Hermione had been hit with a growth spurt in the last twelve months, so needed new Hogwarts robes for fifth year.
Unbeknownst to Hermione, Senior Undersecretary Dolores Umbridge had entered Madam Malkin's, because Umbridge had heard that Madam Malkin was holding a Liquidation Closeout on neon-pink robes for "fuller figured" witches.
Now Hermione was standing on the robes-shop's dais, having put on a prospective set of robes. As Hermione eyed her reflexion, she was biting her lower lip in worry—
"Oh no, these robes are too long! And the bottoms of the robes are ragged and uneven! What can be done to fix these problems?"
"Hem-hem," said Umbridge.
