On Wednesday, August 11th, 1993, witches and wizards across the U.K. woke up to some very big news.
The headline on the front page of that morning's Daily Prophet read:
HOGWARTS BANS SECONDHAND WANDS.
The article accompanying article read:
Late Tuesday night, the Hogwarts Board of Governors, a bit revamped since the removal of Lucius Malfoy at the end of the spring semester, voted unanimously to ban the use of secondhand wands at Hogwarts School of Witchcraft and Wizardry. The Board of Governors put out a joint statement saying that "It has been brought to our attention that a faction of Hogwarts student body has been using secondhand wands. This cannot be allowed to continue. The reality of the matter is that no witch or wizard can perform his or her magic at its highest level without a wand that has chosen him or her. The wand chooses the wizard isn't just a cliché or a legend. It's a truism. While all witches and wizards can channel some magic through any instrument, the BEST results can only come from using a wand that has chosen oneself. The truth is some Hogwarts students have struggled in their classes BECAUSE of secondhand wands. The reasons why students have used secondhand wands have varied from nostalgia to tributes to fallen loved ones to financial hardship. However, it is especially important for tween and teen witches and wizards, who are in the learning stages when it comes to controlling their magic, to have wands that have chosen them. Starting with the fall 1993 semester at Hogwarts, Mr. Ollivander will make an appearance at the Welcoming Feast. Before each student leaves the Great Hall after the Welcoming Feast, Mr. Ollivander will check his or her wand to verify that the wand has chosen him or her and is not a secondhand wand, If any student is found to be in possession of a secondhand wand, Mr. Ollivander will take him or her to his shop that very night to be matched with a wand that has chosen him or her. A fund has been set up for witches and wizards who need financial assistance in order to purchase new wands. Any witch or wizard whose family has less than twenty five galleons on hand at Gringotts at the time of his or her wand purchase will be eligible to purchase a new wand for only one galleon. Furthermore, it shall be Hogwarts policy that each individual student may carry only one wand with him or her. if a student to be found in possession of a wand other than the one Ollivander approves on that first night, it will be confiscated. Should any student have his or her wand be lost, stolen, or broken beyond repair, he or she may then purchase a new wand that has chosen him or her from Ollivander. But possessing more than one wand at once is prohibited. it is the hope of the Board of Governors that the ban on secondhand wands will allow every Hogwarts student to tap his or her full potential by actually having the right magical tool for himself or herself. This new policy is effective immediately and will be enforced upon the start of the fall 1993 semester at Hogwarts. "
A/N: So, I did a couple of individual chapters about Neville earlier in this thread to show an individual case. The truth is that there should have been a holistic ban on secondhand wands at Hogwarts to ensure all students had the opportunity to do their best. FWIW, it's actually occurred to me that I probably would have gone to Hogwarts if I were a wizard, seeing as there are no magical schools in my homeland of Arizona.
