Cell lay back in the newly installed chair in the lair. A small coin was being flipped between his fingers as he hummed a small tune. His tail was out and about, swaying between a small opening made in the back of his chair.

Eventually he stopped, keeping a strong grip on the coin in his hand, as his tail stilled.

He leaned forward and sighed. "What is the issue?" Shockwave asked. "I don't know what you're talking about." Cell retorted. "You're acting moody, the fact that you refused to move from that chair for twelve hours and your aggresive attitude towards our questioning just confirmed it." Soundwave chimed in. "So what if I am!" Cell responded. "This is about your recent hunt?" Soundwave inquired. "Yes." was all Cell said before glaring at the two A.I.s within the screen.

"Scanning... " Shockwave said before taking a long pause. "You see it through my eyes, you know what it is." Cell said with a frown. "You are mad he got away." Soundwave stated. "No, the crazy bastard cut off his own arm the moment I stabbed him. The others just rushed in and pulled him out after I threw him away. I still got some food." Cell said with full confidence. "A Prey item got away, So you are in a bad mood because of it." Soundwave said.

"I know..." Cell bemoaned. "What do you intent to do now?" Shockwave asked. "I don't know. Go out and hunt maybe?" Cell muttered. "How does an improved training facility sound?" Shockwave asked. "I'd like that." Cell muttered. Cell stood up, his arms reaching for the disguise he had made for himself. Donning the outfit quickly he leapt to the upper rafters of the lair.

"I'll be going out, see you in... I don't know." Cell said before he opened an entry hatch to the outside. Dirt slowly fell through as the shifting lair continued its swin through the earth around it. Cell dug through it, pulling the hatch closed behind him, and began swimming through the earth to the surface with similar ease.

Izuku looked down at the lines of machinery in front of him. A small array of pieces all meant for his latest creation were laid out on three tables. What he was about to create could shake up the world itself.

A Quirk Erasing Field.

He considered making it solely as a villain, but that would bring up complications. If he mad either as a villain, then used it for villainous purposes, he'd have to create an entirely different means of Quirk Erasure for his civilian persona. Considering the fact that it took him almost a year just to get this method down, he'd rather just make it seem like his villain self stole it from him.

Beginning assembly he started at the foundation, a wide base with treads as per his usual design. Then the first layer of the machine, a pillar of similar thickness to the base with four thin metal pieces to aid in stability. Then he added the second layer, the pillar beginning to thin out as a large ring was assembled above the metal outcrops. Carefully he attached the top layer, a small orb with it's own set of metal rods that held onto the metal ring. He then used a small group of P.A.M. Units to lift the machine to expose the bottom of the base. He held up the twin power cores and opened a hatch between the treads, plugging them in and letting the machine hum to life.

He stood back as the P.A.M. Units let the machine stand on its treads. The orb glowed for a second before the "eyes" along its body took in its surroundings. Izuku looked to the side, seeing that the simple A.I. in the machine was working properly. "Alright, let see if you work." he muttered while approaching the machine with a remote in hand. A nearby P.A.M. Unit brought in a camera which it quickly turned on.

"Alright, Nedzu you seeing this?" he asked. Of course had been the main source of this, Midoriya had pitched an idea of a safer means to contain villains, freeing the national budget for more important things. His idea was the Anti Quirk Field, or Mobile Eraser Transmitter. He didn't have a lot of data on Eraserhead, but the machine was based off of him. Of course he'd rather use the machine in hospitals, keep more troublesome Quirks from interfering with treatments.

"Indeed Young Midoriya, the heroes are already on their way to help with the test." Nedzu said. "You didn't tell them that I'm in danger did you?" he asked dryly. "None of the sort, some of them are just interested in seeing the machine in action." Nedzu replied. "Just remember, this is the first test of the machine so I can't say what the side effects are." Izuku said as Nedzu just hummed in agreement.

The sound of his door being knocked down and well as several footsteps rushing in made him groan. Nedzu just chuckled before Izuku turned, coming face to face with Power Loader as he led a small group of U.A. Heroes into the facility. They all stopped, scanning the room before their battle hardened faces gave way to nervous smiles. "I'll just send a bill for the door." Izuku said before turning back to his machine.

"So, what is this exactly? Nedzu said your new machine could be at risk and we rushed here as soon as possible." Power Loader said as he leaned against a desk to get a better look at the machine. "Its a Quirk Erasing Transmitter. I'm designing it for hospitals and prisons. He isn't wrong about it being at risk, but it's not even tested yet." Izuku summarized as the heroes looked at him in shock. "Quirk Eraser?" Present Mic asked cautiously. "Yep, made from my own research into how Quirks work and some data Nedzu provided." Izuku said as he walked over to the machine.

"So you need test subjects?" Midnight asked as Izuku nodded. "Yes, I would have preferred just to ask but this is a rather secretive project." Izuku said. The heroes nodded, some even making gestures of zipped lips. "Thank you for understanding, I know that the moment this machine is revealed an army of villains and the H.P.S.C. will be barging on my door, if I still had one." he whispered the last part but the Heroes understood. "This, is rather impressive kid." Power Loader said as he looked over the machine. "Just call me Midoriya, we've met enough times for it." Izuku said as the machine began rolling around.

"So, how are we going to test it?" Present Mic asked. "Simple, the P.A.M.s have been setting up a clear site for us to use the low width transmission. All you have to do is stand within range and use your Quirk. My scanners will track the results and I can modify the machine until we get the desired result." Izuku said. "And what is the desired result?" Cipher asked as he stepped out of the crowd. "A harmless Quirk Erasure with no negative effects to the person's health." Izuku responded as the heroes nodded.

"So, who's first?" he asked. Midnight stepped forward and walked close to the machine. "This won't give me cancer will it?" Midnight asked. "No, it shouldn't." Izuku said. "What's with the pause?" Midnight asked cautiously. No one answered her as the other heroes backed away and Izuku stood with the remote in hand. Midnight swallowed nervously before activating her Quirk, the pink mist emanating from her body. Izuku started the machine on low width setting and nodded as the scanners lit up. The machine hummed with intensity while the large ring began to glow. Midnight's Quirk stopped and she looked around carefully.

A nearby Bay Unit rolled by and began scanning the heroine. A short series of beeps were let out before it turned to the rest of the crowd and scanned them. Izuku kept his eyes glued to the scanners and smiled for a second. "Uh, Midoriya?" he heard Present Mic ask. "Yes?" Izuku turned to him. "How far does the low width extend outwards?" he asked. "The whole building, the cleared area is just so we can see the Quirks being use more clearly." Iuzku replied. "But, what about radiation?" Power Loader chimed in. "The transmitter uses radio waves and small amounts of static, none of that high yield gene killing radiation sealed in normal Quirk Surpression transmitters." Izuku replied. The heroes seemed to relax at that.

"So, how does it work exactly?" Power Loader asked. "Can't say more than I've already had. My main concern was nerves and muscles being fried and burned rather than the genetics being destroyed. Like I said this is meant to be used in hospitals." Izuku said as the support hero nodded with a smile.

Calmly he pressed the remote and the humming stopped. The glowing of the ring ceased as the machine rolled over to him. Izuku skimmed through his data readings as Power Loader looked over the machine. "How do you all feel?" he asked. "Fine, it's just like getting hit with Eraserhead's Quirk." Midnight said. "Pretty good in all honesty." Present Mic said. "You got the data Nedzu?" Izuku asked as the rat just cackled from his side of the call. He ignored the scared flinching of the heroes and let out a sigh of relief.

"Well, we can safely call this test a succ-" Izuku speech was interrupted by the sound of a window being broken. They all turned to see a mass of liquid drop to the floor. They looked up, seeing the panicked face of Himiko Toga and the rest of the League of Villains. Thinking quickly Izuku activated the machine again as the heroes prepared for battle. Any Quirks that could be fired were stopped before they could even be used. Cipher, Midnight, and Present Mic quickly pulled out support gear as Power Loader took point with his mobile hero suit. P.A.M.s Unit began to swarm around the League as they entered a kill circle.

Power Loader used his suit to jump to the second story as Dabi rushed forward. He tried to fire off his Quirk, only for nothing to happen as Power Loader quickly slammed a pair of cuffs around his hands. Toga dragged herself away as Tomura and Magne were busy hauling Kurogiri out of a near by window. The trio falling to the ground as Toga jumped after them. Dabi tried to escape, even tried firing off his Quirk again, only for Power Loader to shake his head and restrain him.

A Bay Unit rolled up and jabbed Dabi with a needle, knocking him out as Izuku turned off the Quirk Eraser. "Sorry about that. I didn't want my lab to be damaged." he said while rubbing the back of his neck. "Its no issue, without their Quirks they aren't very dangerous." Present Mic said as he pocketed the small nightstick he had pulled out. "So you all carry support gear?" he asked. "Yep, U.A. doesn't let heroes go out to the field unless they can fight without being reliant on their Quirks." Midnight said with a smug attitude.

"Anyway, I believe you have a villain to turn in." Izuku said. The Heroes nodded as the P.A.M.s carried Dabi to the group. "Second test and it neuters the Arch Arsonist with ease." Izuku said calmly. The heroes nodded, Mic and Midnight gesturing with zipped lips as Power Loader and Cipher nodded. "Most remarkable." Nedzu commented from the call. Izuku smiled; "It'll be a while until this will be perfected, I'll keep in contact with you all while doing so." Izuku said as he began to lead the heroes out.

"Sir, what should we do?" one of his executives asked as they watched the footage. "Nothing yet, the boy has made his desired use of it clear. He doesn't wish for it to be used in war, only to aid those who'se Meta Abilities can cause issues for their health." Yotsubashi said to his subordinates. "But it is Blasphemy!!" One of the representatives of the Radical Sect spoke up. "How, he had no desire to destroy the beauty of Meta Abilites." One of the Reactionaries spoke up. "He also wishes to use it in prisons, that would allow the government to use more money elsewhere." A few of the Moderates spoke up.

Yotsubashi put a hand up, silencing the arguing members. "People of the New Meta Liberation Army, we have the boy in our back pocket. While U.A. may be funding him, so are we. We will have the machine easily. In fact the young man has already been organizing a massive gathering to demonstrate the power of his machine in a few days. I intent to see the machine action myself." Yotsubashi said as he stood tall.

He glared down, daring any of his followers to counter his command. None of them spoke up in disagreement, only giving a curt nods and straight face stares. "Good, now for our next issue. With the defeat of All For One, numerous villain groups have been rushing in to cover the power vacuum left behind. I intent to use this chaos as a means to infiltrate more government bodies and hero institutions." Yotsubashi announced as the Radicals groaned.
