Nina Myers is making arrangements to flee the country, when she receives a call from Dimitri.

Dimitri: You have escaped from Jack Bauer?
Nina: Yes. I had to eliminate Walker, and give up Raeder.
Dimitri: You are certain Raeder won't talk?
Nina: Yes. And Jack was convinced that Mason was the mole.
Dimitri: Good work. But I have received intel that Gaines might be planning to turn himself in in exchange for immunity.
Nina: I doubt that.
Dimitri: Still we can't take that chance. Don't give me any reason to doubt your loyalty right now.
Nina: Understood. Gaines will be eliminated.

Tony tries to leave CTU.

Tony: Are we almost done, I'd like to leave.
Chapelle: You have somewhere to be?
Tony: Michelle and I, we had hoped to celebrate together when the war in Afghanistan was finally over. We made a deal. If one of us was dead and the other was alive when that happenned, they would go to the other's grave on that day.
Chapelle: I guess we're just about done, you can go.

Chapelle knew that Tony was planning to meet Jack, but he made a good excuse. He let Tony leave so that he could be followed.

At the White House chief of staff Gardner comes to speak with president Keaton regarding a new development.

Gardner: The Japanese embassy has just given us intel. It regards Aum Shinrikyo.
Keaton: They were the group who released nerve gas into the Tokyo subway in the 1990s?
Gardner: Yes sir, there are still a few fanatical followers. The Japanese government has them under surveilance, and the group received a message less than one hour ago. A cell in the United States had feelers put out to them by reverand Adam. Basically he was asking for their help in carrying out an attack here. Local CTU is preparing to move in on them within the next half hour.
Keaton: So we'll be able to stop this attack, that's a relief.
Gardner: We'll be able to stop this particular group, but it's unlikely that this cell will know of other's involvement, except for Adam himself.
Keaton: I know we still have much work to do before we stop Adam and the rest of his fanatics. Still, a little victory can be a good thing right now.

As Tony leaves CTU it soon becomes clear that someone is following him. These guys aren't bad at trying to remain covert, but Tony knows how to spot surveilance. He recognized some of Jack's code words, Jack wants these people to follow him. Tony just has to pretend not to know he's being followed.
