The problem with many of the universe's myriad races is that they're so old they've become complacent. They accept everything the way it is, they don't bother asking questions anymore; they've lost their curiosity, the desire to learn and discover, because they think they already know everything there is to know.

It bothers the Doctor that his own people are becoming like that. They're growing too comfortable and would rather keep to themselves, basking in their superiority over other races.

In the Doctor's opinion that makes them short-sighted. The universe is forever changing. There are always more questions to ask.
