By the time Izuku was thirteen years old he had made quite the name for himself analyzing quirks for people. He mostly kept himself anonymous by going by a screen name on the site he had built to do his analysis on. He would have the person send a written description and video of their quirk so he could study it. He helped a lot of people understand their quirks for better control, suggested support item ideas, or guided them into better ways they could use their quirk in their lives.
Along side his analysis of quirks Izuku also used his skills to help the police by helping with cases that they had trouble with. A lot of the time he would connect cases in different cities together that would fill in missing pieces. He had offered the same to several hero agencies but the only ones that had ever taken him up on the offer had been underground agencies. They seemed to not care where the help came from as long as the case got taken care of. That caused Izuku to appreciate underground heroics much more since they seemed to do more to protect the public then limelight heros who cared more for the publicity then protecting. Plus most of the time underground heros tended to do a lot less damage when they fought villains.
Izuku shared these observations with his friends and family. His mother and father, which he had now since Inko and Chizome got married when Izuku was twelve, had agreed with him though they pointed out that limelight heros also had the role of making the public feel safe by being seen. Izuku had conceded the point but still thought that the limelight heros could still do better to protect the public instead of showing off for the cameras. Katsuki and Shoto both made points about how limelight heros had to be out and about to take down a lot of villains only to be surprised when Izuku showed them data that limelight only accounted for thirty-five percent of villain arrests and very little criminal arrests. He showed how a combination of underground heros and police investigations stopped a good portion of that type of activity, mostly because they actually worked together by sharing information and teaming up when they needed to. Mei, Hitoshi and Himiko all took the information in stride. Mei because she mostly focused on the support of heros and the other two because they had already had this type of discussion with Eraserhead and Ms Joke since they both wanted to be underground heros.
After everyone had a chance to digest everything he threw at them Izuku then talked about how if he ran a hero agency he would have it be a mix of limelight and underground heros so that they could complement each other to protect the public. Also the limelight heros would have uniforms that they could wear if they needed to do underground work such as if they were called in to help with a bust or raid. He would also reach out to other agencies to share information to make sure heros didn't get in each other's ways when investigating or hunting down villains.
Izuku's friends listened and found themselves nodding in aggreement. All of them thought it was a great idea and voiced their desire to possibly doing it when they got through school. Izuku smiled as he thought about how happy he was that he was helping his friends to be great heros and teammates. Little did he know while all of his friends were onboard with the idea, they all were also imagining that he would be there running it as they looked to him as their leader while he still thought he was helping to set up Katsuki with teammates in the future.
But that was a problem for them to figure out in the future.
The HPSC learned of an excellent analyst after several heros commented about how the person had helped them understand their quirks better and made suggestions on new ways to use them along with better support gear. They decided that such a talent should be under their control and sent a message saying that they would like the analyst to join the HPSC and work for them. They received a message back asking if the analyst would still be able to take on outside work to help regular people. The commission replied to the analyst that they would only be able work with the heros of the commission and information for the commission. The message back was a very polite refusal stating the analyst would rather stay independent but would work on commission basis with the HPSC.
The refusal didn't sit well with the HPSC and they set about trying to figure out who the analyst was, so they could try to find something to force the person to work for them. It took them several weeks of digging and having to hire a person with a technology quirk to unravel the security of the analyst's website for them find out the identity of the analyst. When the discovered that is was a thirteen year old quirkless boy by the name of Izuku Midoriya, most people scoffed. Most thought that someone was using the quirkless boy as a figurehead since everyone knew quirkless people weren't intelligent enough to do what the analyst could do. So they planned to pick up the boy and interrogate him to find out the truth. Plus it's not like anyone would miss the boy, just one less quirkless person to be a drain on society. Hell his parents would probably be happy to be rid of the burden of a quirkless child.
So they sent out a couple of agents to find and pick up the boy. The two agents reported they had easily found the boy wandering around the neighborhood he was reported to live in. They were given the go order to pick him up and report back when they returned to the HPSC.
The next time the agents were heard from again was from the hospital where they were transported to after being beaten to a pulp with multiple injuries. The police report stated that they had tried to grab Izuku Midoriya and put him in the vehicle but the boy fought them and ended up putting them both in the hospital. Luckily the agents had not been in uniform so it just looked like a random kidnaping attempt. As for the boy fighting off the agents it was assumed since he was quirkless he most likely was mentally handicapped and probably was strong like some other handicapped people were. It was decided that they would send more men this time and knock him out with gas.
When they did go after Izukuagain, he was with his friends just after training at the dojo which is why they were slow to react when they were ambushed by a team of agents. As the gas masked men surrounded them after firing knockout gas at them, the men collected all the children so as to not leave witnesses. If only they knew the shitstorm that decision would lead to they would have all called out sick that day.
Izuku groaned as he sat up while holding his head. His mouth was dry and sour tasting while his head was fuzzy but clearing. He looked around to see Mei, Hitoshi, Himiko, Shoto and Katsuki all laying on the floor like they had just been tossed in room they found themselves in. As he started to look around at the rest of the room, the rest of his friends all started groaning as they woke up. As they all got their senses back they automatically grouped up so they could watch all sides with Shoto and Katsuki facing opposite sides to be able to move in whatever direction was needed. Hitoshi and Himiko knelt down to be able to move in a second as they scanned their surroundings. Izuku and Mei stood with heads together as they planned. Soon the group broke apart as they moved to survey the room. They discovered that their bags were thrown in the corner which caused raised eyebrows.
"I get the feeling they didn't check our bags when they tossed them in here. If they did they would have seen that there are weapons and whatever Mei keeps in her bag. Oh don't give me that look Mei. You know you can't go long without tinkering with something." Katsuki says as he starts handing out bags while replying to Mei's cocked eyebrow at his comment about her bag only for her to shrug and nod at his observation.
Pulling out a pair knives Himiko asks, "So any idea why we were taken? Those guys were pretty organized for this to be random. Gas to knock us out and surrounding us? They wanted us pretty badly."
"I don't know but I'm ready to kick their asses. Sneaky fuckers gassed us without giving us a chance. I say we bust out of here and wreck their world." replied Katsuki as he smacked his fist into his hand with a small explosion. He got nods from most of the group but noticed Izuku off to the side with his hand on his chin as he thought while his lips moved. "Hey Izuku, got something to add? I can see something has popped up in that head of yours."
Izuku held up a finger to say give him a moment as he finished sorting his thoughts. He turned to the group as he spoke, "Himiko's comment about them being organized got me thinking. I think I have an idea who grabbed us and the reason why. I'm pretty sure we have been taken by the HPSC. I was contacted by them a while ago under my analyst persona and was asked to work for them. I asked for details to see if I would be able to continue taking outside work since the wording of their offer seemed off. They told me that I would only be able to work on what they said I could and nothing else. I sent back a polite refusal stating I'd rather stay independent but would be willing to work with them on a case by case basis for commission. Then I was attacked by those two guys a few weeks ago. I thought it was just a mugging but they did seem to be trying to get me in a car now that I think about it. I'm getting the feeling that the HPSC doesn't like hearing no for an answer. Because now that I've had time to think back on the memories of our abduction I recognize the uniforms of HPSC officers even if they removed the insignia off of them."
"Well shit. What are we going to do now? The HPSC will have pro heros on their side probably. How are we going to get out of here if we have to get past pros?" Shoto asked as he pinched the space between his eyes.
"Mei have you found any cameras in this room?" Izuku instead asked the pink haired girl. At the shake of her head he turned back to the others with a grin. "We go with Katsuki's plan of wrecking their shit. We're going to split up and all try to escape. Cause as much trouble as you can. I'm going to sneak around and find a way to call for help. Make them regret taking us. Sound good?"
Izuku looked around as his friends all smiled.
One moment it was all quiet in the basement of the building the children had been taken to and next it was rocked by an explosion as the door to the holding cell was blown out of the frame and imbedded in the wall across the hall. If anyone had been close enough to hear they would have heard cussing and a 'Jesus Christ' as five individuals came out of the room and split off in different directions. It would only be realized later that a certain green haired boy never came out of the room with the others.
At the first split in the hallway Katsuki went left while Hitoshi went right after nodding to each other. The blonde boy ran down the hallway blowing his way through doors as they blocked his way. Soon he reached an open space where it seemed equipment was stored. It also had people scrambling to put that equipment on. The boy grinned to himself as he launched himself into a group like a cannonball and struck out several times in vulnerable places before he rocketed off into another group. He kept bouncing around the room like a pinball only to suddenly blast his way through another door. All the people tried to chase him bottlenecked at the door in their anger they all heard him taunt them, "Catch me if you can losers!"
Shoto, Mei and Himiko all went left from the room and down a hallway after Katsuki blew off the door. As they ran Himiko had Mei stop to pop a vent cover off a wall before she scrambled in with a wave leaving the other two to cause havoc. At the next intersection the two of them split up. As soon as they did Shoto started throwing out ice to freeze doors closed and allow him to skate on his ice with skates Mei had put in his shoes for such a purpose. He flew down the hallway at a fast speed. He eventually found a room like Katsuki did only no one was in it when he got there. He froze all the equipment before he went on down another hallway. He heard distant yells and curses from behind him as he raced down this new hallway. He just smiled as he hurried forward.
Mei jogged along trying to watch out for anyone trying to stop her. As she scanned around she saw a lab out of the corner of her eye. She hurried over to the door and pulled out a small tool pouch she always carried on her. She rapidly pulled the keypad off the wall, splicing wires together to bypass the lock and yanked the door open. Letting the chaos gremlin in her loose she dove into the lab with a vengeance as she starting to grab parts and chemicals, making grenades and a makeshift flamethrower. Ten minutes later she was running down the hall with a cackle as she went to cause havoc.
Hitoshi stumbled upon a small group of troops soon after separating from Katsuki. When they rounded a corner in front of him they paused, letting Hitoshi throw out a question catching them in his quirk. He ordered them to knock each other out causing them to start a fight that resulted in all but two men to be on the ground. As the two shook their head in confusion Hitoshi threw out another question about their ability to fight causing the two to be caught again. He then told them to protect him and to lead him to the best place to make a stand for as long as possible with a place he could hide. With a grin the purple haired boy ran off with his new guards.
Himiko crawled through the vents until she spotted a lone trooper. She opened the cover and dropped on the woman, biting her neck as she covered her mouth while she sucked some of her blood. Once she had enough she switched to a sleeper hold to knock out the woman. As she left the woman on the floor her form flowed as she took on the woman's form and took off down the hallway. She planned to find a security room and take it over to sow confusion in the enemy ranks.
While all this was happening Izuku had gone into the ceiling of the room they had woken up in. He crawled around in the small space until he was able to find a space that went up, placing his back to one side as he use his legs to brace he slowly moved his way up the building. He followed wiring in the wall as he tried to find a server room or a computer to hack into so he could find out what was going on. He followed something that looked like fiber optic cable that Donatello had shown him one time. After scooting through the wall for a while it brought him to an access cover that he opened, leading to an elevator shaft. Looking up and down he saw the car was sitting all the way at the bottom. Next he saw there was a ladder recessed in the wall of the shaft. Carefully making his way onto the ladder he closed the cover and started to make his way up the ladder still following the cable. After climbing for five floors the cable went into another cover where it had split off on the other floors before while above this floor it did the same thing going up, splitting off on the floors. Opening the cover he found a maintenance shaft lined with cable and other utilities. He climbed into it and closed the cover behind him. Before he went on he checked his shoe to see if the distress beacon had made a connection yet. He had turned it on down in the room but it wouldn't make a connection saying it couldn't get a signal. Looking at the device he saw that it had a green light and was sending out a signal. Smiling he reattached his heel and began crawling through the shaft. He followed the route until he started to hear voices.
"What the fuck is going on? All I wanted was that stupid quirkless boy so we could find out who was using him as a front for analysis. Why the hell do we have a bunch of misbehaving kids running around our facility? And how the hell did that pink haired girl get a flamethrower?" Screeched a shrill female voice.
"Looking back at the footage she broke into a lab and built it in under ten minutes. Then she went on a rampage burning anything she could behind her. We just need to wait for her to run out of fuel before we can get to her. She would be a great asset in the support department of the Paragon program. Having someone of her genius building their equipment would be a boon." answered a bored or tired sounding voice, it was hard to tell.
"Hmmmp. Your right but we'd have to find a way to control her. Now any word on the group that seems to be turning on each other? They seem to attack each other only for some of them to snap out of it and become confused before they join back in to go after whatever is causing them to turn. Have we figured out what is causing it?" the shrill female asked.
"From what we gathered from sparse reports it seems there is a boy with some kind of mind control quirk using them as guards and attackers while he moves around hiding. They are trying to pinpoint him but it's like he's made of smoke because they can't seem to pin him down. Plus communications have been getting conflicting reports sending people in the wrong directions." the male voice reported.
"What about the explosive boy and the ice user? Have we caught them yet?" asked the female voice with an edge.
"Not yet. They keep doing hit and run tactics while moving. But they are slowly running out of room to maneuver and should be caught soon. If they hadn't ruined a lot of equipment when they busted out they would have been caught already. But a lot of the support items that would have help with that were destroyed or frozen in ice. But it's only a matter of time before this is contained." the male voiced reported again.
"Get it done. We can't keep the alarms silenced forever. If this gets worse it's going to be hard to explain why the headquarters of the Hero Public Safety Commission is on lock down. Right now the public thinks it's just a random safety test but if it goes on too long they are going to want answers. Catch those children now. We'll get them sent to the training facility and they can do what needs to be done to make them loyal." said the female voice before Izuku heard a door open and close as two pairs of feet faded from his hearing.
Siting there for a few moments he reviewed what he heard before he moved forward to find another panel in the wall where several cables fed through the wall. He crawled out to find himself in a server room with feeds from around the building. He saw most of his friends still causing chaos. He smiled as he thought through a plan. Just as he was trying to figure out what to do a black portal opened behind him. As he backed away thinking they had caught him, Eraserhead, Present Mic, Ms Joke and several heros came through in a rush. Present Mic grabbed him in a hug while Eraserhead asked what was going on and why they were in the HPSC headquarters.
"I and the rest of my friends were ambushed after training at our dojo by a group of uniformed men in gas masks. They gassed us with a knockout gas. We woke up in a room several floors below us. My friends split up to cause chaos while I snuck through the ceiling and tried to get somewhere the distress signal I have could get out. I reached this room from an elevator shaft and following fiber optic cables. I crawled through a maintenance shaft where I heard a male and female voice talking about me and my friends. The female said they had only meant to grab me. But then she said once they caught my friends they would ship them out to a 'Paragon' training facility where they would be made to be loyal. I had just crawled out here after the two voices left. I was trying to figure out how to call for help when you all appeared." Izuku explained from the cage of Present Mic's arms.
Eraserhead narrowed his eyes before he snapped out, "Kurogiri, get Nezu. I think we're going to need him to go through these computers. Plus he will love fucking over the HPSC. Him and the president have had a feud going for years." The portal formed into a well dressed man before he nodded his head and disappearing. Moments later a portal reappeared and Nezu stepped out into the room.
"Ah Eraserhead. What is going on that you needed to have me come?" the small mammal asked as he came to a stop in front of the black hair hero.
Once again Izuku rapidly explained what had happened, speaking fast knowing Nezu would be able to keep up with his quirk. The more the boy talked the more Nezu started to snarl in anger. Once the boy stopped talking the mammal processed the information before springing into a chair and starting to hack the servers in the room. Several dozen screens on the monitor came up as Nezu typed, reading the information as his quirk High Specs absorbed it. The more he read the more he growled in rage. He tore through every firewall in the servers as he pulled everything the system had in it. As he was finishing they heard the sound of rushing feet before the door slammed open to see the shocked face of the HPSC president with a team of security people behind her. Before she could say anything Nezu roared out "Grab that bitch! She is under arrest!" to which Eraserhead's scarf shot out to wrap her up. He pulled the woman towards him as he stared her down. The president tried to get free and yelled for the security people to attack but seeing the group of heros standing there caused them to stand down as they knew they couldn't win.
Nezu stomped forwards to stare at the president as he shook with so much rage it radiated off him. "Cuff her and get her out of here before I tear out her throat. I've ended the lock down and the police are on they're way as we speak. Now we have to try to fix this mess before it sinks the hero profession and plunges the world into darkness."
Eraserhead just nodded and started dragging a kicking and screaming president out of the room. After that Nezu started to try to stop the fighting downstairs in the basement level. Eventually everyone stood down even if the officers stared at children with hatred after the children made them look like fools. It was a very tired but happy group of children that were eventually reunited in a conference room as they waited for a detective to arrive to get their statements. By the time the familiar form of Detective Tsukauchi arrived Hitoshi and Himiko were curled up with each other on the floor asleep while everyone else was drowsing around the table.
"I'm sorry for making you all wait so long. They called for me to make sure the truth is being gotten from everyone involved. Now I need everyone to tell me what happened. I'll be taking you one at a time to talk to. Don't think we don't believe you. This is standard procedure so that we make sure people's stories aren't influenced by each other. An officer will be standing outside the room to make sure you don't discuss your stories. After I'm done interviewing you I'll be releasing you to your parents who are all waiting for you in another conference room. We have talked to them about this and they are understandably upset but understand we need to do this now since there are a lot of things going on and how explosive the situation is at the moment." Explained the detective as he stood at the end of the table. The teens all nodded even as Hitoshi and Himiko yawned as they tried to wake up.
Detective Tsukauchi took Katsuki first, then Shoto, Mei, Himiko, Hitoshi and lastly was Izuku. Izuku laid out everything that had happened with the HPSC from the first time they contacted him under his analyst persona to his rejection of their offer, the attack by the two goons he put in the hospital and the abduction that lead them to now. Detective Tsukauchi clicked off the recorder he had been using to make sure he got all the details from each person. He walked Izuku into the conference room where he was immediately wrapped in a hug by Inko and Chizome. Looking past them he saw all his friends being hugged by their parents except Himiko who was standing to the side grinning as he struggled in their parents arms. Soon all the parents collected up their children and made the trek home.
The next day the parents all gathered together at the Midoriya household to hear the story straight from their children about their ordeal. Each of the children added in their experiences though most of the time Izuku narrated the story as it revolved most around him. As the parents all listened they of course got angrier and angrier as the story unfolded but not at the children. No their anger was directed at the HPSC and especially the former president. Inko started to plan how to bury the president as deep as she could in prison so that the woman would never see the light of day again. She would contact Nezu to see what she could do to unfuck the situation at the HPSC. Chizome planned to investigate and excise the rot from the HPSC so it wouldn't get as bad as it had gotten, so this type of thing never happened again. Shota, Hizashi and Emi were going to be part of the teams to look into the Paragon program and help the victims of that. Rei, Mitsuki and Masaru were going to watch the kids extra close for awhile as they got over this event. They all hoped that this incident would be the last for awhile.
With so much damning evidence against her the former HPSC president didn't have a prayer of defending herself. She was damned from the word go but she was especially fucked when Inko started to drag the skeletons out of her closet on how she got into the HPSC and her rise to the power of the position of president. How she offered herself to married men in the commission only to blackmail them afterwards, ruined other people's careers to get over them for positions, and force people to do things for her by holding things over them or threatening them or their families and ordered injuries or murders of people that got in her way. She was hit with so many indictments that it took a better part of a day to read them all. Needless to say that with so much evidence against her the jury convicted her almost right away once it was all presented to the courts. She ended up with several life sentences.
There were several other people that were charged for similar offences in the ranks of the HPSC. Everyone involved with the Paragon program were all fired and arrested since it was found out they had bought, kidnaped or killed in some cases to get children for that program. Then the ways they broke down the children with abuse to make them loyal to the HPSC was found out and almost became the cause of a mass killing. Luckily for those people they were already arrested and in jail by the time Inko and Chizome found out the extent of the things they did to the children in the Paragon program.
When Eraserhead, Present Mic, Ms Joke and rescue workers arrived at the coordinates for the Paragon training facility they at first thought it was abandoned because the building was so ran down looking. Eraserhead still had them check around and was the one to find a hidden elevator. When they tried to use it they found it had been sabotaged to not work. Leaving some people to try to get the elevator working the heros used some borrowed climbing gear to make their way down to the underground level. Once they reached the bottom they cautiously made their way forward when they were suddenly surrounded by floating red feathers. As they all stood still a dirty looking, blonde haired male teen with red wings stepped in the hallway glaring at them.
"So after breaking the elevator and abandoning us down here, you decide to come back. You left us locked in our rooms you assholes! We were lucky I could cut through the door finally or we would have starved in those rooms. Was this some sick test or something? See who would survive? Who would die? Well jokes on you, I saved them all. We're all alive. I was able to fly up the shaft and hunt for food since you even took all the food with you. So what new torture are you here to do to us? Huh?" The blonde teen shouted at them as he shakily took a pair of feathers in his hands like short swords.
Present Mic stepped forward with his hands raised. "We're here to rescue everyone here. We learned of this place and this program just recently. We would have been sooner but we had to dig through files to find the location. I'm sorry to say we are probably also responsible for you all being abandoned here because we have been cleaning up the HPSC after discovering what they had been doing, especially to you kids here. The people who ran this place all probably ran to try to get away and locked you in here to try to cover their tracks. We just want to get you all out of here and safe."
The blonde teen wavered before he collapsed to his knees crying as the pressure he had been under crumbled. He felt the weight of trying to keep everyone alive slip from his shoulders as these heros were here to help. He felt his chest loosen as he tasted freedom for the first time in his life.
