitter, located somewhere in Kyoto. Which meant that doing so would affect receivers that were close enough to this device, and far enough from that one. No, she could certainly do better.
See, the thing with human electronics is that there's more than one way to break them. Some ways would just cause a device to shut down, and stop responding. Some would result in said device bursting in flames, taking down itself and everything around it in a fiery blaze. Then, for some devices, there was an option of sending them into an overdrive, causing them to produce some unfortunate result, and then breaking them down. And that last variation was pretty close to what Hiei had in mind.
This device was a transmitter that sent a signal to every compatible receiver in a large area. Normally, it would just constantly broadcast that calming signal, in order to keep those Pokemon calm. However, if it suddenly, magically went into an overdrive, it would quickly overload every receiver in the area, frying the electronics in a way that would render them unresponsive to the second transmitter.
Of course, Hiei did not believe in magic. However, looking at the safety features of this transmitter, she realised that it breaking at all would look like a certified, and extremely malign miracle. There was no way for the device to just break without notifying the humans roughly thirty days in advance. And even then, breaking any single part of the device would not stop the broadcast - it had backup systems for each and every part.
In order for the transmitter to suddenly go into overdrive, Hiei had to send a sequence of commands through this control panel, while simultaneously reaching through the device's thick, EMP-resistant casing and gravitationally unbinding four, three, and five parts with pinpoint precision in order for it to look like some sort of miraculous wear and tear.
Satisfied with her problem solving skills, Hiei finally went to perform the calculated sequence, then noting every gauge going far into red, and the device slowly starting to smoke. Good. They had just a few minutes before it goes completely haywire.
Turning back, she thew a pensive gaze upon the pile of human and Pokemon bodies on the floor - some more alive than others - and then at her girlfriend.
"This one saw us," Inabayama shrugged, "So I had to laser his face off"
"Because that's different from how you usually fight," the Gardevoir affirmed, "Good. Let's go"

Uggggh, this was the WORST.
Faced with Fumiko's low expectations, GyaraDocks went above and beyond in not meeting them. She was already introduced to half a dozen of virtually indistinguishable tart water serpents - no, she was NOT blind enough to ever call either of them 'red' - performing dull little water circus tricks in a futile attempt to impress her.
It was almost as dull as watching paint dry.
Here she was, at the center of the first row of seats of the observation area, flanked by her 'professional' - or rather imposing yet boring - bodyguards, looking down on a large, deep, circular pool that went straight into the lake, allowing instructors to guide Gyaradoses in for those drab snorefests that were supposed to win her over. Even being on the phone right now did not help much, as her dad was the only one currently available for a chat.
Fumi: ༼ ༎ຶ ᆺ ༎ຶ༽ I'm going to die of boredom here.
Fumi: (シ_ _)シ I'm going to die, and it's all your fault.
Traitor: It can't be that bad, dear.
Fumi: (ノಠ益ಠ)ノ彡┻━┻ Well, it IS.
Fumi:
Traitor: Oooh, they're putting on a performance!
Traitor: Didn't you like those?
Fumi: (-‸ ლ) When I was six?!
Fumi: ༼ ༎ຶ ᆺ ༎ຶ༽ That's it, I'm leaving all my stuff to our butler.
Traitor: I'm sure Alfred will be delighted to have all those frilly dresses.
Sigh.
Now that Fumiko saw these Gyaradoses in action, she knew for certain that she was not a fan.
Those giant dopey faces were the exact opposite of cute, and didn't even make it into the 'ugly cute' territory. Uncomfortably sharp-looking head crests, comically huge pale lips, long fu manchu-looking whiskers - all of this looked about as appealing as a Gardobor stew.
And the fact that she HAD to pick one only made her feel worse.
A particularly nasty-looking red snake just finished its 'graceful' performance of coiling through hoops, gave its small audience a curt bow, and was about to leave.
Then, Fumiko could've sworn she heard the sound of explosion. She felt it in her feet as well.
At this, several things happened. The serpent that was just about to leave, blinked, and then suddenly began thrashing around, as if it was in pain. The blonde instructor guy swam to the Gyarados, clearly trying to calm the beast down, only to get swiped into the wall of the pool with a nauseating crunch. One of the bodyguards scooped Fumiko up, and dashed for the door. The second bodyguard sent out an Electivire to deal with enraged beast. Several more enraged roars sounded from the outside.
The beast in the pool switched its attention to the Electivire, and bit at it, causing the electric hulk to cry out in pain. The first bodyguard made it past the seats. The second bodyguard tried to shout out a command to his Pokemon to little avail. Something lit up outside.
It was when guard carrying Fumiko almost made it to the door when she saw the world around being quickly and inevitably consumed by that harsh light outside. Blinding, searing light.

As they retreated from the human building, Inabayama did a quick mental rundown of this operation, as a side thing.
This infiltration had three goals.
The first goal was about disrupting the human security across this entire lake. From what Hiei explained to her, she managed to disable that device in such a way that there would be no quick-fix solution, aside from destroying this entire lake, and all Pokemon on it. All these Pokemon going on a rampage simultaneously would easily overwhelm the human security forces, and cause absolute chaos in these waters AT LEAST for the next day or two. And such a distraction would be more than enough for Hiei to increase their bubble's speed enough to reach the end of this lake by then.
The second goal had to do with the 'breeding facility'. The destroyed device, apparently, sent a signal to both this lake, and that big human city. So now, red Gyaradoses in its entire area were going out of human control, leading to quite a lot of victims - human victims. The kind of victims humans seemed to care about the most. So there would definitely be an uproar.
Humans never were a monolith, and while some external threat MIGHT unite them for a time, the moment there's blame to be passed around, they would quickly jump into infighting. And a topic of 'is it SAFE to have breeding grounds for Pokemon that need to be sedated not to be dangerous?" would cause SO. MUCH. INFIGHTING.
Now, the most likely scenario would be for that infighting not to be enough to lead to anything substantial - some humans were always against such practices, and they were never enough. But this incident would make more of them, and make them more vocal. Not enough to change anything, but what if there was another? Or two? Or three?
Of course, there was a slim possibility that this would be enough for humans to reconsider such practice, at least with SOME Pokemon kins, but the dragon did not intend to hold her breath on that one. It would require someone really important being affected, and the chances of that are slim.
And then, there was the third goal. And that is to create as much disruption to the humans as possible. Much like with the disappearing mountain, this incident was an absolutely fantastic opportunity to strain human resources that could be used to deal to look for Hiei and Inabayama - but this time, it was for their combatants. Given the size of the lake, it could take up to weeks or even months to bring it all under control, which meant it was weeks or months of increased human presence in an area that had no further significance to the deicidal journey.
Additionally, that method of disabling the device that Hiei used? It also held a special significance for that third goal. That device was, as Inabayama predicted, VERY heavily secured. Now, if it was just trashed by the dragon's brute strength, it'd be one story - but the Gardevoir made sure to disable it in such a way that would make it look as an impossible, yet apparent malfunction. And given how recent the mountain disappearance was? That meant that the humans would INDIRECTLY connect the two, as if whatever made the mountain disappear could've made the device miraculously break down like that.
And THAT would mean that they'll throw additional resources into checking every single important device in the region for the sheer possibility of similar, seemingly impossible breakage. Inabayama couldn't even hazard a guess just HOW much this would strain their resources, aside from 'verily'.
Frankly, the only downside to this was that they had to make sure not to draw humans' attention in a similar way further down their route. Well, that, and the fact that they couldn't do more for these Gyaradoses - the ocean was tens of kilometres away, and transporting even SOME of these aquatic Pokemon that far required a miracle of a scale that was incompatible with trying to move discreetly.
So now, as Inabayama and Hiei reached the shore, and returned to the safety of their nigh-indestructible bubble, they sped away along the lakebed, gazing at the frequent flashes of light above the surface, and just hoping that at least some of the newly freed Gyaradoses would be able to do something meaningful with their newly found freedom.
