To the Five Shadows and the esteemed High Daimyos, gathered high priests, and others;

The initial phase of the Terumi Expedition has been completed, according to the plan. Currently, the Terumi is heading back once more to the Elemental Nations, while the initial exploratory corps is entrenched at First Landing, setup by the Hokage.

The exploration of the area is mostly complete, and the results are somewhat mixed. The actual mechanics of the establishment of the base was done successfully, without encountering any issues, but the discoveries of the Hokage's team in terms of expansion past the initial areas is not promising. While the Hokage's team was successful in both setting up a landing location and in finding out additional information on the situation in the now abandoned continents of the south, the information points to a very large number of extremely disturbing things. Some of this touches on the nature of the Daimyo and our very founding, on exactly what the being that was behind the incident in the Fifth Shinobi War was and where it came from – and a more clear and concise picture of just what happened to our world.

We went into this effort worried about the future. Increasingly, we are now becoming equally worried about our past.

The Terumi Enclave and Surrounding Areas

Hokage-sama and his assistants, the snake sages Sasuke and Orochimaru, were ultimately successful in setting up an initial landing site. This has been expanded, mostly using golem jutsu constructed by Orochimaru, and the site is now fully operational. The site is located on a sort of narrow cape inland along the northern shore, protected by low hills and a leeway that makes a natural harbor. It is odd the ancients never set up a site of any kind at the location.

The enclave was constructed mostly using earth jutsu and, as stated, with golem labor. It is circular, with high earth berm walls surfaced in stone hardened with jutsu as well. There are dedicated fuinjutsu inscriptions to cool and filter the air as well as provide lighting.

The enclave contains a raiton/katon powered water distillery for fresh water, six fields for crops, four buildings for habitation, a medical building, two warehouses, a science lab, and a communications center. The communications center also doubles as a command center.

The initial hiraishin links are now established, allowing for a thirty-person crew to move to the site to assist in expansion efforts. By definition, most of these are not ninja but rather construction, ninshu specialists, and researchers. The initial scouting effort (see below) does not seem to indicate any immediate large-scale threats that require more defenses than can be provided by the security team and summons.

The initial landing setup being completed, the focus now is on rapidly expanding the cleared area. The plan calls for two cities – one at the peak of the coast, and one further inland – to be built within the next year. Rapidly building cities will require large efforts of earth jutsu, which will be contracted out to the Village Hidden in the Stone.

The goal is to have two cities capable of housing no less than fifty thousand people each in a year to a year and a half. While the advancing ice line is moving somewhat slower than anticipated now, it continues to move south. Ice Country is now abandoned, even the most skilled Ice Ninja reporting weather conditions of unimaginable cold, hailstorms with fist size hail and snowstorms with winds over ninety miles per hour. Heavy rains have lashed most of the Elemental Lands, along with torrential flooding. Cold snaps have been endured as far south as Steam Country, costing a good portion of the harvest to fail. These weather problems will only get more severe as time goes on, so the evacuation must proceed apace.

The area around the Enclave is not very conducive to life. Organic materials such as mulch will have to be hauled overseas (hiraishin links are not good at massive amounts of material transfer) to offset the polluted terrain. Additionally, farmland will need to be plowed and possibly earth from the Elemental Lands brought over if the soil is simply too dead or contaminated to use for farming.

In terms of the shape of the land, the landscape itself is somewhat broken – there are many high hilly ridges and not much in terms of flat open spaces. There are no rivers in the region and the mineral quality of the ground near the coast is somewhat poor, although Orochimaru has discovered some mineral deposits of iron and bauxite that far exceed the purity and quantity found in the Elemental or Fundamental Nations.

There are several indications that some kind of existing technological golems are still operational in areas of the northern continent. The Hokage and his team destroyed six such devices, all of which did not use chakra but were driven by 'split-core' miniaturized power cells. The sheer technological sophistry required to create such things is as far beyond us as our own crafts are beyond that of an ant mound. The golems – records indicate they were called 'robots', a word with no real translation – are extremely dangerous, equipped with both heat based and materiel based weapons and are always hostile. Raiton jutsu disables them easily, while most other elemental attacks are less effective. Conventional weapons – swords, kunai, crossbows, and most exploding tags – are almost completely ineffective. They are not affected by any form of genjutsu and are not alive, per Hokage-sama, any more than one of our own golems is 'alive'.

All water sources found so far have been polluted, although this can be easily cleaned with various water jutsu or simple distillation.

Temperatures remain extremely hot – around noon in excess of fifty degrees. However, consulting the weather records from the initial golem examinations of the area that has already fallen a few degrees. Our best estimates are that once the climate stabilizes the region would be somewhat chilly in the north, averaging around seven to ten degrees.

The Exploration Mission

As indicated in the initial report, the primary goal of our first expedition was to scout the northern continent and establish how suited it was for habitation. The few maps we had from the past were completely inaccurate in terms of shoreline, and the updated ones we obtained remotely were often vague.

The northern continent is roughly two thirds of the size of the Elemental Lands, divided along the middle horizontally by a very tall mountain range. This seems to have contained most of the more severe pollution from the effects of the conflicts in the more southern areas to a large degree. The southern area near the mountains is lined with huge strip-mines, some exceeding a hundred miles long, and is heavily polluted with heavy metal toxins, ruins of industrial storage facilities, and the like. The area north of the mountains and the northern coast is mostly hilly and seemingly undeveloped, save for the small city at the western cape end and a handful of small towns – all in ruins now.

South of the mountains along the coast are the remains of several more cities, these showing some signs of bombardment or other oddities. Traces of what appear to be irritation networks remain, along with dried up lakes and a plateau notable for large deposits of salt, copper, and sulfur. The southwest area is completely barren and there is odd black discoloration of the ground. Hokage-sama's team probed this region, finding it very much toxic – the sage Orochimaru believes this was some kind of region to dispose of hazardous materials or waste from the massive strip mines. At the center of the worst polluted area is the ruins of what appears to be a very high security prison – multiple concentric walls lie in ruins, the main fortified building was torn apart from the inside. The faint remains of may, many skeletons tells us a story with no details.

The road network that exists is mostly useless – clogged with rusted hulks that appear to be some kind of self-propelled vehicles. The roads themselves have mostly collapsed, with many having buckled due to the ground shifting, producing lines of little more than a chaotic mess. Ominously, all roads leading south to the coast were destroyed at about a mile inland of the coastline, and have faded remains of some kind of blocking construction and warning signs. Weathering has made them impossible to make out, but it seems that several of these roads were closed due to signs of 'Unclean'.

A check with golems, albeit rapidly done, has found nothing dangerous on the shorelines, but caution should still be taken.

The Ruins in the North

As stated in a previous report, some of the recovered texts and writings found in the Hole and other locations indicated that our ancestors left some manner of vessel that could move through space hidden away in the northern continent. The Hokage and the sages located this redoubt, and have already reported on the contents. It has taken some time to utilize the computers of the redoubt, but we have a much clearer picture of the situation as it stands.

The redoubt itself was buried into the side of a massive hill, and was distant from any other established ruins in the north. There was no signs of combat or battle, but bits of bone recovered from the exterior would appear to be human. Based on a detailed examination of the entire redoubt there is no indication it was inhabited at the time of the collapse – it was clearly a fall-back point, complete with stores of minerals, backup records, and an independent power-source that the sage Orochimaru believes may be some kind of geothermal generator using properties of science currently beyond us.

The redoubt was never intended for any kind of habitation – there are almost no living spaces within, and more tellingly, the site itself appears to have been dangerous, due to the storage of the 'drive' as recorded by the older records. Even without the 'radiation' it emits now, records from the site indicate just being in proximity to the 'drive' over long periods of time is not healthy, as there is a tendency of personnel reporting headaches, nose bleeds, high blood pressure, and most alarmingly, nightmares involving geometric impossibilities. The Hokage himself reported that they camped at the site (above ground to avoid the 'radiation') and had such dreams as well, which is almost certainly attributable to the 'drive'.

The 'drive', as already reported, emits high levels of 'radiation' of a particularly lethal kind. Using golems and by way of wrapping the entire thing in lead it has been moved to a new location, along with the raw materials in the bunker. As it turns out, the 'drive' appears to be damaged, as the records indicate that it should not be emitting such energies.

From what little we can understand of the records along with the 'drive', the principles it works on are similar to the most advanced space/time ninjutsu. More ominously, there are clear parallels to the abilities of the being the Hokage and others defeated at the end of the Fifth Ninja War, in terms of the methods used. The 'drive' appears to be able to warp not just space but the nature of how space and time interact. This allows, if the notes are correct, instant long jumps between the stars, but it also emits powerful 'waves' or 'noise'. Those waves can be detected by others, using some kind of instruments that are poorly described in the notes as just 'sensors'.

Deciphering all of this is not easy. The systems themselves are beyond ancient, and the Hokage's team had no other way to get the information out except via manual transcription (using shadow clones, which resulted in several days of recovery after the backlash). The computer records are somewhat frustrating, as it clear the language has shifted immensely even in the time from when the bunker was setup to our ancestors arriving in the Elemental Nations. As it was setup at the time they landed, it provides us no real information on what exactly lead to the downfall of the Dawn Nations. Instead, it clarifies why they fled here.

From what we have reconstructed, the home world they came from was in itself, bizarrely, not our actual home either. They were colonists establishing themselves after fleeing a disaster that the records claim destroyed their entire universe. As wild sounding as this is, there is a large amount of documentation describing both how they got here and history up to that point.

More alarmingly, the redoubt itself – and some of the records left in the Elemental Nations – were the result of stark differences in the political groupings of our ancestors. We have tried our best to reconstruct the history of events.

The Past Revealed

Please keep in mind this is speculative in many ways. The Sage Orochimaru notes much of the language is deliberately vague, and he suspects much was kept hidden from the colonists themselves. We do not know how much of this is fact, propaganda, or deliberate misrepresentation from the faction that seems to have caused this entire chain of events to begin with.

Furthermore, given the nature of what was revealed it is almost certain that even this fell telling may be itself biased. While we are having some difficulty in trying to imagine what could be worse than what is described (see below), the idea that this is the whitewashed version means things could be even worse than illustrated. We would cautiously suggest having the Temples review everything first, as some of this is vastly disturbing in both nature and in what it means about our very existence.

Our ancestors originally came from a world much like ours – life-bearing, oceanic and around a yellow star. This world's name was best translated as 'Center of All Things'. It had a history of wars and troubles like ours. It was a world of many different cultures, languages, and nations, one that was slowly running out of space and resources and so divided by conflicts and hatreds that no real progress in finding solutions to their problems was made. They unified after a devastating war of some kind into a polity known only as the United Nations.

This United Nations sounds similar to our own, still rather new Shinobi Alliance in that the countries forming it retained control over their internal affairs, but large-scale worldwide efforts were controlled by the UN. The concept of this United Nations was to coordinate the colonization of their solar system and to find ways to improve human life.

Alarmingly, however, the UN was merely really a cover. A powerful group of businessmen and industrialists controlled this UN – and this was open knowledge. The corporation was known as Humanis United, or Humanis Industries – both names are used. The globe-in-wings logo and interlocked-H logo we have seen were both used by this Humanis. The company sounds worse than anything that we have ever had in our own lands. They openly engaged in slavery of other humans, experiments that even revolted Orochimaru, and colonized space in vast waves.

Anything they found was exploited. Entire worlds were strip mined and industrialized, then deconstructed for energy and abandoned. Life other than the kind on our own world was found – then exploited and if it resisted, exterminated. There are fragmentary records of aliens – beings not of our world – that were attacked, enslaved and eventually died out in massive work camps.

The society of this time was so stratified as to make our own society look nearly Utopian. People who were not born into the wealthy classes were little more than slaves, and somehow the technology of Humanis drew upon their bodies and life forces – hence, the somewhat ominous tagline seen in several places of 'Our business is Life Itself' was an almost ghoulish joke.

Humanis had wide exploration and even broke into 'other realities'. Again, the disturbing phrases 'reality disjunction' and 'dimensional fatigue' appear. If our understanding is correct, these people actually somehow colonized alternative planes of existence. They claim to have subjugated entire universes under their powerful forces and to have enslaved or slain even what they called gods.

We are aware of how badly this intersects with our own religious beliefs on the surface, but the more that we read the more we are convinced the opposite is actually true. Almost all of the known manifestations of both Kami-sama and Shingami actually line up very well with some of the... effects of reality disjunctions.

We have asked for the Temples to send trained acolytes to examine these texts and see if there is anything we are missing, as it is very possible that our understandings of Kami and Shingami are very much off.

Back on the topic, the records are very unclear as to what exactly happened, but the center of the civilization, and much of their huge empire of colonies, was destroyed in a single day. Surviving colonies cut off from each other were attacked by enraged slaves, aliens and opportunistic criminals. Tens of billions died. Parts of their far flung empire were cut off from contact, others declared war on each other. The force or forces who could have achieved such a thing are not described, with the vague allusion to 'problems with the Outsider Project' being 'capable of killing us all' implies that, ironically, they may have been the cause of their own downfall.

There is a segment (discussed below) that indicates just why our ancestors were not also destroyed, but the immediately relevant fact is that our own ancestors fled to this reality, establishing themselves on another world and attempting to rebuild, rather than deal with or engage whatever destroyed United Humanis. A great deal of what sounds like some kind of genetic engineering was done, to prepare for living on less hospitable worlds.

The last of the data suggests old enemies of Humanis attacked the nascent rebuilding colonies. A daring pair of missions was created. Front Wave was a set of very fast moving colony ships scattered as far as possible, in hopes of one of them getting through what sounded like a blockade of hostile aliens to establish a new colony.

The other plan was our own world. A single ship was set to 'drift' unpowered for a long period of time before firing off its engines, and it was deliberately stripped of some technology that our ancestors felt the aliens could somehow track. It came here and setup colonies on our world, then engaged in a deliberate effort to destroy anything that could ever lead the aliens who had nearly killed them all to find us again...with the singular exception of the 'drive'.

All of this comes from the bunker with the scout ship engines, which was actually hidden here by escaped Humanis personnel. The very beings who started this entire mess had managed to survive and mingle with people they probably ruled over and abused.

We are aware this is a great deal of material to think over and take in, and we are only covering it at the very highest and most topical level. We are doing so because the Sage Orochimaru was disturbed at some of the things described by the texts as done by Humanis line up eerily with research into both the Spear of Heaven and other older civilizations he studied.

Given that the scout ship was explicitly hidden by Humanis members – the Hokage and his team even found Humanis logos at the site – and that it was referenced in materials found in the Elemental Nations, we can confirm that at least some Humanis personnel made it to our own continent – and it is not impossible some group of them is still extant.

The Ōtsutsuki and the Truth

As indicated above, there were additional findings scattered among the documentation of the drive, journals and records from United Humanis leadership figures, from the assessment of Orochimaru. It is clear these were set aside from the other references and records – possibly suppression of the truth lead to someone deciding to make sure the real facts were recorded somewhere they were unlikely to be uncovered by those trying to hide something.

Bluntly, the records seemed to indicate our ancestors were participants in the backup plan to ensure the survival of a group that was included with the others – and this group was identified, in multiple locations, as being elevated above others, with the implication that Front Wave was never intended to succeed at all, just to distract their alien enemies.

The documents reference something known as the 'Ōtsutsuki Institute', an organization that was established on the Moon, it seems, in a special set of domes (?) that allowed for habitation on the otherwise barren and airless surface. As with the family of the Emperor and the fragments of the surviving lines, such as the Hyuuga, the Ōtsutsuki Institute was said to have had odd and defining features – blank white eyes that were clearly some kind of predecessor to the Byakugan, as well as pale white skin. The Ōtsutsuki Institute appears to have been some aspect of the United Humanis leadership cadre, and there was considerable doubts about their presence and intent.

The institute was the one behind the idea of the God-Tree purification plan, as well as the primary source of resistance to the Son during the War. The documentation makes it clear that even before the God-Tree the Ōtsutsuki – and United Humanis – knew about chakra, although they called it by differing terms.

The two most worrisome items in the description are the fact that a group from the Institute broke away from the colony at landing, and did so with a working spaceship. This group was, from the documents, the more 'extreme' elements of the United Humanis survivors who wanted to use cloning techniques and other concepts to take the fight back to the aliens that had nearly destroyed them. The colonists who stayed behind wanted no parts of this plan. This is concerning in that it is possible these other Ōtsutsuki still exist on some other world they colonized.

The other worrisome aspect of all of this is that United Humanis had plans in case of 'local loss of control' which included things such as establishing themselves as noble leaders, manipulation of legends and religions to ensure a receptive mindset by the masses, and destroying historical records. The clash that lead to the end of the Old Empire and just why our founding ancestors in the Elemental Lands were so unrelentingly hostile to each other might be explained by this.

It is also very possible the Geladari are some kind of offshoot of this effort. It is almost certain the Ōtsutsuki line of the Imperial House was. As this includes ancestors of several noble clans as well as many ancestors of the Five Daimyo, we are aware how controversial this information may be.

With that caveat, it is important that this be investigated, because United Humanis – based on their own records – is not a group that should ever be in control of anything.

This team has decided not to repeat the litany of sickening and revolting experiments, crimes and horrors attributed to Humanis in the texts – all done in the name of profit. We will include a summary manifest if you wish to view such, but the sheer cruelty and inhumanity of these people was shocking even to many of us who were ninja. Even Orochimaru expressed disgust over some of the records of the things they did.

Certainly the Elemental Nations are no strangers to atrocities, human experimentation, mass purges, or horrific violence. It is the scale and scope that staggers the mind, the audacity to commit these crimes on completely helpless and innocent beings, to use people up to power what sounds very much like chakra, if chakra relied on literally draining a person's mind and soul like they were firewood for menial tasks.

There is never a justification for this kind of savagery, nor should we simply ignore the possibility that United Humanis goals, beliefs, or even dogma may have influenced the development of our own nations. We are increasingly certain, after discussions with the Hokage, that the being he and others defeated after killing the false Sage and the false Madara was one of the very same Ōtsutsuki Institute persons mentioned in the documentation with the drive as having been a United Humanis executive.

If she was able to somehow survive, there may be others.

We would wish to reiterate that our task is survival. In the four months this effort has taken since our last report, the 'freeze line' reported by Hidden Ice has advanced another mile. Our best calculations have determined that at the current rate of advancement, we have less than thirty years to evacuate the bulk of the Elemental Nations north of Fire, and perhaps fifty before even Sand and Glass are much as Ice Country is now.

We are not ignoring the facts we have uncovered. We have a method, if needed, of leaving this world, and we have options, if difficult, in finding a way to escape the coming freeze. The spirit of cooperation, unity and putting aside the past in pursuit of the future flies in the face of everything United Humanis championed, and we do not fear they still control us. But we must not ignore the past either and we must be vigilant for additional complications.

We cannot afford to be derailed by fragments or leftovers of our dark past – at least until our future is secured.

In light of that, the rest of this report is about the next large-scale steps.

The Excursion Plans

Once Hokage-sama and his team have recovered from their ordeal, the plan is to fully explore all of the northern continent, including the ruined cities. Preparations for a type of golem that can operate at range underwater in deep oceanic depths is something that the land of Water's best chakra scientists are working on right now.

Initially, there will be a sweep of the entire continent to make sure there are no other 'surprises' or unsafe regions. The entire continent will be broken into grids, and each grid evaluated for pollution, difficulty of colonization, and resources.

In the three to five year range, we would expect the Daimyo to come to agreements on which lands would be given to which groups and the order of evacuation. A massive fleet with superior ocean-handling characteristics would be needed as well as significant docking and berthing options both in the Elemental Lands and the northern continent.

Once the entire continent is secure (including underwater checks of the entire coast), the five to fifteen year plan is mass evacuation in waves. Every effort to extract all possible resources must be made while this happens – it isn't like we'll be able to come back to the lands once we are gone. Forests should be felled and saplings in great numbers stored. Tankers of fresh water will be needed. Vast fuinjutsu storage seals and untold hundreds of thousands of sealing scrolls will be used to transport everything from food crops and wildlife to soil and even what minerals we can extract.

By the fifteen to twenty five year point we would expect the vast majority of humanity to have evacuated to the northern continent, with multiple areas now clean and habitable. At this point, weather effects are likely to make operating in the Elemental Lands extremely difficult. At the same time, the cooling weather should by this time make living in the northern continent more bearable.

We do not have a solid or precise date or even range of dates for when the ice will overtake all of the Elemental Lands, but we are assuming that our predictions of thirty years is on target. If such proves to be optimistic, obviously we will have to accelerate the process.

Some care will need to be taken in how to explain this to the population at large, the nobility, and of course the summon realm inhabitants. We must also make sure that prior to abandonment of the Elemental Land that the Spear of Heaven is disassembled. As fell and dangerous as its power may be, there may come a time when it is needed.

Once we are fully settled in the northern continent and the situation has stabilized, there must be an investigation of the ruins of the more southern continents and the aftermath of whatever happened to the Son. The cooling of the north may drop the sea level drastically, and if that exposes whatever is currently under the waves, we would need to have time to prepare for that.

Conclusions

We have attached the documentation and diary found at the 'drive' site with this report for your personal perusal and evaluation. Despite the amount of linguistic drift that has occurred, it was far easier to translate these documents since they were almost entirely undamaged. There are a number of words that do not make any sense; it is unclear if these are references to aliens or to internal factions.

We would also recommend reviewing the notes submitted by the Snake Sage Orochimaru on the 'drive' and its functionality. Building a ship around this device may not be wise, as it isn't clear if the drive is emitting dangerous radiation due to the shielding being damaged or the drive itself – if the latter, the drive malfunctioning could certainly wreak havoc on our entire world.

The committee has no further recommendations to make at this time – the Kage Summit Research Team can be disbanded at the Daimyo's pleasure, or continue to perform analysis and commentary on the findings from the exploration as we continue our plans. Regardless, we wish to make a few final points of commentary.

First, the most recent findings involving United Humanis should be restricted to the highest levels – the Daimyo, the Kage, the Temple Heads, and perhaps some of the ninshu guild masters. The depiction of this group – in their own words – is beyond horrific, and the possibility that our own society was shaped by them or that some were involved in any aspect of our nations would not improve anything and only empower rebels and those who refuse to accept the authority of the Daimyo, such as the Shogun.

Second, in regards to the general situation with our uncertainties of what lies south of the northern continent, extreme caution should be utilized. The fact that we've run across active 'robots' – especially after so many centuries have past – shows that the ancients were able to build and create things that could last. Some of the weapons systems they constructed are nightmarish and in the wrong hands could destroy us all. That does not even touch on the possibility that the Unclean are still active.

Third, in regards to the evacuation process itself, care must be taken to ensure that the distribution of land and resources is equitable. We have had long centuries to adapt and confirm to the Elemental Lands, from the way we build to the very nature of the jutsu we prefer. Those who inhabit rocky and wasteland style areas, such as the lands of Earth, Haze, or Smoke will have very little disadvantage in the new lands, while those such as Ice, Mist, and Fire will face considerable adjustment shock. There are no vast forests, very few rivers, and for long years farmland and arable land will be more precious than gold.

Fourth, and in corollary to the above, strong efforts must be made at the very outset of this process to ensure food security. Fish may or may not prosper in the waters around the continent, fish farms may be needed. Both wood and crops for textiles such as cotton and flax will compete with the need for farmland, and heavy use of earth and water jutsu in making irrigation systems will be critical. There will be even larger difficulties in establishing fauna on the continent and we may need to consider long-term fuinjutsu stasis of livestock and free range animal populations.

Fifth, even with the degraded nature of the strip mines, there is over a thousand times more mineral wealth in the new continent than in all the Elemental and Fundamental nations combined. Even more than food, fair and equitable distribution of this mineral bounty must be a high priority. Iron is nearly ubiquitous in all samples Hokage-sama's team has taken, including iron sands near the mountains, so the traditional limitation of iron raw materials will be a non-issue going forward, but establishment of mines will take time. There are vast ruins of machines in the strip mine areas that may provide insights into technology, but in the short term are just more work to remove.

Finally, a cautionary note – some thought should be given to setting up groups watching for any activity from the Geladari. The Shogun and his samurai have grudgingly agreed to cooperation with the Five Kage on the evacuation, as they are in as much danger as we are, and the Eccentric Lands have put up no real issues. But the Geladari have never responded to our inquiries, and with the revelation that they may have been connected to United Humanis, their motives and silence take on worrying possibilities. Their island sits far more southerly than the Elemental Lands do, so they may not be affected by the cooling climates.
