Steve and Sam are running toward the helicarriers. Sam asks how they're supposed to know the good guys from the bad guys.
Steve says that they're bad if they're shooting at him.
"Makes sense." Peter said
Sam flies off in his wing suit, Steve jumps down to the lower deck. Agents start shooting at him. He punches one in the face and takes a grenade off of him, throwing it at some other agents.
"Haha. Nice."
Sam flies toward a helicarrier and gets shot at. Sam says he found the bad guys Steve was talking about.
"They do seem like bad guys." Ned said.
Steve asks him if he's okay.
Sam says he isn't dead yet.
"That's good." Steve said.
Pierce watches from the window and asks what would happen if Pakistan marched into Mumbai tomorrow and they know that they would drag their daughters into the soccer stadium for execution and they could stop it with the flick of a switch.
"That is not an adequate comparison at all." Natasha said
Pierce asks if they would do it.
Singh says he wouldn't if it was Pierce's switch and he throws the glass away.
"I respect him now." Tony said.
An agent hands Pierce a gun. Hawley kicks Singh out of the way and takes out the HYDRA agents in the room. She points a gun at Peirce.
"That is definitely not Hawley." Maria said.
She presses something on the side of her head. She removes the disguise, revealing herself to be Natasha. Natasha asks if she stepped on his moment.
"Haha." Clint cheered.
Techs are looking at a map. One of them says that the satellites are in range at 3,000 feet.
"Shit."
Maria asks for Falcon's status.
Sam says he's engaging. He flies down and avoids the shots from the helicarrier as he lands on it and says that he's in. A jet starts shooting at him. He flies away, dodging the shots. He jumps off, flying on the underside of the helicarrier.
"You jinxed it." Scott said.
"I don't believe in jinxes." Sam said.
Steve punches an agent, hits one with his shield, kicks one, hits another with his shield, kicks three more, and hits two more with his shield. Maria tells Steve that he has 8 minutes.
Steve says that he's working on it.
"Well work harder." Maria said.
Natasha is on the computer. Rockwell asks her what she's doing.
Pierce says she's disabling security protocols and dumping all of the secrets onto the internet.
Natasha says that that includes Hydras.
"That's risky." Clint said.
"It needs to be done, so we can start over." Natasha said.
Pierce says that it also includes SHIELDs. He tells her that none of her past will remain hidden if she does this. Natasha falters. Pierce asks her if she's ready for the world to see her as she really is.
Natasha asks him if he is.
"No, he's not, the coward." Fury said.
Steve is in the control center of helicarrier alpha. He takes out one of the discs Fury gave them and inserts it. Steve says that Alpha's locked.
Maria asks Sam where he is now.
Sam says that he had to take a detour.
"Must've been some detour." Steve said.
The plane gets target lock on Sam, who dodges the bullets, letting them hit the helicarrier. Sam starts cheering.
"You sound like you're having way too much fun." Natasha joked.
He gets inside of the helicarrier's control center. He inserts another one of the discs that Fury gave them. He says that Bravo's locked then he leaves the helicarrier.
Maria says that there are two down and there's one to go. "
"Okay. Good. We're getting closer." Steve said.
A group of agents are standing together. One of them tells the SHIELD pilots to scramble and that they're the only air support Steve has. A plane gets shot down. The Winter Soldier appears, and shoots another plane.
"No offence dude, but I really don't like you." Sam said.
He shoots an agent, then picks up a grenade and throws it into a plane. He punches one agent and kicks another. He jumps onto a plane and kills the pilot, he rips the door off and gets inside.
Bucky sighed. "I'm sorry." He whispered.
Natasha is still on the computer. Pierce says that disabling the encryption is an executive order and it takes 2 Alpha members to do it.
Natasha tells him not to worry because company's coming.
"It's you, isn't it?" Steve asked Fury.
A helicopter lands. Fury steps out and enters the building.
"Pierce is screwed now." Clint said.
Pierce asks Fury if he go his flowers and says that he's here.
Fury says that he thought that Pierce had him killed.
"Shit's about to go down." Tony said.
Pierce tells him that he knows how the game worked.
Fury asks him why he made him head of SHIELD.
Pierce tells him that it was because he was the best and most ruthless person that he's met.
Fury glared at the screen.
Fury says that he did what he did to protect people.
Pierce says that their enemies are Fury's enemies and says that they're disorder and war.
"That's not how this works." Coulson said.
Pierce says that it's a matter of time before a dirty bomb goes off in Moscow or an EMP fires over Chicago. He questions diplomacy and says that action is a band-aid. He tells Fury that he learned it in Bogota.
"When Fury saved those Hostages..." Hope said.
Pierce says that Fury did what had to be done. He says that he can bring order to 7 billion people by sacrificing 20 million.
"That's insanity." Thor said.
Pierce says that its the next step if he has the courage to take it.
Fury says he has the courage not to take it. He takes him to the retinal scanner.
The AI says that the retinal scanner is active.
Natasha holds a gun to Pierce's head. Pierce asks if Fury doesn't think that they wiped his clearance from the system.
"You're a fool to think that I don't have a backup plan. That's what I think." Fury said.
Fury says that he knows Pierce erased his password and disabled his retinal scan. He tells Pierce that he needs to keep both eyes open if he wants to stay a step ahead of him. He lifts his eye-patch, revealing a scarred eye.
Everyone cringed upon seeing Fury's eye. This was the first time they've ever seen it.
"This just makes me even more curious as to how that happened." Tony said.
They both look at the retinal scanner. The AI says that Alpha level is confirmed and the encryption is accepted and the safeguards are removed. Pierce looks shocked.
"I don't know why he's so surprised that it worked." Maria said.
Maria says that the Charlie carrier is 45 degrees off the port bow. She sees two HYDRA agents entering, moves back in her seat and shoots them. She says that they have 6 minutes.
Everyone tensed, they were running out of time.
Steve is being chased by HYDRA agents he tells Sam that he's going to need a ride.
Sam tells him to let him know when.
Steve jumps off, avoiding a missile and says that he just did.
"I just did!" He yells.
"Still so reckless." Natasha smiled.
Sam quickly flies down to catch him, then drops him off on the helicarrier. Sam says that Steve is heavier than he looks.
Steve says that he had a big breakfast.
Everyone laughed.
The winter soldier pushes Steve off of the helicarrier.
Everyone flinched.
"I'm sorry, Steve." Bucky said.
Sam goes to fly after him. The winter soldier grabs his wing and throws him back. Sam starts shooting at him, he dodges the shots and uses a grappling hook to pull Sam down, he pulls the wing off and runs toward him and kicks Sam off.
"I apologize for that as well." Bucky said.
"Whatever man." Sam said, not unkindly.
Sam removes the remaining wing, and uses his parachute to land and asks if Steve is okay.
Steve is hanging on the helicarrier. He says he's fine and he's still on the helicarrier. He asks where Sam is.
Sam says he's grounded because the suit's down. He apologizes.
"Don't apologize." Steve said. "It's fine."
Steve tells Sam not to worry. The winter soldier watches Steve from above.
"Not gonna lie, that looks hella creepy." Peter said.
Shield agents are inside, panicking. A woman, on the PA, calls an emergency alert and tells all personnel to get tp designated safety zones.
An agent tells the agents to regroup at point delta. Rumlow stabs him, then kills the rest.
An agent says that the council's been breached.
"Damn right it has." Natasha smirked.
Rumlow says to dispatch.
An agent tells him that Natasha is up there.
Rumlow says that he's headed up.
Hill watches on her monitor. She tells Sam that Rumlow is headed for the council.
Sam tells her that he's on it.
"Let's go get that son of a bitch." Steve said.
Steve is in the helicarrier control room, The winter soldier across from him. Steve tells him that people are going to die and he can't let that happen. He asks him not to make him do this.
"I'm-" Bucky started.
"Stop apologizing." Steve said.
Steve throws his shield at him. The winter soldier shoots at him, Steve knocks him off, He stands back up knife in hand. They continue fighting. Steve goes to insert the last chip. The winter soldier stops him. They continue fighting, Steve kicks him away.
"Come on, come on." Maria quietly chanted, needing Steve to put that last chip in.
He appears behind Steve. Steve shoves him with his shield. They continue fighting. The fall over the railing, the chip gets knocked out of Steve's hand. He punches Steve, who gets knocked back. Steve grabs the chip.
Steve sighed in relief, he had the chip again.
He takes Steve's hands and The chip is lost again. Steve hits him in the face, knocking him over the edge.
"Shit."
The data transfer is complete. Natasha says that it's. She pulls out her phone and says that its trending.
"Of course it is." Steve sighed.
Pierce activates the devices he gave the council earlier, they burn holes in their chests.
"Oh my god."
Natasha pulls a gun on him. Pierce tells her to put it down unless she wants a 2 inch hole in her sternum. He says that the tag was armed from the moment she put it on. She and Fury, hesitatingly, lowered their guns.
"That bastard." Clint cursed.
Steve runs to grab the chip. The winter soldier throws Steve's shield at Steve, which prompts Steve to use it to block the gunshots. Steve throws the shield, he knocks it away, then stabs Steve, who headbutts him.
"I wish this didn't have to happen." Steve said.
He pushes Steve into a wall, Steve takes the blade out of his shoulder. He grabs the chip, Steve grabs his hands, then chokes him, then forces his head and arm apart. Steve tells him to drop it.
"It sounds like your talking to a dog with a tennis ball in its mouth the way you said that." Sam said.
Steve breaks his arm, he screams in pain. Steve tells him to drop it. Steve puts him in a choke-hold, he loses consciousness and drops the chip. Steve grabs it and runs.
Steve looked at Bucky, apologetically. Bucky nodded his head silently accepting it. No one else dared to say anything.
Rumlow says that he's on the 41st floor and he's headed south toward the stairwell. Sam attacks him. Rumlow headbutts him and pushes him down.
Rumlow says that this is going to hurt and tells him that there are no prisoners with Hydra just order. He asks Sam if he's ready for his.
"No prisoners?" Bucky asked, lowly.
Sam tells him to shut the hell up.
"I agree, he talks too much." Tony said.
Pierce asks how much longer there is.
An agent, over a radio, says that there is 65 seconds to satellite link. He says that the targeting grid is engaged and they're lowering the weapons.
"Come on. Hurry up Steve." Natasha said.
Maria tells Steve that he has 1 minute.
Steve pulls himself back up to the control center. The winter soldier shoots him. Steve pulls himself higher, the winter soldier shoots again. Steve pulls himself up the rest of the way. Maria tells him that he has 30 seconds.
'Come on, Steve.' Became a running mantra in everyone's heads.
Steve tells her to stand by. He goes to insert the chip. The winter soldier shoots him in the stomach before can.
"No." Everyone gasped.
Bucky looked down guiltily, he caused that.
The tech says that they have reached 3,000 feet and the satlink is coming online.
Agent says to deploy the algorithm.
The tech says that they are a got to targets.
Everyone tensed.
Maria sees weapons pointed at the white house, the pentagon, and Avengers tower. Estimating to kill over 715,000 people.
Everyone in the room started losing hope.
The tech says that the target saturation is reached and the targets are assigned.
The agent says to fire when they're ready.
The tech counts down from 3.
"No!" Everyone yelled, knowing that it was no use.
Steve uses his remaining strength to put the chip in.
Everyone paused for a moment, then started cheering. "Oh, thank god." Steve breathed.
Steve says that Charlie is locked.
"Hell yeah it is." Natasha said.
The tech asks where the targets went.
Maria tells Steve to get out of the helicarrier and she starts targeting the three helicarriers.
Steve tells her to fire them.
"Steve, get out of there!" The avengers yelled.
Maria protests. Steve tells her to do it. Maria complies. Steve notices The winter soldier screaming, he's trapped.
Everyone looked at both real Steve and onscreen Steve, wondering if he was going to save his friend.
Pierce makes a comment about it being a waste.
Natasha asks if he's still of the fence about Steve's chances.
Pierce says that it's time to go and she's going to fly him out of there.
"What makes you think I would help you after what you just did?" Natasha asked, knowing that she and Fury had a plan of escape. Why wouldn't they?
Fury says that there was a time when he would take a bullet for Pierce.
Pierce says that he already did that and he will again when it's useful.
"I doubt that." Fury said.
Natasha pulls out an electric disk and electrocutes herself, disabling the pin. Fury shoots Pierce twice.
Everyone started cheering again. "Finally."
Fury tries to wake Natasha up. Natasha opens her eyes and says that those really do sting.
One helicarrier crashes into another, sending them toward the river. Pierce says 'hail Hydra' then dies. A helicarrier crashes into the river, falling into the cargo bay.
"That's a lot of damage." Peter referenced.
Steve makes his way down to the winter soldier. Another helicarrier makes its way to the Triskelion. Sam and Rumlow are still fighting, he throws Sam over a table. Rumlow tells him that he's out of his depth.
"You seem to have spoke too soon." Sam said.
Sam runs as the helicarrier crashes into the building. Rumlow curses.
"Exactly what he deserved." Fury said.
Sam is still running and asks Natasha to tell him that the choppers in the air.
Natasha asks Steve where he is.
Sam says he's on the 41st floor on the north-west corner.
Natasha says that they're on it and tells him to stay where he is.
"Not a good idea." Sam said.
Sam says that that's not an option. Sam jumps out of the window and lands in the helicopter, knocking the door off. Natasha pulls him the rest of the way in. He tells them that he wa son the 41st floor.
Fury says that it isn't like they put the numbers on the outside of the building.
"It'd be useful if they did." Sam said.
"Because this kind of thing happens all of the time?" Quill asked sarcastically.
"You'd be surprised." Fury said.
Natasha asks Maria if she has Steve's location.
"Still in that god forsaken helicarrier." Natasha said.
Still in the helicarrier, Steve frees the winter soldier. Steve tells him that he knows him.
The Winter Soldier tells him that he doesn't.
Steve tells him that he's known him his whole life. He hits Steve. An engine blows. Steve tells him that his name is James Buchanan Barnes.
The Winter Soldier hits Steve again and tells him to shut up.
Both Steve and Bucky have tears in their eyes. No one wanted to say anything, feeling like they were intruding on an incredibly personal moment, but not being able to do anything about it, so they just watched the emotional scene in silence.
Steve tells him that he isn't going to fight him. He drops the shield and tells The Winter Soldier that he's his friend.
The Winter Soldier punches Steve a few times and tells him that he's his mission.
Bucky let out a shaky breath.
He halts his fist after a few more blows. Steve tells him to finish it because he's with him to the end of the line. Something falls and Steve falls into the river. The screen goes black.
Steve's breathing hitched, unpleasant memories rising to the surface.
Steve washes up on the shore. Bucky pulls him out of the water, he looks at Steve for a moment then walks away.
"Thank you." Steve said.
Sam is in Steve's hospital room. 'Trouble man' is playing. from Sam's phone.
Steve smiled.
Steve wakes up and tells Sam that he's on his left.
"Damn you." Sam said with a smile.
Sharon is at a shooting range with a group of CIA agents. She repeatedly hits the bullseye.
Steve smiled. "I guess she's CIA now." He said.
Hill is at Stark industries about to undergo a lie detector test. She smiles.
Maria gave Pepper and Tony a smile, thanking them for helping her.
Stern walks out of a homeland security building, 2 FBI agents take him into custody.
"Finally got what he deserved." Tony said.
Rumlow's charred body is placed on a stretcher.
A few people cringed at the state of his body.
Fury enters a small room.
Natasha is in a court hearing. Balilif asks if she solemnly swears to tell the truth the whole truth and nothing but the truth.
Natasha says she does.
The judge asks why they haven't heard from Steve.
Fury opens a black box.
"Because he in the hospital, let a man have some peace." Sam said.
Natasha says that she doesn't know what's left for him to say. She says that the wreck in the middle of the Potomac speaks for itself.
"Really that was all they needed." Fury said.
The judge says that Steve could explain how the country's expected to maintain its national security now that they have laid waste to their intelligence apparatus.
Natasha says that Hydra was selling them lives nit intelligence.
The judge tells her that she has a personal hand in telling them.
"I knew he was gonna go for that blow." Natasha hissed.
The Judge says that she should know that there are some people on the committee who feel that she belongs in a penitentiary not mouthing off on capitol hill.
"They're not gonna put me in prison." Natasha said confidently.
Natasha says that they're not going to put them in a prison and asks if he know why.
The judge tells her to enlighten them.
"It would be my honor." Natasha said.
Natasha says that the need them. She says that the world is a vulnerable place and agrees that they helped make it that way. She says that they're the ones best qualified to defend it. She tells them to arrest her if they want to and they'll know where to find her.
"Welcome to the club of pissing off people in court." Tony said.
Fury removes his eye-patch and replaces it with sunglasses. Fury douses the room in lighter fluid and sets it on fire.
"I like the new look." Maria said.
He walks up to Sam and Steve and asks if they've experienced this type of thing before.
Steve says that they get used to it. They're looking at Fury's gravestone.
"So the fake death is official." Natasha said.
Fury says that they've been data-mining Hydra's files. He says that thee rats didn't go down with the ship and he's headed to europe tonight and he asks Steve if he wants to come.
Steve says that there's something he has to do first.
Fury asks if Sam wants to come because he could use a man with his abilities.
"I'm no spy." Sam said.
Sam says that he's more of a soldier than a spy.
Fury says that if anyone asks for him to tell him that he's right there.
Natasha joins them and tells them that they should be honored because that is the closest Fury gets to saying thank you.
"That's true." Maria agreed.
Steve asks her if she isn't going with him.
Natasha says she isn't.
Steve asks if she's not staying there.
"I can't." Natasha said.
Natasha says that she blew all of her covers and she needs to figure out a new one.
Steve says that that might take a while.
Natasha says that she's counting for it. She tells him that she called in some favors from Kiev to get him the thing he asked for. She hands him a file that reads '#17'. She asks him to call the nurse.
Steve rolled his eyes.
Steve tells him that she's not a nurse.
Natasha tells him that he's not a SHIELD agent.
Steve asks for her name.
Natasha says that her name is Sharon and she's nice.
"She's my niece, you know." Peggy said.
"Really?" Steve asked, shocked.
She kisses Steve's cheek and tells him to be careful and says that he might not want to pull that thread. She leaves. Steve opens the file, which is information about Bucky.
"You're gonna go find him?" Maria asked. "I have too." Steve said.
Sam asks Steve if he's going after him.
Steve tells Sam that he doesn't have to come with him.
Sam says he knows and asks when they start.
"Thank you, Sam." Steve said.
In a HYDRA lab, Strucker is talking with a scientist.
Wanda looked away from the screen, a guilty look on her face.
A scientist says that its over and Fury released everything to the public.
Strucker says that he released everything he knew wbout.
The scientist says that if they get one word of their work and find out that they serve Hydra- Strucker cuts him off.
Strucker says that Hydra and SHIELD are two signs of the same coin that's no longer currency.
"Now we know who we're going after next." Steve said.
They walk over to where Loki's scepter is.
"This is not very good, then is it." Loki said.
"How did they get their hands on that?" Clint asked.
Strucker says that what they have is worth more than any of them will ever know. He says that they have scratched the surface and there are other facilities doing Hydra's work around the world. He says that they'll feed them to Steve and his colorful friends to keep them off their scent.
"And they have multiple bases." Natasha said.
The scientist asks about the volunteers.
"Volunteers?" Bucky questioned.
Strucker says that the dead will be buried so deep that their own ghosts wont be able to find them.
The scientist asks about the survivors. Wanda and Pietro are in separate rooms, trying to control their newly given powers.
"What-" Steve asked.
"The scepter, they experimented with it, it is what did this to us." Wanda answered.
"They said you were volunteers. Why would you volunteer for something like that?" Bucky asked.
"Desperation... and anger." Was the only answer she gave.
trucker says that they will sooner or later meet the twins. He says that it is not a world of spies or heroes any longer. He says that this is an age of miracles and there is nothing more terrifying than a miracle.
"I wouldn't consider what you're doing a miracle." Steve said.
A man walks up to Bucky's exhibit at the Smithsonian. The camera pans and that man is shown to be Bucky.
"You're gonna start remembering." Natasha said. Bucky nodded.
