After the takedown of the HPSC happened the public's faith in Heros was shaken badly. Several different people tried to step in to try to take over, some wanting to help fix the problems while most others wanted to claim the vast power and wealth the HPSC wielded. Most were surprised to learn that the HPSC was actually ran by a group of investors who all had shares in it like a company. They also learned that when all the secrets started to come out that the shares had started being sold off at whatever prices they could get so that the investors could distance themselves from the shit show that was happening.

So these people started trying to buy the shares to take control and steer the future of heroics. Only to find out the shares had all been bought as soon as they had been offered for sale. It seemed that several investment groups had snapped up the shares and that no one group had a controlling interest. Several very rich and not very moral men and women aggressively went after these groups to buy the shares back so they could be the ones in control of Heros in the future. Eventually all the shares were bought back at high prices and these men and women smugly readied themselves to become the guiding force behind Heros.

But once they delved into the records of the HPSC they discovered that all the information and resources to control the Hero profession were gone. As they raged about that the next bit of bad news hit them all where it hurt. It was discovered that all the vast wealth of the Commission was gone. It had been drained from all the accounts except for the bare minimum needed to keep the accounts open. Most of the people that had bought the shares to control the HPSC had planned to recoup their losses from having to buy the shares so high by embezzling from the accounts. Now they had no way to do that and they all were realizing that they had paid a very high price to own the name of the HPSC and that no one would want to buy into it since it had so much negativity associated with it. It was like someone had used their greed and need for power against them.

Several of them set about trying to trace the investment groups so they could try to figure out who was behind this but they soon discovered that the groups were nothing but programs that had been programed to buy the shares and didn't exist in the real world. They all seem to lead back to a computer that they tracked down in a defunct warehouse that as soon as it was approached went up in flames from a thermite charge that melted it to slag. It was discover that there had been sensors set up around the room so no matter how the computer was approached it would trigger the meltdown.

There was a lot of cursing and throwing of things as these powerful people threw fits like young children who didn't get their way.

"Mei, when I said to slag the computer we used to get all the resources of the HPSC I meant for you to dismantle the computer or maybe scramble it with powerful magnets so no one could trace it back to us. Not set a thermite trap to melt it. On the other hand at least you didn't cause an explosion that leveled the warehouse." Izuku said in a strained voice as he pinched the bridge of his nose as he leaned his head back.

The pink haired chaos gremlin had just got done showing him the footage one of her drones had caught of the approach of the thugs the new owners of the HPSC had hired to trace the computer he had used to screw them over. He hadn't planned to do that at first actually. He originally had only planned to buy up controlling interest in the HPSC so he could make sure that someone like the last president didn't take over again. It had been easy to do actually with all the former investors trying to distance themselves from the disaster the former HPSC president had made. It had taken just about all his savings from his analysis work but he had been investing it in the stock market since he didn't really use it so it had multiplied a lot before he used it to buy everything he could. But it turned out he didn't have to worry since the old investors had been willing to sell at low prices to get out quick. So he had been able to afford getting pretty much every share being offered and he quickly was able to recoup his spending by draining the accounts of the HPSC but unlike the others he only took what he had spent to buy the shares and put the rest into the account he set up to fund the new organization he had been planning to replace the HPSC. He also took every bit of the resources he could to build the infrastructure for his new organization.

Just when he was trying to figure out what to do with the now defunct HPSC he started to get all kinds of requests for him to sell the shares for high prices. Once he researched who was making the offers he started to sell the shares off as he took the money of some of the most immoral people in the country. As each payment came through he just added the amounts to the coffers of his new endeavor. Once everything had been sold off he had told Mei to slag the computer which had been his mistake since he should have remembered the girl's love of making things go boom.

Which brings us back to an exasperated Izuku as he deals with what Mei had done. Finally just sighing and saying 'Fuck It' in his mind he looked back at a laughing Mei as she passed around her tablet to show the looks on the thugs faces to all their friends. Katsuki and Hitoshi were cackling as they rewound the footage over and over again while Himiko was giggling and Shoto was snorting with laughter. Watching his friends lose it Izuku started to chuckle as he thought about how dumbfounded those guys had looked in the video. Eventually everyone had calmed down and were sprawled around Izuku's bedroom.

The atmophere was broken when Hitoshi asked, "So are we going to talk about how Izuku might be the richest person in Japan and that was before he scammed a bunch of morally ambiguous people out of even more money?"

"In my defense those morally ambiguous were basically throwing that money at me to buy a pretty much useless name that no one wanted to be associated with. Not my fault they didn't think to research the product they were buying." Izuku quipped back at his sister's best friend.

Hitoshi nodded his head as he conceded Izuku's point. "But my point still stands that you have a lot of money now since you drained everything you could from the commision's accounts. So what are you going to do with all that money? Or the resources you also took. You basically left the HPSC a shell. Heros are basically operating with no back up as of now. I don't see you letting the hero profession die so what is your plan?"

Instead of answering verbally Izuku got up from his desk before leaving the room only to come back with a thick binder almost overflowing with paper. Izuku handed it to Hitoshi, who almost face planted when the weight of the binder yanked his body forward from his seat. "That is my plan. A new agency that oversees heroics by supporting it but not trying to rule it like the HPSC did. It will still help regulate the profession, just differently. Like it will focus more on making sure heros are in the profession for the right reasons. Also they will be held more accountable for their actions such as property damage, excessive force and other such negatives. Also I plan to have this new agency start regulating public quirk usage by issuing quirk licences that people can take tests for so they can use their quirk in their jobs or everyday life. Also a division to investigate heros so another Endeavor doesn't happen. I think the changes to how an agency could work differently from how the HPSC did things would help a lot."

"That's all good and well but how are you going to get it up and running? No offense but as much as I think your plan is awesome and something that is very much needed, you're just a kid. A quirkless one at that in the eyes of the public. How are you going to get anyone to listen to you to get this going?" asked Shoto as he looked over Hitoshi's shoulder as he flipped through the binder.

Izuku just grinned as he looked at his friends. "Who said I would be the one to get this going? I gave a copy of this binder to several different people. But the most important one was Principal Nezu. I feel he will be open to a better system for heroics and plus he will get to bury the HPSC like he has always wanted to."

Across the city several Pro heros were barricaded in a staff room as they shook with fear.

"Why the hell IS NEZU cackling like that? I swear I'm GOING TO PISS Myself if he doesn't stop." a pale Present Mic said, his quirk activating due to stress only to be cut off as his husband erased it to save everyone's hearing.

Eraserhead took a sip of his coffee as he let his hair fall when his quirk shut off. "Probably has something to do with that massive binder that was delivered the other day to the Rat Overlord. Bastard has been pouring over the thing for days. Won't let anyone else see it until he finishes it. I think he is savoring it because we all know he could speed read that damn thing and have all the information memorized instantly."

Suddenly all the people in the room froze as the source of all their fear spoke up from behind them like he had been there the whole time. "Oh but the plans in that binder need to be savored. A complete revision of the way the hero profession will be oversaw. More oversight, interconnection of agencies so that information is shared to better protect the public. A separate side by side agency that will investigate reports of heros abusing their positions, uses of excessive force or excessive property damage. Also testing and licencing citizens to use their quirks in public, mostly for use in jobs. It also will provide help for people to learn to control and use their quirks so to lessen accidents due to loss of control of quirks. The binder also has suggestions for ways to reduce quirk discrimination in mutation quirk users. It basically is a plan for how the HPSC should have been while splitting the power so there are checks and balances so something like the HPSC doesn't happen again." Nezu explained as he sipped from a cup of tea.

A sharp tooth grin stretched across his face as he spoke again. "I plan to ram this proposal down the throats of the officials in the government as this is the best idea that has come about and we do need a replacement for the hero profession to move forward. But as to why I was cackling so loudly I discovered a very interesting thing today. It seems that many well off individuals acquired shares in the HPSC recently for high sums of money. It seems they wanted to be in charge of the direction of the future of the hero profession."

Eraserhead narrows his eyes at Nezu as Snipe asks, "I thought no one wanted to be associated with the HPSC, that's why all the shares were sold off soon after the arrest of the HPSC president. So why would a bunch of rich bastards taking control of the HPSC make you happy. Won't they be in the way if you are going to try to push through this new agency?"

Draining his mug of coffee Eraserhead speaks up while staring into his empty mug like it offend him by being not having more in it. "You mentioned they paid high prices for the shares. As far as I knew all the shares had been snapped up weeks ago for rock bottom prices. So why would they pay such prices now? Possibly they felt that enough time had passed that resurrecting the HPSC wouldn't be as frowned upon, unlike if they had tried to do so earlier. But even if they paid higher prices the HPSC has vast amounts of money that they probably wouldn't have problem taking to cover their losses if it any of the people I can think of that would want to control how heros operated or want to use them as a private army."

"Yes, yes, that would be the case if the parties who first bought the shares didn't drain all the accounts down to the minium it took to keep the accounts open while also stripping every resource for regulating heros from the HPSC. Every contract for support gear, insurances, information gathering program, everything that can help with heroics was absorbed by the first buyers. The next buyers only bought a worthless name and nothing else. It was a beautiful plan. Especially since I don't think the previous buyers planned on selling the shares back off and just letting the HPSC die in a proverbial ditch." Nezu responded as he swirled his tea before draining the cup. At the shocked looks on the staff's faces he hopped down to the floor. "To prove this theory I'm going to go ask the person behind this about it and discuss their new agency plan since they are the same person." he told them as he walked to the door.

As he opened the door for all of them to see the red wings of Keigo Takami as he stood in the hallway waiting for his new father as Nezu had adopted the young man as he understood the treatment (torture) he had gone through. Also maybe a small petty part of it was as a fuck you to the former HPSC president by taking the young man in to be raised by her enemy. Keigo laughed his ass off when Nezu told him when he asked if he could adopt the boy. After getting himself under control Keigo looked Nezu in the eye as he agreed with a grin while saying "I've heard good things about you, meaning most of my trainers had bitched about you, so in my mind it meant you were better then the assholes in the program." As he shook the mouse-bear creature's hand he also said, "Another reason is out of spite. I'll take what they taught me and what you teach me and be a hero in spite of them trying to kill us." To say the two had bonded was an understatement.

"Who the hell is this person that they impressed even you?" asked Eraserhead as he stood to follow Nezu.

"Why the same person who was the catalyst for the downfall of the HPSC. Izuku Midoriya." Nezu said with a feral grin as Keigo scooped him up and fell out a window only to swoop up as he snapped out his wings to fly away. Eraserhead just took out his phone and called Inko to warn her that Rat Satan was coming for her son.

Just as Nezu raised his fist to knock on the front door of the Midoriya residence the door opened to Inko Midoriya standing there. Nezu tilted his head as he mumbled "So that's what that feels like from this side. Interesting." Keigo just laughed behind his hand as he tried to keep his composure.

"Aizawa called to warn me that you were coming. I'm guessing you are here to discuss what needs to be done to replace the HPSC." At the nod of Nezu they walked to the dining room. "The plan Izuku came up with seems like the best bet I'll admit but the problems I see are getting it approved and funding since I just recently learned that the accounts of the HPSC have been drained and all it resources stripped to the bone. Also some of the richest and most powerful people in Japan and outside it own the shares and control everything HPSC related. They probably squirreled away all the money once they took ownership of everything." Inko told Nezu as she looked through the reports she had.

Her head snapped up as Nezu started laughing maniacally and slapped the table as he tried to catch his breathe while Keigo patted him on the back. As he recomposed himself he spoke to Inko, "I apologize for my outburst. But it seems even you didn't know what he was doing. If you could call your son down here I think he could clarify some things that I have figured out."

Before Inko could ask what Nezu meant or go get Izuku there was the sound of many feet coming down the hallway. As they looked Izuku and all his friends came into the dining room only to come to a stop at the sight of Inko sitting with the principal of UA and a older teen with red wings at the table. Izuku tilted his head sideways and said, "You are two days earlier then I expected. Probably the collective meltdown of the those rich bastards tipped you off." he said as his mind started analyzing the situation in front of him. Meanwhile his friends all shuffled around him and headed to the kitchen to resume their quest for snacks after greeting Inko and her guests.

"Ah yes I can see how you might have come to that conclusion since I gathered that you hadn't planned to resell those shares once you drained the accounts and took possession of the heroics resources from the HPSC. But I do admit I wonder why you did resell the shares if you had stripped everything from the HPSC except it's name." Nezu replied as he looked at the teen.

Inko crossed her hands in a T motion as she turned to her son. "Whoa, whoa, whoa. You bought the shares in the HPSC? And drained their accounts and stole all the heroics resources? How did you afford to do this? Don't tell me you borrowed money from your friends or elsewhere." her voice getting sterner as she spoke.

"You know how you told me to save and invest in my future with my income from my analyst work? Well I been investing it in the stock markets around the world and have multiplied it many times over. So when the shares started being sold off cheaply after the arrest of the president I started buying them up by using my investment accounts. I figured that having a stake in how the HPSC went forward would be a good idea. But the shares kept getting offered and no one else was buying them since no one wanted to be associated with the shit storm that had became the HPSC scandal. Then I thought about how no one would really trust the HPSC in the future and decided it just needed to die and be replaced. That is when I started to plan out the new agency I gave you in the binders. I'm not arrogant enough to think I thought of everything that I needed to with that so I sent out copies to different people so it could be looked at from all sides. Like my mom from a legal standpoint. Nezu I thought would be good to review it and find any flaws I might of missed. I also sent it to several heros so they could provide input from a hero's perspective." Izuku told them as his friends all came back into the dining room with snacks in hand. They all sat down to watch Izuku get grilled, just happy they weren't being interrogated by Inko and Nezu.

"That doesn't explain why you took all the money and resources." stated Inko.

"I did that so the government couldn't swoop in and seize it all to use for some half thought out idea they would throw out to appease the public. I'd much rather piss off the public and present a well thought out plan of action that won't turn into another HPSC." explained Izuku causing his mom to nod in understanding.

Nezu then spoke up, "Then if your intention was to let the HPSC die, why did you resell the shares to those people?" He seemed most eager to hear the explanation for that.

"Well I'll admit that wasn't part of the original plan. But they kept insisting that I sell them the shares and contacting my online accounts so much that I didn't want them hacking in and finding out who I was. So I just told them to make me an offer for shares figuring they would try to get them as cheap as I did. Only they all started throwing out these ridiculous amounts of money trying to top each other so they could own more controlling interest. I just accepted the money and quietly erased the accounts behind me since they could only be traced to a single laptop I never put any personal information on. But come on, who wouldn't take the money if they were just throwing it at them. It was only after checking out who some of the people were that I didn't feel so bad about taking their money since I figured they were going to try to control heros by controlling the HPSC. Then I thought if they didn't have as much money to use to cause problems then it would be a bonus." answered Izuku.

Inko wiped a tear from her eye as she spoke, "I have taught you well. You took advantage of their greed and let them fall into a trap of their own stupidity because they didn't check to see if their investment would pan out. My only question is where is the computer you did all this on? We need to make sure they can't find it and some how track you down or something."

"Oh Mei slagged it with thermite. Melted it right in front of some thugs that were trying to do that exactly." said Izuku with a smile.

Thrusting her tablet in the air, Mei yelled, "I have video. Had to make sure the computer was completely destroyed. Plus the looks on their faces are so funny as their only lead literally burns up in front of them."

Nezu made grabby hands as soon as she finished speaking.

On a sunny summer morning the offices of the Quirk Regulatory Agency were opened. The new agency had been the subject of intense public debate and scrutiny about whether it would be another HPSC. But once the plans for the new agency were released and backed up by many heros and officials that people got to see how the QRA would be different. First of all it would be regulating all quirks not just heros. One would think that would mean that the new agency would be trying to control everyone and their lives. But the opposite seems to be true as it seems that it wants to foster a better understanding of quirks and the freedom to use them. What it wants to do is educate people so that they can be licenced to be able to publicly use their quirks.

Next is the reason the QRA was needed in the first place, the Heroics regulatory division. Within it the hero profession has the support needed to operate. Gone is the push for flashy heroics and the competition between heros that the former HPSC fostered, in its place is an environment of teamwork. By registering with the QRA heros receive help in the form of insurance, information sharing, the ability to ask for help from any other agency. While this does result in increased dues paid to the new agency for some bigger agencies it also makes it easier for smaller agencies such as those for underground heros to operate since they can now call on resources they didn't have before since the HPSC pushed them to the side because they didn't feed into the spectacle of heroics. Also heros will now be required to renew their hero licence every five years as to keep heros up to date on regulations and to make sure they are still able to fulfill their duties as heros.

Another division of the QRA will be a investigative one that will make sure that things like what came to light in the investigation of the HPSC doesn't happen again. It also will deal with quirk discrimination and work with police forces to foster a better working relationship with said forces. They also will deal with most of the information gathering and dissemination of that information to other agencies so that heros are kept informed to protect the public better. Another thing they will watch over is heros so that they will not abuse their positions as public figures for illegal purposes.

All in all the QRA strives to be a helping hand for the citizens and Heros of Japan. It is our hope to help lead to a better future for everyone.

Keigo closed the pamphlet in his hands as he stood in the reception area of the QRA heroics division. He was there with his father to take the test for the Provisional Hero Licence so he could take part in the work studies with the class he joined would be doing. All the other students had received theirs weeks ago but since Keigo had been working on catching up his education since the Paragon program had only focused on making him a better hero, he didn't take the test with the rest of them. The funny part was he actually had better control and could use his quirk better then some of his peers but they also were better able to deal with regular life then he was.

The only person who seemed to understand him was Touya Himura, Endeavor's oldest son, who had been through something similar to Keigo's abuse before his father had been arrested. Also the shock of learning that the hero he had used as motovation to make it through the training forced on him was such a piece of shit had been a shock. Not that he had known about any of it as the trainers had regulated all the information the kids had gotten. But back to Touya, Keigo felt the flame user was probably his best friend, though Tenko, another teen who was friends with Touya, teased that Keigo and Touya were a couple. Just because he thought Touya was cute didn't mean they were dating.

Pulled from his thoughts by the call of a proctor for his test Keigo waved bye to Nezu who had been sitting next to him as he read on the tablet he kept on his person. Nezu wished him luck as he walked away to do his test.

An hour and a half later an exhausted Keigo stepped back into the reception area with a proud look on his face as he held up his new Provisional Hero Licence to his dad. It was only after crossing a quarter of the distance that he noticed that Touya and Tenko were also there. As he got to the small group he was surprised when Touya surged forward and kissed him. He froze while his wings shot out to their full width.

As he pulled back Touya blushed while speaking, "Oh uh, sorry. It's just I promised I'd wait until you took your test to confess but you looked so adorable as you showed off your licence that I couldn't help myself. I don't even know if you like me like that. I'm sorr-" His voice cut off as Keigo kissed him back and wrapped his wings around them. They probably would have continued to make out if a cough with a bit of humor in it didn't catch their attention.

"Perhaps you could discuss this development in a less public area. While I have no problem with it, I feel Keigo would probably feel better after a shower and probably something to eat after his test. Also Tenko and I won the betting pool on when you two were going to get together. We can split the winning once we are back at UA." Nezu told them, the last part directed at the teen on his knees crying from laughter. Tenko just nodded as he stood up and tried to catch his breath. As the four of them walked out Keigo was proudly showing them all his licence with his hero name "Hawks" on it.
