After the mayor's death things started to pile up. Half of the city government resigned and hid in their homes throughout the city. The other part of people who stayed to serve for the City of Gotham got a bigger problem then just try to navigate the huge government machine.
-One more, Sir. The address 4587 89 Street apartment 45. Reported through the 911 call from a neighbor who heard loud shots. - reported Alfred to Batman who was out in the night.
-Copy that. - was the dark knight's answer.
-I'm leaving 654 56 Street. Victim got stabbed over fifteen times and died in her apartment from a blood loss. I'm heading to the North. Do you want me to take 89s Street? - White Shadow was on constant open line with Batman.
-Take it. I'm onto something. Keep me posted.
-Copy that. - White Shadow jumped in her new small Bat mobile. Apparently, Batman had a lot of cars for any Bat activities. One car had to stay on the Zone side and White Shadow got allowed to use another from Batman's collection. This one was also small but fast and could transform in a small motorcycle. She was on her way to 89 Street. Cops were running out of people and time. Killings skyrocketed after Evan proclaimed himself a new mayor of the Gotham City. White Shadow was sure all the city workers's killings were ordered by Evan. He wanted to clean the government leaving his own people in charge.
Batman got a list of all orphans of Gotham City and found out that White Shadow was right. There are over seven hundred thousands of them. There were some facts which shortened this list down to five hundred thousands, some of people were dead but because the list wasn't updated recently they were still considered alive. Also, some of the people from the list were imprisoned and number of those people was over a one hundred thousand. The actual city government before Evan's interference consisted around nine hundred thousands employees including police and fire departments.
-How is he planing to get a hold of a city with his group of supporters because we can't tell if all orphans of Gotham City support him and willing to work for him. - Gordon was on the line with Batman.
-I excluded those orphans who already work in the city government. There is ten thousands of them I've sent you a list of them just now. There are some people in the police and fire departments. I think you can check them first they may went on Evan's side or were on his side all this time.
-What are you planing to do? - asked Gordon
-I'm about to pay a visit to one of them. He served in mayors office when Fisher was still alive. Maybe just maybe, he will tell me more about Evan's plan. - Batman went silent and stopped all incoming calls except from Alfred.
His black shadow covered the City of Gotham. Batman was going to one particular house on the East side of the city.
