President Dick Richardson sat in this conference room of the recently renamed "Eisenhower Hotel". While it was in the process of remodeling, it was honestly the only place the President could establish a permanent office. Arasaka tower would have been un-tasteful and anything owned by Militech was out of the question. Plus it would be rude to force Mayor Peralez out of his, even if he offered. One advantage though of staying and working out of a hotel that was open to the public (at least now) though is that it let the President interact with anyone and everyone who wanted to ask him a question. Sure there was security risks, however Washington himself intended the President to be a very accessible person. The modern solution is just to have some basic security someone has to go through first. But otherwise make it so anyone and everyone can visit the President while he was working. As he was looking over some reports a man in formal attire walked up to him.

"Excuse me, I was told by your staff that you were President Dick Richardson. Am I correct?" The man asked.

"Yes I am, please have a seat. How may I help you?" The President replied.

"I was sent here by the Governor of North California on behalf of not just NorCal but on behalf of all of the Free States."

"Ah, yes, I knew it was only a matter of time. Our actions here alter the power dynamics."

"It does greatly. The Free States would like to know what makes the Enclave any different from the NUSA? Because we have been watching some of the actions you and your government have taken in Night City. It's safe to say, we are concerned."

"I will admit, my administration has taken some drastic measures. However, considering the state Night City was in when we arrived I considered it necessary. In order to create a society where people can be trusted with freedom, you have to create a moral and just society. The current state America was allowed to end up in is not compatible with the form of government that the founders envisioned for this country. Thus, the Enclave must pull out the weeds of hedonism by its roots in order for the Tree of Liberty to grow."

"This is an interesting perspective, one I will have to figure out how to explain when I get back. However there are some things you won't be able to change."

"Politics are downstream from culture, while I can't make people like and dress certain ways, by cleaning up the streets and eventually providing children with quality education and quality food things will change for the better."

"That's something that the Free States will be a bit more receptive about as we know a little bit about your 'GECK' program and many people are sick of eating synthetic foods."

"One of the biggest priorities of Enclave Scientists is to bring back extinct animals. So tell your people to be prepared to have real hamburgers and steaks again."

"I can already taste it."

"What will you do if the NUSA attacks us?"

"The Enclave will come to your aid. Whether or not the Free States have pledged to join the Enclave."

"That is the last thing I needed to know Mr. President."
