After saying goodbye to her friends, Ash and Brock, Misty is returning home to Cerulean City in order to take the post of Cerulean City Gym Leader temporarily while her sisters are on vacation…
"We are almost there," Misty said to a small Pokémon riding in the basket of her bike. This Pokémon was Togepi, who Misty developed a mother/daughter-like bond with while traveling with Ash through the regions of Kanto, Orange Islands, and Johto. "We will stop and get something to eat once we get to the city, Togepi."
Togpei happily chirped and waved her little arms around as Misty continued biking towards her hometown.
As she made her way to the center of town, she saw a crowd of people surrounding a screen. "As you can see," the voice on screen said, "the Pokémon Inspection Agency has closed yet another gym!" Misty stopped her bike as she and Togepi turned to see what was going on.
"What's going on?" Misty asked as she looked at the screen, Togepi giving a chirp, just as confused as her mother figure.
"Our sources say that this is the FOURTH gym in less than a month that has been shut down," the reporter said. "Agent Fedora, can you explain why?"
Misty gasped as the footage cut to a man in a fedora. "We are nailing the shutters on any operation that is substandard, subpar, or sub-anything! So if you have a gym that is unsafe, unclean, or even uncool, you can expect to hear from us!"
"So don't slip up, you got me?" Agent Fedora's partner said as the two of them showed off PIA badges. "Or we WILL shut you down!"
"I heard those guys are in Cerulean City!" a man in the crowd said.
Misty gasped. Cerulean City?! "But what if they get to the gym before I do? If they see there is no leader, they will surely close it down!" Misty imagined what the PIA might say about the gym, and what they would do to it. Cerulean Gym wasn't only the Waterflower family workplace, but their home as well! She had to hurry… "This is bad. Come on, Togepi!" Misty then biked as fast as she could towards the gym, not knowing that she was being watched by an old group of faces, wanting revenge for what happened a few days prior…
"That girl looks kinda familiar, doesn't she, Kim?" said one of the boys, Kail, "Hey, wait a minute, isn't she the one who beat the pants off of us when we were working for Team Rocket?"
"Wow, she made us look bad…" the second boy, Kai, said.
"Yeah, well, ponytail here is about to find out what it is like to be on the losing side!" Kim said confidently.

CERULEAN BLUES
"Home at last," Misty said as she entered the gym. "Hello, is anyone here?" She wasn't expecting a response since her sisters had already left, but she heard a group of voices.
"Oh no! What do we do?" one of the voices asked.
"It's out of control!" another voice said.
Misty gasped with concern. "Oh no, what's in there?!" She and her Togepi rushed into the main battle area of the gym and saw something scarier than the PIA agents already being there, and something that wouldn't impress them if they managed to come later on: an out-of-control Gyarados in the pool! A quartet of boys and a Nurse Joy were standing by the pool when one of them fell in and was at the mercy of Gyarados's fury!
"Help!" the poor boy shouted. "Somebody help, it's gone completely crazy!"
"We have to do something!" the Nurse Joy said.
"Yeah," one of the boys agreed, "but how?
"Sure beats me," another one said as Misty ran towards the group in order to ask what was going on.
"What's the matter with Gyarados?" Misty asked the group before one of the boys recognized her.
"It's Misty!" he said as they all looked at her.
"That's so cool," the second boy said.
"She is almost as pretty as her sisters!" the third boy said, which offended Misty.
"Thank you for the non-compliment," she said before asking, "Who are you guys, anyways?"
"We are in the local chapter of your sisters' fan club," the taller of the boys said.
"But they are not here," Misty said. "They left on vacation a while back."
"We know," the fat boy said. "We offered to look over the place between the time they left and you got here. We just didn't think Gyarados would cause so much trouble!"
"It has been on a rampage for days," the boy with glasses said. "We tried calming it down, but nothing seemed to be working!"
"It seems to be caught in an endless agitation loop," Nurse Joy suggested, having to work with Pokémon for a living. "Maybe YOU can think of something."
Gyarados let out a mighty roar as Misty turned and screamed. It jumped out of the water and back in, causing another big splash. "This is some welcome home," Misty said glumly, all while the boy with a bandana swam away from the Gyarados as fast as he could, reminding her of what happened to him. "That boy!"
"Look," the boy with the glasses said as he pointed to a group of Pokéballs. "Maybe you can pursue Gyarados to return to its Pokéball, Misty!"
Misty smiled at his suggestion. "Sure! I will try," she said as she went over to the Pokéballs as fast as she could (but not running, as she was by a pool and that would be unsafe). She picked up the Atrocious Pokémon's ball. But just as she was going to try it, Nurse Joy butted in.
"That won't work, Misty," the pinkette said before explaining, "you cannot simply expect Gyarados to jump back into its Pokéball when it is in such a distressed state. I am afraid you need to come up with another plan…"
"You are right," Misty said as she thought, "there is one more thing I can try…" She set Gyarados's Pokéball down before pulling out a Pokéball and calling out her Politoed. However, before she could send out the pure Water-type, Gyarados made another splash and washed Misty away! Politoed still came out of his ball, and so did someone she did not call on: Psyduck! Politoed landed beside the pool, and Psyduck landed IN the pool. It was already a problem that Psyduck was in the company of an angry Gyarados, but it was made worse by the fact that Psyduck couldn't swim! Misty panicked over the fact as Psyduck flailed his arms all over the place. This drew Gyarados's attention as it headbutted Psyduck and the boy who fell in out of the pool.
"That was close," the boy said, with Psyduck agreeing in his way of speaking. Politoed just clapped at what happened.
"Uh, later guys, I would love to stay and help, but…" one of the Sensational Sisters fans said, "I need to shove my heart back down my throat!"
"See ya!" they all said, not wanting any part of this.
"Hey!" Misty shouted, while Nurse Joy just stood there silently. "Come back!" Gyarados continued his rage as Misty looked on at the beast.
"You REALLY got your work cut out for you, Misty," Nurse Joy said.
"You're telling me," Misty said. The two of them walked away from the outraging Gyarados and to another area of the gym, where all of the Pokémon could be viewed. And all of the Pokémon were hiding behind rock structures, scared of Gyarados. "I just hope that the other Pokémon are not in danger…" Misty said as a familiar pair of Pokémon saw Misty and swam towards her, excited to see her again. They both gave happy cries as Misty went to the glass and smiled. "Horsea, Starmie, I missed you!" Misty said. The Pokémon were happy to see their trainer as well. However, the reunion was cut short as Gyarados appeared behind the two Pokémon and scared them away. Misty looked down and said, "If I am going to be the gym leader, I am going to have to figure this out…"
"There is no way a gym can have a Pokémon out of control like that…" Nurse Joy said.
"You're right," Misty said in agreement.
"You are going to have to find a way to rein it back in," Nurse Joy said, but Misty wasn't so sure about it. The nurse saw Misty's face and asked her, "What's wrong?"
"Water Pokémon have always been special to me," Misty said, "But Gyarados… is another story… It goes all the way back to when I was just a baby…"
A young Misty, wearing a white shirt, a thick yellow diaper, and a matching bib and sandals, was babbling and crawling along a sandy beach, right into the mouth of a sleeping Gyarados. Curiosity got the little tyke as she looked around the new environment just as the gyarados awoke from its slumber and closed his mouth. The baby panicked as it was in a dark and closed-up space. The Gyarados felt the intruder in his mouth before spitting Baby Misty out. Misty was shaken by the whole experience as she started to throw a crying tantrum.
"Aw, don't cry, Misty," an older female voice said…
"And I have been terrified of Gyarados ever since that day," Misty said, with her and Joy making their way to the bleachers.
"I understand," Nurse Joy said as Misty stood up with a look of determination.
"But I am going to have to get over my fear," she said. "I have been given such a great responsibility and I am going to do my best to make Cerulean City proud!" Togepi waved her arms and happily chirped, wanting her mama to be successful. Nobody knew, however, that they were being watched…
"Oh yeah," they thought, "I know JUST how we are going to mess her up!" They then laughed maniacally…
Misty was standing on a platform overlooking the pool. She was dressed up in the same mermaid costume she wore while performing in her sister's water ballet. Nurse Joy looked on in confusion, with Togepi in her arms. "I give up," the nurse said. "What are you up to, Misty?"
"I dug up this old dance costume," Misty explained. "I once did an underwater ballet with Gyarados back when it was just a Magikarp." It was the same one that Ash and Brock helped save from an attack from Team Rocket, and the audience thought was a part of the show with Ash saving her. "I was thinking of recreating that moment to help calm it down a little…" Gyarados jumped out of the pool and scared Misty. She was afraid of doing it, but Nurse Joy came up and told her, "Now Misty, Be brave!"
"Toge, toge!" Togepi chirped, in agreement with Nurse Joy in order to calm Misty down in order for her to do the task at hand.
Misty collected herself and said, "I know I can do this…" She then called for the music as she jumped into the pool and swam in circles just like an actual mermaid would. Some of the other water Pokémon were still scared of the Gyarados that was causing chaos in the tank, but he seemed distracted as Misty's Goldeen, Starmie and Horsea, as well as a Dewgong, more Goldeen, a Seaking, and a Shelder who lived in the gym swam towards Misty.
"Hi gang," Misty said to the Pokémon, even if she should not be able to speak underwater. "You're all here! That's great! Are you ready to dance?"
"Sea!" Horsea said in a happy cry.
"Okay, Horsea," Misty said, "you and Starmie go first." She then swam off to dance with the Pokémon she hadn't spent time with since leaving them here at the gym (one of them involuntarily). She then moved gracefully through the water, moving with all of the Water-type Pokémon.
Gyarados watched on in amazement. It seemed to be working, as Gyarados was calming down! However, it did not last as Gyarados gave out a mighty roar before startling Misty and the other Pokémon! Gyarados swam around the water Pokémon and Misty, forming a massive Whirlpool and trapping them inside!
"Misty!" Nurse Joy said as she stood by the poolside in horror, Togepi having a shocked expression on her face. All the while, the Invincible Pokémon Brothers were watching on, confident that they would get revenge on Misty…
"Hah," Kail said, "it looks like Gyarados is the one running things around here!"
"Yeah," Kai said in agreement, "that Misty is what you call a real washout!"
"You know fellas," Kim said, a confident look on his face, "taking over this place will be a piece of cake!"
Meanwhile, Misty was struggling to breathe underwater. She was slipping out of consciousness as her Horsea pushed Misty out of the swimming pool and towards safety. Misty opened her eyes as she saw her Horsea before falling into a vision…
Misty was standing in a green, misty area, looking at a group of familiar faces: they were none other than her friends Ash, Pikachu, and Brock.
"Misty?" Ash asked, with an echo to his voice. "What are you doing here?"
"Pika?" Pikachu asked.
"Hey, is it true what we heard?" Brock asked.
"What's that?" Misty asked her friends, confused.
"They made you the gym leader at Cerulean!" Brock said.
"That's great, Misty!" Ash said, with Pikachu agreeing with his trainer.
"They made a mistake!" Misty admitted. "I am not good enough!"
"Sure you are," Ash said with a smile on his face. Pikachu pika'ed before Ash and Brock started to turn away from Misty.
"Wait you guys!" Misty yelled. "I need you!"
"You can do it yourself, Misty!" Ash said as he and Brock moved away, although they didn't seem to be walking.
"We believe in you!" Brock added.
"Pikachu!" Pikachu squeaked from Ash's shoulder, leaving Misty all alone and in despair.
"But wait," Misty cried out, "I need your help, I need you to back me up, I need you to…" She stopped when she saw something around her leg: Gyarados! She screamed even more before…
Misty shot awake, still in her mermaid costume. She hyperventilated as she realized what all had happened by looking around, "A dream," she reasoned before Nurse Joy came over with Togepi in her arms and a mug with an ocean pattern on the bottom and a discolored Staryu on it.
"Nice warm tea," she said before handing the mug over to Misty so she could drink it and recover from what happened.
"That's really sweet of you," Misty said before she took a sip.
"Misty, I think it might be a good idea to separate Gyarados from the other Pokémon," Nurse Joy said, "at least, until it calms down enough. The way it has been acting out lately, it will only be a matter of time before he hurts the other Pokémon."
"You're right," Misty said as she looked down.
Soon, Misty (back in her everyday outfit) and Nurse Joy were back in the main battlefield, Misty holding Gyarados's Pokéball.
"Now, listen up!" Misty said firmly. "You have one more chance, Gyarados!" She held up the Pokéball and yelled, "Return now!" She tried to return Gyarados to his Pokéball, but it refused to be pulled in and caused yet another splash, soaking Misty, Nurse Joy, and Togepi. "Alright," Misty said. She didn't want to do this, but it was the only way she knew how to keep the other Pokémon safe… a cage was lowered into the pool in order to keep Gyarados in and away from all of the other Pokémon. Gyarados banged on the cage continuously as Misty admitted to Nurse Joy, "I feel so bad for it… I just hope that this is the right thing to do…"
Gyarados then launched a Hydro Pump from out of his cage and towards the people who put him in there, even though it was the best option for everyone involved. "I am sorry, Gyarados," Misty said, feeling bad for what she did. "If Ash or Brock or my sisters were here, they would know what to do… maybe I am not cut out to be a gym leader…"
A loud voice disrupted her from her thoughts, "Good citizens of Cerulean City!" Misty looked up, confused as to what was going on. She looked up and saw a familiar face… Kim of the Invincible Pokémon Brothers! "Misty, the leader of Cerulean City Gym, has lost control of her Pokémon! It is time for a change in leadership!"
"What are you talking about?" Misty asked.
"I am issuing YOU a challenge!" Kim said. "A challenge to see who should be the leader of the Cerulean City Gym!"
"Come on in!" "You don't want to miss this fight!" Kim's brothers said as a whole crowd of citizens ran into the Cerulean City Gym.
"Woah," Misty said, "it's packed…"
"Allow me to introduce myself, my name is Kim!" Kim said as he introduced himself to the audience that formed inside the gym.
"Pleasure to meet you, I am Kail!" The second brother said.
"And me?" the final one of the Invincible Pokémon Brothers said. "I am Kai!" All three of them struck a pose as they all said, "We are known throughout the world as the Invincible Pokémon Brothers!"
"What makes you think that you can run this gym better than I can?" Misty asked her enemies.
"For starters, you let a Pokémon control YOU instead of the other way around," Kim said. The tank that held the Pokémon rose up so everyone could see the Gyarados in the cage. "And according to the Gym Leader's Handbook, that makes you unfit to be a gym leader!"
"There is no such rule!" Misty countered. "You made that rule up and you know it!"
"Well, there should be," Kim continued, "but the fact is that you are too scared to battle because you know you will get creamed in front of all of these people!"
"Not by you!" Misty said, sick of Kim's trash talking.
"Guys, I think that Misty needs some encouragement," Kai said mockingly. "Let's go Misty!"
"Let's go, Misty! Misty, let's go!" some of the people in the stands cheered.
"Alright," Misty said, "I accept your challenge!"
Nurse Joy smiled for Misty, and wished her luck, Togepi still in her arms. Her opponents gave a confident smirk as Misty shouted, "Alright, big shot, let's battle!"
And soon the battle began. "Welcome fans, to the Cerulean Gym!" Misty's sisters' fan club had returned, and were doing color commentary for the battle. "Misty will be facing off against Kim, and here is Nurse Joy with the official rules!"
"This battle will consist of three one-on-one matches, with the first person to win two matches winning the battle AND the title of Cerulean City Gym Leader!" She gave the signal as the battle began!
Misty smiled before sending out her Staryu, who came out of their Pokéball underwater. Kim sent out his Hitmonchan, who also appeared under the water. But since Hitmonchan was not a Water-type Pokémon, it struggled to breathe.
"Kim has opened with the Punching Pokémon, Hitmonchan! This could be bad, as fighting Pokémon are not known to be good swimmers!" the color commentator said as, sure enough, Hitmonchan fainted from not being able to swim.
"Staryu!" Misty said. "Help Hitmonchan!" Even though the Pokémon was owned by someone who wanted to take over the Cerulean City Gym, she still felt it was her duty to help the Pokémon out. And sure enough, the Star Shape Pokémon swam to Hitmonchan in order to help it get out of the pool. But it was all a ruse by the Punching Pokémon, as when Staryu came close enough, Hitmonchan delivered a nasty sucker punch to Misty's Pokémon! Hitmonchan jumped out of the water and landed on one of the platforms meant for non-water Pokémon as Staryu resurfaced, the ruby in the center of their body blinking.
"That was a dirty trick!" Misty told her opponent, upset that he would try and do something like that!
"What can I say?" Kim asked. "I play to win!"
"That's cheating!" Misty rebutted.
Sure enough, Nurse Joy raised a flag in favor of Misty. "Hitmonchan's sneak attack is illegal! This round goes to Misty and her Staryu!"
"WHAT?!" Kim asked in total shock. "That's nonsense!" Everyone in the stands was cheering for the local gym leader as she congratulated Staryu and returned them to their Pokéball.
"And now, Misty leads one match to none!" the color commentator said. Togepi, who was sitting on the table where his microphone was, chirped happily and waved her little arms around to cheer her mama on. "Now remember, challengers, let's keep these matches clean!"
Round two began as Misty sent out her Corsola. "I know who to use against that little pipsqueak!" Kim said as he made a pose and sent out his second Pokémon, "Tentacruel, let's go!" It was sure to be a worthy underwater battle for the Cerulean City Gym.
"Don't worry, Corsola," Misty told her Pokémon, "I would not have chosen you if I didn't believe you could do this! We are going to win this match!"
"There is no way," Kim said. "You might as well start packing your bags!"
The trainer then told his Tentacruel to use Bubblebeam. The Water/Poison Pokémon obeyed as it bombarded Corsola with the attack. Corsola took a lot of damage, and Kim grew confident that he would be able to win this and turn the tide in his favor. Now Misty's hopes for a quick victory were sinking like Corsola… But Misty had a few tricks up her sleeves as the Water/Rock Pokémon used Recover to gain its strength back. She then used a Tackle attack on Misty's orders, slowly going towards the opponent as Kim smiled.
"Alright guys, join in!" Kim said as Kail and Kai jumped up and sent out their own Tentacruels in order to gang up on Corsola! They knocked Corsola around like a ragdoll as she landed in front of Gyarados, who was still in the cage. Misty gasped, as did Nurse Joy!
"Three little Tentacruel, all in a row!" Kim said in a mocking singsong voice. "Now little loser, reap what you sow?"
"Three against one is a rule violation!" Nurse Joy scolded the brothers.
"No," Kim said smugly, "the challenge she accepted was from the Invincible Pokémon Brothers, not from just me, one single brother!"
"I think you are too chicken to fight by yourself!" Misty teased.
That statement triggered the brothers, as they all struck a pose and said, "Time to face our fists of fury! Tentacruel, Poison Sting NOW!" The trio of Tentacruel then attacked Corsola without mercy. This shocked everyone, even Gyarados!
Corsola slowly rose to the surface as Misty told her Pokémon to hang on as she jumped into the pool to rescue her Pokémon.
The brothers, especially Kim, laughed. "I think the chicken just tied the battle one to one!" However, he was wrong.
"Just the opposite," Nurse Joy said. "You three are DISQUALIFIED!"
The brothers gasped in terror. "You are joking!" Kim said. "We have won that match fair and square and you know it!"
"You are not only disqualified, but you are also BANNED from all official Pokémon Matches!" Nurse Joy said, furious with the trio.
Meanwhile, Misty swam down to where Corsola was, right in front of Gyarados. "Corsola!" Misty said, concerned for the wellbeing of her Pokémon. She then made her way out of the pool as Gyarados watched on. Something clicked inside of the Pokémon, but Misty didn't know it yet.
"Corsola, are you okay?" Misty asked her Pokémon as she made her way out of the water. Corsola gave a nod and a happy cry, but their troubles were not over quite yet…
"I know how to make that Pokémon loving judge change her mind!" Kim said as he told the swarm of Tentacruel to use Poison Sting on Gyarados! Misty and Nurse Joy gasped in horror as the Tentacruel got down to Gyarados' level before firing their attacks!
Gyarados was in complete pain, and Nurse Joy told the Pokémon Brothers, "Stop your Tentacruel now!" The bad guys refused to do so as Gyarados continued to shriek in pain.
"Gyarados!" Misty said as she went back into the pool to save the Pokémon! She stopped right in front of the Poison Stings being fired by Tentacruel, taking the hits for her Pokémon. Gyarados looked in complete shock. Misty was willing to do this for him after all he put her though today? Misty moaned in pain as one of the Tentacruel tackled her into the steel cage, which did not help her at all. She started to fall into unconsciousness. Gyarados slammed his cage, desperate to help Misty.
"I don't know about you, but I would rather be me than her," Kim said.
"Yeah," Kail said, agreeing with his brother's assessment, "I would say that SHE is the loser now!"
Gyarados continued to slam on his cage as everyone else in the gym looked on in concern for Misty. Eventually, Gyarados broke free to the shock of the Invincible Pokémon Brothers! He swam out of the pool, carrying Misty with him as she finally woke up. "Gyarados…" she said, "I cannot believe it, you have just saved me!" After all that Gyarados put her through, both this particular specimen and the species as a whole, from when she was a baby to her journey with Ash to today, she started to think that they were not so bad after all…
Gyarados made a big splash as the crowd cheered. And unfortunately for Kail, Kim, and Kai, they were in the splash zone! "So you are out of your cage, Gyaradope?" Kim said, "Big deal, you still cannot beat the Invincible Pokémon Brothers! Go now, Tentacruel, fight!"
The Tentacruel then surrounded Misty and Gyarados, but Gyarados whacked one of them away with his tail! Kail ordered his Tentacruel to use BubbleBeam, but Gyarados protected it! And when Kai told his Tentacruel to use Hydro Pump, Misty told Gyarados to counter with a Hyper Beam! Gyarados did so as all three Tentacruel were knocked out of the pool and into the sky, creating a hole in the gym's ceiling!
Misty and Gyarados then rose out of the water, the brothers panicking. "We give up!" Kim said, wanting it all to be over.
But Misty was not having any of it. "Gyarados, Hydro Pump! NOW!" Gyarados unleashed a powerful stream of water at the enemies. And even though they were not Team Rocket, they still ended up blasting off out of the same hole their Tentacruel created.
Everyone in the stadium cheered for Misty and her Gyarados as Gyarados took her back to the platform. "Gyarados," Misty said, "you are the best!" She laughed as Gyarados put his face against her as she laughed before remembering something. "Gyarados, is it okay if I put you back in your Pokéball?" Gyarados gave an approving roar as Misty pulled out Gyarados' Pokéball and returned the Atrocious Pokémon. "We did it," Misty said as she looked at the ball.
"You did," Nurse Joy said as she made her way up to where Misty was standing. "You should be very proud."
"Thanks, Nurse Joy," Misty said as Nurse Joy said that Misty had proven herself to be a fine Gym Leader. Misty was confused by what Nurse Joy meant.
"And your gym has passed inspection!" Nurse Joy said before she pulled out a black badge… the same black badge Misty saw on TV when she first returned to Cerulean City. Misty was in shock as Nurse Joy confirmed it. "I am an official Pokémon Inspection Agent!"
"Wow," Misty said as she smiled. She has passed her test and proven that her gym was still worthy of accepting challengers. Everyone in the crowd cheered for Misty, as the center of their community was safe because of her.
Later that day, when all of the spectators and Agent Joy left the gym, Misty was typing a message to Ash Ketchum at ashketchum497:
Hey, Ash. I am glad to hear that you have made it to the Hoenn region even if it was a bit of a struggle at first. But let me tell you, it was nothing compared to the struggle that I have faced when I got back to Cerulean City. I don't know if it was intentional or not, but my sisters have left me with a rampaging Gyarados causing trouble at the gym. Gyarados is the one Water Pokémon that I am afraid of, due to a bad experience I had when I was younger. But I had you in a vision to help me push through the problem by myself, just like what you did when we were together. It ended up coming in handy when the same losers who attacked us on our last day together came and attempted a hostile take-over of the gym. But they did not play fair at all, and something inside of Gyarados clicked as he helped me send the Invincible Pokémon Brothers blasting off (and securing the gym for me. Thanks to your advice, I was able to get over my fear of Gyarados and get a cool new Pokémon So thanks Ash. Thank you for helping me out even when you were not with me in person. I have made it as a gym leader, and I couldn't have done it without you.
Misty
Misty stared at her work for a while, "So, how does it look, Togepi? Do you think that Ash would like it?"
"Toge, Toge, Purii!" Togepi happily chirped.
"I'll take that as a yes," Misty said as she happily hit "SEND". She then looked out her window in the direction facing the Hoenn region. "Ash, I know you cannot hear me, but I did it! I am a gym leader! And you were right, I was able to do it by myself!"
And so begins a whole new chapter in the life of Misty Waterflower, the confident new leader of Cerulean City Gym…
