Hello everyone, this is the first chapter of my work. I still do not know how long it will be, or how often I will post a chapter. Please be patient with me as I give it a shot at a fanfic of my favorite anime. Disclaimer, I do not own any of the MHA characters, only my OC's. I will try and keep this as canon as possible, but I will be adding my own twists and ideas.

This story came about due to my obsession with Eraserhead, Bakugo and Hawks lol. There will be three love matches in this story with these three MHA Characters. It might get a bit confusing, so please don't be afraid to point it out in the reviews or ask questions :)

I hope you all enjoy it as much as I enjoy writing it !

The M rating is for future chapters, but I will be sure to post a warning when we do get to the mature parts for those of you who wish to skip it.

Also FYI - I decided to make Class A older. They're all going to be 17 years old, just because I felt uncomfortable with them being so young and this being a M rated story.

Chapter 1

Hard times had hit Japan after Tomura Shigaraki and the Paranormal Liberation Front had destroyed half of Jaku City. Gigantomachia had also furthered the distraction in the country, in his desperation to get to Shigaraki. He destroyed all the cities that had stood between them, leading to mass casualties.

To make matters worse, Dabi's public declaration about his turbulent past with Endeavor, along with the video footage of Hawks killing Twice, had brought about more trouble for the heroes. Dabi's intentions of harming the reputation on the heroes had been successful, leading the people of Japan to doubt their ability to keep them safe.

Half of the country's hero population was lost in the war, not just in death, but also due to retirement. The chaos that insured in the weeks following the last battle had been a brutal hit to all heroes, and many couldn't cope with the added stress from the citizens' distrust.

It had taken a lot to regain the publics trust, but it had been done with the help of UA's Students from Class A. Since then, it's been 5 months since Shigaraki had last been seen, and 3 months since Izuku Midoriya, hero name Deku, had returned to UA.

The Hero's Commission was struggling to continue keeping the peace with the limited number of Hero's available, and heavily relying on the recent Hero Course graduate students from hero schools all around the country. It was sad to say that they even relied on the rest of the hero course students that had yet to graduate and had their provisional licenses.

Recently, there have been whispers from the underground villain networks that something big was coming. Hawks, Endeavor and Best Jeanist had been working tirelessly with UA's Top Three to find out more information about what was brewing and if it had anything to do with Shigaraki.

Unfortunately, with Hawks' double crossing of the Liberation Front, the commission no longer had an inside man to gather intel. Now it was just a matter of trying to prepare as best as possible for whatever will come with the limited information the heroes have been able to gather.

The biggest problem was that no matter what plans were drawn up, Eraserhead was a key element to them all working. Unfortunately, due to the injuries he sustained during the battle, he was looking at a possible early retirement. He had sustained a great deal of injuries during the battle, the biggest ones being the loss of his eye and leg.

Though painful, he was able to regain mobility with the new prosthetic leg he had been given. Despite the handicap, the loss of a limb wouldn't be the end of his hero career. It was the limited the use of his quirk due to the loss of his eye, which reduced his quirk's ability to less than 30%.

His quirk was the ability to cancel someone else's quirk by him looking at his opponent and keeping them in his line of sight. The effect of his quirk ended once he blinked, something that had already been limited by the USJ attack. Now with only one eye, it was nearly impossible to use for longer than a minute.

The Hero Commission had been hopeful that his ward Eri would be able to help recover his eye could be recovered. However, after a single use, it took months for her quirk to recharge, and she had already used it on Mirio Togata to help him recover his quirk in time to assist in the final battle.

Another problem added to the never-ending list, was that even if Eri was able to try to use her quirk again, the state of which Aizawa's eye would be recovered could be delicate and its effectiveness limited. It would require a specific quirk, one like Overhaul's, to bring back the full use of Eraserhead's quirk.

Currently, aside from Overhaul, there was only one individual that could do it. Thinking about bringing her in was the reason Yokumiru Mera was losing even more sleep.

"It's not like Madam President is here to stop me from doing this…" He muttered to himself as he gazed down sadly at the file of the now 26-year-old woman.

"Sleep deprivation has you talking to yourself now, Yokumiru?" The tired man lazily raised his head to look at the number 2 hero leaning casually against the doorframe of his office. Hawks flashed his usual bright smile. "Sorry for the delay, we took longer than we expected to finish up that last job." Endeavor stood broodingly behind him, his huge frame taking up majority of the doorway.

"Sleep deprivation has me contemplating something that would go against orders." He admitted with a sigh, waving off their tardiness as he leaned back in his chair. Hawks raised an eyebrow in surprise, moving further into the room, the number 1 hero following quietly after him.

"I know it's been a shit show for the past few months, but going against direct orders is out of character for you." Looking down at the file in front of him, Yokumiru couldn't help but think about how following those orders had made him resent himself for the past 4 years.

"Are you going to tell us what's bothering you or are you going to leave us here guessing?" Endeavor's deep voice rumbled through the quiet space after Yokumiru had taken to long to respond. Instead of verbally answering, the tired man passed them the file. Hawks took it and began reading it, Endeavor glancing down from above his shoulder to read as well.

"Yaeko Imai. Her quirk would most definitely be useful with so many heros down right now." Hawks spoke as his eyes continued to scan the file. "Too bad she's been in a high security facility in America for the past 4 years for Manslaughter." His golden eyes shot up to look at the tired man.

"She's a villain." Endeavor stated, straightening to look at Yokumiru with a disapproving frown. "We don't make deals with villains Yokumiru."

"She's not… at least I never agreed with the verdict." He answered honestly, rubbing the heel of his hand into his tired eyes.

"She killed a hero." Hawks didn't sound judgmental, just simply stating a fact.

He was looking at the new head of the Hero's Commission with perceptive golden eyes that would usually unnerve any other person. However, since Yokumiru had watched him grow up, it had no effect on him.

"She killed him in self-defense, though even so, she hadn't meant to kill him. Her emotions made her lose control of her quirk." He was getting agitated just thinking of the case, wanting to defend the young woman the way he should have all those years ago.

But of course, that meant going into detail about what had happened, and he wasn't allowed to. It was part of the deal, it was never to be spoken about, the details of the incident having been withheld from the public. It had been a highly contained incident, the family involved not wanting it to make the news.

"Self-defense… yet she was arrested and then sent to a High Security Facility in America? This doesn't make sense." Hawk's eyes narrowed, waving the file in the air.

"Any chance you'll fill in the blanks for us?" Endeavor took the file from Hawks and flipped it around to show a page with over 80% of its contents blacked out.

"Unfortunately, no. A non-disclosure was given to every member of the Hero Commission to sign when this happened. It was the best course of action that Madam President and the hero's family agreed too. Yaeko had been sent her to their mother's hometown in California to keep the whole thing from reaching the media. The reasoning was that it would keep her away from the family so her sentence could be completed in a facility that would help her through the trauma and to make sure she never used her quirk like that again. Yes, she could have done her time here in Japan, but this was a stipulation from the hero's family. They were adamant that Miss Imai not be allowed to return to Japan. If they couldn't get her thrown into Tartarus, then they wanted her as far away as possible. There were a few protests from a few other Pro-Heros." No doubt they had seen Snipe, Midnight, and Thirteen's names in the file, though details about their involvement had been blacked-out, much like majority of the information in there.

"And you want to what? Dissolve the contract and issue a pardon? You want her to come back to Japan?" Endeavor asked, deciding to move past the confidentiality part of this situation.

He knew Yokumiru enough that he was already uncomfortable pushing past his loyalty to the commission by going against orders to bring this woman back. There was little to no chance he would be saying anything more than necessary about it. He was not happy about what he was hearing, and it was killing him to not push for answers. But his curiosity about Yokumiru's plan took precedent for the moment, part of him feeling upset for the young woman and hoping this would work out in her favor.

"To put it simply, yes. But I know she won't come back just because we ask nicely. The Hero's Commission failed her through the entire proceedings. She received the bad end of the deal because the hero she killed was from a well known and highly regarded family of heroes in Sapporo. To make matters worse, it didn't just affect her, but also the rest of her family. It's part of the reason why I asked you two to come in." Yokumiru was getting a headache, it was easy to see in the scrunch of his eyebrows and the way he rubbed his temples. "She has two younger sisters, who due to the incident, received some blowback. Akari and Noriko Imai, were also sent away to America under the care of their maternal grandmother under the guise of a fear that they would also follow in their older sister's violent footsteps."

"I fail to see how that would even apply to either of them" Endeavor's eyebrows furrowed.

"I agree, but even so, Akari, the second oldest sister, was a freshly graduated hero student who had her hero license revoked and forbidden from continuing pro-hero work and limited to being a sidekick with close to no field time. And Noriko, the youngest, was forbidden from enrolling into the hero course at any school, thus unable to become a pro-hero."

Both heros were stunned into silence, only able to stare at the tired man in front of them blankly. "Yaeko Imai killed a hero in self-defense, and I understand there could be some sort of repercussions for this depending on the circumstances, but for a punishment to be this harsh?!" Hawks ranted, his chest heaving in frustration. "Who could possibly have so much influence on the Hero Commission to warrant such measures to be taken on the Imai Family?" The young hero's eyes flashed dangerously, and even the number 1's eyes had become more intense.

"I am not at liberty to say, but as you can see, there is plenty of reason for the Imai family to decline helping us. Yaeko is not due to be released for another 4 years, and despite the early release, she will most likely reject our offer." Yokumiru sighed, standing and moving to the floor to ceiling high windows of his office. "My first offer to try and persuade her into accepting is to offer her not only her freedom, but also allow her to renew her medical license to practice medicine here in Japan. She was originally looking to join pro-rescue heroes after realizing how helpful her quirk could be in immediate first aid. Eventually she realized she could do further good as a doctor. It was why she wasn't well known within hero society."

He gazed out the window, catching a glimpse of the top two pro-heros in the windows reflection. Both looked relatively pissed at everything they were being told, not that he could blame them.

"She probably won't care much about that deal. She can easily wait out the rest of her sentence just out of spite." Endeavor voiced what they were both thinking.

"Correct, which is why plan B is to appeal to the love she has for her sisters. I'm ready to offer to arrange for Akari's hero license to be reinstated and allow her to work here in Japan. As for Noriko, I'd reach out to Principle Nezu to allow her to transfer into the Hero Course in UA for her third year and be allowed to get her Hero License."

"This offer isn't just to appeal to Miss Imai, but to make sure her sisters also come to guarantee she stays in Japan for as long as you need her." Hawks accused, taking a step forward with his hands clenched. "And the cherry on top being that you'll be able to keep a close eye on all three of them. If the commission was so quick to strike a deal that extended to control the younger two sisters, then it's safe to say that they fear they're capable of the same type of damage. Which brings me to the conclusion that they also possess similar quirks to their sister."

"Correct, they're quirks were inherited from their parents, though with varying abilities each. Yaeko is the one with the strongest quirk in terms of how much damage she can cause, thought Noriko is a close second." Yokumiru responded, meeting the younger hero's eyes. "However, keeping all three together and where we can keep an eye on them is more for their safety than anything. Without a doubt, this whole deal will piss off a lot of people, and I do not want any more harm to come to the Imai family."

Endeavor looked at him with no emotion whatsoever, while Hawks eyes narrowed. "Which is why you brought us here and decided to tell us this. You want us to be the ones to keep an eye on them."

"Yes, I also ask you extend an offer to the younger Imai sisters to join your agencies. Akari's debut would go over smoother if she worked with one of the top heroes, and Noriko needs to start an internship immediately to complete the requirements from the Nezu, to enroll in UA." Yokumiru dropped back down into his hair and leaned his head into his hands. "In all honesty, this is also my way of trying to make it up to these girls. I never stopped thinking about them, and as fucked up as this sounds, this was the perfect excuse to try and fix things for them. With Madam President's death, the low number of Pro-Heros left, so many casualties we still haven't recovered from yet and Shigaraki still being out there, we could use their help."

Endeavor looked down at the file, flipping through the pages before stopping at one. It was silent for a minute before he spoke. "I'll accept the youngest Imai as an intern should they accept. Her quirk is the best suited for working with my agency." He handed the file back to Hawks.

"And I accept Akari Imai into my agency to start off her pro-hero career." The winged hero didn't even look back at the file, instead tossed it back on Yokumiru's desk. "I don't care what her quirk is, I'm choosing to give her the chance the Commission didn't give her." The tired man winced at the dig.

"In that case, I'm also going to need one of you to come with me to America to negotiate with Yaeko." He looked up at the two heros with pain-filled eyes. "I'm afraid she won't believe me if only I go with another member of the commission."
