"For the last time, we can't afford to send a search team down into the sewers. Nor can we risk trying to dig into the tunnels. There's no telling just how deep they go or where they start or where they end." The Commissioner sighed as he finished yet another phone call.
Everyone was up in arms after the Dynamo Robbery. Heroes and Police were chomping at the bit to follow after them. The Hero Comission was trying to knock down their doors demanding that they supply them with aid. The Media was blowing it fae out of proportion due to the fact that All Might himself showed up and the villains somehow got away.
It's not like they aren't suffering. He has to worry about villains using those same weapons to disable whole squads of his officers. Has to keep his eyes out for the next sigh of activity.
All the while having to counter the actions of other random villains.
The phone rang again and the Commissioner let out a sigh, knowing that he'll have to repeat himself again.
"Yes, I wish to purchase the warehouse. The warehouse in question is unknown and rather isolated. With it I can improve the production of the P.A.M. Units and even began working on future projects." Izuku paused as the other end of the phone jabbered on. "Yes, I know I don't have enough funds to purchase it on my own, that's why I just need to take out a loan, then I'll pay it back." Izuku continued.
"Oh, the warehouse in question. It's just along , yes I know that's close to that one warehouse that was raided by heroes a couple months ago. All I need is a sign and a permit alongside the deed and I can set up a proper shop not in my house." Izuku argued as the voice paused.
"You'll consider it, thanks. I'll pay you back once I get more. Thank you, have a good day." Izuku finished the phone call. He sighed before he pocketed his phone. "Just a few more days." he muttered before eyeing his laptop. The screen showing a large scale operation in progress.
Izuku chuckled before he turned to the nearby T.V. The same story of his robbery playing again and again. "No one is stupid enough to dig up the whole god damn city, not enough the HSPC president." Izuku muttered. He turned back to his laptop and began ordering the movement of more resources towards the construction.
All For One just stared down the screen, if he had eyes he would have been glaring at it. The four machines, well eleven machines now, had struck. They stripped a whole support company bare and just disappeared into a hole in the ground.
Even All Might couldn't stop it, that was the second funniest he had ever seen. The only thing funnier was that Oaf's face when he killed his teacher.
Still, this is both a problem and a solution.
He had gone underground. He's underground. He has more than enough disposable Noumu and a vast collection of digging and echolocation Quirks. All he needs to do is start digging.
He has a Quirk summon a nearby phone and dialed a number. "Doctor, I prepare twelve First Gens, I'll be fitting them with basic echolocation and subterranean capabilities." he said as the Doctor responded.
Time to dig out this upstart.
Izuku smiled as he watched his P.A.M. Units begin assembly on newly owned warehouse. It's still the same warehouse it was before, but now he actually owns it.
He made sure to cover the tunnel connecting the warehouse to his illegal operations. The Modifications were covered up, the tunnel itself was sealed off, he even had them start setting up a new entry way that could only be accessible via the sewers.
For now, he could just lay back as his P.A.M.s and his newest creation got to work setting up a production line.
Nedzu inspected the three maps in front of him. One of the city, one of the subways tunnels, and one of the sewers. The Police were putting pressure on him to map the location out, see if he could pinpoint just where they needed to strike.
Yet there was one glaring issue.
This Villain, whoever they are, isn't using just the Sewers and Subways. They're digging underneath the whole city, who knows where they could be setting up. He'd need far more advanced technology and a dedicated team just to sniff this villain out.
But that's not what the HSPC want, not what the Cops want, not what the Media wants.
They want this villain found now.
Despite all the problems that will arise from attempting such a thing.
Izuku chuckled as he traversed the sewers. He was testing one of his latest creations, A full body Exosuit. The encounter with All Might had frightened him, his plan had worked, but the ideas of what would happen if it hadn't replayed in his mind. The risk of him being linked to them, of the law finding out about what he's done, has led him to this.
That and the fact that he has no interest in catching a disease down here.
So he's giving his new exosuit a spin to see just how his R and B Models fared in the creation of an underground base. The helmet's build in screen feeding him the directions to his new base of operations.
Then the image on the screen shifted, and Izuku turned his head to face the wall. It looked exactly the same as the rest of the wall, yet his screen was pointing straight through it. He reached his arm forward, the metallic gloves running over the stone works.
Then he felt something surge through his hand. Then the gauges in the stone glowed faintly before opening to reveal a hatch. He had to resist a swelling of pride at the work his machines had done all by themselves. He walked through, the hatch closing behind him.
The metal corridor continued on, winding and changing in size every so often. Then he found another door, this time baring just a simple latch. Pulling it open Izuku found a sight that made him crack a smile.
The whole place had been dug out, metal and plastics forming a shell to keep the roof from collapsing in on the place. The lab was clearly separate from the workshop and there was a large open area set up for his machines. All of which were neatly lined up and ready for their next mission.
He calmly walked to the newly set up computer and smiled. The screens lit up, the network connecting with his own exosuit. He could feel everything, connect with everything.
Then he noticed something.
One of the defenses set up was a large radar capable of mapping out the whole area around it. It reached an area over twenty times the size of the lab.
There was something big setting it off, it had just reached the perimeter and was already moving closer. He activated the Issue mk1s and set them off on decoy runs. The Droids quickly drilling into the soft earth on an intercept course. Then he activated the Brick Units and armed them.
He had no intention of letting them get closer to his new lair.
Whatever the hell they were.
Against his better judgement he activated some of the built in camera's in his Issue mk1s. Some of them had already reached the large unknown mass and Izuku wanted to know what he was up against. Plans began running through his mind on how to best handle this.
Had he gotten too arrogant? Had the Heroes already discovered his base?
Then he saw what was approaching, and he wished he didn't.
Strange creatures. Their heads' mishapen and their bodies trapped in a bipedal shape. They had no skulls, just a large brain that took up most of their head. Their claws dug through earth much like his Issues' could.
Yet what was most disturbing was just how similar they all looked.
This wasn't the heroes. This wasn't done random villain group.
All that could come to mind was that Hell itself had sent its creations to drag him down there.
"What... the... Fuck?!!!" That was all that could leave his mouth. Then he grit his teeth as he saw some of the... Creatures? change directions and start following his Issue mk1s. He had to change tactics, so he activated one of the recently implemented scanners he had added to his Issue mk1s. Various pieces of data started flashing across his screens as he activated his Brick Models.
He had the Bricks travel down the various Issue Tunnels in groups of two, their Mass Shock Gauntlets slowly charging as they did so.
At the same time he had the Issues start corralling the things to the upper left from where they had started. He had no intention of letting the owner of these things near his base.
He let out a small pray to kami that this worked. He watched with bated breath as the group of creatures followed an Issue he had act as bait. Watched as they grew closer while the others dug through the earth around them. As the things began digging up the Issues destabilized the earth below.
The ground gave out, the Issues fled as the beasts sank farther down than the disruption that caused said fall. Then he had the Bricks form ranks along the closest tunnels to the large hole.
As the beasts clawed their way up, the Bricks fired at maximum voltage.
There was no scream, just smoke.
Izuku had the Bricks stop firing to preserve their power and keep internal damage to a minimum as he had them back away. The Issues scanned the creatures in the hole, more data traveling along his screens as they did so.
The things were fried, their skin burnt to a crisp as their brains lay in pieces around them. Izuku had to hold back the urge to vomit as he looked upon the sight through the screens of his computer and exosuit.
He had done this, his own weapon had done this.
He typed a command to retrieve and clean up everything before he stood up and removed his helmet. The purified air of the lair traveled through his body as his breathing grew faster, far more erratic. This was the first time he had killed anything. Sure what he had killed look liked it had crawled out of horror novel, but still.
He was unsure how he should really feel about this.
But still, he had to know just what the hell these things are. He also had to destroy the entire tunnel these things had dug. The fact that they had reached his new bases' scanner perimeter not long after he himself arrived just gave him the chills.
So, he was going to strike back. These things aren't with the heroes, not even the HSPC is that corrupt or desperate. He was dealing with another villain, one with serious backing.
Still, what to do about the large tunnel? The thing stretched on for kilometers, who knows how long those creatures had been digging for. So, against his better judgement, he ordered one of his Issue mk1s to travel along the tunnel as the others began to destroy it.
If he could learn where this other villain was, he could give them some payback. Izuku shook his head, he was thinking way too far ahead. For now, he put his helmet back on and turned to inspect the 'prizes' he had just gained from this... conflict.
