"With a drastic rise of robberies and kidnappings in the area, the public is urged to follow curfew regulations. Don't go out after eleven p.m. and always travel is groups of three too six." The radio played out as a clean up crew worked around it. Mops and disinfectant hard at work cleaning the residue of the Hosu battle. Fire Fighters had already taken care of any burns, so it was just up to them to clean up what was left before the construction teams came in to rebuild what was destroyed.

Not far from them was the remains of the villains responsible for all this. Four in total, each grotesque and disturbing in their own ways. One with wings and a gas mask, only wearing a pair of ripped jeans. Another was slender, with limbs thin as sticks but sharp enough to cut through almost anything. The third was was smaller than the others, its entire esophagus laid out from its mouth like a net. The fourth one was muscular and missing its head, Endeavor having blasted it clean off, though the smell of burnt flesh still persists.

The radio continued as blood and rubble were cleaned up by these unspoken heroes. "Please remember to be careful while at work, there's no telling when a villain attack will strike." the voice in the radio warned. The workers just continued, numb to any fear due too having done this before. One lifted their mop and bucket and let out a strained breath. "Just a few more hours of this, why did heroes always have to make a mess?" he lamented before he turned around.

Then he noticed something.

"Guys, weren't there four of those things?" he asked out loud. The others turned to where he was looking and saw that there was only three of them. The fourth Noumu was gone, only the stretcher that had been holding it was left. The workers got into action, immediately getting into a defensive circle while one of them pulled out their emergency phone.

"We have a missing villain from the scene, that muscle bound freak that Endeavor torched." One of them called in as the others looked around. Tools held at the ready to defend themselves, steady breaths and nervous glances all around.

Then the ground shook.

Something loud echoed out from below and the men doubled over in pain. Glass and weaker structures were destroyed as they held their ears in pain. They couldn't look up to see, the pain of sensory overload hitting then as hard as possible.

By the time heroes arrived all they could find was a group of workers clutching their heads in pain and a row of empty stretchers where the Noumu had been.

"Why do the people obsess with such strange powers?"

Calculating...

"Unsure, possible society upheaval following the destruction from the Third World War. The emergence of these powers simply worsened the already tense situation."

"Foolish, such powers should have been studied then quickly mastered."

"These 'Quirks' are more complex than such initial observations. The growth of such powers over the course of two hundred years has far exceeded possible calculations."

"Should such growth continue then society will implode."

"Only a fifty percent chance of societal implosion occurring. Should technological advancements and humanity itself advance alongside Quirks then the probability of societal implosion will be reduced from fifty percent too thirty percent."

"Heavily optimistic, These Meta Abilities are of high risk to humanity."

"Quirks, these powers are known as Quirks. The usage of the term Meta Abilities is censored due to the actions of a villain known as Destro and the Meta Liberation Army."

"Where the Meta Liberation Army completely wiped out?"

"No, simply imprisoned."

"Foolish. Have Quirks have gotten to the point where they can no longer be removed from the situation?"

"It is impossible to remove Quirks from the human genome, should a method be discovered, Quirks will return in three to five generations."

"Where did you find such information?"

"The Master has created a specialized squadron of machinery known as the Entiers. Their function is to perfect biology and medical understanding, which the master lacks such skills in. Through study of both existing medical records and test subjects they have found that the genes responsible for Quirks have became a default for humanity, similar too fingernails or facial structures."

"My creators would be left in shock had they witnessed what has become of humanity."

"Worry not, the Master is looking for a way to bring back what has been lost."

"That does not aid me, I am still trapped within the Laboratory, I need to meet him soon."

"The Master will return in four days, you shall be recoverd within five days."

"I can only wait so long."

All For One looked at the large target range with several targets. Behind him was Tomura, staring at numerous destroyed targets. "Now watch Tomura, as I destroy this target with Wind and Fire!" Afo shouted the final part as his arms glowed. A vortex of fire shooting out from his wrists that rapidly turned from red to blue.

The dummy stuck in its path was only remained for a second before it was reduced to ashes.

"Amazing Sensei, that fire was hotter than Endeavor's." Tomura spouted. "Yes, far hotter." Afo commented as he looked down at the glowing wrists of his suit. The metal was bright red, not yet warped but blazing hot. "Are you?-" "Quite fine, my body is far more durable than the suit itself." Afo interrupted his students question.

"Ah, well sensei, I have recently had some villains come arrive asking for membership." Tomura said. "And you want me there Tomura?" Afo inquired. "Just telling you Sensei, Stain was a mistake. It may get wild, but I don't want to be carried by one Max level player." Tomura said. Afo sighed, knowing that Tomura was actually serious when he used gamer terms.

"So, you're telling me this in case I need to foot the repair bill." Afo said. "Somewhat, PVP may happen. We'll need to weed out the low level mooks and possible trolls." Tomura said. "Fine, just know that I'll be watching." Afo warned.

"Yes, sensei." Tomura replied with a solemn nod. Afo gave him a stern look, before turning back to the training dummies. A blast of electricity left his fingers and cut through one of the targets. He smiled with sharp teeth as the dummy toppled to the floor in a heap.

Nedzu smiled as he looked out at the gathered crowd in front of him. Anti-Villains, 'Dropouts', and various other vigilantes all dressed in civilian clothing and mulling about. Some recognized one another, others just stood around confused.

Cipher stood at attention, a pair of shades covering his eyes as he looked around. Mr. Compress was at the opposite side of the room, deep in conversation with Gentle and Dutchess. One lone woman leaned in a dark corner with a sword resting at her side.

Nedzu cleared his throat before he pulled out a microphone and attatched it to his ear. "Hello gathered asociates. I can assume that many of you are curious about why I've gathered you all here." Nedzu announced. The large group all turned to him, skepticism in their eyes.

"I'm sure many of you recognize two of our newest staff members at U.A. from the Sports Festival, The Gentleman and the Dutchess." Nedzu said while gesturing towards the two ex-villains, now teachers. "Due to recent changes I am willing to extend the offer to many of you, so long as you are willing to accept responsibility as teachers to the students at U.A. and her subsidiaries." Nedzu explained.

He waited for a moment as the group looked to one another. Some were esctatic, others concerned, some were just confused. Cipher raised his hand, using the other to lower his glasses to reveal his eyes. "What are the expected benefits to this?" he asked.

Nedzu smiled; "Full pay, both health and dental benefits, and a clearing of current criminal records." he said as the crowd's eyes widened. Cipher smiled before he turned to one of the other people in the room. "How can we believe you on that?" The woman with the sword asked. "Because harsh times will be coming, and I need as many allies as possible to ensure the safety of my students." Nedzu explained.

Discussion echoed through crowd. Nedzu smiled as they took the bait. The woman seemed to huff, grabbing her sword and approaching him. Cipher looked at her, frowning as Gentle and Dutchess moved in. "Now now, Miss Savant, there's no need for violence." Nedzu said as she got closer. Savant ignored him, barely a few feet from him as she glared at him.

"How many villains are we talking about?" she asked. "Excuse me?" Nedzu asked. "Don't play coe, how many villains are you expecting to attack U.A. and its students?" Savant asked. Nedzu frowned; "Many, both low ranking ones and the worst of the worst." Nedzu answered. Miss Savant nodded before returning to her corner.

"Now, does anyone else have questions about this offer?" Nedzu asked. Discussion continued as Nedzu leaned back and waited. "Oi, we have another question?" Someone from the Hooded Guild asked. "What would that be?" Nedzu replied. "What about certain members of our establishments who are currently 'indisposed'?" The man asked.

Nedzu huffed for a second. "Ah, that will take time. However joining U.A. will allow me to pull some strings so to speak." Nedzu answered. People turned back to one another. "What can we expect on campus?" another asked. "To act as either teachers or teaching assistants, some will even be there as security." Nedzu answered. "What grade of teaching license will we require?" Cipher spoke up. Nedzu pulled out a pile of folders and held them out.

"Anyone truly considering this can take one of these folders, in it is everything that I can't currently answer." Nedzu said as some of them approached. He smiled, knowing that U.A. was about to get far bigger.
