"After careful consideration and analysis," The scientist continued, "we've concluded that Shinra will be paired with Midoriya Izuku, and Shinji with Toshinori, should the need arise."

Krim held up a hand, signaling for silence.
"I understand that some of you may feel disappointed or overlooked," he acknowledged. "But I assure you, this decision is based on a multitude of factors, including compatibility, potential synergy, and the roles each of you will play in the upcoming conflict."

"Yes, Hatsume. I trust your capabilities. You have my full permission. Just remember to be careful."
Mei's grin widened, and she practically bounced on her heels.
"You won't regret this! I'll make sure everything goes smoothly!"

"Sure, kid. I guess we have a lot to talk about. But let's find a nice spot first so we can speak freely."

"I've been cynical, apathetic towards the world for a long time. But I'm also trying to change that. It's not easy, but I'm making an effort. "I understand, Tomari-san," Izuku said firmly. "It's a difficult truth, but I see the necessity of it. I promise to do my best to confront and handle these challenges. I know it won't be easy, but I'm committed to learning and growing through it."
Yuuki, noting Izuku's acceptance, added a crucial point to reinforce the young hero's understanding.
"Remember, Midoriya, you don't have to like the idea of taking lives. In fact, it's important that you don't become numb to it. But it's a reminder that sometimes, in order to protect the many, we may have to make the hard choice of eliminating a threat permanently."
He looked at Izuku squarely, ensuring his message was clear. Both him and Melissa seemed to be surprised at his choice of words.
"It's a heavy burden, one that all heroes and Kamen Riders must bear to some degree. The key is to maintain your humanity and compassion, even when making these hard decisions. That's what separates us from someone who simply wields power."
Izuku listened, absorbing the gravity of Yuuki's words. The conversation had provided him with a deeper understanding of the complexities of heroism, an understanding that went beyond the black-and-white morality he had initially believed in. It was a sobering yet necessary lesson, preparing him for the realities of the world he was eager to protect.
With a renewed sense of purpose and responsibility, the inheritor of [One For All] felt more prepared to face the challenges ahead, armed not just with his Quirk but with the wisdom imparted by the police Kamen Rider. This conversation was a pivotal moment in his journey to becoming the hero he aspired to be.
"So, I guess there's nothing else to talk about, right? Then I will be going. I still need to make some final preparations." The Rider tells them.
But as Yuuki prepared to leave, both Izuku and Melissa hesitated, wanting to express something more. They simultaneously gathered their courage to speak.
"Tomari-san… No… Yuuki-san," Izuku began, his voice filled with sincerity as he decided to call the vigilante by his first name. "I just wanted to say thank you. For all the times you've come to our aid, for saving our lives... even when you had your own battles to fight."
Melissa nodded in agreement, adding,
"Yes, Yuuki... Despite what you think about yourself, your actions have spoken louder. You've been a hero to us in many ways, and we're truly grateful for that."
Yuuki, taken aback by their words, tried to deflect their gratitude.
"You don't need to thank me. I was fighting for my own reasons, my own battles. I wasn't doing it for you or anyone else."
But Izuku and Melissa were firm in their stance.
"That may be true, Yuuki-san, but the fact remains that you helped us, you saved us," Izuku insisted. "Regardless of your reasons, what you did was heroic. You may not see yourself as a traditional hero, but you have qualities that make you one."
Melissa chimed in,
"Exactly. You've made choices that have helped others, saved lives. Maybe you didn't set out to be a hero, but in our eyes, you are one. And we believe you would have made a great hero if you'd chosen that path."
Yuuki was momentarily speechless, touched by their earnest words. He had always seen himself as separate from the traditional heroes, driven by his own motivations and struggles. Yet, here were two young individuals, whom he had come to relate with, seeing something in him that he had long denied or overlooked.
Finally, he managed a small, wry smile.
"Thanks, I guess," he said, his voice softening. "I'll try to remember that."
But then, he next paused at his own words, a shadow crossing his face. His voice was low, tinged with a self-awareness that spoke of deep-seated convictions.
"But I don't really deserve the title of a hero," he said quietly, almost to himself. "My ways are selfish, driven by personal motives. Heroes should be selfless, driven by the desire to do good for others, not for themselves."
Without waiting for a response, Yuuki turned and walked away, his steps steady but carrying a weight that seemed more pronounced than before. Izuku and Melissa watched him leave, a mix of respect and a poignant understanding in their eyes. They might not have changed his mind, but their words had clearly reached him.
They could see that the cop has his usual composed demeanor carrying a new, subtle lightness.
As this talk made them somewhat closer to each other, Yuuki would allow them to call him by his first name from now on. And in return, he would also address the two teens by their names(mostly Izuku).
Izuku and Melissa watched him go, feeling a sense of admiration and gratitude towards the complex, reluctant hero who had, in his own way, made a lasting impact on their lives.
As the vigilante disappeared from view, the two kids were left to reflect on the complexities of heroism and the varied paths that those who fight for justice can take. Yuuki's struggle with his identity and role had given them a deeper insight into the burdens that those who take on the mantle of a hero, in whatever form, must bear.

Nighttime
I-Island - Central Tower
I-Island's primary setting for research and development is the 200-story tower in the center of the island. It was built sturdier than a bomb shelter and is the central command for the entire island.
The central tower hosts over a hundred floors, each with a different purpose. There is an elevator with restricted access and a set of stairs leading to every level. The security is managed from the control room on the top floor. Each floor is secured with shutter doors and special roof hatches in case of an emergency.
The I-Island Security System's efficiency is equal to that of Tartarus, a maximum security prison for supervillains. The system is wired into the entire island and controls both its communications network and the electrical grid.
The system can only be accessed from Central Tower's top floor control room. The control room gives the user full control over the tower's functions including closing shutter doors, camera control, and the central elevator. Central command is built like a fortress and can't be broken into.
Countless security drones are used to maintain order throughout the island. They are durable enough to take on Quirks and are efficient at exploiting their limits.
On high alert, the communications network cuts out for citizens, turning off cable and cellular connections. Security bots are used to enforce a curfew and can arrest people on the streets. The system is also armed with restricting devices strong enough to restrain All Might. In the wrong hands, the security system can give someone overwhelming control over the island.
Secret development projects are kept in the storage room and the tower's security signal is broadcasted from the server room. There is also a plant factory on the 80th floor for research on how Quirks affect plant life. The tower is powered by a wind turbine energy generation system.
There is a reception hall on the second floor, where a party will be held tonight to celebrate this year's I-Expo. Several Pro Heroes from all over the world and famous scientists will be attending this event.
Central Tower- Security Room
The security room, usually a hub of calm and controlled surveillance, was now the center of a clandestine operation.
A gray-blond man, sporting goggles and exuding confidence, stood in front of the high-tech control panels. His fingers danced over the keyboard with a certain finesse as he communicated with his boss.
"Alright, Wolfram, it's under our control now," he spoke into the communicator, his voice laced with triumph. "Those codes our client gave us worked like a charm. I'm in the process of shutting everything down."
{Excellent,} came Wolfram's gravelly voice over the line, {Everyone, get ready. It's showtime!}
As the man continued to manipulate the security system, there was an unexpected click behind him.
The door to the security room, which they had thought secured, swung open. In the doorway stood a contingent of pro heroes, their expressions stern, their postures ready for confrontation.
The gray-blond man whirled around, his eyes widening in shock.
"What the—?"
One of the heroes, a woman with an air of authority and confidence, stepped forward.
"Surprise," she said dryly. "We received an anonymous tip about your little plan. Did you really think it would be that easy to take over the security of Central Tower?"
The villains, caught off guard, scrambled to respond, but it was clear they were at a disadvantage. The heroes, having anticipated the move thanks to the tip-off, were well-prepared and in a position to thwart the takeover attempt.
As the situation escalated, it became evident that the villains had walked into a well-laid trap. The confrontation that ensued was a testament to the vigilance and preparedness of the pro heroes, ready to defend the tower against any threat. The villains' plan, which had seemed foolproof, was unraveling rapidly, a clear sign that the heroes were always one step ahead.
Reception Hall
{The villains trying to hijack the control room were successfully detained.}
Shinji's voice could be heard as he tells the news to Krim, who was currently wearing an earpiece communicator.
Being one of the main sponsors of I-Expo, the CEO had to attend the reception party for the grand event in order to not draw unnecessary attention towards himself.
"Good, but keep an eye on things there." The scientist orders his worker. "I don't want to take any unnecessary risks."
{Roger. Talk to you later, Krim.}
As the call ends, the bespectacled scientist focuses back on the main event before him. He also happens to be tonight's MC.
Picking up a mic, Krim heads to the stage.
"Ladies and gentlemen, welcome to the opening reception for I-Expo," He announces, as everyone turned to face him. "As we have a very special guest, I think it is appropriate to let him have a few words and lead us into a toast. Come onto the stage, Japan's Number One Hero, All Might!"
The reception hall was a scene of cheerful celebration, with everyone gathered for what seemed like a routine event. However, beneath the surface, there was a strategic play unfolding, orchestrated by Krim, All Might and David.
"Hm? Me?" All Might said, as everyone in the reception hall clapped. "Dave, you and Krim didn't tell me anything about that."
"Well, it was bound to happen when the other sponsors found out that you were coming here, All Might," Dave chuckled. "But I didn't think you of all people would get stage fright."
"Less stage fright, more caught off guard," All Might said, though he laughed. "Guess I'll just improvise like any great hero would!"
As Toshinori expressed 'surprise' at being called to the stage, his reaction seemed genuine to the casual observer. The crowd, unaware of the underlying ruse, clapped enthusiastically, looking forward to hearing from the Symbol of Peace himself.
Their exchange, while appearing casual and unplanned, was actually a carefully crafted act. By behaving as if nothing was amiss and engaging in light-hearted banter, All Might and David were creating a sense of normalcy. This façade was crucial for keeping their enemies off guard, making them believe that their plan was progressing smoothly and that the heroes were unaware of the impending threat.
In reality, the two of them were acutely aware of the villains' intentions. Their casual demeanor was a strategic move, designed to lull the villains into a false sense of security. By doing so, they were setting the stage for a counter-ambush, preparing to strike at the opportune moment when their foes least expected it.
Toshinori exchanged a quick look with Krim as the latter handed him the mic.
"Hello, everyone! As you can tell, I'm All Might!" All Might states.
People clapped as he stood on the stage.
"I'm not much for formal talk, so-"
All of a sudden, the doors to the reception hall opened, and men dressed in military gear stormed in, rifles pointed out as they herded the frightened people.
A red-haired man wearing a metal mask and rusty red face paint walked in, pistol in hand.
"Nobody move!" the red-haired man said, sneering. "Because as of right now, everyone here on I-Island, are our hostages!"
But what the villains hadn't anticipated was that the heroes were not just prepared for their arrival, but were waiting for this exact moment to strike back.
As the red-haired man issued his threat, All Might's demeanor shifted instantly from the cheerful, unsuspecting guest to the formidable Symbol of Peace. With a speed that belied his size, he sprang into action, his powerful form moving with a purpose.
The other pro heroes, disguised among the guests, also reacted quickly. They had anticipated this scenario, their casual act at the party a carefully laid trap for the villains.
The heroes moved swiftly, their well-coordinated counter-attack catching the villains off guard. Some of the guests, previously seeming frightened and vulnerable, revealed themselves to be capable heroes, each playing their part in the counter-ambush.
In a matter of moments, the tables were turned. The would-be captors found themselves outmaneuvered and overpowered by the very people they had sought to take hostage. The reception hall, once a scene of panic, was now a battleground where the heroes demonstrated their skill, strategy, and unity.
This sudden reversal was a striking reminder of the cunning and preparedness of the heroes, proving that even in the face of surprise attacks, they were always ready to defend and protect.
As the heroes sprang into action, effectively countering the ambush, Wolfram, the red-haired man, found himself taken aback by the swift and organized response. His plan, which had seemed foolproof, was unraveling before his eyes.
Wolfram, his expression hidden behind the metal mask but his shock clear in his stance, tried to regain control of the situation.
"What!? What's going on!?" He barked, disbelief tinging his voice.
It was All Might who stepped forward, his presence commanding and confident.
"Surprised, aren't you, Wolfram?(The villain was shocked that the Pro Hero correctly addressed him by his alias)" All Might's voice boomed across the room, echoing with a mix of authority and a hint of satisfaction. "We received an anonymous tip about your little scheme. Did you really think you could catch us off guard?"
Wolfram, momentarily speechless, clenched his fist around his pistol. The realization that their plan had been anticipated and countered was a bitter pill to swallow.
"You... you knew all along!?" Wolfram growled, his frustration evident.
All Might, standing tall and unyielding, nodded.
"Yes, we knew. And we were prepared. Just as a hero should always be."
The other heroes, having neutralized the threat posed by Wolfram's men, gathered around, forming a united front. The guests, who had been mere pawns in Wolfram's plan, were safe, their would-be captors now the ones at a disadvantage.
Wolfram, realizing he was cornered and outnumbered, resorted to a desperate bluff. His voice, though strained, carried a menacing edge as he attempted one last gamble.
"Think carefully about what you do next, heroes," The villain threatened, his eyes darting around the room. "I may be surrounded, but don't forget – the entire I-Island is my hostage. Make one wrong move, and I'll bring this whole island to its knees."
The heroes' expressions remained resolute, unphased by Wolfram's attempt at intimidation. It was All Might who stepped forward, his demeanor unshaken, embodying the unwavering spirit of a true hero.
"All bark and no bite, Wolfram," All Might retorted confidently. "Your threats are empty. You have no control over the security room anymore. We've made sure of that."
Wolfram's façade of confidence faltered, the realization that his leverage was gone dawning on him. The heroes had not only anticipated his plan but had also effectively neutralized his control over the island's security.
"You've lost, Wolfram," All Might continued, his voice steady and assertive. "Your plans have been foiled, and your threats hold no weight. It's over."
The other heroes closed in, ready to apprehend Wolfram and his remaining men. The mercenary villain, stripped of his leverage and facing the united might of the heroes, was left with no options. His grand scheme had crumbled, and with it, his hold over I-Island.
Inside Wolfram's mind, a storm of confusion and frustration raged. As he stood surrounded by heroes, his plan in ruins, he couldn't help but replay the events leading up to this moment, searching for where it all went wrong.
'How could this happen?' He thought, his inner voice a mix of disbelief and anger. 'Everything was perfectly planned. The codes, the timing, the secrecy... it was all flawless. How did they know?'
The possibility of a mole or a leak nagged at him.
'Did someone on the inside betray us? Was there a whistleblower?' The thought made his blood boil. 'Or was that red bastard from before?'
His plan had been solid, his team loyal – or so he had believed.
'Could it have been one of my own men? Or was it someone else, someone who caught wind of our plan?' Wolfram's mind raced through the list of potential suspects, but nothing made sense. It was as if the heroes had anticipated their every move.
He has a feeling that Another Drive didn't cheat, despite that being something a villain was expected to do during such a situation.
But before the authorities could take the mercenary and his men away, something unexpected happened.
Some of the Pro Heroes there suddenly started attacking their colleagues and guests of the event, taking everyone by surprise. They use their Quirks to kill the people around them.
The reception hall, which had just witnessed the triumph of heroism over villainy, was plunged into a nightmarish scene of confusion and horror.
All Might, reacting swiftly to the sudden betrayal, leaped into action.
"Protect the civilians!" he bellowed, his voice cutting through the chaos.
Guests screamed and scrambled for cover as the rogue heroes' Quirks wreaked havoc.
*Boom!* *Slash!* *Bam!*
Laser beams sliced through the air, icy blasts created slippery surfaces, and gusts of wind knocked people off their feet.
The remaining heroes, caught completely off-guard, quickly sprang into action. They used their Quirks to shield the guests, evacuate the injured, and subdue the attacking heroes without causing them serious harm.
But it wasn't very effective…
Their rogue counterparts were faster and stronger.
Amid the pandemonium, it was clear that the betrayal was well-coordinated, suggesting a deeper, more sinister plot at play. The true extent of the conspiracy was unknown, but one thing was certain: the threat was far from over, and the heroes needed to regroup and respond to this new, unexpected danger.
As the battle raged, the lines between friend and foe blurred, creating a situation where trust was as scarce as safety. The heroes were now faced with the daunting task of not only protecting the innocents but also determining the cause behind this sudden treachery among their ranks.
"Why!? Why are you guys doing this!?" A female Pro Hero furiously asks a 'rogue' one. "Why are you betraying us!?"
As the chaos unfolded, Krim, David, and Toshinori quickly pieced together the puzzle. Their seasoned instincts and knowledge of past incidents led them to a chilling realization. The sudden and violent change in the heroes' behavior had to be the work of an external influence, something sinister and familiar.
Before they could vocalize their thoughts, a new figure emerged, confirming their suspicions. A dark portal tore open in the midst of the pandemonium, and through it stepped the Another Drive Roidmude, its presence menacing and unmistakable. Behind him, a trio of Plain Type Roidmudes – each representing one of the three animal types – followed, adding to the imposing threat.
The Another Drive Roidmude, an aberration known for its ability to manipulate and use a corrupt version of Drive's powers, sneered at the gathered heroes.
"These heroes didn't betray anyone. They are quite loyal. Loyal to me, that is." He spoke to the female hero in a taunting manner as he gestured to the 'evil' Pro Heroes, his voice a distorted echo that sent shivers down the spines of those present. "So please, ladies and gentlemen, do not hate them for simply following their orders."
All Might, his eyes narrowing in recognition and resolve, addressed the Roidmude Executive.
"So it's you who's behind this, Another Drive."
Krim, grimly disturbed, added:
"You placed imposters amidst the heroes, having an idea that this outcome would happen."
Yes, the rogue Pro Heroes were probably all Roidmudes in disguise, who must have all killed their original templates before taking their places at the reception party. This horrifying deduction was the only explanation that made sense in the face of such unprecedented treachery.
David, though not a fighter, stood resolute beside his companions.
"The Kamen Riders faced your kind before, and they've prevailed. This time won't be any different."
The Another Drive Roidmude simply laughed, a sound devoid of any humanity.
"Let's see how you deal with this then," he challenged, gesturing to the Plain Type Roidmudes to engage.
All Might clenched his fists, his expression a mix of anger and sorrow.
"To think they would go to such lengths, to kill and then masquerade as our colleagues..." His voice trailed off, the gravity of the situation weighing heavily upon him.
David, though not on the front lines, understood the implications of such a tactic.
"It's a strategic move, designed to sow chaos and confusion from within. We were prepared for an external attack, but this... this is something else."
The realization that the heroes had been infiltrated and impersonated by Roidmudes added a new layer of complexity and danger to the situation. It meant that the enemy had intimate knowledge of their plans, strengths, and weaknesses.
The Another Drive Roidmude, reveling in the chaos it had orchestrated, seemed to mock their understanding.
"Clever, aren't you? But it's too late. The damage is done, and now you face not just us, but your own allies."
The reception hall, once a place of celebration and unity, had descended into a nightmarish tableau. Among the guests and some of the lesser-known heroes, confusion and terror reigned supreme. The revelation that Roidmudes had infiltrated their ranks, masquerading as trusted heroes, sent a wave of paranoia and fear rippling through the crowd.

I agree with you in regard to Bakugo's behavior, but that's why I want him to grow up and learn from his mistakes. He will learn eventually that he can't act like he usually does if he wants to improve.

I will go along with the logic that the Kamen Riders will need every help they can get to win the war against the Roidmudes. Just having Quirkless people using the Drivers won't be enough to deal with the large army of enemies they have to fight.
That's where the good-aligned Fusion Evolved Roidmudes come in.
But it's not just the Class 1-A that will fuse and make use of the Neo Viral Cores. I also plan to have some Pro Heroes, that eventually become allies of the Kamen Riders, also make use of the Neo Viral Cores to provide extra help in the fight.
While I don't plan to kill any of the teenagers(yet), I do plan to make sure that they eventually get a proper reality check to fight and kill the evil Roidmudes if they wish to survive.
