Izuku looked down at the field around him. A small contingent of U.A. heroes were busy keeping watch as his P.A.M. Units assembled the stage for his presentation on the Mobile Eraser Transmitter. Said machine was currently sitting inactive near by, a light humming being let out as it watched everything around it.

"So, young Midoriya. How do you think it will go?" Nedzu asked from a small screen. Izuku turned to the P.A.M. Unit with a large screen attached to its body. "Well. With the "leaks" on the location it will be difficult for any villains to make a proper heist. The only thing we have to worry about will be the H.P.S.C. and their lackeys. But with U.A.'s pressence and the support of various businesses they'll think twice before trying anything." Izuku responded. "Maybe, but you know the H.S.P.C. Midoriya." Nedzu retorted. "Yeah, So we'll have the dates set properly." Izuku said.

Nedzu didn't respond, instead having the P.A.M. Unit rotate to allow him a better veiw of the field. "So, who do you think you'll sell it to first?" Nedzu inquired. "Tartarus, until I can make a M.E.T. with a shorter range I don't want to put any of the hospitals at risk." Izuku answered. "Oh?" Nedzu asked. "Yes, the Transmitter's problem is the range. Its lowest range is the size of my facility. The only reason people didn't notice was due to how isolated the facility is compared to the rest of the city." Izuku answered.

"So, we set it all up and film the test. Then the next day we do a demonstration for the crowd while sending the footage to our recipients." Izuku summarized. "Indeed Midoriya. Though I am rather curious as to how you created the machine?" Nedzu asked. "You'll be told tomorrow with the rest of the crowd Nedzu." Midoriya deadpanned. "Ah, a rat can dream can't he?" Nedzu asked. "You just want to hide one under the Comission's headquarters to spite them with Quirklessness." Midoriya said without looking at him. "Wouldn't you do the same?" Nedzu retorted. Izuku just chuckled in response as he imagined it.

The shock and horror, maybe even spreading it out to spite some of the villain groups that he found the locations of.

"So Nedzu, do you want to help test my wider theory?" Midoriya asked as the stage was finally set up. "Apologies Midoriya, but I have no interest in testing that theory out." Nedzu said as he ended the call. Izuku shook his head, the wider theory was just a bit of teasing, the possabiltity that the transmitter could affect an even wider range by traveling along radiowaves and power lines of the world. Such a thing is just far fetched, the M.E.T. may use radiowaves and static to affect Quirks, but its not magical.

Maybe?

He's still not one hundred percent sure on if it can actually get a wider range with the aid of other radiowaves.

"P.A.M. sent Nedzu a message that we're about to test it on its strongest setting." Izuku said. The P.A.M. Unit beeped in response, already sending the message to Nedzu. Izuku watched as the other P.A.M. Units on the field also began beeping while the U.A. Heroes present just nodded. Izuku turned to the M.E.T. and kneeled down. "Camera ready?" he asked the P.A.M. Unit. He received another beep in response before he pulled out the remote. "Here we go." Izuku said before pushing the main button.

The M.E.T. let out a stronger hum as the ring around its body started glowing. The present heroes began looking around cautiously, some even rubbing their shoulders nervously. Izuku looked at the scanner on his phone and recorded the area of effect.

Ten Kilometers.

"Does anyone feel weird?" Izuku asked loudly. A chorus of nos was the answer he recieved. He noted it down and checked over the M.E.T. to make sure it was running properly. Kneeling down he checked the side of the machine, checking one of the panels on its side. Sliding it open he checked the vital wiring of the M.E.T. and looked around. "Alright, we'll keep it running at this setting for ten minutes, then we'll check everyone with some Bay Units." Izuku announced to the gather heroes.

They nodded as Izuku looked back at the wiring and his scanner. "If all goes well, I can organize Operation Howitzer." Izuku whispered.

"So, what the hell are we doing again?" Cell asked. "While Master is presenting his latest civilian creation. You will be scouting out Tartarus Prison. The Warden will be at the presentation alongside many prominent heroes and government officials. Many prominent villains will be dealing with the various leaked locations of the presentation, not knowing that the actual location is unlisted and under heavy guard." Shockwave instructed. "And grabbing the Master's chosen asset?" Cell inquired. "Potentially." Shockwave responded.

"And let me guess, no mass feeding?" Cell asked with dry sarcasm. "Exactly." Sockwave responded. Cell just huffed in response before shakig his head. "When are we doing this again?" Cell asked. "Over the next few days, the Master wants all known openings and weaknesses of Tartarus analyzed. When Operation Howitzer starts we have to expect heavy resistance from both guards and heroes." Shockwave instructed. "Yeah yeah, we set the charges, throw as much fodder as we can aginst them while I take the asset. All the while you and your buddy mess with their computers and set every prisoners free." Cell commented. "That is the Master's plan." Shockwave retorted.

"That plan may be in disarray." Soundwave chimed in. "What Now?!" Cell asked in annoyance. "The H.P.S.C. has leaked the actual location of the presentation. I'm counting at least fourteen villain groups already preparing to either steal the M.E.T., kidnap the Master, or both." Soundwave listed. "Have you warned the Master?" Shockwave asked. "Yes." Soundwave said. "Great, so change of plans?" Cell asked.

"... Plans Received." Shockwave said.

Cell turned to the screen; "Can I feed now?" he asked. "In a few days, he wants us to steal the M.E.T. ourselves. We can't let the other groups take his technology or harming the Master." Shockwave instructed. Cell smirked, knowing just what he could do.

Izuku looked out at the gathered crowd, a bizarre unease in his chest. The Comission, or maybe someone on the inside of the Comission, had leaked the actual location of this presentation. Who knows when they'll strike, or how they'll strike.

He wasn't worried about any two bit criminal attacking. The moment the M.E.T. activates any Quirk caught in its range will not function. It would take equipment, preparations, and guns to take this place, something that the Commission would consider.

He steps forward, taking in the gathered officials. Comission Representatives, Police Officials, The Warden of Tartarus, and numerous other influential members of law enforcement were all gathered in the main area. Close by were his allies from U.A. and Yotsubashi himself alongside various bodyguards. He checked his phone, nervous of what may occur.

Taking a deep breath he stepped forward, turning on the microphone attached to his head. He hardly paused as the P.A.M. Units escorted the M.E.T. alongside him.

Cell looked down from his vantage point, looking at the numerous officials gather at the scene. He had already encountered a few villain groups with intent to attack the presentation.

They made for good meals.

He huffed for a second as he heard the humming of the M.E.T. and the awe of the crowd. He felt a bizarre static across his body, but nothing else. Maybe his nano machines were interferring with the M.E.T. but who knows.

Suddenly he heard something.

Looking down he saw the Master's chosen squadron erupting from the ground. The Master was scrambling to deactivate the M.E.T., probably so that the Heroes could fight back. He could also sense various other villain groups moving in. With depth precision he surged forth, weaving in between the rising conflict of the villain groups and heroes. He quickly became a spear for the squadron, taking point as the Squadron moved right for the M.E.T.

Chaos fell as The P.A.M.s formed a protective ring around both the M.E.T. and Master. The heroes tried all they could as the more vulnerable were evacuated before fighting could get any worse. With drastic caution the Master started working with the M.E.T., possibly trying to change the machine's output.

Cell gave little care before he pushed a small mob heroes out of his way. His tail slashed through anyone who even got close to him. The Master gained a terrified look as a pair of P.A.M. Units were crushed by his swinging fist. The Brick Units behind him grabbed the M.E.T. as he aimed his tail.

The Master was shocked as his tail struck his chest. His mouth open wide in a silent scream before Cell slammed him into the ground. Heroes began rushing to the scene as Cell leapt away, the Squadron already digging into the earth below them. He took a moment to look down, taking in the sight of the Heroes protecting the downed and vulnerable form of his Master.

The plan was a success.
