Biography:
The last child of Arika Autarkia Entheofushia, the last king of Ostia in Mundus Magicus.
Her father conspired with Ialda Baoth and the Cosmo Entelechia organization to deliver Mundus Magicus unto destruction. Arika was framed for rebellion and put to execution, but she was rescued by the young Nagi Springfield (also summonable as a Lancer) and his Ala Rubra team. They installed her on the throne, and for several years everything seemed fine.
Ialda, however, returned and took control of Nagi's body shortly after his marriage with Arika. Ostia was destroyed and rebuilt, and Arika was publicly accused of being a traitor, earning her infamous title. She was taken to Earth and died shortly after giving birth to Nagi's son Negi, also summonable as a Caster, a Lancer or a Berserker.

God's Resolution: B
The ability to enact control over a Grail War judiciously disposing of undesired elements disrupting the course of Heaven's Feel. This manifests as seven sets of three command seals each, which allows Ruler to bind Servants of the main classes to her will, granting her three absolute orders per Servant. Ruler may even command a Servant to commit suicide. However, the ability is restricted to only seven Servants at a summon, and should there be two or more Servants of a single class present, Ruler only has domain over one. Additionally, this Skill will not work on Foreigners, Avengers, Moon Cancers, Alter Egos, Gatekeepers, Magical Girls, Shielders, Monsters, Savers, Beasts, Watchers, Fakers (as in the actual Class, we don't mean EMIYA here), Pretenders, Boxers, Ancient Gods, Temptresses, Gunners, or other Rulers.
Ruler follows a faith system centered around Western and Oriental syncretism, unique to the World of Magic. She is fair and respectful, judicious and even-tempered, based on the morals given to her by this religion. She will not play favorites and concede fair points even when they go against her personal convictions. She cares about the greater good first and foremost and protects innocent bystanders with a fiery passion.
True Name Discernment: B
The ability gifted to a Ruler of assessing the Class, True Identities, and basic parameters of the Servants fighting in a Grail War by merely looking at them. A type of divine insight, it is limited in the sense that, while all Classes can be identified as such, the True Identities and parameters only can be ascertained in the cases of Sabers, Archers, Lancers, Riders, Casters and Berserkers. Assassins are protected by their Presence Concealment, and the other classes are anomalies that fall beyond Ruler's jurisdiction.
This Ruler has a photographic memory and a keen insight into the personalities of others, albeit not to the point of earning her Discernment of the Wise. She won't step back when commanding other Servants based on her preliminary knowledge of them.
Magic Resistance: D+
Ruler has a low rank compared to her relative, Princess Asuna (also summonable as a Saber). She can be subdued with magic restrains, and all magic from the Age of Gods has one effect or another on her person.
However, low category spells four lines or longer have no results whatsoever. Her resistance can be compared to that allowed by a really good charm or amulet, but it increases slightly when dealing with mind control magic, to which she is rather resilient.
Personal Skills:
Military Tactics: C
Tactical knowledge used not for one-on-one combat situations, but for battles where many are mobilized. Bonus modifiers are provided during use of one's own Anti-Army Noble Phantasm or when dealing against an enemy Anti-Army Noble Phantasm.
Ruler is a competent army leader despite her youth. She can be vulnerable to backstabbing and slander, but generally she is clever enough to detect the weak points of her own rallied subjects and work on them.
She is also an exceptional inspirational leader during warfare, willing to stay at the vanguard of her troops, and as matter of fact she directs armed forces that way better than behind the scenes, but her ability to lead falters through periods of peace.
Royal Magic: A
A powerful but very vague form of magic tied to the royal bloodline of Ostia, descendants of the millenary Ialda. The magecraft is little known by most researchers of the occult. It can be used to absorb other kinds of magic, which is mostly how Ruler employs it. It's also been theorized that it may grant one extensive control over gravity and telekinesis without a need to cast any spells, but that is beyond this Servant's reach.
Ruler was not trained in the use of this power, so she isn't qualified for the Caster class. But it seems to give her a very limited healing factor, and it probably slows her aging down greatly in addition. She also can bless others augmenting their Luck and Bravery stats. Further research may be in order to understand her potential better.
Bravery: A
A stoic, unflinching person, Ruler was placed in jails and chained for long periods and she never broke or begged. She once jumped from a cliff to her apparent demise, trusting on being saved by Nagi or perishing with honor for her people. Her trust was rewarded when she was saved by Ala Rubra in the nick of time. This has a seal on her saint graph, and whenever she acts with dignity before uncertain odds, a small window for a 'miracle' opens.
Ruler's Bravery will invariably awe those around her, except for Chaotic Evil miscreants. It can win enemies over to her cause.
Noble Phantasm:
Royal Fleet of Ostia- Legacy of a Dead Country: A-
Anti-Army.
The aerial fleet of Ostia was more loyal to their queen than the rest of her official forces. These ties ring true even after she has passed on to be a Servant. At her word, hundreds of ghost whaleships and other aerial vessels materialize, each of them piloted and manned by minor Heroic Spirits who didn't have names of their own carved for history.
The effect is equivalent to that of Rider Iskandar's Noble Phantasm. The airships bombard the enemy campament intensively until there is nothing left but smoke and cinder.
Summon: "My Master. This humble Servant Ruler is under your direction. My name? A forgotten one. It bears no relevance."
