Yawning from the day's excessive number of villains, Cathleen Bate, known by most as the number one pro hero of the United States, flopped onto her bed. She wasn't a lazy hero, but anyone would be exhausted after recent events. Rumour has it All Might was dismantling a criminal operation that would take years to stop, but she didn't imagine that would cause such a sharp rise in crime.
Her contemplating was interrupted as her phone rang, bringing her attention to the specific ring tone she had set for her favourite sibling (her only sibling): "Inko! Good to hear from you, how's Izuku?"
"That's actually what I was calling about." Her twin sister spoke through the speaker, Inko Midoriya might not have been a hero like Cathleen, but she was still someone the pro looked up to greatly. "You see Izuku-"
"Aunt Cathy, Aunt Cathy! I got my quirk!" A younger voice spoke in the background, that of her hero obsessed nephew, Izuku Midoriya. "Mam, put the camera on!" A video appeared on the screen, showing an excited Izuku with an All Might toy in his hands. He raised the toy slightly above his head, before his voice changed, echoes of power hidden within it: "This figure will not fall!"
As the exuberant boy spoke, he let go of the toy, but rather than fall to the ground, it simply stayed in the exact position from where it had been dropped. He had her quirk, on one hand, it made her happy for her nephew on the other, it made her extremely worried for him. "Izuku dear," Inko spoke: "why don't you get your notebook to show Auntie all your new ideas." The green haired boy bounced out of frame, leaving the two adults in a much tenser atmosphere than previously. "What do we do?"
It had been years since those villains had came for Cathleen, the two of them were only six had the time, but even now, people would still want the power of New Order for themselves. "We can't bring him here, there's been a massive crime wave, it's more dangerous than Japan right now."
"We can't just do nothing, it's only a matter of time before someone finds out. The Yakuza, the military, the hero commission, someone will want what America has."
"America is beyond saving right now, once All Might does whatever he's doing, then it might be save. So if we can't make America safe for him, let's make Japan safe. All Might is enough for America right now, but Endeavour can't handle Japan. If we can't bring you to me, I'll just have to go to you."
"With his recent takedown of a mysterious American crime ring, All Might has finally returned to Japan after six years, his appearance dropping crime rates even more than Star and Stripes' had during the beginning of the previously mentioned period. Which is why we're happy to welcome the man himself on this very show!"
As the TV displayed the hero striding onto set, Izuku's muttering only rose, awe crossing his face at the pro's new costume. Cathleen sat next to him, producing similar reactions to seeing the man who inspired her. Inko chuckled to herself as she watched the two, life had felt much more lively ever since Izuku's quirk awakened. Hisashi, hearing of the potential danger to his son, had returned to Japan alongside Cathy. Inko was certainly glad for that, Cathy insisted on paying for most things, reducing the time the man had to spend at work or abroad, a few more years of that and Inko doubted the marriage would have lasted.
"-And the boy's quirk turned the river to vinegar, and I was thinking we could do something similar. It was pretty hard for me 'cause matter changing is such an intensive rule, but I was able to sort of get it to work." The ten year old dabbed is finger into his nearby cup of water, before moving his hand over the coffee table: "The water is wood polish."
The drop of liquid fell down onto the table, which Cathleen leaned on to inspect the new liquid: "Huh, that does work."
"Yep! Water's a super common and basic thing so it's easier to change than say concrete. Not sure how much use it would be in combat. Oh! Maybe you could use a jet to fly into a cloud then change it to some kind of anaesthetic, then drop it on a group of villains! Or maybe-" As the excessive mumbling continued, Inko laughed at her sister's dumbfounded face. She was an excellent hero, but Inko had to admit Cathy's quirk was so much more than what she used it for.
"And you've got everything? Pens, notebooks, revision notes, tissues? You didn't just pack action figures did you?"
"Don't worry, I've got everything."
"I'm just so proud of you Izuku, I know you'll do amazing!" Those were the words his mother had spoken to him before the exam, but standing here, he couldn't help but feel nervous. There wasn't a real reason to be nervous, he knew he was lucky enough to have the strength to do well, but he was nervous none the less. Perhaps-
"Excuse me!" A harsh hand landed on his shoulder: "But your muttering is greatly off putting, I would suggest you do not try to sabotage the competition by-"
The blue haired teen was cut off as the large gates swung open, all but one teen standing staring confused at them. Aunt Cathy hadn't trained him too much, she wasn't qualified nor did she feel it would be beneficial, but the one thing she did drill into his head was that without quick thinking and reactions, New Order was useless in a fight.
One Order was used to allow him to move far faster than he was otherwise capable, bringing him face to face- or rather chest- with a one pointer. It reared back its metallic fist, but was unable to swing before Izuku's hand grazed its chest. "The one pointer's velocity is reversed."
The machine was sent tumbling down the street, crashing into the front of a building. As a two pointer moved in front of its downed ally, Izuku dropped the Order. One of the first things Cathy taught him was that if an Order replaced a property of something, then when that Order was removed, the original property would return identical to its former state.
So when he removed the reversed velocity, the one pointer was sent flying back towards him, colliding with the two pointer as it did. Three points before anyone else had crossed the gate, all right, he could do this.
The streets rumbled, dust fell from the buildings, examinees ran for their lives and for a second Izuku thought there had been some spontaneous earthquake. That was, until he saw the skyscraper sized robot rise from the ground, the prominent zero painted on it showing it to be the 'obstacle' Present Mic had described. Like most reasonable people, Izuku turned to run, but stopped as he heard a cry of pain.
His senses- enhanced alongside the rest of his body- located the form that was trapped beneath a toppled building, along the path the zero pointer was slowly crushing. Izuku was running before he could process it, a half baked plan coming to mind.
"Maybe you could use a jet to fly into a cloud-" It was a memorable brainstorming session and now a random thought about All Might's most obscure save might just help whoever was under that rubble. "Izuku Midoriya's gravity is reversed." A sense of vertigo filled him as he fell up to the clouds, when he was high enough, he dropped the rule and reached for the nearest cloud.
"The water shall be held." His hands swung through as much of the mist as possible, gathering it into a sphere within his hands, about the size of his head. As he fell, he pivoted to face the gargantuan machine, and brought his hand back. His enhancements allowed him to throw his sphere against the wind that pummelled him, waiting as long as possible before the contact ended, he removed the previous Order and added another.
"The water is Nitroglycerin!" The sphere crashed into the zero pointer's chest, a tremendous explosion blowing through the whole body, sending the machine toppling over backwards. Then, Izuku's world went black as pain overtook him.
Opening his now quite heavy eyelids, Izuku was met with the sterile white of an infirmary ceiling, and when he looked down, he was greeted with the angry stare of one Chiyo Shuzenji, or as Izuku knew her- "You're the Youthful Heroine: Recovery Girl!" His statement was met with a smack to the shins from her cane.
"There's always one! If you get in, you better learn not to be that reckless. Second degree burns everywhere, and third on your arms. That couldn't have been from the explosion considering your distance from it, so it must have been quirk backlash!"
"Y-yeah." He knew experienced pro's could be scary, but everything about Recovery Girl was a lot more terrifying than a doctor should be. "If I use my quirk on an Order that's too strong, then I get a backlash associated with the Order. L-like if I tried to make an area too cold then my own body temperature would drop."
"Just never do it again, is that clear!"
"Y-yes Ma'am!"
"Good." She pulled packet from her pocket. "Have a gummy, my quirk uses a lot of your energy and even then I couldn't get all the burns. Have a good day dearie." And just like that her entire demeanour did a u-turn.
Taking the offered sweet, Izuku made his way to the door, pausing to look back at UA's nurse. "Can I get your autograph?"

When I promised this fic at the end of The Fool's Journey, I didn't expect to have it started a day after, but the Payday servers are down and I have too many ideas for how to use New Order to not start using them.
(Yes Inko has a Japanese name even though she's American, but I didn't want to change it so... just don't mention it and maybe no one will notice)
