"Current estimates say at least one thousand seven hundred forty one villains escaped from Tartarus. Most of them being rank C through A in power. However thirty S rank villains, ten SS rank villains, and one SSS rank villain escaped. Included in the list of higher ranking villains are All For One, Toxic Chainsaw, Dictator, Verminator, and Dark Knight.
The cause of the breakout is unknown. During the Graveyard hours of Tartarus' operation all communication with Tartarus ceased. Shortly after all forms of communication were cut off the power of the prison was turned off. All Prisoners were released before the power went out. What followed was two hours of conflict between all present guards and the prisoners. When the higher ranked villains began moving from their cells the conflict turned.
Gentlemen, we are now in the middle of the worst villain breakout since the Torreto mass breakout in Mexico almost fifty years ago.
The Global Hero Association is going to be involved in this situation. We are looking at around one hundred fifty foreign heroes arriving on scene. Please be courteous with our guests, they are here to aid us in this trying time."
The representative of the G.H.A. finished their speech and turned to the gathered figures in the room. Nedzu hummed as he sifted through the various files on the arriving heroes. The president of the H.P.S.C. simply looked at the rep with barely half their attention. The top ten heroes, minus Hawks, were soaking in the information presented.
The Representative looked out at the room, a small smile on their face. "Now, does anyone have any questions?" He asked.
Izuku leaned back and fiddled with his helmet. He was going to be meeting with his potential business partner and he has a plan. She would have very little trust in him, she may even try to kill him at some point.
But he's ready to explain his plan to her, see how she'll react to it.
Finally he finished with the helmet and put it on. The helmet let out a hiss of air as it sealed itself to the rest of his armor. He let the armor pull his body upwards before he walked through the lair. Machines were moving past him, some hauling materials, others hard at work creating more machines.
Taking an elevator he let the magnetic soles of his boots click to the floor. He stood nonchalant as the elevator jumped and shook, ducking low before running to the side. He buckled in the armor as the elevator stopped. Calmly stepping out he explored the latest addition to the lair.
The Aquatic Bay.
A large segment of the lair connected to the ocean. Hidden by deep layers of dirt and stone. Lined with railings and scaffolding, capable of launching up to twenty five drones at once. Over one hundred fifty drones launched in less than ten minutes when pushed to its limits.
Off to the side was a large submersible currently under construction. He had decided to make one due to the availability of the Bay. He'd either use it for his villain activity, or maybe he'd just take it for a quick spin when he felt adventurous.
Back to the topic on hand though, he had to be ready to meet with Miss Nagant. According to Soundwave's tracker he's only a few minutes from the lair with the fleet of Submersible Droids, and Miss Nagant. Hopefully the audio recording he had play for her gave her a good impression of her.
Speaking of the Armored Fleet, they were arriving now. Groups of Brick Units supported by Head Units began pulling themselves from the water. R and B Units rushed over, rags and sponges ready to clean the salt water from the Machines. Finally Soundwave's commandeered Echo Unit stepped out, salt water dripping from its every opening. Not far behind him was the large container with Lady Nagant inside.
Izuku stood at attention as the container opened. From out stepped Lady Nagant, her stance wary with each step forward as she glared in every direction. "Miss Nagant, or would you prefer Tsutsumi?" he asked while holding his hand out. "Just call me Tsutsumi. Now about your offer?" she inquired.
Ah, his offer to destroy the Comission in exchange for her services.
"Yes, just understand that it will not be instant." Izuku started. "I don't expect it to he instant. Destroying that rotten place will take time." Tsutsumi replied. "Indeed, now Tsutsumi. My plan to destroy the H.P.S.C. will require steadily chipping away at their power. Divide the heroes, preferably against the Comission, and use the villains as a means to redcue their power. This will take time, and caution. I do not wish the destruction of society, rather I wish to pressure society into removing it on their own." Izuku announced.
"How can you be sure that your plan will work?" Tsutsumi asked. "We can't be sure. However the Global Hero Association is already stepping in with the break out at Tartarus. All we have to do is continously polarized society against the Comission, slowly expose them for their crimes. The issues include the fact that All For One escaped and how much the H.P.S.C. will use to keep themselves in place." Izuku explained.
"And if all that fails?" Tsutsumi asked. "I have a set of explosives set underneath the Comission's headquarters. One push of a button and the whole place will be destroyed in an instant. The only reason it isn't plan A is due to the sheer amount of damage a power vacuum of such magnitude would cause." Izuku explained as Tsutumi shuttered.
Miss Nagant looked him over, crossing her arms as she glared at him. "Alright, I accept your offer." She said. The surrounding machines turned away from her, weapons being deactivated.
Izuku smiled under his helmet as Miss Nagant leaned forward and shock his hand. "I look forward to our partnership Tsutsumi." he said.
Deep in slumber he remained, envious of the outside world. Trapped in his own body, the chrysalis made of his skin and the muscle. All he could do was dream.
Then the images began again.
The terrified face of the Master as he stabbed him with his tail. The sound of his back breaking as he was slammed into the ground. The faint movement of his heart which slowed as he laid there.
Had he killed Master?
No, Master wasn't dead. If he was dead then the A.I. would have destroyed him while he was in metamorphosis.
So all he can do is rest, wait for his body to be ready.
Hopefully the Master can forgive him for what he did.
"What the hell is that?" Tsutsumi asked as she pointed to a large growth underneath the desk. "That's Cell. He's currently in a state of metamorphosis." Izuku answered her. Tsutsumi just continued staring at the cacoon, perplexed as it continued its slow pulsing. "You'll get to know him soon enough." Izuku said as he turned back to his project.
Tsutsumi leaned down, inspecting the cacoon.
It shifted, causing her to flinch.
"What sort of abomination is this?" She asked. "Something the Entiers made. He's a rather valuable asset to our operations." Izuku answered. Tsutumi just looked down at the cacoon one last time before she stood up.
"Come on, I have to get your measurements so we can start making your armor." Izuku said as Tsutsumi just stood up. She took one last look at Cell before walking over to Izuku. He directed her to a small workshop area with numerous mechanical arms, letting her stand firm as the arms surrounded her.
"So, is there anything specific you want for your suit?" Izuku asked as Tsutsumi let the arms check her measurements. "I want to be capable of using my Quirk. Also a grappling hook." Tsutsumi said. "Good, I'll get to work with those modifications to the blueprint. Other than those your Suit will be built with an onboard communication system, a holomap with added trackers to let you see your fellow Units in the field, recording and zoom function, and seven different forms of scanners. The suit has been made for recon and stake out operations." Izuku explained as Tsutsumi nodded.
"Can I get it in a specific color?" Tsutsumi asked. "I guess, I don't typically color the armor." Izuku said. "Purple." Tsutsumi said to which Izuku nodded. "Should I add in an active camo as well, it would make a good fail safe if you do end up being spotted?" Izuku asked. "Active Camo?" Tsutsumi inquired. "A recent invention, capable of evading most forms of scanners or detection Quirks while rendering he user completely invisible." Izuku explained. "I'll take it." Tsutsumi said.
It seemed like hours before they were done. Tsutsumi stretching as she walked out of the workshop. Izuku handed her a tablet before she left. "Here, to update yourself on recent events. A lot of things have happened since you were imprisoned." Izuku said as she nodded. "Yeah, just call me when the armor is done." She said. "Wait, before you go, Soundwave will call you when lunch is ready." Izuku called out to her as she nodded.
Tomura looked down at his list. The various resources available to him were written for him, organized by how willing they would be to work under him.
"Master Tomura, have you heard the news?" he heard Kurogiri call out to him. Tomura looked up, frowning as he looked at the mist butler. "What news? I've been busy planning for the past week." Tomura asked. "There has been a breakout at Tartarus." Kurogiri said.
Tomura stopped, staring clean through Kurogiri. "So, Sensei escaped?" Tomura asked. "Alongside over a thousand Prisoners from all over Asia." Kurogiri clarified, leaving Tomura silent. "Would you like me to retrieve him?" Kurogiri asked. "No, not yet. He'll call for you when he wants to see us." Tomura replied before looking back at his notes.
He took a deep breath before calmly picking up the paper and ripping it in half.
