Kirigakure

The First

Byakuren was cunning, and used this trait to reach the top. The lands that would become Kirigakure were nothing more than a set of islands, with one large mainland. The Shinobi in these lands lived largely as pirates, looting all ships that came too close. There was a heavy mist over these lands, and so assassinations were incredibly common. Byakuren himself was born aboard a pirate ship, and was trained as one ever since. He grew up to be formidable, managing to unite all the ships under his command. With the sea under his control, he turned his eye to the lands themselves. All trade was eventually organizes under his control, and when tales of shinobi villages reached his ears, he named the lands under his control the Village Hidden in the Mist, Kirigakure, giving himself the title of Mizukage.

When he heard of the war, he eagerly joined in, as he knew his naval power would be a massive advantage. And for a time, it was. But Uzushiogakure, close allies of Konoha, were also experienced at navigating waters. And so they were pushed back, and a peace treaty was signed. He followed a philosophy of isolation during his reign, taking advantage of the fact that with the heavy mist and tricky waters, nobody would be attacking Kirigakure. He turned his attention towards organizing his newly formed village, which was still unruly. He had the greatest ninja swordsmiths in his lands dedicate all their attention towards crafting masterpieces that would be incredibly powerful weapons, each with it's own unique ability.

Once they were completed, he gave them to 7 loyal men, who he gave the title of 'Seven Great Ninja Swordsmen of the Mist'. This group would be feared for years, but he himself would not live much longer, for he succumbed to old age. There was a period of turmoil, but eventually one man named Gengetsu Hozuki brought order to the village.

The Second

Gengetsu Hozuki was unique. It was known since the day he was born, as he had a unique mutation to his hydrification abilities that were the trademark of his clan. Instead of merely being water, it was a unique combination of oil and water. The possibility of this alone was 0.01%. But not only did he have this trait, he was also an incredibly skilled Shinobi, excelling in all the arts, though his main strengths were his immensely powerful genjutsu and the 'infinite explosion ninjutsu' he devised that took advantage of his body. He brought order to the village and completed the organization that his predecessor had begun. And then, the next war began.

While Konoha was still recovering from the loss of the Senju brothers and pushing back against multiple invasions, Uzushiogakure was a prime target. There were tales of them summoning the Shinigami itself, and so a fear spread of just how far they could go. However, they were currently undergoing a civil war, which made them relatively easy pickings. Along with Kumo and Suna, they sought to crush the people of Uzushio, and they did, scattering its people all around the globe.

His reign continued, though there no more victories, as Konoha fought back hard, repelling all invaders and establishing their superiority. And so the Second War ended. Throughout this war, he clashed with the Second Tsuchikage, creating a bitter rivalry with him. This would end in both their deaths, playing a role in the cause of the next great war. Perhaps his greatest mistake was failing to choose a successor, for the man who would take over would have a reign of fear, giving his village the title of 'The Bloody Mist'.

The Third

Korome had once been great. He was a war hero, having played a major role in the destruction of Uzushiogakure and helped his predecessor bring order to the village. But war changes a man, and the previous war hardened this man into a cold and tyrannical ruler. He imposed harsh taxes, strict military regulations and lowered the age of academy enrollment. He instituted a special graduation exam for the academy. He was losing his sanity, but refused to admit it, and beheaded anyone who dared to say anything. And then the war began. The Third Great Shinobi war was a brutal affair, and the mental instability of it's leader did not help Kiri. The village managed to make it through with the help of its ally Konoha.

The attack by the Kaguya clan only worsened his spiral downwards. He decided that all kekkai genkai wielders not originally of his village were threats, and murdered them freely. Other bigots joined in. It was a reign of terror. But a young Shinobi named Yagura Karatachi had grown up, and with the perfected power of the Four Tails, Korome was struck down. Yagura succeeded him the next day, and ended the era of the 'Bloody Mist', though the period would forever remain a blemish on it's history.

The Fourth

Yagura knows he will not be loved, and chose to be feared. He is a jinchuriki, and there is and always will be a sense of fear towards his kind. But the previous leader's rule had taught him the power of fear. And so he rules with an iron fist, while disposing of the more tyrannical aspects of his predecessor like the bloodline killings and the academy murder exam. He didn't dismiss the fear from the previous leader, and chose to feed it into his myth. If angered, he would show the power of the beast. If obeyed, then he would let them live. The power of a perfect jinchuriki was to be feared, and so nobody dares to threaten his reign. And so he slowly brings back the power of the village, and his reign continues.
