Hello everyone and welcome to another chapter of Cursed Eyes. This chapter shall be focused on the Kage Meeting overall, but with a lot of different choices than Canon.

Some are quite obvious, but others shall be a surprise I shall reveal throughout the chapter.

So, without further adieu, let's get on with the chapter.

Chapter 38 – Fourth Great Ninja War

As soon as Mifune announced his intention for Tsunade to lead the Allied Shinobi Force, all chaos ensued in the room.

Tsunade was speechless…the Raikage was angrily screaming obscenities at pretty much everyone…the Tsuchikage was making snide comments about the chances of Iwagakure ever following orders from Konoha. The Mizukage and the Kazekage were the only ones not entirely against the idea of Tsunade leading the alliance. Well, Sungakure was already Konoha's ally, so Baki was comfortable with his chances back at home to convince the councilors. Mei, for her part, was glad that at least neither Iwa or Kumo would lead this charge.

Her village has already been through hell and back from internal struggle, but they too had major skirmishes with Iwa and Kumo in the past.

Out of the other villages, Konoha was the one to which Kiri had the least occurrences.

Up in the protection detail's area, everyone was on edge, considering the level of chaos down there between the Kage. At this moment, one small error in judgment…one small flare of chakra could be enough for a bloodbath to ensue and quite frankly, it would be the precise opposite of what everyone had come here to do.

"Ah, Kakashi…" Naruto was however wondering why his brother figure remained so aloof, while the hysteria was going on.

"Hmmm…something the matter?" Naruto merely lifted an eyebrow at the question, before Kakashi offered his strange smile with his eyes closed, while in the midst of chaos. "Oh…don't worry…don't worry…"

"How can you say that…?"

Kakashi then pointed down at the Hokage and Naruto looked at the still speechless Tsunade.

"The second she wakes up, this entire mess will be sorted down." Naruto, though, wasn't so convinced, while he used his sensitive ability to pinpoint everyone's chakra to move at the moment's notice.

Down at the Kage's meeting, the Raikage has had enough with screaming at the forever patient Mifune, before turning to the Hokage.

"Hey Hokage…aren't you going to say anything about this!?" As soon as that happened, all chaos had simply stopped as everyone's focus turned to the Senju heir. Tsunade, for her part, had snapped back to reality and looked around to see everyone look at her, waiting for a response. Hell, a couple of years ago, she was considering bailing the job of Hokage and now she was being considered as the leader of not one but five whole hidden villages to fix this Akatsuki mess once and for all.

And to believe that she was enjoying her time away from the village…

Clearing her throat to sort out her feelings on this matter, she got up from her seat to address everyone.

"Mifune-dono, as much as I appreciate the vote of confidence, you are experienced enough to know that openly voicing that opinion could amount to a full scale war right here and now…" The aged samurai merely nodded, as he was aware of the bad beef between villages. "Despite my surprise at being considered, I could hear both Ei's angry temper tantrum and the Fence Sitter's snide remarks about the village my grandfather founded." To that, Ei snarled at the woman, while Oonoki simply hummed. Naruto had noticed that indeed Tsunade had taken command of the situation just like Kakashi had said she would. "Now, I admit that I had my doubts that anything would arise out of this meeting, but at least after all the dirty laundry at least voiced up from the other Kages, I sincerely believe that an alliance must indeed be formed…" before Ei could start to complain as he was about to, Tsunade turned to him. "But I don't think only one Kage must be appointed as the leader here, with all due respect, Mifune-dono…"

"I understand…you propose a joined command, then, Hokage-dono…indeed an interesting approach to this matter…I had heard stories about your grandfather's altruism…I'm glad to see you follow in his footsteps."

Tsunade nodded in full appreciation at Mifune's kind words, before she turned to the huge block of muscles by the end of the table.

"As such, as a proposal for everyone here, I would like to propose that Kumo should join me as co-leader of this Alliance." The Raikage looked at Tsunade in surprise, before suspicion became clear in his eyes. "You came to me for help, long ago, Raikage-dono…to cure Karui." The Raikage did remember that day and he was at least glad that both Tsunade and her apprentice Shizune had been close by to help heal him. "Your subordinates speak highly of you, Raikage-dono…despite your mannerisms." Tsunade smiled at the indignant reply from her words, as she remembered about the cold Samui's efforts to defend her leader. "And I don't think the others would object to this form of leadership." She then turned to Baki and Mei to see they both nod at her, before turning lastly to Oonoki.

"Hmmm, at my age, having to follow Konoha and Kumo's orders…what would my ancestors say about that?" Tsunade frowned at Oonoki's words.

"You're quite welcome to suggest another venue, Tsuchikage-dono, but I don't think that the rest here would agree on a different plan."

Oonoki looked at the smirking Kazekage. Oonoki looked at Baki's smug smile and tsked.

"I for one agree that Tsunade-sama is the best possible candidate to lead this alliance and Raikage-dono can aid her in this. Certainly, no one in Kirigakure would enjoy following orders from Iwagakure." Oonoki looked at Mei for a while, before looking at Tsunade.

"Hmmm, fine…at the very least, we can all agree that something must be done to defeat the likes of Akatsuki…" After Oonoki's acceptance, everyone smiled and moved back to see the meeting moderator, when a different voice appeared all of a sudden.

"Well, ain't this a grand moment in history…to see all five Kages assembled for little old me." Everyone went on edge and looked up to see Tobi simply taking a seat with his hands holding his head in a comfortable setting, as if he was there the entire time.

It all happened in less than a tenth of a second…

Tobi's voice echoed in the hallway and the Raikage's full Lightning Armor ignited, before the huge block of the muscles smashed the very place the Akatsuki member was just seconds ago. Kakashi and Naruto looked at one another, before vanishing to appear in front of Tsunade. Both Sharingan users focused on the place where the Akatsuki member was just moments ago, before the Raikage charged like a mad bull with a full battle cry. However, the man with the orange spiral mask just appeared as if nothing happened.

"Relax Raikage, all I am interested in right now is to share a delightful conversation with those present." Raikage appeared behind the masked man in full snarl mode.

"Who are you and why should I waste my time listening to you…" Tobi hummed and turned to address him.

"My name is Uchiha Madara…" Tsunade gawked at the name, while Kakashi narrowed his eyes in suspicion.

"As to what I came here to say, I promise it shall be worth your while, Raikage. Once you all comprehend it, I shall ask a question. It's about my project Tsuki no Me (Moon Eye Plan)"

The Raikage then jumped back to everyone's level as he eyed the Akatsuki leader.

"What is it?" Tobi, for his part, hummed, before once again taking a seat.

"Allow me to relax here and take my time…this is quite important…I take it you have calmed down, Raikage". The Kumo leader had only snarled even more, from memory of his lost brother. "But if you still wish to use brute force, then by all means…"

"We shall listen to what you have to say, Akatsuki and go from there." Tobi eyed the Tsuchikage. "However, I find it hard to believe that Uchiha Madara is still alive. You don't seem like the one I had met a long time ago, to be honest."

"It's true that I today lack the power I once had, Oonoki…the injuries I sustained in the battle against the First Hokage were too severe. Truly, I have no strength left in me now."

"That's a lie!" Tobi turned to the Hokage. "Everyone knows that Uchiha Madara died in that fateful battle against my grandfather." Tobi, though, merely chuckled at the blonde Hokage, though Naruto and Kakashi both saw his eye focusing on Naruto.

"Senju Hashirama was quite a fearsome opponent and I can testify that he did defeat me in that battle…however, he wasn't able to deliver the killing blow…like I said before, the injuries I sustained in that fight were too severe." Tsunade wasn't about to keep on the shouting game about what truly transpired in that fight. To this day, the only one who had ever truly known what happened was her grandfather and the fox that now rests inside Naruto's stomach. About this Uchiha's identity, Shizune had not found anyone with only one eye still alive, so his identity was still a mystery.

"You mentioned something about a Project? What is it about?" Mifune was the one who asked this time.

"Hmm, in essence, to become one." Everyone looked at Tobi waiting for the full explanation, when he clarified. "All shall become one with me and result in a complete possession form that unites all." Mei was the one who popped up the following question.

"What do you mean, become one?"

"The Uchiha Clan have an ancient stone tablet located beneath the Hidden Leaf Village that has been passed throughout generations." Naruto and Kakashi looked at Tsunade hoping for her to testify this intel, but she was just as clueless. "In this tablet, are written secrets, engraved by the Sage of the Six Paths himself. Of course, one could not read it unless one possessed ocular powers. With the Sharingan, the Mangenkyo Sharingan and then the Rinnegan, in that order, the full contents become increasingly visible." Everyone in the room immediately turned to the members of the Hidden Leaf Village to confirm this story. However, it didn't appear that either of them had any knowledge of this matter. Even if they didn't come forward with such a secret, one could easily see if they would withhold sensitive information such as this one.

"It's completely unlikely that the Sage of the Six Paths would place a tablet like you said…" Tobi looked at Oonoki and dismissed the dismissal.

"It's the truth, whether you believe it or not it's of no consequence." Oonoki hummed, before the Raikage took a step forward.

"Get on with it…what does this tablet have anything to do with Akatsuki and this project of yours?"

"It pertains to the notion as to how exactly the Sage of the Six Paths became revered as a godlike figure throughout our history…he once saved the world from a certain monster..." Naruto has been quietly listening to this conversation, but he was also perturbed by the quietness of the voice inside his head, which was considered quite odd, since the fox was quite fond of hearing his own voice. Still, the only remaining Jinchuuriiki had an inkling that he knew one of two things about this monster cited by Madara when the masked man looked at him.

"Uzumaki Naruto, you have one part of this monster sealed inside you…this monster was the combination of every tailed beast in existence…a being possessor of the most unique and powerful chakra in existence…the Juubi (ten-tails)" A sudden low-pitched growl resonated inside of him at the name as Naruto looked at the main enemy in deep concern, while everyone in the room had their eyes focused on him.

"As you may have already figured out by now, indeed, the Sage of the Six Paths was responsible for splitting the Juubi into nine different tailed beasts. In order to prevent the second coming of the Juubi, the Sage of the Six Paths had developed a secret Ninjutsu, one that has been passed through generations, which is the sealing process for Jinchuuriki." Tobi had then allowed some time for the story to sink in for everyone. It all more or less fell down to the gathering of the tailed beasts for power gathering…however, everyone there was still waiting for the purpose of it all, which was precisely the question posed by Mifune.

"What is precisely the reason behind gathering this much power in your hands? What is your end goal after you accomplish what you seek?"

Madara looked at the aged samurai.

"Like the Sage of the Six Paths before me, I'll revive the Juubi and become its Jinchuuriki. Then, I shall use its power to strengthen my ocular powers and activate a certain jutsu…a powerful Genjutsu where I project my eyes off the moon…Infinite Tsukuyomi." Naruto and Kakashi were perhaps the only ones in the room with the Mangekyo abilities to understand what Madara was talking about. Still, the purpose so far was nebulous at best. "Casting a Genjutsu on every human that walks the Earth…and in that Genjutsu, I shall control all humans and unify the World into one…no more wars, no more hatred…that's my Project Tsuki no Me."

Naruto looked at the man, while remembering Nagato's wishes after their battle.

He wondered if Nagato's desire was linked to what Madara was saying right now, trapping everyone in an endless Genjutsu for life.

A sudden silence erupted in the room as everyone processed the Akatsuki's true intention. The silence, though, remained for a few seconds, before the Raikage broke it.

"Are you mad!? I am not going to give you the World!"

"Placing everyone inside one big illusion…for what purpose, Akatsuki? Everyone would be trapped inside one big illusion for life, becoming nothing but a hollow of existence, no hope. And you say the goal is to end wars." Baki, the Kazekage pondered aloud.

"Seems to me that you're more interested in taking control of the World…to make it yours in the end." Tobi, though, only chuckled.

"All of this talk and yet, what have you Five Kage accomplished in the end?" If Naruto were to close his eyes, he could remember Nagato's words just as well as he's hearing Madara's. "You of all people should know by now…that there's no such thing as hope. Hope is the equivalent of giving up….it's truly the biggest deception of all." Tsunade and Kakashi tried working their brains to find an ulterior motive for one Uchiha Madara to think like that. For some reason, it just didn't fit in with such a powerful shinobi such as Madara, one of the founders of the Hidden Leaf, who became the First Hokage's ultimate enemy in the end. "As such, turn over the only remaining tailed beast, the Kyuubi, into my possession and cooperate with my plan to unite the world into one."

"Or else what!?" Tsunade rebutted and the only remaining Jinchuuriki felt air leaving his lungs at the obvious follow-up from Madara.

"…or there will be war." Kakashi looked sideways instantly to see the downtrodden look from Naruto.

The scarecrow Jonin then crossed eyes with Tsunade, before both nodded in understanding at Naruto's fear prior to coming here.

"War, you say? Against all of the five hidden villages?"

"I may not have the strength for that, but the Bijuu I had collected so far do. Plus, I wonder if I am truly alone in this matter." The hidden meaning was not lost, though everyone wondered who could possibly be aiding this mad man still. "Trust me, you have no chance of winning." Madara could see, however, that neither of the Kage seemed intent on abiding by his plan…not that he ever counted on it. "Very well, then, since you are all so adamant in going through with this, I hereby declare the start of the Fourth Great Ninja World War."

Tobi then stood up from his seating spot and looked at everyone else one final time, before focusing on Kakashi and Naruto for longer than the rest. Both surrogate brothers looked at one another in wonder at that, before Madara finished.

"Very well, the next time we see each other shall be on the battlefield." With that, the man vanished within a vortex.

Once the elephant in the room was no more, the Kages and the rest remained in deep silence, contemplating the consequences of this historic event.


===In an unknown location===

No sooner had Tobi vanished from the Land of Iron, his teleportation technique brought him back to the place where he called his main base.

As he kept walking towards the cave hiding behind the gigantic bone structure, Tobi couldn't help but notice a more peculiar person that had yet to show his face casually standing on top of the bone structure. Tobi could also pinpoint others lurking within the area, but none of them were of any consequence to him, with perhaps the exception of one Yakushi Kabuto whom he knew to be one of Sasori's spies. While walking, he could feel the extent of Orochimaru's malice dripping from his body. He could also attest to the humongous chakra monster that the snake Sannin has become, while going about his way.

"Orochimaru…" the snake Sannin only licked his lips in anticipation for this moment as he dropped to face the Akatsuki member.

"Well, I have to hand it to you…when I was in Akatsuki, I didn't know about your existence. Calling the shots from the shadows, even controlling Nagato…it's truly a pleasure to know you, Tobi…" The orange masked Akatsuki only hummed at that.

"Your movements had eluded me for sure, Orochimaru, however in the grand scheme of things, whatever is that you do or don't is of no consequence to me and Akatsuki." The snake Sannin merely chuckled as Tobi gave his back and walked away.

"You see…a little snake told me about your little plan presented at the Kage's meeting in Iron Country. So you call yourself Uchiha Madara now, huh?" Tobi stopped walking as he turned to see the still smirking Orochimaru with his arms closed.

"Hmmm, you came all this way to find this place…I take it you have something you desire to discuss with me." Orochimaru nodded, before simply joining hands to lift five coffins off the ground.


===In Iron Country===

Back at the Kage Summit, the five Kages were busy discussing the Allied Shinobi Force.

"Right now, it's imperative we form this Alliance…without it, we can't hope to defeat the combined strength of eight tailed beasts." Baki said as he turned to the others.

The Raikage nodded.

"We cannot allow ourselves to be manipulated by the Akatsuki any longer. Tsunade, let's settle this alliance once and for all." Tsunade agreed, before turning to the others.

"Right, once we send word to the Daimyo about our joint decision, we can begin the necessary preparations…Konoha has amassed a great deal of knowledge about the Akatsuki…that information shall be provided to all of you." The other four Kages nodded and were about to leave the area, when Oonoki decided to place the one million dollar question.

"There is just one last matter for us to ponder on…what shall be done about the last remaining Jinchuuriki?"

And once again, all eyes were on Naruto as he was the utmost person of interest.


===With Tobi===

As soon as the five coffins opened and Tobi could see the deceased members of the Akatsuki, he then turned to Orochimaru as he walked in front of the coffins.

"I take it you have been busy, snake Sannin…though impressive, I fail to understand what it is you wish for me."

"Isn't it obvious…?" Orochimaru dismissed the coffins, before explaining his desire. "This war you had called upon yourself against the Five Hidden Villages, it interests me greatly. Imagine the amount of bodies I can collect for further studies…what better way to do that than in the middle of a great ninja war where casualties are sure to exist. And I can provide you with enough reanimated shinobi as I have at my disposal to help you in your endeavors, Uchiha Madara." Tobi looked straight at Orochimaru's eyes with his Sharingan, wondering what exactly it was to feel like walking into a snake entanglement.

Orochimaru kept flaring his chakra throughout the conversation and Tobi could feel the powerful presence.

He could already tell that the snake Sannin had a hidden agenda, but for the life of him he couldn't figure it out.

"I find myself wondering if your interests lie elsewhere, Orochimaru…trusting a snake like you, who betrayed Akatsuki…"

"Well, let's not let the past ruin things here, Tobi…oh sorry Uchiha Madara. I know you have full trust in the tailed beasts you had collected with only the Kyuubi remaining, but you truly believe you have what it takes to defeat the full might of the hidden villages, using only your precious Zetsu…" Tobi's eyes widened momentarily and Orochimaru merely chuckled. "Oh come on, you do remember that I was a member of the Akatsuki. While doing your bidding, I was doing my own as well, getting to know about the elusive member half black half white. I happen to find a lot of interesting material about him." Tobi looked deep in Orochimaru's eyes and kept much to himself, while wondering about his next steps moving forward. Orochimaru then found it strange when Tobi started laughing.

"You became busy these last few years. I find it…quite interesting, indeed." Orochimaru still found the man's tone to be of someone who still needed convincing.

"Well I was saving this for another time, but allow me to show you another juicy body I had collected that it could be at your disposal."

Orochimaru then joined hands, before another casket lifted in front of Tobi himself, whose only visible eye widened.

"Where did you get this!?" Orochimaru merely chuckled, wondering about the Akatsuki's surprise.

"You said it yourself, I have been quite busy indeed, it's quite fun to operate under the radar…you simply move about without anyone being the wiser. Like I said before, I have many more reanimated shinobi at your disposal…Uchiha Madara." Tobi looked at Orochimaru for a while, before finally laughing.

"So be it, then, we shall join forces with you, Orochimaru. Now, follow me, we shall reform our battle strategy…I trust that your pawns shall join us as well."

Orochimaru snickered, before sending the signal for his crew of five members.


===In Iron Country===

Back in the meeting, everyone kept their eyes on Naruto as they heard Oonoki's question.

"Right now, the enemy has eight tailed beasts gunning for us…our own military asset should be placed in the front lines." The Tsuchikage concluded, before turning to the others. Naruto couldn't help but frown at the way he was mentioned. Of course, all shinobi in a hidden village were considered assets in a way, but to hear the Iwa leader talk about him like this, felt similar to the way Danzo did when he attempted to control Naruto with Shisui's Sharingan. However, this conversation involved him, but it was a completely alien scenario when he couldn't tell the midget precisely what he thought about it.

Looking at him, Naruto wondered if he was being goaded. The Tsuchikage has been goading everyone in this meeting since the start, so why would he stop now.

"I am of a different opinion, Tsuchikage." Everyone turned to Mei as she looked at Naruto as well. "You all heard Madara's plan…his goal is to unite all tailed beasts in order to revive the Juubi. We can't place the Kyuubi on the front lines and leave it exposed."

"As tough as it is for me to side with the Mizukage, I happen to share her opinion, Hokage-dono, Raikage-dono." Baki said, turning to Tsunade and Ei. "This war is being fought for the sole purpose of keeping Akatsuki from capturing the Kyuubi. Suppose that Uzumaki Naruto loses the battle and the Kyuubi is captured, the war is lost." Tsunade and Ei looked at one another, before Tsunade vouched for Naruto's favor. She of course understood the different viewpoints as she remembered Shizune even defending that Naruto should be placed in hiding somewhere. However…

"You all understand that Akatsuki is short in number precisely because of Naruto. Without him, most of the members would be up and about and they were all S-ranked criminals."

"Hmm, you place too much confidence in your Jinchuuriki, Tsunade! However, if any of the Akatsuki members were to face me in battle, they would surely meet the end of my iron claw!" The Raikage, then, appeared in front of Naruto and the only remaining Jinchuuriki looked upward to see the Raikage's eyes sizing him up from head to toe, before turning to the Hokage. "His exploits are surely noticeable and looking at him right now I would venture that he is similar in skill to Kakashi of the Sharingan or even Darui. Also, I don't recall my intel showing that he has dominated the Kyuubi's chakra, Tsunade."

The full Sharingan user didn't so much as open his mouth to form a rebuttal. And so far the voting was in favor of protecting him rather than using him on the front lines.

The Raikage, though, seemed irked that the Jinchuuriki wasn't talking.

"What say you, then, Konoha Jinchuuriki?" Naruto turned to Tsunade and Kakashi, who for his turn, kept his hands tucked inside his pants pocket.

"I don't receive orders from you Raikage-dono, so I won't bother giving you a reply." Of course, that was not the answer the Raikage was expecting and he began to fume at the disrespect, while Darui and Cee both sighed in dismay. Naruto, however, simply ignored the Kumo leader and turned to the rest. "I am a Konoha shinobi first and foremost and I take orders from the Hokage. Also, she happens to be the leader of the Allied Shinobi Force, so I would expect that her word is and should be respected by the others. As to my overall skills, I don't think I need to display them in this meeting."

Also, that wasn't very political of him and the Raikage was even more furious.

So much so that he had charged his Lightning Armor and advanced against Naruto in speeds that none other in this room could follow as Darui and Cee had already begun moving to support their boss in case of a retaliation. The Raikage, however, had a mere millisecond to see Naruto's black eyes morph into the Eternal Mangekyo Sharingan, before Naruto quickly sidestepped the Raikage's path, forcing the enormous man to keep going, until he smashed at the wooden wall.

Darui and Cee were already close to Naruto's location, when Kakashi appeared by his side.

As soon as the Raikage appeared from the debris, Tsunade was already close to him, demanding answers.

"And here I thought this meeting was becoming fruitful and you do this…a direct assault on one of my shinobi, Raikage-dono. I don't think starting a war between our villages is what you are truly after!" The Raikage's focus, however, was on Naruto. The look the Jinchuuriki was giving him…was the same as the only man who ever managed to dodge his attack. Plus, the Eternal Mangekyo Sharingan was a sight to behold, indeed. When he looked at Tsunade, this time, the Raikage had smirked at her.

"Hmmm, to see another one dodge my lightning armor is indeed a nostalgic memory...not since the Yondaime Hokage had someone ever managed to evade me, even If I had yet to use my full speed." Naruto could see a different light in the Raikage's eyes that he wasn't seeing before. When they had their stare match, the Raikage had only disdain. Right now, however, he could see that the Raikage was looking at him differently…dare he believe it to be begrudging respect. Still, like the Raikage said that he could go faster, Naruto also had skills that could dodge pretty much any attack.

"I hereby changed my mind, Hokage…it is to the Alliance's best interest if he could be placed on the front lines." Mei and Baki stood quiet, while Oonoki simply smirked.

The Tsuchikage had his eyes on Naruto, attempting to figure out the similarities, but the appearance of the Sharingan just blew his notion away.

The Yondaime Hokage had never married a member of the Uchiha Clan to give birth to a blond shinobi with the Sharingan.

Tsunade, for her part, scolded the Raikage still for his blatant move against one of her own.

"Considering that there are bigger fish to fry, Raikage-dono, I shall let that pass for now. If you touched a single hair on Naruto, however, you would know precisely why I am revered as one of the Sannin." The Raikage nodded.

"Duly noted…however, for Naruto to become a major asset in our favor, he still needs to master the fox's chakra. He will be facing tailed beasts in battle, not human beings." Tsunade concurred in that area at least.

"True enough, I have a plan to get him up to speed on that notion…Jiraiya shall aid me in that, that of course if the bastard isn't in some brothel at this point, that is."

Naruto was surprised at this, considering that up to this point, she had yet to mention anything about him gaining full control of the fox's chakra. Still, as far as conversations gone between Jinchuuriki and the tailed beast, Naruto could venture a guess as to the fact that the fox won't make it easy for him in any step of the way. Of course, the amusing laughter he heard from within his mind was a dead giveaway.

Ok, that's it for now.

Now comes the time when I have to be quite thorough in this new version of the Fourth Great Ninja War. Before that, however, next in my agenda shall be one interesting reunion that's long overdue and one I shall take great focus in. Considering the course of events, it's quite likely that my readers shall understand what comes next. However, I plan to keep it a secret for now as this is of utmost importance.
