Biography:
The story of Candlejack has been told in summer camps in the United States for decades.
Nobody knows his origin, but he surely has a horrifying backstory, probably involving bees or a prank gone wrong or something. He is a sleek figure in black, white and gray rags and wearing a hood that covers the whole of his face and head. Instead of walking, he slowly floats around.
Candlejack fought the insane hero Freakazoid at least twice. He mostly shows up at night and seems to have a serious aversion, but not a complete weakness, to sunlight.
Class Skills:

Assassin floats around in absolute silence, and he can meld with the shadows.
He has no smell so he cannot be detected through the extra senses of dogs or other hunting animals, including those who happen to be Heroic or Anti Heroic Spirits.

Servants will be invariably skeptical towards the very existence of Assassin at the start of a given Grail War. This will greatly help Assassin's Presence Concealment. Even if they know it is irrational, they'll keep on denying his presence, until he makes himself known directly (by showing up) or indirectly (through mounting evidence of his kidnappings). If they realize he is with them, then they will feel obligated to say his real name, leading to the Noble Phantasm below.
As for weapons, he carries a small candle he can use to lightly burn and inconvenience others in close quarters. This makes most Heroic Spirits angry enough to punch him in the face and achieves little else though.
Information Erasure: C
Once Assassin leaves the scene of a kidnapping or a prank, any and all recorded information about him will vanish. This includes photo and video evidence, which is a relief to most people since nobody wants to see his ugly masked mug in any case. The point is semi-moot one way or another since nobody has ever seen Assassin's real face under that mask.
People will still remember having met him, however, much to their annoyance.
Dare to Scare: D
Assassin loves to scare people. He finds great pride in terrorizing others, especially children. But he draws the line at making them cry.
Since Assassin doesn't look very scary in person, he only can scare the most cowardly of Masters and Servants.
Noble Phantasm:

Anti-Unit.
This is a very unique and special kind of Noble Phantasm. Unlike most, it doesn't need the Servant himself calling its name out for activation. Instead, the enemy needs to say the word 'Candlejack' out loud.
Once that happens, and as soon as the person who has said the name is alone, they will be kidnapped by Assassin. They will wake up tied in the headquarters of Assassin and his Master, and any attempts to break free will be pointless. No matter how strong the Servant was before, as long as they are tied they can't snap their bonds or use their Noble Phantasms. They have a chance of escaping if they are annoying enough to force Assassin to free them, however.
If Assassin's hideout is found, the captives can be freed by most competent Heroic Spirits.
As long as the target is with someone who hasn't said 'Candlejack' yet and stays in this person's field of view, they won't be kidnapped yet. But all it takes is for the other person to turn around, leave or take their eyes off them for a moment for the targets to be kidnapped immediately. Later, they won't be able to remember how they were kidnapped without putting up a fight; even Servants who are much more powerful than Assassin will wake up tied up.
The Noble Phantasm itself is not lethal, but Assasin can be convinced by his Master to kill his captives. If left to his own devices, he'll just let them live and passively draw mana from them in the meantime.
The Noble Phantasm is helped because, once Servants know Assassin's closest equivalent to a True Name, they wil feel compelled to say 'Candlejack'. Even if they know what are the results, they can keep on fighting it consciously, and the strongest willed can resist it for a long time, but eventually they will slip and say it, after which they will be kidnapped invariably.
If two Servants or Masters or more say the name and they try cheating by staying with each other, they will be kidnapped at the same time.
Writing Assassin's True Name won't yield the same results. Neither does simply saying 'Jack'. Or 'Assassin'. Serenity can show up to bother you since she is so needy for company, though.
