Supreme Leader Snoke has two highly intelligent and capable lieutenants in Kylo Ren and General Armitage Hux. Unfortunately, he keeps them on short leashes and thinks that treating them like glorified chew toys will elicit efficient and high-quality responses from these two. Obviously, Snoke does not understand human psychology and how to motivate his workforce.
