Chapter 47: Final Preparations & Shishio's Plan

-Kumo Grande Hotel-

Kenji was seen sitting in his and Mako's suite with Naruto, Kurotsuchi and Genma discussing how he will lead the team when they conduct missions during the war as well as testing them on required knowledge that would ensure their survival. Even though Mako knew it wasn't his fault for getting Shisui killed Kenji's biggest fear now was the chance of the three younger Jonin getting killed under his leadership. He was plagued by nightmares for nine years and he didn't need to have anymore should the three die. What would Mako say? Hell, what would Minato-sensei and Kushina-sensei say if their son died?

He had them jot down several notes in small notebooks and even though they had already concluded the physical and survival training there were a few things left that he still needed to cover with them.

''Tell me you guys, what did they teach you in the academy if you're ever captured by the enemy?'' asked Kenji curiously.

Naruto, Kurotsuchi and Genma all turned to look at each other and just from this action alone Kenji knew what they were going to say and sighed.

''They um, well they didn't even mention anything about that to us when we were enrolled.'' Naruto answered.

Kenji nodded in understanding. When the third war ended the whole world thought the brutality, bloodshed and violence that occurred during the war was enough to stop the five great villages from ever fighting again. Right after hostilities between the five villages ceased Lord Hiruzen made changes to the academy's curriculum involving war such as surviving in the wilderness and how to deal with being a prisoner of war were removed since peace was believed to be ever lasting. Kenji loved and admired Hiruzen a lot but deep down he did see that the elder man was very soft and too lenient as Hokage and he hoped the younger ninja back home weren't softies as he would call them because in his opinion a soft ninja would be to scared to fight and run away. When he and Mako went to the academy it was peace time but soon the third war began and their training was intense. They trained to kill and fight and they were all only seven or eight years old. Kenji agreed that teaching the academy students about war the moment they begin their ninja training would ensure they were prepared in case war broke out and as a result of the training he and his colleagues went through at the academy they were ready for it. He was a hardened war veteran much like Mako, Kakashi and the like and he was doing everything he can with Naruto and company right now to make sure they don't go in scared and clueless. He needed them to fear nothing and fight like he and the others did.

Before he could explain more in depth of survival a summon appeared in the room via a puff of smoke and the sound of the noise caught everyone's attention and turning to face the direction from where it came the four of them saw that it was Tsunade's personal slug summon Katsuyu. The slug had expected to find the Hokage in the room but instead found her bodyguard and students.

''Where is Lady Hokage?'' asked the slug.

''She's not here Katsuyu she's with the other Kage discussing more battle plans with the other village heads who should be arriving soon. May I ask why you are here?'' Kenji asked respectively.

Katsuyu made her way toward him and he instantly knew what she wanted. Getting up from his chair he got on one knee next to the table so that Katsuyu would be able to whisper into his ear. He'd have the other three listen in too but he did it just in case it was something very secretive that it can only be entrusted to him and the Hokage.

Katsuyu slithered a bit closer to his ear and team eleven watched intently as she said something to him and his eyes went wide and immediately they knew something was up. Kenji then sat back in the chair and nodded to the summon.

''Alright Katsuyu I will relay the message to the Hokage right away. Thank you.'' said the man.

Katsuyu then disappeared in a puff of smoke and Kenji could only shake his head and he had a look on his face that looked like worry.

''What's going on senpai?'' Naruto questioned curiously.

Kenji placed one finger on the surface of the table and began to lightly tap onto it with his index finger several times and the tip of his finger hitting the table was the only sound heard in the silent room. His simple action served to confuse the younger Jonin until finally he ceased his tapping and turned to look at his team.

''What happened?'' Kurotsuchi asked.

''Everything good?'' Genma asked.

They felt a bit stupid for asking the question as the worried look he had on his face told them that it was a definite no.

''Well, looks like security would be pointless.'' Kenji said nonchalantly.

Kenji then got up and went to grab his ninjatos before heading straight for the door and he motioned for them to follow him.

''Seriously senpai what happened? Something seems to be bothering you.'' Naruto said.

''What do you mean security would be pointless?'' Kurotsuchi asked.

''You're starting to freak us out a bit too.'' Genma added.

Kenji opened the door and before he stood there for a second before he answered their questions.

''Sawagejo Cho, the Shinsengumi Lieutenant you and Mako captured isn't locked up anymore. He got out and the guard in charge of him is dead.''

Without saying another word Kenji headed out to bring word of it to Mako and the younger Jonin were shocked at the news.

''What the hell? How the fuck did that guy get out?'' Naruto questioned incredulously.

''We can't think about that right now we have to go tell Mako. This is serious.''

Kenji then left the room and hearing the serious tone in his voice the three of them knew not to question him when he was like this so they got up and followed him.

-Raikage's Tower-

Mako was seen sitting in the rec room that was located down the hall of the summit room and currently she was seen sipping a cup of coffee and eating some rice balls while she went over the battle plans that she and the other Kage agreed on. The other village leaders were coming soon so she was mentally preparing herself to meet other powerful ninja. Orochimaru became the leader of Otogakure years ago when he left Konoha to form his own village and even though she was rightfully a high Kage level kunoichi she still had lots of respect for the Sannin and wouldn't underestimate him if they ever fought.

Another thing she was looking over was a map of the uninhabited areas outside of the village where there could be Shinsengumi hiding out in plain sight and she was responsible to selecting which areas the ANBU will head to to scout and conduct reconnaissance missions. Izumo and Kotetsu have done very good in filling in for Kenji as her guards while the proceedings between the Kage went so she had them return back to Konoha to help prepare the division to arrive in Kumo when it was time.

Suddenly there was a knock on the door.

''Come in.'' ordered the Hokage.

The door opens and it was revealed to be Kenji and her three students who walk in with Genma being the last and the one to close the door. She didn't expect to see the three of them until later in the day so seeing them now was sort of a surprise.

''Oh hey guys what are you doing here?''

Kenji simply walked up to her and she instantly noticed the very serious look on his face and knew that whatever he was going to tell her it wasn't going to be good at all.

''Say it.'' was all Mako said.

Ken took in a deep breath before he spoke his piece.

''Mako I have some bad news. The Shinsengumi lieutenant you and your team captured during that mission has escaped Konoha prison. The guard assigned to him was found dead with a single slash wound on his neck.'' explained the man.

Naruto, Genma and Kurotsuchi nodded in agreement with Kenji's message and they noticed Mako's eyes went slightly wide. It was clear there was shock in her eyes but as the Hokage she always needed to maintain her composure.

''Did they say how?''

Kenji shook his head no.

''No, they have absolutely no clue how he escaped. There was no sign of struggle either it seems to just have happened. There is zero evidence, no scent, no fingerprints, no nothing at all and the cell door was left open and that's where the guard was found.''

''No evidence? No signs of struggle? How could he even get out so smoothly like that he had to have triggered alarms. The village is even more secured now after the tower was bombed.'' Mako said incredulously.

''I don't know Mako the ANBU looking into it are seriously confused. Inuzuka and Hyuga clan members who investigated the cell got nothing. It's almost like he shunshined himself the hell out of there or something. If I remember correctly some of the prison guards are sensory ninja so the fact that no one sensed Cho leaving makes this suspicious.'' explained Kenji. ''But it really makes no sense! Only one person we knew back in our younger days who could've pulled off something like this. There's no way is there?''

''That's the weird part Mako-sensei I just can't make sense of this.'' Naruto said.

Kurotsuchi and Genma didn't have anything to say about the topic as they were both very confused as much as everyone else and simply nodded in agreement.

Mako had a slight frown and the look on her face changed from worry, to fear and then anger since there was a big problem with her being Hokage for a few weeks now and a low Kage level terrorist has escaped Konoha prison. However she was determined not to let that get to her and nodded her thanks to Kenji.

''Okay, I will send Jun to Lady Tsunade and Lord Hiruzen to let them know what course of action to take. I will also bring this to the attention of the other Kage and village heads since they are arriving in a few minutes.'' Mako said confidently.

Kenji and team eleven then left the room leaving Mako on her own and after a few minutes of thinking about the situation back home she took in a long, deep breath and slowly got up from her chair. She knew the other Kage and village heads will not take the news well but letting them know about Cho escaping was the best thing to do and was better for them to know now than find out on their own later. Writing something on a piece of paper she quickly summons Jun and hands it to the wolf she sends him on his way and leaves the room to speak with the other Kage.

-Kumo Main Gate-

Along the first path that led to the main gate of Kumo there were five figures walking toward it side by side. These were the other leaders from the minor vilages of Oto, Taki, Kusa, Ame and Hoshigakure. The leader of Kusa was a woman that had long, waist length white hair and she wore a green headband with Kusa's symbol on it. The person leading Taki was a man in his early thirties with long black hair with his headband wrapped around his forehead displaying the symbol of Taki proudly. The woman leading Hoshi appeared to be in her late teens and had some freckles on her face and her brown hair was tied into a high ponytail. The man leading Oto had pale skin and looked somewhat snakelike and was the third member of Konoha's legendary sannin who left Konoha before Naruto was born to start and run his own village, Orochimaru was his name and he pledged allegiance to Tsunade and Konoha after hearing about the death of his former teammate Jiraiya at the hands of Shishio and he was determined to play a role in helping the shinobi alliance win the war. For him it was personal in not only Jiraiya dying, but Kabuto was a student of his that defected to the Shinsengumi and he knew his perfection of a jutsu created by Tobirama Senju would help tip the balance of power in their favor. Finally, the woman leading Ame was very beautiful. She had blue hair was short and with a bun and had amber eyes with lavender eye shadow and a piercing. Even though she pledged to support the great villages in their cause she was afraid that someone might recognize her as she was there when she and her colleagues in the Akatsuki attacked Konoha for seemingly no good reason other than to supposedly take the tailed beasts for themselves. In reality it was a ruse and they fell for it and if she were to explain it to the other leaders let alone the five Kage she will because since the attack on Konoha she lives in regret. She had the feeling that the current Hokage would recognize her even though she did not actively participate in the attack and felt that the Fire Shadow deserved the explanation.

''I am pleased to be fighting alongside you all. Surely us adding manpower to the alliance will help the five great villages win in the end.'' Orochimaru said with confidence.

''Yes, it is the least we can do for Konoha for providing aid to our village in the last war and repelling Iwa away from our country.'' Ryuzetsu added, ''Though I have never been a fan of Onoki and his politics I am willing to put all bad blood aside to fight for a common cause. Konoha has always been Kusa's brother nation so I am happy to be of help for all they've done.'' Ryuzetsu, the woman who was the village head of Kusa said.

''Suna and Konoha have been cordial with Hoshi since the beginning so I felt it was right to help them in times like these.'' Hokuto said.

Shibuki, the leader of Takigakure nodded in agreement.

''Right. Two of my kunoichi transferred to Konoha and it wasn't hard for me to allow them to since Konoha helped defend my village from an Iwa attack during the second war and since then we've held amiable relations with them. This is the perfect chance to help them in return.''

Although she did not speak with the other village heads on the way to the tower Konan simply nodded in agreement with them. With the main gate in view they spot several Kumo Jonin who were ordered to wait for them and escort them to the Raikage's tower and after being greeted by the shinobi they escort the village leaders toward the tower to be filled in on what the five Kage plan. Much like Orochimaru did Konan stayed behind the other leaders due to her being involved with the Akatsuki's attack and she was very nervous about meeting the Kage. She had hoped if one of them did recognize her they wouldn't attack on sight since she was known for defending Ame's borders against Suna during the opening stages of the last war which is how she was somewhat known among the other villages yet, she hoped they didn't know she was also a member of the Akatsuki.

After several minutes of walking they finally arrived at the tower and were soon led to the room where the five Kage were waiting for their arrival. The Kumo Jonin then slowly opened the door for the other village heads and as soon as they entered the Jonin closed the door behind them and they spotted the five Kage seated at the round table.

''At last you all arrived.'' said the Raikage.

''We are pleased to know that you will join this alliance.'' Rasa added.

''Despite any bad blood that may exist between the main villages and the minor ones I hope we can put any of that aside to make this work.'' Onoki said.

''Your contribution to the war effort will not go unrewarded. Whatever the great villages can do for you once this is over we will do our best to help in any way.'' Haku added.

''Lord Orochimaru, Lady Konan, Lady Hokuto, Lady Ryuzetsu, and Lord Shibuki. Thank you so much for coming today and we welcome you to the Raikage's tower.'' Mako greeted.

The other village heads all bowed in respect and while they all returned the kind smiles the Kage were giving them Konan almost had a bit of sweat come down her forehead. It made sense someone at least knew her name due to her fighting against Suna in the last war for Ame and she hoped that the Hokage would accept her village's aid since she was genuine in owning up to the stupid choice to help their common enemy attack Konoha as a 'test'.

Putting on a very confident smile and look in her eyes she bowed in respect for the Kage as well and shook hands with each of them individually. However, when she got to Mako the Uchiha woman could've sworn she's seen those amber eyes and the Hokage's reaction did not go unnoticed by Konan. She gulped a little and still had the confident look on her and decided to say something to ease the tension she felt.

''It is the utmost pleasure to be of aid to the most powerful Kage Mako-san. I, Konan am proud to provide assistance to your village for helping us drive out Iwa and Suna forces during the second and third wars.'' said the village head.

Despite feeling the uneasiness from the older woman Mako felt no animosity toward her despite seeing her somewhere before she nodded and bowed in return.

''Konan-san am I correct? I should, no we the five Kage should be thankful you're lending us your strength for this fight. Surely Ame's reputation of having fierce shinobi within its ranks will be of great help in defeating the Shinsengumi.'' the Hokage said.

The word Shinsengumi made Konan cringe since that was a word she had hated hearing or speaking since their attack on Konoha but still like before she maintained her confident aura and smile.

''Yes, this group deserves to pay for their heinous act of hurting Tsunade-sama. There have been some ninja from my village that have gone missing and I pray they haven't fallen victim to their violent acts.'' Konan said.

The mention of his old teammate and friend Tsunade almost dying from the bombing was more than enough for Orochimaru to contribute to the war effort. Even though he left Konoha when the second war ended he still kept in touch with Tsunade, Jiraiya and Hiruzen since they were like his family. Losing Jiraiya and Tsunade almost dying lit a fire within him he hasn't felt in years since he fought in the second war and he was determined to help as much as he can to win it.

''These monsters will pay dearly for killing and hurting my friends. Hearing about Jiraiya's death from Katsuyu angered and saddened me of course but hearing about the bombing and Tsunade finalized my decision in helping you Lady Hokage.'' Orochimaru spoke with conviction, ''I may have left the village to pursue my own goals but with my close ties to Konoha Otogakure will stand and fight with you.''

Mako smiled at the snake sannin and bowed in respect to the older ninja. She didn't really need to bow since she was a village leader but for someone of Orochimaru's skill and experience she couldn't help but do it.

''Thank you Lord Orochimaru. I'm sure Master Jiraiya would be very happy to fight alongside you again if he was still here with us.'' Mako said.

''We have much to discuss for the morning. Let us continue this inside while we wait for the battalions from each of our respective villages to arrive in a few days.'' Raikage insisted.

Taking the lead A led the other Kage and village heads toward the table to continue their talks in private and bring about the battle plans he and the other Kage have been discussing for almost two weeks straight. Mako however was feeling a bit nervous about how the others would react and was really praying that no one gets too upset a high value prisoner has escaped.

-Konoha Main Gate-

''Alright everyone, let's go!'' Kotetsu and Izumo shouted in unison.

After being sent back to Konoha by Mako to get a battalion sized group gathered they were now on the way back to Kumo to begin final preparations for war. The two former eternal gate guards led the way for the battalion which consisted of one platoon of ANBU while the rest of the shinobi making up the group were Jonin and Chunin rank. Anko and Might Guy who were the gate guards now were watching Kotetsu and Izumo walk idiotically and while Guy was happy for his friends Anko couldn't help but be annoyed.

''Yosh! I am pleased to know Izumo and Kotetsu have regained their youthfulness!'' Guy shouted.

''Shut the hell up! Why did I have to be stuck here with you of all people?'' Anko groaned in annoyance.

Just then a now fully recovered Tsunade walked up to the guard station with Shizune and seeing the former fifth Hokage Anko and Guy stood up and bowed in respect.

''Yosh! Lady Tsunade has made a full recovery and looks just as youthful as ever!'' Guy shouted.

Tsunade shook her head and chuckled at Guy's antics before looking at Anko.

''I have a message from Mako for the both of you. You're relieved of your guard duty as the station will now be manned by Genin teams. Mako is going to have it where the Genin will not be fighting in this war and wants the both of you to come to Kumo as well. Guy Mako has assigned you the leader of your own group and Anko she wants you to lead interrogation and torture squads. Sound good?''

''Yeah that's right. It was just a practical joke she played on the both of you so come with us.'' Shizune laughed, ''Me and Tsunade-sama are the head of the medical division.''

Feeling the joy coursing through her veins Anko threw her fists up in the air.

''Yes! Screw guard duty!''

Without saying a word Guy began running toward Kumo leaving Anko, Tsunade, Shizune and the rest of the battalion confused.

''Bushier brows needs to calm down.'' Anko thought in annoyance.

-Kage Summit Room-

''What?! You have got to be kidding me Lady Hokage!'' A screamed in disbelief.

The booming sound of the Raikage's voice made Mako flinch and she wasn't surprised that she got a reaction like that from the Raikage. Rasa, Onoki, Haku and the other village heads were looking at the Raikage with concern and hoped that his short temper and inability to control his anger doesn't cause him to attack the Hokage.

''Lord Raikage you need to calm down.'' Haku said sternly.

''This is no way to act Lord A relax.'' Orochimaru said.

The Raikage turned his attention to the Mizukage and gave her a look of annoyance. How dare the woman try to give him an order in his own village let alone his own place of residence.

''The both of you do NOT tell me to calm down! Because of the Hokage her Shinsengumi prisoner has escaped and worst of all she lost one of her own shinobi as a result!'' spat the Raikage.

''Lord Raikage the prisoner escaping has nothing to do with the Hokage. Mistakes happen you understand?'' Rasa said defensively.

''Point made, now sit down and take a breath.'' Shibuki said shaking his head.

''Yes it does! It is a Kage's responsibility to make sure his or her village is secure and no harm comes to it or their people! The prisoner escaping is clear evidence that this woman failed her village, ninja and predecessors as Hokage!''

Onoki didn't want any of A's finger pointing because he had dealt with stuff like that for far too long in his seventy years of living so he decided to step in to defend his fellow Kage and he knew Cho escaping is nothing compared to what he or any other Kage have done in the past.

''You need to sit down right now and calm the hell down Raikage.'' Onoki said with authority in his voice.

The Raikage refused to listen to Onoki's command and continued to stare the Hokage.

''You woman have failed your village and this proves to me how...''

Mako had enough of the Raikage pointing his finger at her and sent a wave of killer intent his way. Lifting a single index finger she sent a wave of killer intent and an extremely powerful blast of wind chakra at him immediately shutting him up. She then activated her mangekyo sharingan and glared at the Raikage to assert her dominance in the room. Despite the rage A was feeling it all disappeared in an instant and for some reason seeing the Hokage like this made him shut his mouth. That dominant look in her sharingan eyes actually sent a bit of fear in him.

''Are you ready to calm down now Lord Raikage? If you attack me I'll fight back and show you your place.'' Mako asked sternly.

Onoki, Rasa and Haku and the leaders of the smaller villages were also a bit fearful of the killer intent the Hokage sent toward the Raikage and even they had shut their mouths despite not being the target of the Hokage. A let out a low growl and took a few minutes to calm down before nodding in response to the Hokage's question.

''Fine, I apologize Lady Hokage.'' A grumbled as he took his seat.

Mako deactivated her sharingan and stopped sending the killer intent and wind release A's way and nodded in acknowledgement and the other Kage sighed in relief as they hope the two would not end of fighting over a misunderstanding that wasn't even Mako's fault.

''Why are the Raikage known to act like that? Stop being such a muscle head Lord A and take it easy.'' Hokuto said.

''Excuse his behavior Lady Mako the Raikage are known for being brash and hot-headed.'' Haku said while shooting an annoyed glance at A.

''Yes, don't mind him he only acted out of anger. His father was the calm one.'' Onoki seconded.

''Mistakes happen so be quiet.'' said Ryuzetsu

''Precisely there's no reason to blame Lady Mako.'' Konan said.

''Don't start blaming people for things they cannot control. It's very immature.'' Orochimaru quipped.

''Take it easy Lord A please.'' Shibuki added.

''Lord Raikage I'll say it again, this unfortunate event was and never will be the Hokage's fault so please refrain from acting like that.'' Rasa said sternly.

A looked at the other Kage and village heads and grunted in annoyance at their comments about him.

''Quiet all of you.'' he huffed.

Mako nodded her thanks to the other village heads and Kage.

''Exactly, we're here to talk like adults not fight like children. Now Raikage, unless you want to jeopardize this alliance and go to war with Konoha again I'll take that path. It was out of my control and I've already sent my wolf summon to deliver a message to Lady Tsunade on what is to be done about this situation so we have no time. You know what this tells me?''

The authoritative and confident tone in the Hokage's voice got the attention of A and instead of showing fear or anger toward her he was actually giving her his full attention. The way she was speaking now compared to when the summit first began showed that she was not only taking the role as her village leader, but she'll speak with the confidence of one which earned his respect.

''What? What does it tell you?'' A asked.

Mako sat with her back straight and looked intently at the Raikage with no fear in her eyes.

''It tells me the Shinsengumi has a person or people that are experts in infiltration. Shinobi who are great in that field can bypass alarms and any security system no matter how good it is. Not only do we have to deal with Shishio, we have an infiltration specialist that is real dangerous. I was told by Lady Tsunade's personal summon that there was no sign of struggle with my dead shinobi or any foot or fingerprints left behind.''

''So there's no way we can track the unknown assailant down?'' Haku questioned and Mako shook her head in response.

''No, Inuzuka and Hyuga clan members were there and didn't even pick up a scent or visual clues. It's like the infiltrator telepor...''

She remembered the other thing Kenji said and it made her realize that the only way someone wouldn't have left any trace was to either use the Hiraishin like Minato Namikaze or be extremely proficient in the shunshin jutsu. There was only one person she knew who was amazing at it but there was no way it could be them. The other Kage noticed the change in the Hokage's facial expressions and was hoping their fellow Kage was okay.

''Lady Mako is everything alright?'' Ryuzetsu asked in concern.

The sound of the Kusa woman's voice snapped Mako out of her daze and she shook her head to clear it of any doubt that he could be alive. Anyone can master the shunshin with enough practice so it had to be some other ninja behind the prison break.

''Yes please forgive me everyone. As I was saying whoever broke my prisoner out has to be a ninja who is extremely proficient in the shunshin technique.'' said the Hokage. ''There's seriously no way it could be them. Maybe Kenji and I are just thinking too much about it.''

''So you're saying that whoever did this must be proficient in the shunshin?'' Orochimaru asked.

''Yes, but I will figure this out because for now we must conclude preparations and conduct a final review of our battle plans.''

Orochimaru, Shibuki, Hokuto, Konan and Ryuzetsu nodded in response.

''Right, so what is the plan for when we battle those radicals?'' Hokuto questioned.

The Five Kage began their explanation of the actions they plan on taking and the other village heads listened intently to them. Mako had informed everyone of Cho divulging information regarding Shishio wanting a pitched battle with them in the plains of Kumo and since all the allied village heads were now here this was to be the final day of preparation for the shinobi alliance and with the battalions arriving no later by tomorrow all the village heads finalized and approved of the battle plans drawn up by the Kage. They all sign a piece of paper that was revealed to be a declaration of war against Shishio and the Shinsengumi. One thing that was decided among the Kage and village heads was that the jinchuuriki will fight in the war and not be stowed away like some animal in a cage. They were gonna be treated as combat assets and surely this will be a huge boost in their offensive capabilities and ensure a swift victory.

With the review complete the Kage and village heads stood up and they all looked at each other with confidence and determination in their eyes.

''As of today the Shinobi Alliance is formed and as one single entity we therefore declare war on the Shinsengumi terrorist organization.'' Mako Uchiha said confidently.

-Massive Volcano, Unknown Nation-

''At last, it's complete.'' Kabuto said as he held up a smoke bomb of sorts.

Beside him stood the figure of Shishio Makoto and Shisui Uchiha and the Uchiha seemed a bit indifferent to the ex Oto ninja's so called science experiments. Shishio however had a wickedly evil grin on his face and held his hand out to Kabuto who handed him the bomb.

''So will this do what you promised?'' Shishio asked.

''Yes Lord Shishio, I've concocted the perfect poison gas that will seal off their chakra points. Since samurai were not known to use elemental jutsu using this en mass against the shinobi alliance will give us a massive advantage against them when the fighting starts. Shishio let out a laugh.

''I knew it was the right decision to take you in when you left Otogakure. You really are a genius Kabuto and this will surely give those pesky shinobi an idea of why it is dangerous to fight a samurai up close. Those annoying Iwa ninja won't be able to defend against an arrow rain as well and this is going to cause immense casualties among them.''

Shisui only nodded in agreement before Kabuto spoke up.

''Another thing is that it will also affect the jinchuuriki as well so they won't be able to call upon the power of the tailed beasts they have. They'll be reduced to an average shinobi and killing them will be easier as the beasts won't be able to help with their healing. As I've said I will mass produce this weapon for you and I will make sure the production of these will not end.'' Kabuto said smugly.

Shishio handed the small round object back to Kabuto and nodded.

''Excellent, this will allow the Kage you brought back to absolutely decimate them.'' Shishio then turned to face Shisui, ''You've brought that idiot Cho back right?''

''Yes, I have given him a new group of soldiers to lead.''

''Very good. Now, I have a special task for you Shisui.''

''What would it be Lord Shishio?''

Shishio took out a map and handed it to the teleporter who looked over it.

''Here is my battle strategy against the shinobi nations. Kabuto will mass produce more of this weapon to take away their elemental advantage and I want you to take what he has in stock now and set traps for the shinobi alliance. There is a huge plain in the southern edge of Kumo near Yu and I want you to take several battalion sized elements of my soldiers and have them wait there. Have archers placed in the woods surrounding the plain and then see if you can bait the shinobi alliance into the center of it and when you do set those bombs off to disrupt their chakra networks. When the smoke clears have the archers fire off the arrow rain tactic and then that's when the swordsmen will charge the shinobi. Since this is designed to stop their chakra flow there's no way Iwa ninja within their ranks will be able to use their precious earth release to protect them.''

''Understood, you want me to get them close enough for a sword?'' Shisui asked.

''Correct, if you see that the battle doesn't turn out well for us you may intervene if you see the need to.'' Shishio said.

Shisui nodded and was handed a sack full of the bombs Kabuto had already made and took one last look at Shishio.

''Lord Shishio?''

''Yes?''

''I've asked before, but when the time comes I wish to confront the Hokage and Kenji Kasugano in battle. I will make sure they see and understand your vision of an ideal world through combat.''

Shishio may be an evil and deranged man but he had great respect for Shisui for seeing eye to eye with him when they confronted each other before Shisui defected and understood why the Uchiha wanted to fight and try to convince the Hokage and her bodyguard to see the world through their eyes. He nodded in response to the statement.

''I understand. I view the five Kage as worthy of being in my ideal world but remember that if the Hokage and your friend refuse you will have to use lethal methods and if they die in the process they made a weak decision.''

Shisui simply nodded before departing to the plains of Kumo to begin setting up the trap that will cause devastation on the shinobi alliance.

''Mako, Kenji. Hope the both of you are ready to reunite.''
